Mediaset selected Accenture to assist it in the speedy launch of thenew bundles by building and deploying a new billing and collectionsolution based on Oracle Communications Billing and Revenue

Management (BRM).

Mediaset Group is the firstcommercial broadcaster in Italy anda major media company in Europe.

The group operates a wide range of broadcast and related media,including analogue free-to-airgeneralist television (Canale 5,Italia 1, Retequattro), advertising(Publitalia), TV drama and filmproduction (Taodue, Medusa), tele-shopping (Media Shopping), pay-per-view television (MediasetPremium and Mediaset Gallery), andnew lines of business (Internet andmobile TV). Recently, Mediasetannounced the acquisition of animportant stake in Endemol N.V., a

world leader in televisionentertainment programming, aspart of its growth strategy. In 2008,Mediaset Group reportedconsolidated net revenues of €4.252 billion (US$6.26 billion).

Business challenge

The Italian media giant is evolving its

strategic positioning to transition from apure commercial broadcaster into anintegrated multimedia company thatoffers content over multiple platforms,such as digital terrestrial TV, satellite TV,and Internet Protocol TV. Moving forwardto achieve its vision, the broadcasterlaunched Mediaset Premium on itsdigital terrestrial platform in 2005 as apay-per-view TV service that is accessedby a recharge-able pre-paid or “smart”card. Revenues from the profitablePremium service doubled from €107.8million (US$158.9 million) in 2006 to

€225.9 million (US$333.0 million) in2007. At the end of 2007, Premium hadmore than 2 million active customers.More than 2.3 million rechargeable cardsand 6.3 million re-charges were sold in2007.

Mediaset decided to act swiftly to buildupon the success of its Premium servicesand launch two expanded brands:Premium Gallery and Premium Calcio.

Premium Gallery would offer morethan 3,000 hours per year of exclusive pay TV content through four

thematic channels: Joy, Mia, Steel,and Disney. The channels wouldbroadcast mainly TV series andmovies, such as House, Heroes, BionicWoman, Pushing Daisies, and GossipGirl. Premium Calcio would offer a setof sports pay-TV channels, includingbroadcasts of all of the topchampionship matches of the LegaCalcio Serie A TIM football teams, allthe matches of the UEFA (Union of European Football Associations)Champions League, DirettaChampions League, and football 24-

hours-a-day. The new Gallery andCalcio bundles were to be launchedin less than eight months as both apre-paid or subscription service, thusmaking Mediaset the only Europeanbroadcaster to operate both free-to-air and pay-to-view TV channels.

Because the pay-TV service atMediaset had been offered throughpre-paid cards only, the broadcasternow needed robust billing and

administrative capabilities to effectivelymanage the bill cycle for the expectedthousands of pay-TV subscribers. Findingsfrom Accenture High Performance Businessresearch shows that getting thefundamentals right, such as integratingbilling and collections as part of the

revenue-generation cycle, is a prerequisitefor high-performance businesses and helpsthem to outpace competitors. Beyond thebasics of processing invoices, the newbilling system would also be a criticalfactor for Mediaset in building customerloyalty and support-ing new servicelaunches.

Mediaset selected Accenture to assist it inthe speedy launch of the new bundles bybuilding and deploying a new billing andcollection solution based on OracleCommunications Billing and Revenue

Management (BRM). The broadcaster choseAccenture for several interrelated reasons.Accenture had a successful history of working with Mediaset and had leveragedits media industry and functionalexperience in the course of working with itin the past. Then, Accenture also broughtseveral other assets that would help thebroadcaster succeed in its service launch:its alliance and strong collaboration withOracle Corporation, extensive experience inleveraging Oracle applications to deliverand improve on innovative billingprocesses, and a pool of BRM-specific

development skills and assets housed atthe Accenture Delivery Center inLodz/Warsaw, Poland which had proven itsability to drive quality, cost-efficientsolutions.

How Accenture helped

Accenture collaborated with Mediaset onthe development of the billing andcollection solution – from analysis throughto development, deployment, and post-production support.

Accenture initiated the project inNovember 2007 by organizing a two-tier,near-shore delivery model to bring thedepth, completeness, and value needed forrapid creation and support of criticalbilling functions. A team comprisingindustry and billing specialists on-site inMilan conducted planning, analysis,functional design, integration testing,training, user acceptance testing, and user

support. A team of Accentureprofessionals specialized in Oracletechnology and implementation, workingfrom the Poland-based delivery center,was in charge of technical design, systemdevelopment, unit and system testing,deployment, and post-production

support.

Accenture worked with Mediaset tocompile and describe the businessrequirements typical for premiumservices within the broadcast industry,and then analyze and verify whichrequirements were applicable to theMediaset service.

Following the implementation approachof the Accenture Delivery Methods forOracle, the teams worked together toconfigure Oracle BRM

7.3.1 and Java EE Connector Architectureadapters to implement flexible andscalable core capabilities, including:•  Billing and invoicing.•  Collections management.•  Advanced accounting general ledger

processing.•  Tax and statutory reporting.•  Integration with business systems,

such as customer relationshipmanagement, business intelligence,payment and enterprise resourceplanning.

•  Invoice and general ledger data

archiving.

By leveraging its delivery center,Accenture was able to pinpoint thedevelopment schedule and deployresources and skills at the closest pointto the client to deliver the solution in acost-effective, efficient manner. Tominimize go-live delay risks, Accentureproposed a two-phased deploymentapproach. The first release went live atthe beginning of July 2008 and providedcore functions, such as billing, collections,and invoicing. The second release wasdeployed in November 2008 anddelivered less critical functions, such ascontract suspension.

According to Mariapia Dallerra,Corporate Applications Manager withinMediaset Group’s IT Department whowas responsible for project managing thebilling project, “The capability to bill andcollect timely, efficiently and withaccuracy is a critical success factor in

enabling our new subscription-based,Pay TV business model. Accenture’stop-class system integration skills,deep functional and industrycompetence and extraordinarycommitment allowed us to deliverour new billing and collection

capability on time and on quality.The solution, in fact, is extremelystable and scalable and meetsperfectly the business requirementscollected during the analysis anddesign phase.”

High Performance Delivered

With help from Accenture, Mediasetwas able to launch its new Premiumsubscription service on time and in away that captured revenue—from the

very first day of business.

The solution gave Mediaset thecapability it needed to bill and collectaccount receivables with accuracy,speed, and quality for the more than280,000 customers who had sub-scribed to the service initially. At theend of October 2008, just fourmonths after the launch, Mediasethad issued 384,000 invoices forservice instances (for example, downpayment and monthly service) at adiscard rate of less than .01 percent.

Mediaset now processes an averageof 2,700 payment outcomes each day.

Today, some 1.5 million Italianfamilies subscribe to the MediasetPremium package alone, resulting ina turnover of €400 million (US$591million). The broadcaster expects 3million sub-scribers by 2010. Thanksin part to the flexible and scalablebilling solution developed byAccenture, Mediaset has laid thefoundation for future growth, morecompetitive and broader provision of digital TV services, and a morecompelling customer experience,firmly placing it on its journey to highperformance.
