FOREWORDFOREWORD FROM GILL KNELLER, CHIEF EXECUTIVE

Forward thinking and dynamic, both Havant Borough Council and East Hampshire District Council are true twenty first century public service organisations; exemplars of providing vibrant and efficient services of distinction to their customers. This dynamism permeates throughout the very structure of both organisations and is based around a highly successful shared management structure.

This document will help you understand not only the breadth of services and products both authorities provide – to residents and on a commercial basis - but also appreciate the considerable experiences and aptitudes of our Management Team that help us deliver services in a variety of areas such as regeneration, planning, coastal defence and much more.

MANAGEMENTSTRUCTUREHBC & EHDC

Both Havant Borough Council (HBC) and East Hampshire District Council (EHDC) share a Management Team to manage services for their residents and external organisations.

The Chief Executive and Executive Directors provide strategic direction to the councils and two directorates, namely Corporate Services and Regeneration & Place. Commercial delivery is at the core of how our services are delivered to our customers. In addition to service provision, the portfolios additionally address income generation, commissioning, asset management and trading.

Heads of Service provide the relevant lead and experience to deliver outcomes for our customers.

Both Councils have the same ambition to improve people’s lives within their particular areas through financial and environmental sustainability, economic growth and public service excellence.

HBC’s mission is to ensure that the communities of Havant will be increasingly prosperous, vibrant and active, putting customers at the centre of everything we do. The strategy to deliver this is to develop a mixed economy of service delivery, with a strong focus on commissioning high quality services.

EHDC’s mission is to improve people’s lives by providing public services that represent good value for money and meet our community’s needs. The strategy to deliver this is focussed on product innovation and an entrepreneurial approach to ensuring the council is financially independent of all government funding.

Gill has held a number of senior strategic leadership positions in local government across the South of England. She has a strong track record of delivery on behalf of the councils and communities she works for. Gill has been at the forefront of developing and delivering commercial approaches to all aspects of local authority services including the use of diverse models such as companies, joint ventures and partnerships.

CHIEF EXECUTIVE, GILL KNELLER

Gill has extensive experience of leading teams to develop the necessary culture, skills, attitudes and behaviours to enable effective delivery of projects, programmes and excellent core services. She is an Environmental Health Officer by profession and holds a number of post graduate qualifications including a Certificate in Company Direction from the Institute of Directors, a Diploma in Management Studies, a Master’s Degree in Risk Management and a Graduate Diploma in Law from the University of Law.

Lydia Morrison, Director for Corporate Services (Chief Finance Officer)Lydia is a qualified accountant and has worked across diverse areas of industries and services within the public, private and charitable sector organisations over her 30 year finance career. Lydia has also gained experience implementing and delivering high value capital projects across a varied portfolio of property as well as in the formulation and execution of fiscal and financial policy.

Lydia is the Director for Corporate Services and Chief Finance Officer with Section 151 responsibilities as well as line management responsibility for the Corporate Services directorate. Lydia chairs the Corporate Governance Board for both Havant Borough and East Hampshire District Councils as well as the Governance, Audit and Finance Board at HBC and the Governance, Audit and Scrutiny Committee at EHDC. The S151 Officer plays a key role in helping the organisation balance local service needs with corporate interests whilst ensuring compliance with all financial requirements. The role and functions of the S151 Officer are directly informed by a comprehensive framework of statutory duties and responsibilities. In summary, the S151 Officer:

• is a role prescribed by law and who must

be a qualified member of a recognised

accountancy body;

• manage the financial affairs of the

authority and in so doing secure the

proper stewardship of Council (and

Members) responsibilities;

• must ensure compliance with all statutory

requirements for accounting and internal

audit

• owes a personal duty of care to local tax

payers in managing Council resources on

their behalf.

Catherine Jobling, Interim Head of Finance (Deputy Section 151 Officer)Catherine is a qualified accountant with over 15 years’ experience working in several Local Authorities. Catherine is proficient in delivering the Statement of Accounts, budgets, income generation plans, transformation, innovation, and reporting. Catherine is the Councils’ Interim Head of Finance.

David Brown Head of Legal ServicesLegal Services Head of Service, David Brown; a barrister who after 7 years in chambers moved into public service, including overseas appointments. David has served the public as a lawyer for over 18 years. Legal Services are made up of 14 lawyers, legal officers and legal assistants, whom provide specialist and pro-active legal advice to officers at both East Hampshire District and Havant Borough Councils. The service ensures the legality of all decisions at both Councils are compliant with legislation and government policy, statutory processes, corporate policies, and the Councils constitution.

Brian Wood, Head of Customer ServicesWith over 35 years’ experience of providing customer facing services, Brian is responsible for Customer Services, Revenues and Benefits, Election Services, Corporate Support, Local Land Charges, Address Management and Research and Insight. A Fellow of the Institute of Revenues, Rating and Valuation, Brian is focussed on using customer insight to develop new ways of delivering services and deploying modern, cost-efficient technologies to improve customer satisfaction and insight.

