The Centre for the Protection of Critical Infrastructure protects security of Critical Infra-

structure by providing protective security systems, plans and opinion. Protective security

is 'putting in place, or structure into design, security measures or protocols such that

threats may be deterred, detected, or the consequences of an attack minimized'.

We provide security systems, plans & advice on physical security, personnel security and

cyber security - information assurance. Most importantly, we explain how these compo-

nents merge together and support each other - and their connection to the threat. MD

protective security systems, plan & advice is built on a combination of several things

including:

- Our understanding of the security threat

- Our experience and expertise effective

- Relationships with private and other sector partners policy considerations.

We prioritize to whom we give assist through various mechanisms for example a sector

approach for national infrastructure, a criticality scale and challenge protects current

themes for counter terrorism.

There are various policies which impact our work. The critical infrastructures are defined

by the Government as: those facilities, systems, sites and networks necessary for the func-

tioning of the country and the delivery of the essential services upon which daily life in thecountries depends.

Who we work effective relationships with private and public sector partners. We work in

close collaboration with some key partners such as the Authorities for Information Assur-ance and the Counter Terrorism Security-side and the Counter Terrorism Security Advisors.

Threats to national security

The main global security threats are terrorism and espionage (including cyber attack).

In recent years international terrorists have been the prevailing threat. But our Team at

work takes into account other international security threats such as espionage and the

threat of foreign provision sponsored attacks on infrastructure.

o Cyber and other threats

The region is facing an ongoing, persistent threat of cyber attack from other states, terror-

ists and criminals operating in cyberspace.

o Espionage

The region has been and remains a high-priority target for a number of countries looking

to find information and technologies to help move forward their own forces, hi-tech andeconomic interests.

o Terrorism

An attack could take place at any moment and any organization could be directly or indi-

rectly affected. Acts of terrorism vary in scale and purpose. Some aim simply to inflict

superficial damage or cause public distress to draw attention to a particular cause. But

others can be more aggressive and indiscriminate with far-reaching consequences.

Organizations cannot remove all of the achievable threats they face but, in addition to

the security procedures in place to protect their most valuable assets, they should alsohave plans and strategies to respond to serious incidents and the emergency planning

for getting back to business as usual without delay.

MD can explain some documents and plans that

organizations should maintain to an appropriate

level of detail. They are intended as preliminary

points. Any decisions or investments in relation to

security should always be taken in consultation

with the MD sources of information that are avail-able and which are referenced throughout.

There are a number of business reasons why orga-

nizations should plan to deter acts or terrorism or

espionage, or at least to minimize their impact.

They are:

o Business continuityGuarantee that your business is able to cope with

an attack and return to normality as soon as possi-

ble. This is particularly important for smaller busi-

nesses that may not have the resources to with-

stand even a few days without trading.

o Legal obligations

In the event of an attack your preparation and con-

tingency plans are likely to come under inspection.

Safety at work regulations put the responsibility on

the owner or occupier of property has a duty of

care for staff and visitors. In any subsequent inqui-

ries or court actions, you would need to show that

you took the relevant legislation into account.

o Loss of reputation

Your production or organization will lose its good name if it does not fulfill its legal obli-gations and/or business continuity plans in the event of a terrorist attack. The resulting

loss of reputation may adversely affect your business. In addition, make sure that your

organization has sufficient insurance to cover all threats consult your insurance responsi-

bility on the owner or occupier of property has a duty of care for staff and visitors. In any

subsequent inquiries or court actions, you would need to show that you took the relevantlegislation into account.

o Business continuity planning

The Business Continuity Plan (BCP) is an essential part of any organizations response plan-

ning. It sets out how the business will operate following an incident and how it expects to

return to business as usual in the quickest possible time afterwards.

o Staff- awarenessEducating staff about security will not only help them to recognize possible risks and vul-

nerabilities but also help organizations identify new threats from the feedback they

receive from a more alert workforce.

o Standards and specifications

In group effort with MD Consortium Standards Institution (MD-CSI), and with the assis-

tance of a range of stakeholders, we can develop the Publicly Available Specifications

needed.

Security advice

The most effective way to secure a business is to use a combination of physical, informa-

tion and personnel security measures. However, when combined, these disciplines work-

ing together create a multi-layered regime with each layer reinforcing against the weak-

nesses of the next, providing a mix of deterrence and detection.

o Appropriate and proportionate

Any procedures, measures and investments put in place must be appropriate and propor-

tionate for that specific situation. Every location, even within the same organization, will

be different and so the security requirements will change accordingly with locally identi-

fied threats and vulnerabilities. Implementing the wrong measures may prove costly,

unnecessarily disruptive and may even alienate staff. Careful planning and specialistadvice will always be necessary.

o Understand the various threats.

Reduce the threats:

o Personnel securityPersonnel security measures help organizations manage the risk of staff or contractors

exploiting their legitimate access to their premises, information and staff for unauthorized

purposes. Although many organizations regard personnel security as an issue resolved

during the recruitment process, it is a discipline that needs to be maintained throughout a

member of staffs time in employment through appraisal procedures, communication pro-

grammers, incentive schemes and even management attitudes and relationships. It

should include a formal process for managing staff leaving the business.

o Physical security

Physical security measures aim to either prevent a direct assault on premises or reduce the

potential damage and injuries that can be inflicted should an incident occur. The recom-

mended response will involve a sensible mix of general good housekeeping alongside

appropriate investments in systems that will protect against other criminal acts such as

theft and damages.
