The following is a brief status report on some of the major issues and projects currently being advanced by the Solano Transportation Authority (STA). An asterisk (*) notes items included in this month’s Board agenda. STA Welcomes Two New Board Members * Two new STA Board Members are scheduled to be sworn in at this Board meeting. Thom Bogue was recently elected as the new Mayor of the City of Dixon. He previously served on the Dixon City Council. Bob Sampayan was recently elected as the new Mayor of the City of Vallejo. He also previously served on the Vallejo City Council. In addition, two new Board Alternates, Ronald Kott representing the City of Rio Vista and Dilenna Harris representing the City of Vacaville are scheduled to be sworn in. In addition, 2016 Chair Norm Richardson will provide a summary of the highlights from the 2016 year. Bay Trail/Vine Trail Segment in Vallejo Receives Regional ATP Grant STA and the City of Vallejo received good news before the holidays that the Bay Trail/Vine Trail Segment connecting Vallejo Ferry Terminal/Waterfront along Wilson Avenue to the City of American Canyon in Napa County has been recommended by the Metropolitan Transportation Commission (MTC) to receive a $4.2 million regional Active Transportation Program (ATP) grant. This project was identified by STA as Solano County #1 priority for the highly competitive ATP grant program and has been strong partnership project with staff from STA (led by STA’s Drew Hart), the City of Vallejo, the Bay Trail and the Vine Trail. This is the second project in Solano County to be funded as part of the 3rd cycle of ATP grant funding. Earlier this fiscal year, the City of Fairfield was successful in obtaining $1.7 in state ATP grant funding awarded by the California Transportation Commission (CTC) for the East Tabor Safe Routes to School Project. STA’s former Safe Routes to School Program Administrator Sarah Fitzgerald helping to write this grant. In addition, the Suisun City’s McCoy Creek Multi-Use Path could receive $1.8 million in regional ATP from MTC, subject to STA identifying the balance of the project funding with Suisun City. STA’s Anthony Adams worked with Suisun City staff to prepare this application. Congratulations go to all three project sponsors. STA Mid-Year Budget Revisions for Fiscal Year (FY) 2016-17 and FY 2017-18 * STA’s Accounting Manager Susan Furtado and STA’s five budget managers have wrapped up the mid-year budget revisions for both FY 2016-17 and FY 2017-18. These revisions reflect recent carry over funds from FY 2015-16 now that the audit has been concluded and recent actions by the STA Board during the first two quarters of the FY 2016-17.

Page 2 of 2 Initial Assessment of OBAG 2 Project Applications* On November 18, 2017, STA received 13 applications requesting a total of $17.4 million in One Bay Area Grant Cycle 2 (OBAG 2) Congestion Mitigation and Air Quality Improvement (CMAQ) funding, a 4 to 1 ratio of project requests exceeding the $4.646 million in CMAQ available for programming. Staff has completed its initial assessment of these applications based on the evaluation criteria approved by the STA Board. This will be provided as an informational item at the STA Board meeting. In February, each project sponsor will be provided the opportunity to present their application and answer questions from the STA Board Members.

Electric Vehicle Infrastructure Update * STA’s Drew Hart will provide an Electric Vehicle Infrastructure update and STA’s work being accomplished through a $300,000 grant provided by the California Energy Commission. Safe Routes to Schools to Start Youth Engagement Pilot Program * This month, the STA’s Safe Routes to School (SRS2) Program will be launching a Youth Engagement Pilot Program targeted at students enrolled in Solano County’s high school and middle schools. STA’s SR2S Program Administrator, Lloyd Nadal, will provide a summary of this pilot program. STA Update In December and January, I have attended several local and regional meetings of note:

H. Solano Bike Map Request for Proposal (RFP) Recommendation: Approve the release of a Request for Proposal (RFP) for design services for the Top Ten Bike Rides in Solano County Map for an amount not-to-exceed $30,000.

I. Countywide Systemic Safety Analysis Report Program (SSARP) Request for Proposal (RFP) Recommendation: Authorize the Executive Director to:

1. Release a Request for Proposal (RFP) for a consultant to develop the 2017 Solano Travel Safety Plan; and

2. Enter into a contract for an amount not-to-exceed $500,000.

J. Office of Traffic Safety (OTS) Grant Authorization for Roadway Safety & Traffic Records and Pedestrian & Bicycle Safety Programs Recommendation: Authorize the STA Executive Director to apply for OTS grant funding for both Traffic Records and Pedestrian and Bicycle Safety to identify innovative and sustainable solutions to addressing safety while increasing youth leadership in the process.

K. Paratransit Coordinating Council (PCC) Membership Reassignment and Appointment Recommendation: Approve the following

1. Reassignment of Rachel Ford PCC representation from Social Service Provider to Public Agency – County Department of Health and Social Services; and

2. Appointment of Lisa Hooks to the PCC for a three year term as a Social Service Provider.

L. STA Letter of Support for UC Davis Grant Submittal Pertaining to Sea Level Rise

and Infrastructure Recommendation: Authorize the Executive Director to forward a letter of support for the U.C. Davis grant request titled Real-Time Monitoring Methods for Sea Level Rise Threats to Coastal Infrastructure.

M. Fiscal Year (FY) 2016-17 Transportation Development Act (TDA) Resolution Recommendation: Approve STA Resolution No. 2016-03 authorizing the filing of a claim with MTC for the allocation of TDA funds for FY 2016-17.

N. Contract Amendments - Transit Corridor Studies Project Manager and Transit Finance Consultant Services Recommendation: Authorize the Executive Director to execute contract amendments for the following:

1. McElroy Transit for Transit Corridor Studies Project Manager and to assist in the implementation of related programs in FY 2016-17 through June 30, 2017, for an amount not-to-exceed $15,000; and

2. NWC Partners, Inc. for Transit Finance Consultant Services in FY 2016-17 through June 30, 2017, for an amount not-to-exceed $30,000.

O. Contract Amendment for State Legislative Advocacy Services Recommendation: Authorize the Executive Director to:

1. Execute contract amendment #6 to the State Lobbying Consultant Services Agreement with Shaw/Yoder/Antwih, Inc. for a two-year term in an amount not-to-exceed $50,000 annually; and

2. Extend the agreement with SolTrans to reimburse STA $20,000 annually for state lobbying consultant services provided by Shaw/Yoder/Antwih, Inc.

P. STA Website Services

Recommendation: Authorize the Executive Director to:

1. Issue a Request For Proposal (RFP) for website services for STA and SR2S through June 30, 2017; and

2. Enter into an agreement with the selected firm(s) in an amount not-to-exceed $45,000.

Q. State Route (SR) 12/SR 113 Intersection Improvement Project Initial Study and

Proposed Mitigated Negative Declaration Recommendation: Authorize STA staff to forward letter of support with comments as specified in Attachment B to Caltrans regarding the Initial Study with Proposed Mitigated Negative Declaration for State Route 12/State Route 113 Intersection Improvement Project.

10. ACTION – FINANCIAL ITEMS

A. STA’s Comprehensive Annual Financial Report (CAFR) for Fiscal Year (FY) 2015-16 Susan Furtado presented the STA’s Comprehensive Annual Financial Report (CAFR) for FY 2015-16. Daryl Halls cited that for the eleventh consecutive year, the STA received an unqualified audit without any findings of its Fiscal Year 2015-16 budget. He continued by thanking Susan Furtado, STA’s Accounting Manager and STA’s Budget Managers for their diligence in managing their respective budgets.

Board/Public Comments: Board Member Augustine asked how long has the STA had the current auditor and if we have in our policy the term limit for an auditor. Susan Furtado stated STA has had the current auditor for seven (7) years and is scheduled to go out to bid for the next annual audit. STA has a policy of contracting with the same auditing firm for five (5) consecutive years, unless authorized by the STA Board. The current auditor had a five years original contract and the STA Board authorized an extension for an additional two (2) years in 2014.

