Education is a cornerstone of industry trade association work. Whether an organization provides training directly through the opera-

tion of a school, facilitates course delivery, or supports the oversight of curriculum development, the role of an association is to ensure that appropriate training is available to support the workforce that makes its liv-ing in a given industry. Significant changes are afoot for both trades and management training that will im-pact MCABC members.

The most important changes in the training system are in trades training. Unfortunately, like many other issues that affect all industries, political whim and ide-ology have taken precedent over reasoned practice. Tradespersons work for contractors, yet bureaucrats, not employers, determine what is taught and where and how skills are taught. In the past 25 years, trades training (a provincial responsibility) in B.C. has been guided by different government policy models.

The current model is the Industry Training Authority (ITA) which ar-rived part way through the Campbell Liberal government’s mandate in mid-2000s, essentially at the command of the anti-union factions that had financed the election. To their credit, the government consulted with indus-try employer groups that included Council of Construction Trades Associa-tions (COCTA) members, among others. Gone were the union-dominated trade advisory groups, as they were replaced by industry training organiza-tions (ITO) of which the Construction ITO was one. This system endured

until the election of the Clark Liberals, who reacting to criticism of the ITA, determined that once again the system needed a major overhaul.

Enter the current period; the Premier’s appointed inquiry into the ITA’s operation resulted in the Mc-Donald Report that recommended a re-tooling of the structure. This re-tooling was effectively doing away with Industry ITOs, many of which proved to be inef-fective or unworkable. Those that did succeed (CITO was generally seen to be one) were migrating too far down the path of expanding independence where the ITOs require more cash to operate.

So, this time around, we are re-building the re-lationship between the funding authority which is ITA and those that rely on the outputs of the ITA — the apprentices, tradespersons and the employ-ers who hire them. And of course, always lingering in the mix are the training institutions, to which the

actual training monies flow.This time, COCTA took the lead and contacted the ITA to inform them

that trades groups wanted a larger role in determining trades training needs. To this end COCTA (which includes MCABC) is co-hosting with BCCA and ICBA (with CLR invited) a workshop targeted at building a better train-ing system that is responsive to individual trades training needs. It is hoped that by bringing all the major industry players together COCTA will build on the successes of the ITO model by ensuring that trades and trades em-ployers lead the discussion on how and what training needs to occur.

This workshop took place on November 4th at the Metrotown Hilton (8:00am-5:00pm) and was organized by Michael Geoghegan, executive director of COCTA.

On the management education and training side significant changes are also occurring. MCABC in particular and other MCAs have had a leading role in the development and delivery of management training courses for the mechanical trades. The combination of specialization that mechanical sys-tems represent and the inadequacy of general management courses required the trade to develop its own training programs and courses.

More than 10 years ago MCA Canada determined to mimic the MCA America with the creation of the CMCEF (Canadian Mechanical Contrac-tors Education Foundation), an entity dedicated to the development and delivery of mechanical contracting management training. This gave industry training a national home.

The foundation model, however, has had a rocky ride. A year ago at the MCA Canada Conference in Winnipeg, Manitoba, MCA Canada’s board of directors agreed to develop a joint task force with the CMCEF board of trustees to perform a complete and thorough assessment including its man-date, governance structure, programs, and services involved in the delivery of management level education to the construction industry.

Recently, CMCEF was dissolved as a separate not-for-profit organization and has become a council within MCA Canada. The new council is called the Construction Education Council. The main objective of the change is to bring ownership of the council closer to the provincial MCAs, which will increase membership participation in education. The MCA Canada board remains committed that education will continue to be a key part of the as-sociations’ services.

MCABC (like other associations) has re-emerged from its summer slow-down to offer a busy and exciting line-

up of fall activities. In late September, I attended my first MCA Canada national convention in St. Johns, Newfoundland. As MCABC’s new presi-dent, and an MCA Canada first-timer, I was most pleased with the convention’s many speakers, courses, activities, and social/networking events which were offered. I’m also proud to say that our association had a strong contingent of fellow members in attendance, so I believe that we rep-resented our region well.

Your board of directors and key staff members also met up in downtown Vancouver for our an-nual strategic planning session. These planning sessions are a chance to develop a strategy for the association’s anticipated growth over the next couple of years. This type of strategic plan-ning is not a new initiative for MCABC. In fact, the board has been conducting these exercises since the late 1990s. Our purpose is to be a fo-cused, dynamic, member driven organization, providing desired services for members, instill-ing confidence in consumers and attracting new members.

