ESPAK started its journey 38 years ago, and there was no looking back in Nterms of growth and development. It offers a broad spectrum of services in the

realm of engineering consultancy ranging from energy to environment as well as

information technology. NESPAK has always remained in the forefront, showing

steady growth at home and abroad. By the grace of God, the Company has emerged

successful in the ventures it has been engaged, both in the public and private sectors.

In the years behind us, NESPAK saw several ups and downs in its business

acquisition and implementation of projects. Through the years, it nevertheless rose to

the challenges it came across and continues to move ahead.

NESPAK made record progress during 2009-2010 by acquiring projects worth

Rs. 10.16 billion compared to the last year's business of Rs. 6.5 billion, showing an

increase of more than 56 percent. It acquired 101 new projects at home and abroad

amid tough national and international competition.

Major projects acquired in foreign countries include dams in southern region of

Saudi Arabia, transmission of water from Khulais and Rabigh dams to Jeddah in

Makkah Al-Mukarramah region, upgradation of roads and distribution network in

Oman, three sports clubs in Qatar and an irrigation/drainage project in Ethiopia.

NESPAK remained actively involved in reconstruction activities in Afghanistan as

construction work progressed on projects in the health and education sectors.

The major projects acquired in Pakistan during the year include West Bank Bypass

Project Muzaffarabad, Quick Impact Projects FATA, Prime Minsiter's Southern

Punjab Water Supply and Sewerage Schemes Multan, Transmission Scheme for

dispersal of power from Neelum-Jhelum Hydropower Project, 500 kV transmission

line 3rd circuit Jamshoro-Moro-Dadu-Rahim Yar Khan and Moro Substation

projects.

Strict quality assurance has always been the hallmark of NESPAK. During the year,

audit reports were generated after internal audits were executed through the Internal

Quality Audit Programme at all NESPAK divisions/offices. Surveillance audits were

carried out by the lead auditor of Moody International at NESPAK's Lahore, Karachi and

Islamabad offices. NESPAK was issued the new standard and the UKAS (United Kingdom

Accreditation Services) Certificate by Moody International for three years.

NESPAK is an icon of precision and engineering excellence and it applies the same

throughout the broad spectrum of its consultancy services. Our strength lies in our

professional staff. Specialised training programmes are regularly held to enhance professional

capabilities of the employees. NESPAK Human Resource Division organised a series of

courses/lectures on technical, managerial and support competencies during 2009-2010 at

Lahore, Karachi and Islamabad, imparting training to 527 employees. As many as 88 courses

were conducted on project management, monitoring & evaluation, assertive client handling,

problem solving and decision making. For support competencies, courses on thinking skills,

presentation skills, technical report writing, leadership and conflict resolution were arranged.

NESPAK believes in quality work and meeting timelines for the projects in hand. NESPAK's

performance in the earthquake-hit areas has been commendable, where it continues to play its

role in the reconstruction of the projects worth Rs. 15. 7 billion.

costing Rs 50.6 billion. The contract for

design, equipment supply, installation,

testing and commissioning has already

been signed by the CPGCL with M/s

Harbin Power Engineering, China.

NESPAK has been engaged by the

Punjab Irrigation and Power

Department for feasibility studies for

small hydel power stations at 10 sites

under the Punjab irrigation system. A

US$ 500 million (Rs. 41.6 billion) loan

has been negotiated with the Asian

Development Bank for the Renewable

Energy Development Sector

Programme for which NESPAK has

already completed ranking of sites.

NESPAK signed a contract with

National Transmission & Despatch

Company (NTDC) for the Rs. 25

billion 500kV Transmission Line 3rd

Circuit Jamshoro-Moro-Dadu to Rahim

Yar Khan (600km) and Moro

Substation Project funded by the Asian

Development Bank. Besides,

construction of 600km of 500kV

transmission lines and a new 500kV

switching station at Moro, Sindh,

500kV substations at Jamshoro, Dadu

and Rahim Yar Khan will be extended.

NESPAK services include project

management, bidding documentation,

bid evaluation, design review,

construction supervision, erection,

testing and commissioning for the

project to be executed on a turnkey

basis in four years.