Recommendation: Approve the following:

1. Receive and file STA’s Annual Audit for FY 2015-16; and 2. Submit the FY 2015-16 Comprehensive Annual Financial Report (CAFR) to the

Government Finance Officers Association (GFOA).

On a motion by Board Member Sanchez, and a second by Board Member Price, the STA Board approved the recommendation. (7 Ayes, 1 Absent)

B. Solano Community College (SCC) Transportation Fee Agreement Philip Kamhi reviewed the implementation process of the Solano Community College (SCC) Student Transportation Fee in which students overwhelming approved (76%) increasing their students fees to include transportation. He noted that this will provide each SCC student the opportunity to purchase transit passes for Solano Express or local service from Fairfield and Suisun Transit (FAST) and Solano County Transit (SolTrans), or local service from Vacaville City Coach for half price.

Board/Public Comments: None presented.

Recommendation: Direct staff to evaluate and report on the SCC Student Transportation Fee program performance after the first year of the program.

On a motion by Board Member Price, and a second by Board Member Sanchez, the STA

Board approved the recommendation. (7 Ayes, 1 Absent)

C. Pavement Technical Assistance Program (P-TAP) Grant Authorization Development of 2017 Solano Pothole Report Anthony Adams provided an update to the grant authorization development process of the 2017 Solano Pothole Report. He noted that STA continues to focus on improving travel safety and recently landed a competitive $500,000 statewide grant to fund a Countywide Systemic Safety Analysis Report Program. This grant will be utilized to help STA update the Solano Travel Safety Plan in 2017. STA staff is also recommending the STA Board authorize the submittal of two separate safety grants to the Office of Traffic Safety (OTS).

Recommendation: Authorize the STA Executive Director to enter into an agreement with Solano County to develop the 2017 Countywide Pothole Report with funding provided by the P-TAP funds.

On a motion by Board Member Price, and a second by Board Member Davis, the STA Board approved the recommendation. (7 Ayes, 1 Absent)

11. ACTION – NON FINANCIAL ITEMS

A. STA’s Draft 2017 Legislative Platform and Legislative Update Jayne Bauer noted that STA reviews and updates its Legislative Platform and Priorities and distributes the document for review and comment before adoption by the STA Board. She cited that the document has been updated by staff and is ready to be distributed for review and comment.

Jayne Bauer requested the Board to authorize the STA Chair to send letters of support for Senate Bill (SB) 1 (Beall) and Assembly Bill (AB) 1 (Frazier) would each direct approximately $6 billion a year to transportation infrastructure and include new revenues, additional investments of Cap and Trade auction proceeds, accelerated loan repayments, streamlined project delivery, accountability measures, and constitutional protections.

approved authorizing the Executive Director to release the STA’s Draft 2017 Legislative Platform for review and comment. (7 Ayes, 1 Absent – Vice Chair Spering) On a motion by Board Member Price, and a second by Board Member Davis, the STA Board approved authorizing the STA Chair to forward letters of support for SB 1 (Beall) and AB 1 (Frazier). (7 Ayes, 1 Absent)

B. Replacement of Route 200 Evening Service with Enhanced SolanoExpress Route 80 Late Evening Service Philip Kamhi noted that based on a coordination meeting that was held on July 22nd, WETA proposed adding additional Ferry service runs that would add three additional Ferry trips from Vallejo to San Francisco and three additional trips from San Francisco to Vallejo; this will replace the five Route 200 bus runs from Vallejo to San Francisco and seven Route 200 bus runs from San Francisco to Vallejo. He added that based on public input from ferry and Route 200 riders, the top two comments received were support for the expansion of ferry service to replace the Route 200 service and request to continue to operate a late evening bus service in the timeframe between 9:30pm and 10:30pm between San Francisco and Vallejo. He mentioned that based on a follow up meeting with SolTrans, it was identified that modifying one of the late evening SolanoExpress Route 80 buses to extend that route in the late evening from El Cerrito Del Norte BART to go San Francisco and then back to Vallejo would fill this service gap created by the elimination of the Route 200 service. If approved by the STA, SolTrans and WETA, this revised service would go into effect in January 2017.

Board/Public Comments: None presented.

Recommendation: Authorize the Executive Director to forward letter to Solano County Transit (SolTrans) requesting the following:

1. SolTrans replace the 9:30 PM Vallejo to San Francisco and 10:30 PM San Francisco to Vallejo trip by the Route 200 service late evening service by extending the late evening SolanoExpress Route 80 service to serve downtown San Francisco and Vallejo; and

2. Direct STA staff to review the revised route service performance by no later than June 2017 and provide a report back to the Consortium and STA Board.

On a motion by Board Member Price, and a second by Board Member Sanchez, the STA

Board approved the recommendation. (7 Ayes, 1 Absent)

C. Solano County Coordinated Short Range Transit Plans (SRTP) Jim McElroy presented the 2nd Solano County Coordinated Short Range Transit Plan (SRTP). He noted that the four local SRTPs have been already adopted by the local transit operator’s governing boards and the final step is for the STA Board to adopt the final document. He requested the Board approve the STA Resolution No. 2016-05 to adopt the FY 2015-16 through FY 2024-25 Solano County Coordinated Short Range Transit Plan.

Board/Public Comments: None presented.

Recommendation: Approve the STA Resolution No. 2016-05 of the Solano Transportation Authority Board of Directors adopting the FY 2015-16 through FY 2024-25 Solano County Coordinated Short Range Transit Plan as shown in Attachment A.

On a motion by Board Member Price, and a second by Board Member Augustine, the STA Board approved the recommendation. (7 Ayes, 1 Absent – Vice Chair Spering)

D. Solano County Transit (SolTrans) Joint Powers Agreement (JPA) – Appointment of STA Ex-Officio Board Member Bernadette Curry requested the STA Board to appoint a STA Board Member to the SolTrans JPA Board as an Ex-Officio member for a two-year term.

Recommendation: Appoint a STA Board Member to the SolTrans JPA Board as an Ex-Officio member for a two-year term expiring December 2018.

By consensus, the STA Board reappointed STA Board Member Pete Sanchez to the SolTrans JPA Board as an Ex-Officio member for another two-year term expiring December 2018.

E. Appointment of Alternate Member to Capitol Corridor Joint Powers Authority (CCJPA) Robert Macaulay noted that due to STA Board Member Jack Batchelor’s departure from the STA Board and Dixon Mayorship, an adjustment in the Solano representation to the CCJPA Board of Directors is being requested at this time.

Recommendation: Approve the following:

1. Appoint a STA Board Member (Second Primary Member) to represent Solano County on the CCJPA Board; and

2. Appoint an Alternate Member to represent Solano County on the CCJPA Board.

By consensus, the STA Board appointed STA Board Chair Spering as First Primary Member, STA Board Member Price as Second Primary Member, and STA Board Member Len Augustine as Alternate Member to serve on the CCJPA Board of Directors.

A. One Bay Area Grant Cycle 2 (OBAG 2) - List of Projects Submitted In September 2016, the STA Board approved an updated set of 16 evaluation criteria for evaluating One Bay Area Grants 2 (OBAG 2) project submittals and issued a call for projects for $4.6 million in federal Congestion Mitigation and Air Quality (CMAQ) funds. On November 18, 2017, STA received 13 applications from project sponsors requesting a total of $17.4 million in OBAG 2 CMAQ funding, a 4 to 1 ratio of project requests exceeding the available funding.

A. Comprehensive Transportation Plan (CTP) – Transit and Rideshare Element Robert Macaulay noted that with the completion of the review and public comment period, adoption by the STA Board at its first meeting on January 11, 2017 is recommended.