MCABC will continue to push ahead with a number of key issues that are currently ‘top of mind’ in our field. The largest issue on our association radar right now is Brit-ish Columbia’s Prompt Payment Legislation, as this is still a huge priority for our board, as well as the rest of our membership. With the coalition set in place, we now have a strong group to help push this ini-tiative forward.  

Another key issue for MCABC is our association’s advocacy role in the considerations before the BC Utili-ties Commission. MCABC along with the Heating, Refrigeration and Air Conditioning Institute of Canada (HRAI) and The Independent Con-tractors and Businesses Association (ICBA) pooled our resources and stood together to defend the inde-pendent contractor’s interests before the regulatory authorities in order to ensure that the utility companies do not get a competitive advantage on contractors’ work.   MCABC and its network of support will continue to advocate on behalf of our members — we are in pursuit of fair and honest results. For those of you who want to

learn more, details of these deliberations can be found on The British Columbia Utilities Com-mission (BCUC) website.

MCABC staff is gearing up for a busy year ahead. As always, we offer many fantastic op-tions for anyone seeking further education, professional development and skill sharpen-ing. Furthermore, we’ll be combining our efforts with MCA Canada’s Construction Education Council (CEC) to bring you their course calendar as well. I urge all of you to take advantage of these opportunities avail-able to your business and staff.

Finally, I would like to take this time to thank the MCABC staff and association vol-unteers who work hard to put together our wonderful social events. In order to run events like our conferences, chapter meetings, golf tournaments, social/networking events, and tasks groups, each team works hard to ensure that you get the most from your membership.   Remember this is your association — help us grow — become involved!

IMPROVINg mediCAl CAre

Sophisticated mechanical systems at the Surrey Memorial Hospital Care tower will help deliver significant improvements to patient care in the fastest growing community in B.C.

Modern hospitals are complex build-ings and require highly sophisticated mechanical systems to deliver a wide

range of critical services and functions.With more than eight decades of experience,

mechanical contractor Fred Welsh Ltd. (FWL) provided the technical expertise and knowledge necessary to successfully deliver the Surrey Memo-rial Hospital (SMH) Critical Care Tower project.

Officially opened in June 2014, SMH under-went a massive $512 million expansion and re-development to meet the demands of the fastest growing community in B.C. When construction started in 2010, it was the province’s largest ever capital investment in healthcare.

Designed by CEI Architecture in joint venture with Parkin Architects, the new Critical Care Tower will deliver significant improvements to patient care in Surrey, while providing a world-class medical facility.

Wood is showcased throughout, both structur-ally and aesthetically, which research shows is con-ducive to a healing environment. All patient rooms have access to natural light and dedicated family space while infection control, universal design and disaster preparedness were also key priorities.

The project was delivered as a public-private-partnership by the Integrated Team Solutions consortium, led by EllisDon, a new MCABC member. The 420,000 square foot eight-storey concrete structure included a new 57,000 square foot emergency department (second largest in Canada), an underground parkade with 440 new parking stalls, a mechanical penthouse and a rooftop helipad.

“Surrey's first commercial rooftop helipad is a unique feature as it was commissioned and cer-tified while the Level 1 Emergency department

was active and the rest of the building was still under construction.  The helipad is instrumental to the operation of the hospital as it allows for rapid transport of critical patients,” says Kristine Szeto, M&E project manager at EllisDon.

The critical care tower adds 151 acute care beds (increasing total beds to 650), a Neonatal Inten-sive Care unit, a High Acuity Unit, a new 32,000 square foot purpose built laboratory, and an adult Intensive Care Unit accommodating 25 beds.

Construction schedule for the new acute care tower was 38 months and turned over in two

phases. The emergency department was turned over eight months ahead of the complete facility. This created an added challenge as core mechan-ical/ plumbing systems had to be completely installed, tested and commissioned while con-struction was in full swing. In order to achieve the required schedule, mechanical manpower peaked at more than 150.

“The project was very challenging because of the accelerated schedule and the staged occu-pancy,” says FWL project manager Chris Catana.

FWL was an integral part of the mechanical design-build team and provided valuable in-put during the design and construction phas-es. Involved in the 3D/BIM modeling process, the company helped to coordinate the neces-sary mechanical piping and ductwork systems. The technology was important for achieving a

coordinated design and reducing conflicts and changes during construction.