NESPAK inked a consultancy contract

with the NTDC for the dispersal of

power from the Barge Mounted Karkey

Rental Power Plant Project, Phase-I

(231.8 MW) Karachi. The

infrastructure works for Karkey power

project will cost Rs. 906 million.

NESPAK services include planning,

enquiry documentation, proposal

evaluation, contract awarding

assistance, construction

– NESPAK is providing technical,

financial and environmental

advice on all aspects of power

generation, transmission and

distribution system on the projects of

national importance to combat the

unprecedented power crisis prevailing

in the country. During the year,

NESPAK acquired 10 new projects

worth Rs. 380 billion (US$ 4.5 billion)

with the Riyadh Power Plant No. 10 in

Saudi Arabia being the highlight of the

Company's business.

The NESPAK-Moshanir-Iran joint

venture has submitted inception report,

and draft feasibility report to the

NTDC-Pakistan and TAVANIR-Iran for

the HVDC/HVAC transmission line

3000MW power from a coal-based

power plant in Karachi to load-centres

A NESPAK-M/s MWH Global Inc.,

USA joint venture has been entrusted

by the M/s Laraib Energy Limited with

design review and construction

supervision of the 84 MW New Bong

Escape Hydroelectric Power Project,

Mangla, costing Rs. 17.6 billion (US$

210 million). The project is financed by

the national and international donors

including the Asian Development

Bank, the Islamic Development Bank

and the International Finance

Corporation.

NESPAK has been engaged by the

Saudi Consulting Services

(SAUDCONSULT) for providing

services to the Saudi Electricity

Company for the Riyadh Power

Plant No. 10, costing US$ 3 billion

(Rs. 251 billion). NESPAK scope of

services includes design review,

construction supervision, testing and

commissioning of the plant.

The construction of civil and structural

works at Rs. 26 billion (US$ 330

million) 425 MW Combined Cycle

Power Plant Nandipur are in an

advanced stage. The project was

launched by M/s Dongfang Electric

Corporation Ltd., China.

NESPAK continued evaluation of bids

and award of contract to a Consortium

of AREVA T&DSAS France and

VISCAS Corporation Japan for

NTDC's Load Despatch System

Upgrading Project.

Work is in progress on the 96 MW

Jinnah Hydropower Project Mianwali,

costing Rs. 8.8 billion, the

rehabilitation of 22 MW Jabban

Hydroelectric Power Station costing

Rs. 1.0 billion, 4.8 MW Battar

Hydropower Project Azad Jammu &

Kashmir, costing Rs 646 million and

supply and construction of transmission

lines for the Duber Khwar, Khan

Khwar and Allai Khwar hydropower

projects on River Indus costing Rs. 2.5

billion.

NESPAK along with SAUDCONSULT

is providing services for the Rabigh

Power Plant Extension Project Units

No. 38 to 49 Stage VII and Units

No. 22 to 37 Stage V. The total cost

of the two projects is US$ 1.7 billion

(Rs. 123.6 billion).

Completed projects: NESPAK

achieved another milestone in the

Energy Sector by completing harmonic

studies for 220 kV Kot Lakhpat Grid Station, Lahore with the Power Planners International (PPI)–Pakistan and the Power System Dynamics (PSD)–South Africa as sub-consultants. The high-end technical system study and analysis report were carried out for the WAPDA/NTDC system for the first time in Pakistan.

The equipment installation for the system performance measurement and harmonic analysis was also completed at the 220 kV Quetta Industrial Grid Station by NESPAK, PPI-Pakistan and PSD-South Africa.

NESPAK in an association with M/s

SOCOIN, Spain, completed the

feasibility study for Gas-based Thermal

Power Plants from Small Gas Fields of

Pakistan. The study was aimed at

identifying small gas fields in Sindh

and Balochistan, authenticating gas

availability and examining viability of

thermal plants in the country.

In the Kingdom of Saudi Arabia,

NESPAK completed technical report

and tender documents for the Power

Supply to Shuqaiq Phase-2 Water

Transmission System project awarded

by the Saline Water Conversion

Corporation, Riyadh, costing US$ 713

million (Rs. 43 billion).