Recommendation: Forward a recommendation to the STA Board to adopt the Final Solano Comprehensive Transportation Plan – Transit and Rideshare Element as shown in Attachment C.

On a motion by Dave Melilli, and a second by Shawn Cunningham, the STA TAC unanimously

8. INFORMATIONAL – DISCUSSION

A. Electric Vehicle (EV) Infrastructure Update Drew Hart provided an update on current events related to EV infrastructure in California. He noted that in August 2016 the Solano County Board of Supervisors approved changes to come into accordance with AB 1236. All cities in Solano County are similarly required to adopt simplified permitting by September 30, 2017. The Solano EV Transition Program will provide guidance on permitting procedures that can aid cities to meet the state law. He commented that the intent of the project is to reach as many people as possible and provide them the tools and information to expand the electric vehicle infrastructure in Solano County

B. OBAG Cycle 2 Project List Performance Criteria Assessment and Funding Scenario Discussion Robert Guerrero reported that Solano County jurisdictions and project sponsors submitted a total of 13 projects during the OBAG Cycle 2 CMAQ Call for Projects. He outlined the project sponsors requested a total of $17.3M in CMAQ funds with only $4.6M available; a nearly 4 to 1 ratio. He noted that eligible CMAQ projects types included bike lanes, pedestrian improvements, transit improvements, and road diets, and projects that have been submitted are being scored by STA staff on the OBAG 2 evaluation criteria. He also noted that STA will be working with member agencies in the coming weeks to identify the planned location STP projects and what percentage are located in or near a Priority Development Area (PDA).

Background: The Solano Transportation Authority (STA) is annually required to prepare an audited financial statement in accordance with Government Accounting Standards Board (GASB) Statement Number 34 and 68, and the Office of Management and Budget (OMB) Circular A-133 (Audits of State, Local Government, and Non-Profit Organizations). In October 2009, the STA issued a Request for Proposals (RFP) for interested and qualified accounting firms to perform professional auditing service for STA. Vavrinek, Trine, Day (VTD) & Co, LLP, a Certified Public Accountant (CPA) firm from Palo Alto, California was selected and has performed annually STA’s financial reviews, funding compliance, appraised STA’s accounting internal controls, issued annual Single Audit Reports and Memorandum of Internal Control, and STA’s first Comprehensive Annual Financial Report (CAFR) for Fiscal Year (FY) 2015-16. The Vavrinek, Trine, Day (VTD) & Co, LLP accounting firm completed their five (5) year contract agreement and with STA Board approval was amended for additional two-year extension through FY 2015-16. Discussion: The STA staff is evaluating its audit services and is required to issue an RFP for the services in conformance with the STA’s Accounting Policies and Procedures. The audit service has to determine whether STA’s internal accounting and other control system provides reasonable assurance for managing of Federal, State, and Local government grants and projects, and are in compliance with applicable laws and regulations. In evaluating each proposal, the audit services has to include relevant experience, availability of staff with professional qualifications, technical abilities, and responsiveness to STA’s financial and internal control issues. The selected independent auditor will conduct an annual audit review and issue STA’s CAFR including the Single Audit Report based on a fiscal year beginning July 1st and ending June 30th. The service contract is recommended to be issued for three (3) years with the option to renew the agreement for one 2-year extension or two 1-year extensions. Fiscal Impact: The estimated fiscal impact for the professional audit service included in the FY 2016-17 budget is $22,600. The cost for the service contract is anticipated to slightly increase in subsequent years with the continued issuance of STA’s Comprehensive Annual Financial Report (CAFR) and the Single Audit Reports, as required by STA’s federal funding requirement. Recommendation: Authorize the Executive Director to:

1. Release a Request for Proposal for Professional Auditing Service; and 2. Enter into a contract for an amount not-to-exceed $25,000 per year for three years with the

option to renew for one 2-year extension or two 1-year extensions. 25

Background: The Solano Transportation Authority's (STA) Pedestrian Advisory Committee (PAC) is responsible for providing funding and policy recommendations to the STA Board on pedestrian-related issues for monitoring, implementing, and updating the Countywide Pedestrian Transportation Plan. The Committee is seeking to fill several vacancies at this time. Membership consists of representatives from the seven cities, the County, and several member-at-large special interest groups. The representatives are nominated either by their respective organization, city council, or mayor before being considered by the STA Board for a formal appointment. Member-at-large positions are appointed directly by the STA Board. Appointments are for up to a 3-year term. These positions are voluntary. Preference is given to non-elected citizens and who are not employed by member agencies. Discussion: STA received an application from Victor Anes to serve as the member-at-large, representing the entire County of Solano. Mr. Anes is a resident of the City of Suisun City, and would fill a vacancy on the PAC. The PAC has two (2) members that will have completed the three-year term of service in December 2016. All members are required to be reappointed by the STA Board. There are no term limits for PAC members, and all members are encouraged to reapply for their position for another three years. The City of Fairfield representative Kevin McNamara and the City of Rio Vista representative Tamer Totah have agreed to serve another term of three years.

Fiscal Impact: None.

Recommendation: Approve the following:

1. Appoint Victor Anes (Member-at-Large) to the PAC for a 3-year term to expire December 31, 2019;

2. Appoint Cynthia Ripley (Bay Area Ridge Trail Council) to the PAC for a 3-year term to expire December 31, 2019;

3. Reappoint Tamer Totah (City of Fairfield) to the PAC for an additional three-year term to expire December 31, 2019; and

4. Reappoint Kevin McNamara (City of Rio Vista) to the PAC for an additional three-year term to expire December 31, 2019.

DATE: January 4, 2017 TO: STA Board FROM: Robert Guerrero, Senior Project Manager RE: State Route (SR) 37 Funding Agreement Amendment

Background: The STA Board as part of the four North Bay County Transportation Authorities (TAs) SR 37 Policy Committee agreed to request funding from the Metropolitan Transportation Commission (MTC) to develop a Project Initiation Document (PID), or its equivalent, for the SR 37 Corridor. MTC agreed to fund the PID equivalent document with a 12% local match contribution requirement from the four requesting North Bay County Transportation Authority’s. The PID equivalent document is also known as a Design Alternative Assessment (DAA) and titled SR 37 Transportation and Sea Level Rise Corridor Improvement Plan. The Scope of Work includes: 1) a Corridor Concept Plan between I-80 and US 101 and 2) a focused analysis on capital improvements that will address sea level rise and congestion on SR 37 between Mare Island in Solano County and SR 121 in Sonoma County. On October 12, 2016, the STA Board authorized the STA Executive Director to enter into an agreement with MTC to contribute up to 70% of the local match. The remaining balance was anticipated to be provided by Sonoma County Transportation Authority (SCTA). Since then, the Congestion Management Agencies for Marin and Napa counties agreed to also contribute funding toward local match commitment. STA’s local match contribution will be lowered as a result of additional funding contributions. Discussion: The SR 37 DAA is estimated to cost $1 million to complete with a required $120k local match contribution. The STA currently has a four North Bay County Transportation Authorities funding agreement with the Transportation Authority of Marin (TAM), Napa Valley Transportation Authority (NVTA) and Sonoma County Transportation Authority (SCTA). The funding agreement between the four North Bay TAs are for the SR 37 Financial Opportunities Analysis. At the request of the other three North Bay TAs, STA staff is recommending an amendment to the current funding agreement to include their funding contributions for MTC’s DAA. The amended agreement is recommended to include the DAA scope of work and specify the fund contributions by each agency as noted in Attachment A. STA’s contribution is recommended to be $50k, forty-two percent of the local match requirement. This is below the seventy percent previously authorized by the STA Board. The STA’s level of contribution was previously determined based on approximately 54% of the SR 37 corridor being located in Solano County as well having nearly 70% of the Average Annual Daily Traffic originating from Solano County.