Core mechanical HVAC systems compo-nents included a centralized heating and cool-ing plant utilizing heat recovery heat pumps, air handing units (580,000 CFM) and spe-cialized exhaust systems. FWL also provided complete plumbing and medical gas systems, a centralized laboratory pure water system and in-slab hydronic radiant heating/cool-ing for the main lobby area. The helipad and parkade ramp areas required in-slab hydronic snow-melt systems.

The more unique systems featured storage systems for emergency water, sanitary and de-contamination; specialized foam suppression systems for the helipad; and a centralized patient Hemodialysis RO water system.

“At the time when we started installation of the Hemodialysis RO water system, it was one of the largest ones in Canada. With over 130 point of use stations the system is quite unique,” says Catana.

Another big challenge was working in an oper-ating hospital campus which meant close atten-tion to infection control, noise, dust and traffic control, according to Catana. He adds the new systems also had to be tied into the existing ones on the campus which added another level of com-plexity to the job.

Targeting LEED Gold, the project features extensive use of wood, low VOC and durable materials, natural daylighting and high efficiency mechanical and electrical systems. As a result, the project is expected to reduce energy consumption by at least 55 per cent when compared to similar buildings designed to the Model National Energy Code for Buildings.

Besides working on the project, FWL is also a founder level donor to Surrey Memorial Hospital Foundation’s Building Foundations Together campaign.

“Being part of Vancouver’s infrastructure for more than eight decades, we realized the impor-tance of giving back to the community. EllisDon took it upon themselves to campaign through the construction period to raise a million dollars for the foundation. To date Fred Welsh Ltd. has do-nated in excess of $75,000,” says company presi-dent Mike Ohlmann.

The Coquitlam based company, a long standing MCABC member, has ex-tensive expertise working on some of Vancouver’s most high profile projects such as the Vancouver Convention Centre expansion, VGH Ambulatory Care Centre, and the UBC Life Sciences Centre. They will soon be working on the Teck Acute Care Centre, part of the $680 million multi-phase B.C. Children’s and B.C. Women’s Hospitals redevelopment project.

“We will be using the experience and lessons learned on the Surrey job to hopefully get the same result at B.C. Children’s,” says Catana.

Adds Ohlmann, “We look forward to the challenges which we are soon to embark on at the B.C. Children’s & Women’s redevelopment project. We are going to improve on our processes by incorporating standardized module as-semblies such as sink wall assemblies and mechanical corridor racking systems.”

Working closely with all members of the design-build team ensured the SMH project was completed on time and on budget. Collaborative team-work was key to its successful delivery.

“We were able to pull this off because we had a really good team work-ing with EllisDon, the consultants and subtrades,” says Catana, who is also proud of the company’s work being recognized with a Vancouver Regional Construction Association silver Award of Excellence. “It was a challenging but rewarding project.”

The FWL team included key MCABC trade partners Viaduct Sheet Metal, Aarc-West Mechanical Insulation and Honeywell Controls. Major MCABC suppliers included Olympic International, EMCO, Bartle & Gib-son, Flocor, Xylem and Victaulic.

“As a current director and past president of MCABC, I feel our company has benefited tremendously from being an active member of MCABC. By participating in a variety of MCABC events, business functions, on its board of directors, etc. we have gained invaluable networking contacts and impor-tant business relationships,” says Ohlmann. How hard does Mike Gallagher, found-er of Prince George-based All Pro Plumbing & Heating Inc., work?

In fact, 2013/14 have been banner years for All Pro: it tackled the con-struction of three new Tim Hortons along with a new All-West Glass in downtown Prince George. If that’s not enough, Gallagher and his crew presided over the second phase of renovations for The Coast Inn of the North.

Kay, who joined All Pro earlier this year as controller, notes, “Business has been growing by 18 per cent annually because although we’re not the biggest company in town, we’re good plumbers.”

Gallagher, 40, who has spent most of his life in Prince George, is in-clined to let his work speak for itself, and it takes considerable persis-tence to keep him in the office long enough to discuss why he entered the trade.

Prior to forming All Pro in 2007, Gallagher spent nine years honing his skills at a local plumbing firm, Hodgson Botting Mechanical Ltd. “In the 1990s, when I was hired as an apprentice, I felt lucky — because there wasn’t a lot of construction going on,” says Gallagher, whose father was a plumber.

During his early years, Gallagher gained experience in the commercial and industrial sectors, but when he decided to strike out on his own the economy was such that he had to diversify in another way.

