The Slovenian Ministry of Labour, Family, Social A�airs and Equal Opportunities needed their authentication and identity management solution (RPAS), as well as both entry point portals replaced. The primary focus was on providing a renewed system that came with more security. A public tender was organized to find the best candidate to fulfil this task.
Comtrade won the contract and was tasked with renewing and replacing the Ministry’s outdated system, while preserving the already existing core legacy IT system (including login customizations and integration). All this was to be done within four months of winning the contract. Another circumstance, both mitigating and not, was that an already existing solution concept, in use by the Ministry of Public Administration, was to be adapted for use on this project.

Besides delivering the concept and its implementation, Comtrade was charged with ongoing maintenance as well.

SOLUTION
Comtrade reused and adapted the Ministry of Public Administration’s already existing concept.
This reuse featured Liferay Portal as a content management system – CMS, and a custom-made SecurityScheme as an authentication and identity management solution.
The complete system is both secure and user-friendly and features SSO – Single sign-on. It consist of three separate parts:
• both internal and external entry point portals (based on Liferay Portal solution)
• an administration module for users and their roles (SecurityScheme),
• integration services for exchanging user roles with backend applications (scheduled jobs run on Oracle database)

RESULTS
The resulting system, delivered and implemented by Comtrade, featured 24/7 availability, SSO, simple, user-friendly administration, scalability, easy adding of custom user groups and new apps.
Apart from all of this, the system supports all Slovenian digital certification authorities and is currently used by over 2000 CSD employees on a daily basis.
The system’s segments are based on several technologies. The Liferay Portal is an open source portal featuring collaboration software. The custom developed SecurityScheme is based on J2EE technology, enabling a platform-independent, Java centric development environment, used primarily for building and developing Web-based enterprise apps online. The apps servers run on Oracle WeLogic and the database technology is Oracle 11.
