Workforce Development Notice of Funding Availability (NOFA)

RecommendationNotice of Funding Availability for Workforce Development Programs.

Result of RecommendationCity staff will release the NOFA and receive applications for Workforce Development programs. Vetted programs will be presented to Council for final program selection. Implementation of the selected programs will provide opportunities for residents to upskill in various job sectors, connect with local employers, and obtain specific certifications necessary to obtain higher wage employment.

Community Enhancement Fund Applications for Measure R

RecommendationFunding for applicants with programs that would enhance our local economy and business community, while supporting residents as they upskill, pivot and/or start a business.

Result of RecommendationResidents would receive job training, career coaching, technical assistance and hands-on experience solving real world problems. Businesses could receive complimentary marketing, connect with potential employees and/or learn how to grow their own business.

Utility AssistanceRecommendationAssist with providing Internet Essentials from Comcast and a Commercial/Residential Utility Assistance Program.

Result of RecommendationMany residents are struggling with finding low cost, reliable internet. A program with Comcast would provide free internet. There is currently a moratorium for turning off power for unpaid bills. Once the moratorium is lifted, residents and businesses will have months of unpaid bills to catch up on if they have fallen behind. This program will allow the City to pay for a portion of these bills.

Animal License Fee Waiver

RecommendationWaive all animal license fees and late fees for City residents for one year.

Result of RecommendationThis recommendation would allow residents to register or renew their pet license at no cost. It may also encourage more residents to register their pets.

RecommendationSupport a RCity, a shop local app for the City of Rancho Cordova.

Result of RecommendationThis recommendation would provide an app to use while shopping in Rancho Cordova and earn redeemable stars for future purchases at select merchants.

Food Delivery Assistance

RecommendationPay for the home grocery delivery fee for Raley’s and Safeway grocery stores.

Result of RecommendationResidents may have mobility challenges, have been quarantining during the COVID-19 pandemic, and/or work at various hours that make buying food difficult. The Food Delivery Assistance program would pay the fee for home grocery delivery.

Result of RecommendationThis program will be outsourced to a third-party lender who will also be responsible for technical assistance to help small businesses and entrepreneurs become sustainably bankable.

Business Retention Effort

RecommendationContinue the work being done by the Rancho Cordova Chamber of Commerce for Business Retention Services in partnership with the Sacramento Inclusive Economic Development Collaborative.

Result of RecommendationBusinesses in the City will get technical assistance and support in English and a variety of other native languages to become more resilient and enhance business retention efforts for the overall economic recovery of the City.

Small Business Recovery Grant

RecommendationFunding for a second round of the Small Business Recovery Grant Program.

Result of RecommendationBusinesses in the City will be able to apply for grants to pay for a broad range of items, such as: rent, payroll, debt related to the pandemic, Personal Protective Equipment, physical protection barriers, etc.

Business License Fee WaiverRecommendationWaive the $99 business license fee, including late fees, for all General Business, Home-based, Special and Out of Area Contractor licenses to promote a business-friendly environment and relieve businesses of having to pay the fee for one year. Additional fees above the $99 will be covered by the applicant.

Result of RecommendationThis recommendation would allow more than 2,700 licensed businesses, and new businesses, to obtain a current business license at no cost.

Small Business Design Assistance ProgramRecommendationCreate a Small Business Design Assistance Program.

Result of RecommendationThis recommendation would help streamline the permitting process and reduce costs associated with obtaining a Building or Planning Department permit. Many small business owners struggle with locating a design professional who can help with a small project and with the associated cost. The Program would have a flight of professionals to choose from and the City would assist with the cost of the professional to prepare the necessary documents.