“I did service work to fill the void,” he says. “It still makes total business sense to be a service provider: typically, the year starts slow and doesn’t heat up until summer, but service requirements are always steady. Al-though construction projects put All Pro on the map, our service jobs were the foundation of our ongoing success.”

Gallagher doesn’t hesitate when asked if there was a single project that made All Pro a name to be reckoned with. “In 2008 we started work on the new A&B Hardware outlet in town, our first contract job, and when I say ‘we’ it was just me and my brother Bryon grabbing our tools and heading out to site,” he recalls. Word quickly spread about their efficient work methods and attention to detail.

Darrell Ferriera joined the company later that year as an apprentice and is now a Journey man plumber still working with the company.

Today, All Pro’s service division is busy cater-ing to the University of Northern B.C., Northern Health and Workplace Solutions, among others. On the construction side, the company is provid-ing plumbing plus hot water heating for the UHN-BC, a job Gallagher says is about 30 per cent com-plete (the first phase of the $96-million expansion included the provision of extra space and upgrades to the physical plant building site; phase two en-compasses patient care services renovation).

All Pro has worked on all of the renovation phases of The Coast Inn of the North. “We did five floors of suites last year, and this year we re-did all of the rooms and fixtures on three floors,” says Gallagher.

The $7-million renovation includes a full update of 99 of 159 guest rooms, including 47 superior and 32 premium room types with new bathrooms.

But why, given All Pro’s 18 per cent annual growth, does the company confine itself mainly to local jobs? Apart from knowing the market, Gal-lagher believes staying close to home is a sound business strategy.

“It’s tough to attract talented people, and you need to keep them happy,” he explains. “That’s what I’ve got, and that’s why I try to keep the work as local as possible. We’re all good friends who rely on each other. It may be a cliché to say we’re tight-knit, but that’s exactly what we are.”

Offering employees benefits shouldn’t have to be boring or difficult.

But given All Pro’s growth rate, surely expan-sion is inevitable? Gallagher agrees, but sug-gests that expansion will be on his terms and not for the sake of getting bigger. “Nothing is set in stone, other than we’ve got excellent sec-ond and third year apprentices who will grow with our company.

“It’s always tricky to predict the future. For ex-ample, we’re super busy for the next three to four months, but what lies ahead after that is unclear — and that’s always been the case.”

While Gallagher keeps his nose to the grind-stone, Kay is outspoken about All Pro’s future.

“Of our four children, our oldest sons, at 15 and 12, are adamant about working for dad,” she says. “We definitely want the legacy to con-tinue in the long term. Earning a reputation for reliability in a competitive market isn’t some-thing we take lightly, especially after only seven years in business, and we want All Pro to be a part of the Prince George business market well into the future.”

Being a member of MCABC is also a source of pride for the company.

“We have been a member of MCABC for five years. We are proud to be part of this associa-tion, as it’s a well-respected organization that works hard to represent its members on impor-tant industry issues,” says Gallagher. PM

The LEED v4 rating system has revamped the approach to water and energy metering requirements. Additionally it addresses new areas of green building such as integrative design, envelope commission-

ing, and acoustics performance. In Canada, we will now use the USGBC LEED v4 rating system with the addition of Canadian Alternative Compli-ance Paths (ACPs), as opposed to a fully adapted Canadian version as previ-ous versions of LEED used. In addition, submission of LEED v4 projects for certification transitions to LEED Online.

Some of the new additions as well as changes to the LEED v4 New Con-struction and Major Renovations rating system that will affect mechanical contractors and engineers are discussed below.

WatERFrom an indoor water use perspective, the water efficiency prerequisite has been revised to now include equipment and process water use (e.g. clothes washers, dish washers, ice machines, cooling towers). Although the plumb-ing fixture flow and flush rates requirements have not changed, the point scale has been varied to provide one point for a 25 per cent reduction, with additional points awarded at 5 per cent increments up to a maximum of six points for a 50 per cent reduction. With respect to outdoor water use, a new prerequisite requiring at least a 30per cent reduction in potable water used for irrigation has been added.

Although a building-level water meter has been a prerequisite requirement in LEED Canada NC 2009, a new credit has been added that makes an addi-tional point available for providing permanent water meters for two or more

of the following water subsystems as applicable: irrigation; indoor plumbing fixtures and fittings; domestic hot water; boiler(s) more than 500MBH; re-claimed water; other process water (i.e. humidification, dishwashers, clothes washers, pools, etc.)

