COPERNICUS
Copernicus, previously known as GMES - Global Monitoring for Environment and Security is the European programme for Earth Observation and monitoring. Coordinated, funded and managed by the European Commission.
The Copernicus services for Security applications aim to support the related European Union Policies in the following priority areas: Border Surveillance Maritime Surveillance Support to EU External Action

EUROSUR
• Is the information-exchange framework designed to improve the management of Europe’s external borders.
• It aims to support Member States by iincreasing their situational awareness and reaction capability in combating cross-border crime, tackling irregular migration and preventing loss migrant lives at sea
• The backbone of EUROSUR is a network of National Coordination Centres (NCCs). Each MS establishes a NCC, which groups the authorities responsable for border control.
• The NCCs collect local and national information about what takes place at the border. The NCCs are also responsible to share with other MS and Frontex relevant information. Based on this input and information from other other sources, Frontex creates the European situational picture and the common pre-frontier intelligence picture (beyond Schengen área and EU borders).

Key Principles

CISE will NOT be a system. It will be a set of agreed specifications for an interoperability layer which, once implemented, will ease information exchange.
CISE will also be a set of supporting tools: • A Registry of Authorities and Services (i.e. contact details and services). • Virtual collaboration tools (e.g. instant messaging). • A reference implementation