Fiscal Impact: STA’s previously approved funding contribution would originate from STA gas tax funds for a total local match contribution of $50k. The remaining local match contribution will be provided by SCTA, NVTA and TAM in the amounts specified in Attachment A. Recommendation: Authorize the STA Executive Director to amend existing SR 37 funding agreement with Sonoma County Transportation Authority, Transportation Authority of Marine and Napa Valley Transportation Authority to include additional fund contributions as specified in Attachment A for the SR 37 Transportation and Sea Level Rise Corridor Improvement Plan. DATE: December 20, 2016 TO: STA Board FROM: Daryl Halls, Executive Director Susan Furtado, Accounting & Administrative Services Manager RE: STA’s Fiscal Year (FY) 2016-17 Proposed Mid-Year Budget Revision and FY 2017-18 Proposed Budget Revision Background: The Solano Transportation Authority (STA) has an adopted budget policy requiring a two-year annual fiscal year budget plan for its proposed expenditures and the proposed means of financing them. The budget is usually revised mid-year and finalized at the end of the fiscal year. When necessary, these budgets are revised to provide STA the basis for appropriate budgetary control of its financial operations for the fiscal year. In July 2016, the STA Board adopted the FY 2016-17 Revised Budget and the FY 2017-18 Budget as part of the two-year annual fiscal year budget plan. Discussion: Attachment A is the FY 2016-17 Proposed Mid-Year Budget Revision and Attachment B is the FY 2017-18 Proposed Budget Revision. The FY 2016-17 Proposed Mid-Year Budget Revision is balanced, with the proposed changes to the approved budget modified from $18.42 million to $18.9 million, an increase of $479,721. These changes are primarily due to the carryover funds for the continuation of projects, and new projects and programs: the Transit Ridership Study, the Benicia Intermodal Project, the Electric Vehicle (EV) Readiness, and new programs such as the Solano Express Managed Lanes Implementation Plan (MLIP), the Systematic Safety Analysis Report Program (SSARP), and the Countywide Bike/Ped Plan. Budget changes are summarized as follows:

1. The Transportation Development Act (TDA) Article 3 fund in the amount of $125,000 is added to the budget for the update of both the Countywide Bicycle and Pedestrian Plans. In addition to STA’s countywide plans, several cities have expressed interest in developing city-specific active transportation plans. The cities of Dixon, Rio Vista, Suisun City, and Vallejo are interested in utilizing these funds for city-specific active transportation plans that can be coordinated with the STA’s Countywide Bicycle Plan.

2. The Highway Safety Improvement Program (HSIP) grant for the Countywide Systemic Safety Analysis Report Program (SSARP) in the amount of $500,000. The FY 2016-17 Mid-Year Budget Revision reflects the amount of $104,538, which includes the matching funds for the initial startup of the study and the remaining funding will be added in subsequent fiscal year budget for the continuation of this project study. The goal of the SSARP is to assist local agencies in performing collision analysis, identifying safety issues on their roadway network, and developing a list of systemic low-cost countermeasures that can be used to prepare future HSIP and other safety program applications throughout Solano County.

3. Transit Performance Initiative (TPI) Program funding of $100,000 is added to the budget for the start of the Solano Express Managed Lanes Implementation Plan (MLIP) to provide capital improvements to support SolanoExpress service.

4. The Transportation for Clean Air (TFCA) fund is increased by $57,019 to reflect the program funding for the Solano Online Bike Map.

5. The State Transit Assistance Funds (STAF) capital fund allocation for the Benicia Intermodal Project in the amount of $25,000 is carried over from FY 2015-16 for the continuation of the project.

6. The California Energy Commission’s Zero Emission Vehicle Readiness Grant is in its second year. The budget is increased by the amount of $100,000 to reflect the carryover funding from the prior fiscal year. This is programmed for the continuation of the implementation of the Electric Vehicle Component of the Solano Alternative Fuels and Infrastructure Plan with the selection of the program consultant.

7. The contract agreement with the Napa Valley Transportation Authority (NVTA) for managing and marketing the Napa County Emergency Ride Home and the Commute Challenge Programs funded by the Transportation Funds for Clean Air (TFCA) Program fund is reduced by $9,002. This budget is reflective of the remaining carryover funds available for FY 2016-17.

8. The Yolo Solano Air Quality Management District (YSAQMD) funding for the Transit/Mobility Management Administration is reduced by $15,000 to reflect the anticipated carryover of funds into FY 2017-18.

9. The Vallejo Redwood Parkway Fairgrounds Drive Improvement Project budget is adjusted to reflect the anticipated work on the design phase of the project in conjunction with the County of Solano and the City of Vallejo. The funding in the amount of $100,000 from the County’s TDA Funds and $150,000 federal earmark funding from the County is identified to start the design phase for this project.

10. The Department of Motor Vehicle funding for the Abandoned Vehicle Abatement (AVA) Program is increased to reflect anticipated increased funding for FY 2016-17, reflective of funds received in the prior fiscal year.

Other revenue changes are made to reflect the anticipated expenditures and activities for the

fiscal year.

FY 2016-17 Expenditure Changes Changes to the approved budget are reflective of funds carryover and revenue changes as described above. The budget expenditure revisions are as follows:

1. The Operation and Management budget is increased by $18,603. The STA Operation &

Administration budget expenditures were reviewed and adjusted to reflect the expenditures and activities for the fiscal year. Budget changes is reflective of the carryover funds for the ongoing database and website updates.

2. The Transit/Mobility Management/SR2S budget is increased by $97,061. Changes to the budget are due to the carryover funds from the previous fiscal year for the continuation of programs, such as the Safe Routes to School Program (SR2S), Transit Corridor Study/Short Range Transit Plan (SRTP), the Transit Coordination/Implementation, and the Transit Ridership Study update. The Solano Express Managed Lanes Implementation Plan (MLIP) has been added to the budget. With the anticipated loss of funding from the Regional Rideshare Program (RRP) of the Metropolitan Transportation Commission (MTC) for the performance of the 511 Regional Ridesharing and Bicycling Program activities for Solano and Napa County starting July 2017, the Solano Napa Commute Information (SNCI) Programs have been

merged and reorganized to reflect the following three (3) program activities: Commuter Program Management/Administration, Employer Program, and the SNCI Marketing – Vanpool/Carpool Program.

3. The Project Development budget is increased by $169,071. The continuation of the Benicia Intermodal Project ($25,000) and the initial startup of the Systematic Safety Analysis Report Program (SSARP) ($104,538) are added to the budget. The Regional Transportation Impact Fee (RTIF) Program and the Department of Motor Vehicle funding for the Abandoned Vehicle Abatement (AVA) Program were adjusted to reflect anticipated increase in revenue and disbursements.

4. The Strategic Planning budget is increased by $194,986. The Solano Online Bike Map ($100,000) is now classified as part of the planning activities (previously part of SNCI). The California Energy Commission’s Zero Emission Vehicle Readiness Grant budget is increased by the amount of $100,000 to reflect the carryover funding from the prior year and for the continuation of the project. The new study for the Countywide Bicycle and Pedestrian Plans in the amount of $125,000 is added to the budget.