Another new water efficiency credit focused on cooling towers has been added in LEED v4. The credit requires a one-time water chemistry analysis and awards points for cycling the water up to a maximum of 10 cycles (one point) or more than 10 cycles (two points). Alternatively, the use of 20 per cent recycled non-potable water with less than 10 cycles can achieve two points.

CoMMISSIonInGAlthough fundamental commissioning prerequisite is similar to the previ-ous rating system, it appears that LEED is putting more emphasis on con-struction checklists for all equipment, assemblies, and systems included in the commissioning scope without allowance for sampling strategies.

An energy cost improvement of 5 per cent is required over the baseline. The baseline is ASHRAE 90.1-2010 Appendix G or NECB 2011. Addition-ally if NECB 2011 path is chosen, mandatory requirement of ASHRAE 90.1-2010 shall be met. Optimization of the building energy performance results in 18 possible points through whole-building energy simulation or the option of using the ASHRAE Advanced Energy Design Guide (up to six points). The number of points available for each saving step is the same across ASHRAE 90.1-2010 and NECB 2011 standards.

The enhanced commissioning credit has adopted some components of the previous M&V credit by incorporating procedures and monitoring points into the commissioning plan, although compliance with the International Perfor-mance Measurement and Verification Protocol is not required. An additional two points are available for the commissioning of the envelope systems.

EnERGYAlthough building-level energy meters were already required in LEED Can-ada, an additional point is now available for installing an electronic energy consumption and demand metering system capable of hourly record inter-vals for whole-building energy sources and any individual energy end uses that represent 10 per cent or more of the total annual consumption. Due to lack of a demand response program through BC Hydro, only one point (from possible two) is accessible for this credit. The electricity meter installed can be used for this credit alongside a comprehensive plan for shedding at least 10 per cent of building estimated peak electricity demand.

Renewable energy systems can be used to offset building energy costs in 1, 5 and 10 per cent increments (possible three points). Please note that geo-exchange is not considered a renewable energy source.

REfRIGERantIn terms of enhanced refrigerant management, although the credit has not changed, please note that depending on the size of the equipment, some re-frigerants (e.g. R-410a) might not pass the calculations. It is best to perform these calculations early in the design process.

IaQThe ventilation design requires meeting the ASHRAE 62.1-2010 standard. In addition outdoor air intake flow monitoring devices are required as part of the prerequisite.

The Enhanced IAQ strategies credit (two points possible) has several re-quirements for entryway systems and cross-contamination prevention. The mechanical design requires minimum MERV 13 filtration. Additional me-chanical related point is available for one of the following: increased ventila-tion and carbon dioxide monitoring.

IAQ management plan for the construction and pre-occupancy phases is generally the same. However the reference standards have been updated to SMACNA 008-2008, Chapter 3.

tHERMaL CoMfoRtTo meet the Thermal Comfort credit, design HVAC and building envelope to meet requirements of ASHRAE 90.1-2010 or ISO 7730:2005 combined with CEN EN 15251:2007. In addition thermal controls are required that allows adjustment of at lease one of the following: air temperature, radiant temperature, air speed, and humidity.

aCoUStICThe new acoustic performance credit will most likely need the services of an acoustic consultant. As far as HVAC design is concerned, the maxi-mum background noise levels from the HVAC system should be per 2011 ASHRAE HVAC Applications Handbook, Chapter 48, Table 1 or AHRI Standard 885-2008 Table 15. A s a mechanical contractor we get to see a large number of different projects from different consultants. A large number of

these projects are promoted to some degree as be-ing “sustainable”. As expected with diverse build-ing types, clients and consultants, there is a wide variety of mechanical systems proposed to meet the sustainability mandate. (Of course mechanical systems are only one part of building design that contributes to sustainability). The designs we have seen could be categorized into three broad groups:

• buildings designed to meet the minimum requirements dictated by codes or develop-ment permits;

• buildings optimized for life cycle costs typi-cally over 25 to 30 years; and

• buildings that are inspired by an ideological belief.

Capital costs tend to go from least to most ex-pensive respectively. Regardless of what category the project could be classified as, we are often asked to provide cost savings or “value engineering”.

Before we are able to provide ideas that would meet our client’s needs, first we must understand what those needs are. Usually the best way to un-derstand their needs is to meet with the client team to understand what their goals and plans for the building are. The earlier in the project stage that a mechanical contractor or any mem-ber of the project team can provide input into the project, the greater the impact and value that can be contributed.