The Water Resources Development

Sector proved to be a growing area

of activity in 2009-2010. During the

year, NESPAK made a major

breakthrough in Ethiopia by acquiring

Irrigation/Drainage System for Rice

Project in Gambela State. The

Company secured a total of 18 new

projects, including two foreign ones

worth Rs 73 billion (US$ 870 million).

New projects: During the year,

NESPAK was hired by the Punjab

Irrigation and Power Department for

monitoring and construction

supervision of Rs. 15 billion

Rehabilitation of Irrigation System all

over Punjab project. The works include reconstruction/remodelling of bridges, falls, outlets and concrete lining, side protection and strengthening of canal banks.

Under the Quick Impact Projects, a feasibility study for Dhana Irrigation Scheme in Wana, South Waziristan Agency has been awarded to NESPAK. Topographic surveys, hydrological studies and conceptual layout for this project are in progress.

In a major breakthrough, a NESPAK joint venture secured a contract in Gambela State, the Federal Democratic Republic of Ethiopia, for planning, design and tender documentation for the Irrigation/Drainage System for Rice Project, covering an area of 10,000 hectares. Substantial progress has been achieved on the project funded by the Saudi Star Agricultural Development Private Limited Company.

Ongoing projects: NESPAK is

providing design review and

construction supervision services for

the Rs. 52 billion Mega Irrigation

Project for the Punjab Irrigation and

Power Department. Major works

include rehabilitation of the irrigation

system and lining of canals in

Sargodha, Bahawalpur, DG Khan,

Multan, Faisalabad and Lahore

irrigation zones. The project is

expected to be completed by August

2011.

The National Programme for

Improvement of Watercourses in

Pakistan has been extended for another

two years (2010-11). Consultancy

contracts have been revised by the

NESPAK-led joint venture and the

Client. Total project cost is Rs.28

billion for Punjab, Rs. 8.4 billion for

Khyber Pakhtunkhwa, Rs. 121 million

for the Islamabad Capital Territory and

Rs.307 million for Gilgit-Baltistan.

NESPAK is rendering detailed design

and construction supervision services

for the ADB-funded Rehabilitation and

Upgradation of Balloki Barrage and

Lower Bari Doab Canal System project

of the Punjab Irrigation and Power

Department, costing Rs. 17.2 billion.

Fifty percent of the deliverables

concerning design and drawings for

both the Canal and Balloki component

has been submitted.

NESPAK in association with the

Associated Consulting Engineers (Pvt.)

Limited (ACE) and TEMULSU

International Engineering Services Inc.,

Turkey is providing design review and

construction supervision for the Sindh

Water Sector Improvement Project

Phase-I, costing Rs. 14.5 billion. The

project aims to improve water

distribution in the Area Water Boards of

Ghotki, Nara and Left Bank under the

Sindh Irrigation and Drainage

Authority.

The lower part of the Rs. 8 billion

Rehabilitation and Upgradation of the

Lower Chenab Canal System (Part-B)

Project comprising Burala Branch,

Lower Gugera Branch, Rakh Branch

and Mian Ali Branch along with

distributaries and minors is being

rehabilitated and updated.

NESPAK-HALCROW-ICS joint

venture has submitted inception report,

pre-qualification documents and

evaluation of applicants for pre-

qualification and contract documents

for Rs. 6.3 billion Punjab Irrigation

System Improvement Project. The

Consultants will also provide resident

supervision for the project launched by

the Punjab Irrigation and Power

Department.

The raising of embankment and

additional weir continued under the

“Assuring Water Supply to Karachi by

Upgrading Keenjhar Lake System”

project, costing Rs. 3.4 billion.

The Greater Thal Canal Command

Area Development Project Phase-I,

costing Rs. 1.9 billion has been put into

operation. The project envisages

development/lining of 725

watercourses covering command area

of 143,764 hectares of land in Bhakkar,

Khushab and Layyah districts in 5

years. NESPAK-led joint venture was

entrusted with survey and design

checks, unit assessment rates for

construction material, cost estimation,

quality assurance and construction

supervision by the Punjab Agriculture

Department.