The total FY 2016-17 Budget revenue and expenditure is $18.9 million. The FY 2016-17 Proposed Budget Revision is balanced for the continued delivery of STA’s priority projects. FY 2017-18 Proposed Budget Revision Attachment B is the FY 2017-18 Proposed Budget Revision. The FY 2017-18 Proposed Budget Revision is balanced, with the proposed changes to the approved budget modified from $14.28 million to $15.05 million, an increase of $740,761. These changes are primarily due to the projected carryover funds for the continuation of projects, and new projects and programs initiated in FY 2016-17, such as the implementation of the new programs – the Solano Express Managed Lanes Implementation Plan (MLIP), the Systematic Safety Analysis Report Program (SSARP), and the Countywide Bike/Ped Plan. The FY 2017-18 Budget is modified to program the carryover of funds and continuation of the programs. Other project and program revenue and expenditures will be adjusted on subsequent budget revision. The FY 2017-18 Proposed Budget Revision is balanced for the continued delivery of projects and programs. To ensure conformance with the Office of Management and Budget (OMB) Uniform Guidance (Cost Principles of State, Local, and Indian Tribal Government) and the STA’s Accounting Policies and Procedures, the FY 2016-17 and FY 2017-18 is presented with revision to the approved budget to reflect changes in the budget revenue and expenditures. Fiscal Impact: The STA’s overall FY 2016-17 budget is $18.9 million, an increase of $479,721. The increase in the revenues and expenditures is based on a combination of programs and project activities, and new projects, such as the Solano Express Managed Lanes Implementation Plan (MLIP), the Systematic Safety Analysis Report Program (SSARP), and the Countywide Bike/Ped Plan. The FY 2017-18 budget is $15.05 million, an increase of $740,761 to reflect the carryover funds from the initiated projects in FY 2016-17. There are no proposed modifications to STA staff. Recommendation: Approve the following:

1. Adopt the STA’s FY 2016-17 Proposed Mid-Year Budget Revision as shown in Attachment A; and

2. Adopt the STA’s FY 2017-18 Proposed Budget Revision as shown in Attachment B. 37

Background: The Solano Comprehensive Transportation Plan (CTP) is one of the STA’s primary long-range planning documents along with the Congestion Management Program (CMP) and the Metropolitan Transportation Commission’s Regional Transportation Plan, known as Plan Bay Area. The CTP consists of three main elements: Active Transportation; Arterials, Highways and Freeways; and, Transit and Ridesharing. The development of the Solano CTP is driven by the activities to implement its purpose statement, which is:

The Solano Comprehensive Transportation Plan will help fulfill the STA’s mission by identifying a long-term and sustainable transportation system to provide mobility, reduce congestion, and ensure travel safety and economic vitality to Solano County.

Within the Solano CTP the Transit and Rideshare Element Purpose Statement is:

Identify and develop mass transit and rideshare facilities, services and policies that maximize the ability of Solano residents, workers and visitors to reach destinations within Solano County, and to access regional transportation systems.

The overall purpose of the CTP is to identify opportunities and resources to move the countywide transportation system from its current condition to a desired future condition, and to then prioritize steps to bring this change to fruition. The Transit and Rideshare Element focuses on the shared ride portion of the transportation system, while acknowledging the interdependence of all three elements (Transit and Rideshare, Arterials Highways and Freeways, and Active Transportation). Discussion: The outline of the Transit and Rideshare Element is shown below:

The SolanoExpress Intercity Transit Consortium has reviewed all chapters of the Transit and Rideshare Element prior to making a recommendation that the Draft Element be released in October 2016. The STA Board approved release of the Draft Element at its meeting of October 12, 2016. Subsequent to the Element’s public release, STA received two e-mail public comments. Both comments primarily focused on roadway issues. At the Transit and Rideshare Committee meeting of December 6, 2016, several edits were recommended by Committee members. Those comments are shown in Attachment B. None of the comments substantially change the Element or the recommended priorities. All of these comments and edits were presented to the STA TAC at its meeting of December 21, 2016. The STA TAC unanimously recommended that the Element be adopted with the recommended edits. Fiscal Impact: None at this time. The policies and priorities recommended in the Transit and Rideshare Element will help guide future funding decisions by STA. Recommendation: Adopt the Final Solano Comprehensive Transportation Plan – Transit and Rideshare Element as shown in Attachment A. Attachments:

Rideshare Element based upon comments received prior to and at the December 6th meeting of 

the Transit and Rideshare Committee.  Additions are shown in BOLD, deletions in

Finally, it is important to note that the Element focuses on intercity transit – connections 

between the communities of Solano County, and between Solano County and the broader 

northern California region.  Local transit is the responsibility of the local jurisdiction, and is 

outside of the scope and responsibility of STA and this Plan, although STA provides a venue for 

coordination of services.

Page 47, Capitol Corridor Performance.  The following paragraph was added. 

On‐Time Performance (OTP) for September 2016 was 92%, with a Year to Date OTP for FY16 

of 94%. This performance maintains the Capitol Corridor’s #1 position in the Amtrak system 

for service reliability for the seventh year in a row. (Note: This year the Capitol Corridor 

shares the honor of most reliable service with the Hiawatha, Chicago‐Milwaukee service.) 

While the number of trespasser incidents increased in FY16 compared to last year, reliability 

still improved from 93% to 94% due to decreases in mechanical delays and continued superior 

dispatching from Union Pacific Railroad, which resulted in the Capitol Corridor having the 

lowest host railroads delays in the Amtrak system.  Customer satisfaction remains high, with 

89% of customers being “Highly Satisfied”, the highest score in the history of the service.

Private Ferry Services 

While the City of Benicia approved private contract ferry service to the 9th Street boat ramp, 

that service has not yet begun operation.  The initial proposal is for the private charter of two 

Catamaran vessels, each equipped to transport 49 people from Martinez and Benicia to South 

San Francisco and back with two pickups and two drop‐offs each week day.  No modifications 

to the city boat ramp are proposed. 

Because this is a new service, no operational statistics are available.

Background SR 37 is a regionally significant highway linking the north, east and west San Francisco Bay subregions. SR 37 follows 21 miles along the northern shore of San Pablo Bay linking US 101 in Novato, Marin County with Interstate 80 (I-80) in Vallejo, Solano County and crossing through Sonoma County and portion of Napa County along the way. It serves as a vital connection between the eastern and western counties of the northern San Francisco Bay Area, and the Central Valley. It is the northernmost non-mountainous east-west link between US 101 and I-5 (via I-80 and I-505) in the State. By connecting US 101 to I-80, SR 37 connects job markets and housing within Marin, Sonoma, Napa and Solano Counties as well as commuters coming from the East Bay counties of Contra Costa and Alameda. The commute, freight movement, and recreational functions of the route require efficient traffic management on both weekdays and weekends. As a parallel route north of the Richmond-San Rafael Bridge (I-580), SR 37 functions as a State Recovery Route and is part of the Interregional Roads System (IRRS) between US 101 and I-80. SR 37 is vulnerable to flooding during heavy storms repeatedly requiring its closure. SR 37 is also affected by the continual settling of the roadway from unstable soil structures and heavy truck traffic which requires frequent roadway repairs. SR 37 has been identified by Bay Conservation and Development Commission (BCDC), Caltrans and U.C. Davis through two separate studies as vulnerable to future projected sea level rise making it more likely to experience increased flooding events and resulting in frequent need for more repeated repairs. Discussion: Given the cross-jurisdictional route of SR 37, a Memorandum of Understanding (MOU) was signed between the Solano Transportation Authority, Napa County Transportation Planning Agency (NCTPA), Sonoma County Transportation Authority (SCTA), and the Transportation Authority of Marin (TAM) which defines how the four agencies will work together to promote and advance the delivery of improvements on the SR 37 Corridor. Key terms of the MOU include:

Establishment of a SR 37 Policy Committee consisting of three members from the STA and SCTA and up to three members from both NCTPA and TAM;

Establishment of an Executive Steering Committee comprised of the Executive Directors from the four agencies and a Project Leadership Team comprised of the four Deputy Directors;