The integrated design process is commonly referred to as an important part of sustainable design and often the trades input or knowledge is

overlooked early in the process. Providing input early in the project prior to decisions being made so that our knowledge can be incorporated in the design typically provides the client with the best value for their building. The value of our knowl-edge is often diminished if it is only provided after the tendering process. Decisions such as equip-ment location, glazing performance and shaft locations that can dramatically affect equipment size, maintenance requirements and piping/duct-ing costs are often now fixed or cannot be changed without a significant amount of changes by other trades and members of the design team.

So what building characteristics are considered sustainable and how is the mechanical system re-lated to them? The Canada Green Building Coun-cil LEED Project Checklist has five major catego-ries: Sustainable Sites, Water Efficiency, Energy and Atmosphere, Materials and Resources and Indoor Environmental Quality. The mechanical system obviously does not affect every credit but it does affect or is affected in each of the categories along with any number of other building systems. Energy use and water use are probably the two most common building attributes that are associ-ated with mechanical systems.

Based on the number of LEED credits associ-ated with energy consumption and water use, they may be two of the most important credits associ-ated with mechanical. There is however a number of other credits that mechanical systems and con-tractors contribute to. Credits such as commission-ing and measurement and verification help ensure that the mechanical system actually works in prac-tice and not just on pen and paper of the drawings and specifications. Credits such as Construction

Waste Management and Construction Indoor Air Quality highlight some of the onsite construction activities that the contractors have the biggest role in achieving. Credits like Thermal Comfort high-light the fact that buildings are typically built for people (excluding industrial sites) and keeping oc-cupants comfortable is one of the most important outcomes of any mechanical system.

LEED however does not account for the fi-nancial viability of a building or project, likely because the owner is going to do that anyway re-gardless of what measure of sustainability is going to be used. If a building is not financially viable how can it be considered sustainable? Attributes that contribute to the life cycle cost of a building, in addition to energy consumption, such as capi-tal cost, maintenance, replacement cost, operator salary and energy cost are just as important to en-suring a successful project.

Ensuring that just as much attention and thought is given to equipment and access en-sures that ongoing mechanical costs such as filter changes do not unnecessarily burden the opera-tion costs of a building. An additional 10 minutes per filter change for a fan coil unit in a building with hundreds of fan coils can have a significant impact on the life cycle cost.

There are many different choices for mechani-cal equipment from many different manufactur-ers. Typically a premium in price is required for energy efficient equipment. If a piece of equip-ment uses 25 per cent less energy that is only part of the consideration. How often the equipment operates, the cost of the associated energy and any difference in maintenance costs can have a big influence on life cycle costs. If a chiller saves 25 per cent energy but only uses $12,000 annually in electrical energy and has additional maintenance costs, how much capital cost can be justified?

What can a mechanical contractor do to contrib-ute to the sustainability of a project? In the end it is the same as every other project. The client will determine what sustainability means for them on each specific project. Effective communication and understanding the client’s requirements for each project is important on whether it is considered sustainable or not. Providing expertise to support the goals set by the client and understanding how those decisions affect others involved in the project is always a good place to start. PM

Two years ago university tuition fees in Canada averaged about $5,366 a year and students in B.C. who took out a stu-

dent loan to finance their education began their working life with a debt of nearly $27,000.

Unfortunately all too often these students receive little or no information about the de-mand for the program in which they are study-ing. As a result over supply and under supply issues abound, all at tremendous waste of both student and taxpayer dollars.

So for example in 2010 1,861 new education grads were certified by the B.C. College of Teach-ers, with another 824 out-of-province teachers certified thanks to a then new inter-provincial agreement. That means nearly 2,700 new teach-ers to B.C. when only about 1,000 teachers are needed annually.

In contrast the media has reported at various times about a growing shortage of nurses here in British Columbia. Yet when students are in high school they are not provided with up-to-date information about what their job pros-pects would be as a nurse versus as a teacher.

Similarly there is also a lack of information regarding the job and income prospects of not just those debating studying fine arts versus engineering but those considering becoming a welder versus a carpenter.

This lack of information results not only in students wasting their time and money but also in government wasting its money and finding it-self with a surplus of qualified applicants in one area (education) and shortages in another (health care). It also means that other inefficiencies go unreported. For example in nursing it is now a two year program to become a LPN and a four year program to become an RN.