Drip and sprinkler irrigation systems

have been installed at 1,600 hectares of

land throughout Pakistan out of planned

291,249 hectares under “Water

Conservation and Productivity

Enhancement through High Efficiency

(Pressurised) Irrigation Systems

Project” launched by the Federal

Ministry of Food and Agriculture.

NESPAK is responsible for designing,

quality assurance and installation of

systems for the project costing Rs. 1.8

billion.

Work is in progress for the 5-year

Punjab Irrigated Agriculture Investment

Programme envisaging feasibility study

and detailed design for the Suleimanki,

Trimmu and Punjnad barrages and

Pakpattan, Sidhnai and Thal Canal

Systems. Inception and feasibility

reports for Suleimanki and Punjnad

barrages have been submitted.

Completed projects: The Kachhi

Canal Project costing Rs. 38 billion

was executed on a fast-track basis

under WAPDA's Vision 2025

Programme. The canal which off-takes

from Taunsa Barrage at Indus in Punjab

will irrigate 288,765 hectares of

culturable command area in

Balochistan. NESPAK in association

with the Associated Consulting

Engineers (Pvt.) Limited, National

Drainage Consultants and Barqaab

provided engineering and design

services for the project completed in

June 2010.

NESPAK completed detailed design

and tender documentation for the Islam

Barrage Rehabilitation and

Modernisation Project costing Rs. 3.2

billion. This World Bank-funded

project had been awarded to a

NESPAK-led joint venture by the

Punjab Irrigation and Power

Department.

In the Dam Engineering Sector,

NESPAK showed notable

performance during the year by

acquiring the project titled “Seven

dams in the south of the Kingdom of

Saudi Arabia.” NESPAK is responsible

for the construction supervision of this

project costing US$ 105 million

(Rs. 8.8 billion). The project awarded

by the Ministry of Water & Electricity

is likely to be completed in three years.

DAM ENGINEERINGSECTOR

Under the Quick Impact Projects,

NESPAK has been awarded the

Kundiwam Dam Project in South

Waziristan Agency, Federally

Administrated Tribal Areas (FATA).

Ongoing projects: The NESPAK-led

Mangla Joint Venture Consultants is

providing detailed engineering, tender documentation and construction supervision for the Mangla Dam Raising Project, costing Rs. 102 billion (US$ 1.3 billion). Raising works for major components of main works, i.e., main dam, intake embankment, Sukian Dyke, Jari Dam, rim works and main

spillway as well as construction of

control weir on upstream of the

emergency spillway and all related

mechanical and electrical works have

substantially been completed.

Detailed design, tender documents and

revised PC-I Proforma have been

submitted for the Rs. 16.9 billion Nai

Gaj Dam Project. NESPAK also carried

out studies for high efficiency drip

irrigation system for the project and

design of main gravity water pipeline

from Nai Gaj to Manchar Lake.

NESPAK is providing construction

management services for the Rs. 571

million Dande Dam Project in the

North Waziristan Agency, consisting of

7.7 km long irrigation system for

8 sq. km of land.

Completed projects: NESPAK in

association with Black & Veatch and

Su-Yapi Engineering and Consulting

Inc., Turkey, completed the

construction supervision of US$ 290

million (Rs. 17.2 billion) Wadi Dayqah

Dam. This is the highest dam in Oman

with a total height of about 75m,

having a reservoir of 100 million cubic

metres. NESPAK provided detailed

design and construction supervision for

the project of the Omanese Ministry of

Regional Municipalities, Environment

and Water Resources.

NESPAK completed construction

management for the Rs. 255 million

Dargai Pal Dam Project in South

Waziristan Agency awarded by the

Federal Administrative Tribal Area

Development Authority. The 25m high

and 233m long zoned earth-fill dam has

5,028,174 cubic metres storage

capacity with a catchment area of about

103 sq. km.

high activity during the year 2009-

2010. NESPAK expert capabilities in

this sector enabled the Company to win

11 local and three foreign projects

worth Rs. 24 billion (US$ 288 million).