Halls, Executive Director RE: Selection of 2017 STA Chair and Vice Chair Background: The STA policy for selection of Board Chair and Vice-Chair is identified in the STA’s Joint Powers Agreement and stipulates that, “the members of the Transportation Authority shall select a chairperson and a vice-chairperson for the Transportation Authority, each of whom shall serve one year terms.” Historically, the selection of the STA’s Chair and Vice-Chair has taken place at the discretion of the STA Board. In February 2000, the STA Board established a policy to rotate the annual selection of the Chair and Vice-Chair among the STA’s eight member agencies. As part of the action, the Board reserved the flexibility to juggle the rotation if the prospective incoming Chair was a recently appointed member of the STA Board. The intent of this policy is to provide the new Board Member with the opportunity to accumulate at least one year of experience on the STA Board before assuming the role and expanded responsibilities of STA Board Chair. When the policy was adopted, the rotation was scheduled to begin in calendar year 2003 after the current two Board Members on the 2001 Executive Committee had served their term as STA Chair (former Mayor of Rio Vista Marci Coglianese and former Solano County Supervisor John Silva). Beginning in 2003, the next Chair in the rotation would then come from the member agency whose representative had last served as STA Chair. The selection of the STA’s Executive Committee remains at the discretion of the new STA Chair. In 2000, then STA Chair Dan Donahue, former Council Member from the City of Vallejo, modified the membership of the STA’s Executive Committee by inviting the outgoing Chair to remain on the Executive Committee with the new Chair, Vice-Chair and a fourth Board member. In recent years, the STA Chair has opted to include Solano County’s representative to the Metropolitan Transportation Commission (MTC), Supervisor Jim Spering, on the Committee due to the important role MTC plays in determining funding for various transportation projects and programs. In order to comply with the Ralph M. Brown Act, a total of four members of the STA Board, one less than a quorum, are allowed to serve on the Executive Committee. This complement of past, current and prospective STA Chairs on the Executive Committee serves to provide a continuity of leadership and policy direction from the STA Board to STA staff.

Assessment and Funding Scenario Discussion

Background: Every four to five years federal cycle funds are available for distribution at the regional level. In the San Francisco Bay Area, the Metropolitan Transportation Commission (MTC) calls these federal cycle funds One Bay Area Grant (OBAG). MTC has now set out policies and established funding amounts for the second cycle of OBAG. This covers Fiscal Years (FYs) 2017-18 through 2021-22.

Based on MTC’s criteria for distribution, population and housing production, STA was allocated a total $21.17M over the next five years. At its meeting on September 14, 2016, the STA Board programmed $2.75 million in Congestion Mitigation and Air Quality (CMAQ) funds to sustain the Solano Safe Routes to School and Solano Mobility/Rideshare Programs, $6.86 million in OBAG 2 STP funds to fund STA’s planning, project delivery and fund programming efforts over the five year cycle, $5.9 million in OBAG 2STP funds was programmed to the seven cities by formula for STP eligible activities and $1.506 million in Federal Aid Secondary (FAS) and $2.05 million of North Bay Priority Conservation Area (PCA) funds programmed to the County of Solano.

At this meeting, the STA Board also issued a Call for Projects for remaining CMAQ funds. The Call for Projects is for $4,646,003 of CMAQ funds with funds to be distributed on a competitive basis, using the criteria approved by the Board at the same time. The Call for Projects was open for eight weeks – from September 14th though November 18, 2016.

Discussion: Solano County jurisdictions submitted a total of 13 projects during the OBAG Cycle 2 CMAQ Call for Projects. Project sponsors requested a total of $17.3M in CMAQ funds with only $4.6M available; a nearly 4 to 1 ratio. Eligible CMAQ projects types included bike lanes, pedestrian improvements, transit improvements, and road diets. The list of projects submitted is provided in Attachment A.

Projects that have been submitted are being scored by STA staff on the OBAG 2 evaluation criteria. Excluding Countywide Transportation Plan (CTP) goals and Regional Transportation Plan (RTP) goals, there are 11 criteria which can offer “points” for each project submittal. STA staff examined each evaluation criteria answer supplied by project sponsors to verify validity. A draft scoring of each evaluation criteria and the amount of projects that satisfied that criteria.

Each project submitted has also received a draft score, which can be seen in Attachment B. A large factor related to which projects will be selected is the MTC mandated requirement that 50% of all OBAG Cycle 2 funds must be spent within a Priority Development Area (PDA). If no STP funds are spent with a PDA, then all of the CMAQ funds must be spent within a PDA. With this in mind, STA will be working with member agencies in the coming weeks to identify the planned location STP projects and if they are located in or near a PDA.

These projects provide the foundation for the STA’s Overall Work Plan (OWP) for the forthcoming two Fiscal Years. In May 2016, the STA Board approved the OWP for FYs 2016-17 and 2017-18. The current OWP contains a list of the priority plans, projects and programs that the STA is working on or plans to work on during the forthcoming year. On February 8, 2017, from 11 am to 2 pm, a STA Board Workshop has been scheduled with all eight Board Members and their eight Board Alternates invited to attend and participate. At the January 10, 2017, STA Board meeting, staff will present several suggestions for agenda topics at the Workshop for consideration by the STA Board. Each of the STA Board Members will also be asked for requested list of agenda topics. Agenda Item 13.C January 11, 2017

DATE: January 5, 2017 TO: STA Board FROM: Drew Hart, Associate Planner RE: Electric Vehicle Infrastructure Update Background: In September 2016, Governor Brown signed Senate Bill 32 legislating a statewide goal of reducing greenhouse gas emissions 40 percent below 1990 levels by 2030. This most recent official act builds on previous efforts like the Governor’s declaration to reduce petroleum use in cars and trucks in California by 50 percent by the same target year, 2030. In March of 2012, Governor Brown issued Executive Order B-16-2012 to encourage EVs in California and set a goal of reaching 1.5 million EVs by 2025. The executive order establishes three milestones:

1. By 2015, California’s major metropolitan areas will be able to accommodate EVs through infrastructure plans

2. By 2020, California’s ZEV infrastructure will be able to support up to 1 million vehicles. 3. By 2025, 1.5 million EVs will be on California’s roadways with easy access to

infrastructure. The first goal was met for the Bay Area in December of 2013 when the Bay Area Air Quality Management District (BAAQMD) published the Plug-In Electric Vehicle Readiness Plan. Additionally, at the December 11, 2013 STA Board meeting, the Solano County Alternative Fuels & Infrastructure Plan was adopted. The state continues to work on the second goal through incentivizing the purchase and lease of EVs. From January 2011 to August 2016, over 231,000 EVs have been sold in California, according to the California Plug-In Electric Vehicle Collaborative. In August 2016 alone, nearly 7,800 EVs were sold in California, accounting for over half of all sales nationwide. STA’s current work under the title Solano EV Transition Program works toward achieving the third goal. The Solano EV Transition Program is funded by a $300,000 grant received from the California Energy Commission. The tasks in this program will be further detailed later in this staff report, however it worth noting that it advances the STA Comprehensive Transportation Plan goal of improving air quality by implementing the Solano County Alternative Fuel and Infrastructure Plan. The EV Transition Program also advances goals listed in all of the adopted Climate Action Plans specific to each jurisdiction. Discussion: This is a brief update on other current events relating to EV infrastructure in California.