Make informed Education Decisions

One would logically think that if an LPN wished to upgrade from an LPN to an RN there would be an abundance of programs designed to facilitate this transition when in fact there are none. So an LPN who already has two years of education and perhaps half a dozen years of nursing experience will receive no credit for either and will instead have to start back at square one on a four year pro-gram to become an RN, as a result few LPNs be-come RNs.

What an incredible waste of opportunity as well as resources. When it comes to skilled trades again there is a lack of information available to students about getting their ticket, as well as a relative lack of shop classes in our public school system.

By providing adequate information, students will make better choices and ensure that post sec-ondary institutions do a better job of matching the supply of programs with actual real world demand.

perhaps no worse a career to embark on than jour-nalism. Not only are jobs drying up so too are the salaries. Yet in British Columbia nearly every college, technical institute and university still offers a journal-ism program. (I should mention for the record that I graduated with an Economics degree in 1989).

The point is that you would not take out a loan for $27,000 on a car if you had no idea about its gas mileage, performance or reliability. Yet all too often students are expected to make choices with very little information. Every program should have with it what the employment rate is after one year, five years and 10 years and what the average income level is over those same time periods.

It doesn't mean we won't have any more Eng-lish lit majors, it just means we will have fewer of them struggling to pay off student loans while working as baristas. Conversely we will likely have more students interested in becoming skilled tradepersons, construction managers and the like. Government will have less of its money wasted training young people for jobs that no longer ex-ist while business will thrive because supply will better fit demand in terms of the job market. PM

aCtIon PLan foR LnG LaUnCHEDThe Industry Training Authority has launched An Action Plan for LNG Trades Training, a strategic plan to prepare a skilled and qualified workforce for B.C.’s developing liquefied natu-ral gas (LNG) sector, with a focus on the north-ern regions of the province.

The latest data shows that a scenario with five LNG plants would see a requirement of more than 20,000 trade workers by 2018; this in-cludes high-demand scenarios for construction labourers (including craft workers), steamfitters, pipefitters, sprinkler system installers, gasfitters, industrial electricians, millwrights, machinists and welders.

The Action Plan sets out immediate and longer-term actions to be implemented during the period leading up to final investment deci-sions by the major LNG proponents. The plan positions the ITA to coordinate with govern-ment and industry to grow a skilled workforce to meet this demand. The plan also ensures that British Columbians, including Aboriginal peo-ple, women and new Canadians, are first in line for LNG-related jobs.

The Plan reinforces ITA’s commitment to a trades training system that aligns with regional and sectoral demands.

aSHRaE PRoPoSES CHanGESASHRAE is proposing multiple compliance options for verifying the performance of the building under ANSI/ASHRAE/IES Standard 90.1-2013. Addendum 1 is one of 14 changes proposed to the “Energy Standard for Buildings Except Low-Rise Residential Buildings.

The addendum provides multiple compliance methods for verification, including whole build-ing air leakage testing and continuous air barrier inspections.

ASHRAE is also proposing changes to Stan-dard 62.1, Ventilation for Acceptable Indoor Air Quality in Buildings. Specifically one of the ad-denda proposes an alternate compliance path for the ventilation rate procedure in Section 6 when it is applied to existing buildings.

The proposals recognize that the existing ventilation rate procedure in its indoor air qual-ity standard may be difficult to apply in existing buildings.

Proposed addendum b provides an alternate path of compliance for situations where infor-mation required to determine the system per-formance is unavailable, or for smaller facilities with straightforward multiple zone applications.

MCaBC MEMBERS RECoGnIzEDLockerbie & Hole Contracting Ltd., won VRCA’s Gold award for outstanding Mechanical Contractor (over $3 Million) for their work on the Coquitlam UV Disinfection project. Lockerbie was also award-ed a distinguished Safety Award for achieving a zero frequency injury rate in the category of Trade Con-tractor 200,000 or more person hours.

Houle Electric Ltd., won the VRCA Gold award for outstanding Electrical Contractor (over $2 Mil-lion) for their work on the Surrey Memorial Hospi-tal Critical Care Tower project. Houle Electric was also awarded Member of the Year Award.

EllisDon Corporation, took home two big VRCA Gold project awards: one in the General Contractor Category Over $55 Million for their work on the Surrey Memorial Hospital Criti-cal Care Tower project, and one in the General Contractor Category $15 to $55 Million for their work on the TRIUMF ARIEL project.