Susan Parker, Head of Programmes, Redesign and QualityWith 25 years experience of the commercial sector alongside the successful delivery of strategic partnerships and transformation programmes in the public sector, Sue is the strategic lead for business solutions, workspace logistics, FM services and corporate governance. As Head of Programmes, Redesign and Quality, Sue directs the delivery of major corporate initiatives; overseeing professional project management and business analyst resources to secure the best outcomes for the customer aided by excellent digital design and work-style management. Sue is also the Senior Information Risk Owner for the Council and leads in ensuring compliance with all information governance requirements.

Caroline Tickner, Head of Organisational DevelopmentCaroline is a HR and OD professional with over 20 years’ experience, operating at a strategic level in both public and private sectors. Caroline has a unique ability to identify synergies across teams and utilise resources effectively to deliver tangible outcomes. Claire Hughes, Client Relationship Director and Head of Strategic CommissioningClaire has worked in local government for over 25 years and provides strategic leadership for HBC and EHDC on a variety of commercial contracts including: environmental services and leisure centres. Claire is responsible for ensuring our commercial partnerships and contracts deliver efficient and cost effective services to residents. Claire is also responsible for leading commercial relationships with corporate suppliers, contract delivery and client function in relation to the Capita contract.

Matt Goodwin Senior Client Executive / Deputy Client Relationship DirectorWorking to drive effective realisation of a contract spend of £20 Million, Matt has specific oversight of Revenues and Benefits, Customer Services, and HR & Payroll. Matt also coordinates the annual planning and service improvement elements within the contract. Matt has spent many years working within local government, and has experience leading corporate and operational services, organisation wide programmes, and a client-side function for a significant outsourcing contract. Chris Bradley, Head of Commercial DevelopmentLeading commercial activities, Chris’ team specialises in programme and performance management, commercial finance and business development. Chris has designed and delivered products and services across a wide range of markets, including local and central government, science, technology, engineering and business support. Chris is leading the Building Control team in moving to a new model of delivery that will minimise the cost of the service through efficiencies and new income streams. Chris is also the Managing Director of EH Commercial Services improving the environment through ethical enforcement.

Since 2012 the Coastal Partnership has delivered £1.5m in savings for the partners.

Continued investment in commercial property in order to generate income to reinvest in services sees the EHDC property portfolio valued at £70.3m on 31 March 2018.

The Regeneration and Place directorate at HBC and EHDC provides the

All local and national planning application targets reached and planning services continuing to be delivered successfully for external organisations.

Simon Jenkins, Director for Regeneration & PlaceSimon has held senior management positions for a number of councils and in the private sector where he has gained extensive experience of delivering services and leading change.

Simon has led the planning services at East Hants and Havant and has a wide ranging career in planning, housing, working for house builders and housing associations as well as experience of working as a consultant in the private sector. Simon is a town planner by profession and holds a number of post graduate qualifications including Masters in Town Planning, Housing and Management.

Lyall Cairns, Head of Coastal PartnershipLyall leads the Eastern Solent Coastal Partnership, representing a multi-authority approach to reducing the risk of coastal flooding and erosion, and managing the local coastline. David Hayward Planning Policy Manager (Havant)David has 13 years of experience in developing planning policy for urban local authorities. Leading a strong team of experienced town planners David is responsible for putting in place the planning framework and guidance to enable the Council to meet its regeneration and development ambitions. David is a qualified town planner with a post graduate Masters in Spatial Planning and Development.

Julia Mansi Planning Development ManagerJulia leads the Development Management teams, dealing with planning applications across the two Councils and contract work for the South Downs National Park. Clare Chester MRICS, Head of Regeneration and EconomyClare is a Place-Making and Regeneration specialist who has worked at the forefront of several large-scale development and regeneration projects across the south of England. Clare leads on Regeneration, Economic Development and Place-Making initiatives across both East Hants and Havant councils. Working at the interface between the public and private sector, Clare combines her strong commercial acumen with public sector values. Tracey Wood, Head of Housing and Community EngagementWith over thirty years experience working in local government, Tracey provides core strategic guidance for both HBC and EHDC on all housing and community services, and works with a variety of customers, commissioners, the voluntary sector and local agencies. Leading strong, dedicated teams, Tracey’s responsibilities include dealing with issues such as homelessness, community engagement and development, strategy formulation with a focus on supporting the most vulnerable residents in our communities.

EXECUTIVE SUPPORT TEAM

The Executive Support Team provide a high level of administrative

support to the Chief Executive, Directors, Management Team as

well as the Leader and Deputy Leader of both HBC and EHDC,

plus the Chairman at EHDC and a number of other senior roles in

the councils. The Support Officers work alongside PAs and EAs to

provide additional support across the Management Team, as well

as undertaking wider corporate responsibilities such as supporting

the staff reward schemes and other Organisational Development

activities across both councils.
