Scale of emergencies in the EMR
> 50% of 22 countries experiencing emergencies, including 3 countries in complex emergencies with active conflicts and 10 countries facing protracted crises.
8 countries with UN humanitarian Strategic Response Plans (Afghanistan, Iraq, Libya, OPT, Somalia, Sudan, Syria and Yemen).
Forced displacement with > 50% of the world’s refugees and the largest caseload of internally displaced persons, globally as a result of conflict.
WHO: IEHK
Pre-packed set of essential medicines, medical material and devices to meet priority health needs of 10 000 people for three months.
IEHK contains a limited number of NCD medicines, mainly in the supplementary unit (12 items).
IEHK revision in 2016 added NCD medicines but in small quantity and only for the management of acute exacerbations.
Rationale for the development of
NCD emergency kit WHO mandate’s under article 49 of WHO Global Action Plan 2013-
2020 to deploy an interagency emergency health kit for NCDs
Individuals with known NCD are particularly vulnerable to interruption of treatment when emergencies affect health system capacity to maintain continuity of care
Many countries in emergencies face disruption in their drug supply and struggle in developing a priority list of NCD drugs
Countries found themselves unprepared to submit Emergency Funding proposals
Country procurement of NCD medicines not always well planned, costly (tend to pay higher price for limited amount of purchased medicines)
Donors willing to add NCD as part of essential health services package to be restored but no clear package so far proposed to them
NCD emergency kit structure Basic NCD kit >> based on 5 submodules: can be ordered independently,
depending on the needs, logistics and resources of the field.