2014 VRCA Non-Project Award Winners included MCABC Keith Plumbing & Heating Co. Ltd., who won the Construction Workplace Health & Safety Innovation Award for their Re-cover at Work Program.

HvaCR InvEStMEntThe United States is advancing its efforts to reduce global warming with the recent announcement of a $5-billion investment in research and development funds from the heating, ventilating, air condition-ing and refrigeration (HVACR) industry.

Since the late 1980s when the HVACR industry began to develop non-chlorine-containing refriger-ants, it’s been on a mission to help protect the ozone layer. The new investment, to be administered over the next 10 years, reflects this dedication.

This investment signals the second phase of the Low-GWP Alternative Refrigerants Evaluation Program launched in 2011. The first phase was completed at the end of 2013.

LEED aCPS avaILaBLEThe  LEED  v4  Alternative Compliance Paths (known as  ACPs) for Canadian projects are now  publically available, along with additional tools and support, for those wishing to pur-sue LEED v4 certification of their building proj-ect with the  Canada Green Building Council (CaGBC).

In order to ensure greater ease of use, the CaG-BC has developed ACPs for eight sets of require-ments, and will develop additional  ACPs  in the future as required. The eight existing ACPs pro-vide equivalent means of meeting credit and pre-requisite requirements of  LEED  v4  by referenc-ing standards that are more familiar to Canadians. They are: • LEED BD&C (all adaptations): Location and

Transportation credit: Sensitive Land Protec-tion

• LEED BD&C — Healthcare: Sustainable Sites credit: Places of Respite

• LEED BD&C — Healthcare: Indoor Environ-mental Quality prerequisite: Minimum Indoor Air Quality Performance

• LEED BD&C — Healthcare: Indoor Environ-mental Quality credit: Construction Indoor Air Quality Management Plan

• LEED  BD&C and Homes/Midrise  (residen-tial construction): Indoor Environmental Quality prerequisite: Minimum Indoor Air Quality P4erformance

• LEED  BD&C and ID&C (all adaptations): Energy and Atmosphere prerequisite: Mini-mum Energy Performance

• LEED  BD&C and ID&C (all adaptations): Energy and Atmosphere credit: Optimize En-ergy Performance

These  ACPs  are available in both official lan-guages and are available through the  CaGBC’s website and will also be incorporated into the US-GBC’s LEED Credit Library this summer.

With a strong emphasis on the impacts of materials, greater flexibility, and a renewed focus on ensuring desired outcomes, it is poised to pro-vide the framework for better, healthier and more sustainable buildings.

golf season was enjoyed by many mem-bers and was another great success, demonstrating an impressive year of

fundraising for MCABC. Comprised of eight tournaments around the province, MCABC raised more than $9,000 in support of various provincial charities — largest year in fundraising to-date.

This year’s 2014 beneficiaries include: Nanai-mo Child Development Centre, Ledgeview Golf Junior Program, Matthew’s House, Make-a-Wish Foundation BC & Yukon, Prostate Cancer Foun-dation BC, Victoria Hospitals Foundation (to benefit the Pediatric Diabetes Clinic), Canadian Cancer Society (to benefit Kordyban Lodge), and the Terry Fox Foundation.

October 1, 2014 marked the 10 year anniversary of Bob Cooke and Dale Miller coming together to form Division 15 Mechanical Ltd. To cel-ebrate, Division 15 held a BBQ at their offices, to say “thank you” to their associates, subs, suppliers and staff; all of whom, were an integral part of putting Division 15 Mechanical on the map and are essential for keeping them there. They wish to thank everyone who came out to help them celebrate this milestone.

Zeemac Vehicle Lease Ltd. is growing. With the recent addition of three new employees in their

account management and business development divisions, Zeemac continues with its recent growth in business. The company is celebrating its 20th year on Douglas Road in Burnaby and 57th year in business.

In an effort to provide more services to their customers, SKEANS opened their sixth lo-cation in Saskatoon in early 2014, and their Prince George branch held an open house to showcase their recent move to a bigger facility. SKEANS Transair & Gardner Denver lines of aluminum piping are also growing in popular-ity and appearing in greater numbers of facili-ties, and they are now registered with the BC Safety Authority.

Earlier this summer, Clint Cassia announced his retirement after 46 years of dedicated service to the industry. Most recently, Clint was a loyal employee with Bartle and Gibson, in charge of business development for the Lower Mainland. He is now looking forward to spending more time with his wife Maureen, and his two new grandkids.