Assembly Bill 1236 Among other efficiencies, this Bill requires cities and counties to enact an ordinance that creates an expedited, streamlined permitting process for electric vehicle charging stations. Jurisdictions with a population of 200,000 or more residents must adopt the ordinance by September 30, 2016. All other jurisdictions must adopt the ordinance by September 30, 2017. In August of 2016 the Solano County Board of Supervisors approved changes to come into accordance with AB 1236. All cities in Solano County are similarly required to adopt simplified permitting by September 30, 2017. The Solano EV Transition Program will provide guidance on permitting procedures that can aid cities to meet the state law. PG&E Infrastructure for EV Plan In early 2015 Pacific Gas and Electric Co (PG&E) proposed a $654 million investment in EV chargers within the PG&E region. That would have added 25,000 charging units to the statewide network currently at about 8,000 charging units. That would have been the largest EV charging infrastructure program in the nation. The California Public Utilities Commission (CPUC) and PG&E have had an 18-month back and forth to come to an agreement on a version of PG&E’s plan that is agreeable for all involved. Fundamental issues with the original plan include PG&E owning and operating the chargers. The investment plan which was approved by the CPUC on December 15, 2016 will fund 7,500 EV charging stations. The CPUC has directed that 15% of all charging stations be located in low-income communities. Also, PG&E will be allowed to own up to 35% of the charging stations, while the rest will be owned by property owners or third parties. STA’s Solano EV Transition Program will identify high demand areas in Solano where EV charging infrastructure is needed. Outreach to potential site hosts will find interested partners to install chargers and prepare them for funding from PG&E or other funding sources. Volkswagen Settlement German automaker Volkswagen (VW) has been found guilty of violating the US Clean Air Act by using computer algorithms designed specifically to produce false readings. Nearly 500,000 Volkswagen and Audi vehicles have been emitting higher amounts of nitrogen oxides (NOx) into the environment than permissible by law. As part of the settlement, VW will fund a $2.7 billion trust in three installments to fund mitigation programs across the United States which mitigate NOx emissions from transportation sources. The programs will be housed under the name Electrify America. The funds each state receives will be in proportion to the number of non-compliant vehicles sold within the state between 2009 and 2015. The State of California alone will receive $800 million from this program. The California Air Resources Board (CARB) will administer the program. VW states that the nationwide program will focus on three primary activities aimed at increasing usage of zero-emission vehicle technology and showing more Americans that going electric is possible today.” The activities are installing EV charging infrastructure, education and outreach, and launching a “Green City initiative.” As the Solano EV Transition Program identified high demand areas for EV chargers, STA staff will work with housing complexes, public facilities, and commercial locations to prepare these locations to receive funding for new charging equipment.

Many things are changing at a very rapid pace in the EV world. STA, through the Solano EV Transition Program, stays committed to understand these changes, and position agencies in Solano County for receiving this funding to expand the EV charging network for Solano residents. Beyond the financial benefits of receiving outside funds to build out infrastructure, the Solano EV Transition Program will forward local, regional, and state goals of reducing greenhouse gas emissions, reducing dependence on fossil fuels, and improving the air quality in Solano County. An outline of activities in the Solano EV Transition Program are listed below:

A- Permitting and Inspection Process Assist local agencies to develop a streamlined permitting and inspection processes for PEV charging infrastructure

B- Installation Process Improve electric vehicle charging station (EVCS) installation process in residential multi-unit dwellings, public sites, workplaces, and corridors countywide

C- Electric Vehicle Charging Station Siting Map infrastructure demand areas and perform outreach to potential charging infrastructure host sites

D- Signage Coordinate the installation of directional signage on local streets and roadways and signage at public PEV charging stations

E- Plug-in Electric Vehicle (PEV) Awareness Conduct at least two “ride and drive” events to educate the public on EV options

F- Local Government Code Adoption and Training Develop guidelines and resources for the adoption of residential and/or nonresidential voluntary measures in California’s Building Codes

Many deliverables are planned including: development of online resources and best practices, training and workshops for local government staff, assistance in code writing and adoption, case studies, development of a list of recommended contractors, and public ride and drive events, among others. The intent of this project is to reach as many Solano County residents as possible and provide them the tools and information to expand the electric vehicle infrastructure in Solano County. Therefore, much of the final product will be through an easy to understand website, though print versions will also be created. DATE: January 3, 2017 TO: STA Board FROM: Lloyd Nadal, SR2S Program Administrator RE: Youth Engagement Pilot Program – Middle and High Schools Background: The Solano Safe Routes to School (SR2S) Program works to increase the number of students walking and bicycling to school by helping to make the journey safe, fun and healthy. Using a comprehensive approach, the program focuses on activities and events that educate students on safety, health awareness and identifying improvements within communities countywide to enhance active student travel safety. Currently there are 68 Solano County schools that have participated in our program, mostly elementary schools and some middle schools. In January 2017, the program will launch a Youth Engagement Pilot Program to engage middle and high school aged students in Safe Routes to School across the county and learn sustainable ways to maintain their involvement. Discussion: The goals of the Youth Engagement Pilot Program are to: 1) increase middle and high school youth leadership and involvement in Safe Routes to School activities countywide and; 2) engage in youth-led projects that can lead to sustainable solutions in transportation and that can increase walking, biking and overall physical activity amongst Solano County youth. The Solano SR2S Program will invite interested parties across the county to apply and will select 5-10 youth pilot sites (preferably existing youth groups) with teams consisting of 4-6 middle and high school youth and at least 1 adult leader. The pilot sites will be asked to engage in a YPAR (Youth-Led Participatory Action Research) or PhotoVoice Project that focuses on elements of improving transportation and safety, reducing carbon emissions and/or addressing Safe Routes to School goals such as increasing walking, biking or physical activity in or around school. The SR2S Team will work with participants by providing training and technical assistance to build capacity and skills for young people and their adult counterparts that will potentially increase youth-led activities and promotion of the Safe Routes to School Program countywide. The SR2S Team will also assist each pilot site in developing: 1) a final project presentation that will be presented to the appropriate audience (i.e. school, school district, city council, etc. and 2) a 1-page success story to highlight their youth engagement efforts within the project especially in connection with other partners. Pilot site selection criteria will be based on: level of interest, program readiness, staff and organizational capacity, commitment to youth-led work and demonstrated need. Fiscal Impact: Each pilot site will receive $1000.00 for programmatic support which can be used for staff time, travel and youth stipends. This funding is budgeted as part of a grant with the Yolo Solano Air Quality Management District (YSAQMD).

YOUTH ENGAGEMENT PILOT PROGRAM SOLANO SAFE ROUTES TO SCHOOL  

LAUNCH DATE: JANUARY 2017  OVERVIEW    In 2017, Solano Safe Routes to School (SR2S) will launch a Youth Engagement Pilot Program to support middle and high school aged youth in Solano County. The goal of the program is to: 

1) Increase youth leadership and involvement in Safe Routes to School activities countywide; 2) Engage in projects that can lead to sustainable solutions in transportation and increase 

walking, biking and overall physical activity.   The Solano SR2S Program invites interested parties to apply and will select 5‐10 youth pilot sites (preferably existing youth groups) with teams consisting of 4‐6 middle and high school youth and at least 1 adult leader.   The pilot sites will be asked to engage in a YPAR (Youth‐Led Participatory Action Research) or Photo voice Project following an easy‐to‐follow curriculum provided to them by SR2S. The SR2S team will work with participants to build capacity and skills for young people and their adult counterparts that will potentially increase youth‐led activities and promotion of the Safe Routes to School program countywide.  PILOT SITE REQUIREMENTS  To apply to be a pilot site this year, participants must meet these minimum requirements:   

 Be a school, afterschool program, community organization or youth leadership program or group serving youth between the ages of 13‐21. This project will require engaging a group of at least 4 and up to 6 dedicated youth within this age range during the time period with support of at least 1 adult; 

Have at least 1 dedicated adult leader (who will be directly engaging with the youth during the time period and also serve as the contact person) to attend and participate in check‐in calls, weekly updates, potential trainings with staff; 

Choose a Safe Routes to School related activity/issue (i.e. increasing walking/biking to school or physical activity, carpooling, improving infrastructure, etc.) and implement a YPAR (Youth‐Led Participatory Action Research) or Photo voice Project through an easy‐to‐follow curricula to determine youth‐led solutions for the chosen issue; 

As a Final Project, each youth group will create a PowerPoint presentation and present to the appropriate audience (i.e. school officials, organization staff, city council, etc.).  SR2S staff will provide support to help sites choose their issues, research methods and audience for their presentations;

Participate in monthly check‐in calls with SR2S staff and attend the YES Conference at Metropolitan Transportation Commission (MTC) in San Francisco on Saturday, Feb. 25, 2017 (travel will be provided by SR2S); 

Have all participants (youth and adults) sign release forms to verify participation and allow for use of media and photos highlighting the group‘s efforts through success stories during the time period. 