Transport and Communications. The

Ministry of Municipalities and Rural

Affairs, Kingdom of Saudi Arabia,

engaged NESPAK for the construction

supervision of the Road Project in

Shaqra, Riyadh Province, costing

NESPAK in association with Aeroports

de Paris Ingenierie (ADPi), France, is

providing design and field design

support services for the Rs. 50 billion

Benazir Bhutto International Airport

(BBIA) project, Islamabad. NESPAK

has additionally been awarded

construction supervision services of the

BBIA. The project spread over 1294

hectares of land is planned for 9 million

passengers annually along with 100,000

tonnes of cargo after its completion in

2013.

NESPAK continued to provide

construction supervision for the New

Gwadar International Airport.

NESPAK's scope of services includes

master planning, detailed design and

construction supervision for this

Rs. 8 billion project. The project spread

over 1,740 hectares of land is expected

to be completed by 2014.

NESPAK is rendering complete

architectural and engineering services

for the Rs. 3 billion Sialkot

International Airport. This project is

Pakistan's first airport constructed and

owned by the private sector. NESPAK

carried out feasibility study, master

planning, detailed design and

construction supervision of this project.

Currently, NESPAK is providing design

and construction supervision for

additional implementation works of the

airport's phase-wise development

programme.

New projects: NESPAK has been

engaged for the Rehabilitation of Civil

and Public Health Engineering Sector. During the year, the E&PHE Sector took a large step forward when NESPAK's aggressive business promotion activities resulted in securing 13 new projects at home and three abroad, costing Rs. 20 billion (US$ 250 million). The Company has come a long way by acquiring five times greater business in the E&PHE Sector during the year as compared to the previous year, giving a boost to its profile.

New projects: NESPAK has been engaged by the Water and Sanitation Agency (WASA), Multan, for Prime Minister's Southern Punjab Development Package for Water Supply and Sewerage Scheme, Multan City (Part-I), costing Rs. 2.8 billion. the reconstruction and rehabilitation

GIS Sector

Ongoing projects: The projects in

hand included a GIS database for

Trimmu and Suleimanki barrages under

the Punjab Irrigated Agriculture

Investment Programme. NESPAK

services for database development

involved acquisition of high-resolution

satellite images for barrages and canal

systems and development of land-use

map, digital terrain model for existing

irrigation and drainage network in the

canal command areas. High-resolution

satellite images of Punjnad barrage is in

the image-processing phase for the

development of land-use map and

digital elevation model of the project

area.

Under the GIS Database Mapping

Project for assessment and

rehabilitation of areas affected due to

salt mining in the Salt Range and

Districts Jhelum and Chakwal,

NESPAK has developed a GIS database

after completing water quality and

quantity, environment, socio-economic

and agricultural studies to help mitigate

the negative impacts of mining

activities in these areas.

Completed projects: NESPAK has

completed the digitised satellite

mapping of the Walton Cantonment

Project by developing a GIS database

of almost 70,000 properties/buildings

and roads through high-resolution

satellite images. A custom tool has been

developed to connect the spatial

Completed projects: During the year,

NESPAK completed the design of

architectural and civil works for the

Rs. 52 billion Fatima Fertilizer

Complex, Sadiqabad, District Rahim

Yar Khan with a covered area of 380

hectares. This largest fertilizer unit in

Pakistan's private sector comprises six

fertilizer plants having a production

capacity of 1,000 to 1,500 metric

tonnes per day.

cracks appearing in various structures

of an under-construction plant at the

Sunder Industrial Estate, Lahore.

NESPAK services comprise condition

survey, mapping of cracks,

investigation of their causes and

remedial measures.

The Sui Northern Gas Pipelines

Limited has engaged NESPAK for the

evaluation of structural stability of the

barrage piers to construct a new

24 inches diametre gas pipeline across

River Ravi at Balloki Barrage.

NESPAK will provide detailed

structural assessment of the barrage

piers under

increased

loading

including the

effects of

earthquake.