 IF SELECTED, EACH PILOT SITE WILL RECEIVE:  

 1. Tailored technical assistance, training and any guidance needed during the process by 

providing our experience and expertise in strategic youth‐led practices to build agency capacity. Our SR2S team will specifically assist each pilot site in:  

a. Supporting their final project presentation and helping to identify the appropriate audience to present to; 

b. Developing a success story to highlight their youth engagement efforts within the project especially in connection with other partners. 

2. Resources, supplies and evaluation tools necessary for pilot implementation and monitoring of the project; 

3. A $1000 stipend with $500 paid at the start of the program and $500 paid upon final completion of all the requirements as stated.

SOLANO SAFE ROUTES TO SCHOOL  

 Stepping Stones Process Outline 

 The Solano Safe Routes to School (SR2S) Youth Engagement Pilot Program is designed to support and engage middle and high school aged youth in Solano County around Safe Routes to School activities. The goal of the program is to: 

1) Increase youth leadership and involvement in Safe Routes to School activities countywide; 2) Engage in projects that can lead to sustainable solutions in transportation and increase 

walking, biking and overall physical activity.   

The Solano Safe Routes to School team will coordinate with selected pilot sites throughout Solano 

County to lead projects through a Youth‐led Participatory Action Research (YPAR) Framework 

providing youth an opportunity to engage in leadership, critical thinking, problem‐solving, service 

learning and strategizing skills. The youth will choose a Safe Routes to School related issue that 

affects their communities and engage in a collective research process to find and present on 

tangible solutions.  

The process is guided by a flexible and easy‐to‐follow 8 Stepping Stones curriculum (originally 

developed by Youth in Focus) which has been adapted with emerging best practices and 

experiential learning components to fit the needs of this Safe Routes to School Program. Here is a 

brief summary of the steps included in this process: 

 

Stepping Stone 1 involves project preparation. Adult facilitators will spend this stepping stone 

developing a structured process ‐ goals, timeline, framework and communication; and beginning the 

process of recruiting a youth team. This Stepping Stone should not be overlooked or under‐

emphasized.  Full preparation is critical to project success. 

In Stepping Stone 2, staff will begin to meet the youth team; introduce the project and structure, 

and gain buy‐in from the youth participants.  During this time, youth and adults collectively begin to 

build a safe space as a group developing agreements, getting to know each other and preparing for 

the project.  In order to lead together, teams need to know, understand and trust each other.  Use 

activities to bring people deeper into themselves and with each other, to have fun, to energize and 

to connect. 

Stepping Stone 3 is the main component of the YPAR process.  Youth will identify an issue to 

research, learn about the issue, select and develop research tools, and define their sample. Once 

the youth choose their issue, adult facilitators should take time to research and understand the 

issue area and plan, review and edit the necessary research instruments. The SR2S Team will be 

available for technical assistance as well.

Stepping Stone 4 includes interactive skill and capacity building activities to strengthen the youth’s 

abilities in note‐taking, listening, asking questions, and facilitation. This Stepping Stone can also be 

used to empower and reinforce youth perspective in this work and develop tool‐specific skills for 

individual youth depending on their needs.  

In Stepping Stone 5, pilot sites will conduct their research activities to collect and document data. 

This process starts with developing a strategy to effectively collect data and ends with full data 

collection. The focus of the project is now external as youth approach their community to collect 

data and requires self‐discipline and accountability by youth team members to gather the data 

necessary to answer their research question.  Teams should meet at least once/week during this 

Stepping Stone to check‐in on how data collection is going. 

Stepping Stone 6 involves youth pilot sites taking their collected data and developing findings and 

recommendations from all of the information.  Youth are not only responsible for their own voices, 

but now also the voices of all their research participants.  Through in‐depth analysis, youth attempt 

to tell the stories found in their data. This Stepping Stone allows youth to feel ownership over their 

work.   

In Stepping Stone 7, Youth pilot sites take all their information, analysis and next steps and compile 

them into a cohesive final presentation designed and created by the youth. In coordination with 

SR2S staff, youth will prepare a presentation to discuss their findings with key stakeholders and 

decision‐makers. SR2S staff will also be available for any support needed and give constructive 

feedback in presenting their data. 

Finally, Stepping Stone 8 involves action planning for their proposed project.  By prioritizing their 

findings and recommendations, the team creates a strategic plan of action to seek ways to 

implement their work. This step prepares youth to take their strengthened critical thinking, 

leadership, research, and planning skills and participate on an ongoing basis in their organization’s 

or community’s leadership. 

Each of the stepping stones outlined above includes detailed activity instructions, examples, and 

supplementary resources. In addition the Safe Routes to School Team is available during every step 

of the process for technical assistance and guidance along the way.

DATE: December 21, 2016 TO: STA Board FROM: Judy Kowalsky, Accounting Technician RE: Fiscal Year (FY) 2016-17 Abandoned Vehicle Abatement (AVA) Program First Quarter Report

Background: The Solano Transportation Authority (STA) administers the Abandoned Vehicle Abatement (AVA) Program for Solano County. These administrative duties include disbursing funds collected by the State Controller's Office from the Department of Motor Vehicle (DMV) vehicle registration fee of $1 per registered vehicle, using the funding formula of 50% based on population and 50% on vehicles abated. The AVA Member Agencies for Solano County are the City of Benicia, City of Dixon, City of Fairfield, City of Rio Vista, City of Suisun City, City of Vacaville, City of Vallejo, and County of Solano. STA disbursed all available AVA funds in FY 2015-16. There are no unallocated AVA funds to carry over to FY 2016-17. Discussion: For the First Quarter of FY 2016-17, STA received the allocation from the State Controller’s Office in the total amount of $105,915.87 and has deducted $3,177.48 for administrative costs. The total remaining AVA fund balance after the first quarter disbursement to the member agencies is $15,845.78. This amount will be included with the disbursement in the second quarter utilizing the funding formula.

The Cities of Benicia, Suisun City, and Vallejo have been particularly active during the first quarter in abating abandon vehicles. The City of Vacaville has already abated 46% of its total vehicles abated for all of FY 2015-16 during the first quarter of FY 2016-17. The City of Rio Vista continues to have no report of abated vehicles for the quarter.

Attachment A is a matrix summarizing the AVA Program activities through the First Quarter FY 2016-17 and is compared to the total FY 2015-16 numbers of abated vehicles and cost reimbursements submitted by the members of the Solano County’s AVA Program.

Rebates for clean vehicles are now available through the Clean Vehicle Rebate Project (CVRP) funded by the Air Resources Board (ARB) and implemented statewide by the California Center for Sustainable Energy (CCSE).

The California Air Resources Board (ARB) created the HVIP to speed the market introduction of low-emitting hybrid trucks and buses. It does this by reducing the cost of these vehicles for truck and bus fleets that purchase and operate the vehicles in the State of California. The HVIP voucher is intended to reduce about half the incremental costs of purchasing hybrid heavy-duty trucks and buses.
