The Minnesota Legislature in 2019Healthcare will be Back on the Agenda

At the start of the next session of the Minnesota Legislature on January 8, 2019 we will be on the back-side of themid-term elections, and voters on November 6th (or actually now since early voting has started) will have electedelect a new Governor and Attorney General.

All House seats are also on the ballot and there will be a special election in Senate District 13 to fill the vacancycreated by the resignation of Senator Michelle Fischbach who is currently serving as Lieutenant Governor.

I have represented the MCA at DFL and GOP Caucus fundraising events hosted by Mr. Kevin Goodno’s lobby teamand, on separate occasions, the current Minority Leader, Representative Melissa Hortman, and Speaker of theHouse, Representative Kurt Doudt, both predicted and elaborated that healthcare issues would be high priorities forboth political parties in the next legislative session.

In addition to ongoing concern about instability in the individual insurance market, reigning in healthcare costs, highinsurance premiums and deductibles are front-burner public policy issues. And, the outcome of the Novemberelection could alter the fate of the 2% provider tax as a funding mechanism for MinnesotaCare.

Because we get support from both sides of the aisle, we have compiled a list of all House members who were chiefauthors or co-authors of legislation either introduced by the MCA, or the association otherwise supported. As wecontinue to pursue our legislative agenda, we have the opportunity to both connect with incumbents who supportthe profession, and challengers who may not be familiar with our issues and how they affect chiropractic patients.

Regardless of your party affiliation, take a few minutes between now and the end of October to get in touch withHouse candidates in your voting district and an easy way is through their campaign websites or by email. Introduceyourself and send a brief note sharing your views about the issues that are on our Legislative Agenda. And, if youare inclined, make a campaign contribution – especially to those on the list we have included with this article.

Big Medicare changes coming to Minnesota

More than 320,000 Minnesotans will be changing Medicare health plans in 2019, when a federal laweliminates certain health insurance options in the Twin Cities and across much of the state.

If you or a family member is currently on a Medicare Cost plan, big changes are coming for 2019. This summer,insurers that sell Medicare Cost plans are sending out letters to consumers about the transition. There’s no changeto coverage in 2018, they point out, while stressing that details about 2019 options aren’t yet available.

Only three insurers sell Medicare Cost plans in the state — Blue Cross and Blue Shield of Minnesota, HealthPartners, and Medica. For several years, Minneapolis-based UCare and Kentucky-based Humana have been theprimary sellers of Medicare Advantage plans in Minnesota.

More than 320,000 people are losing their Cost plans in Minnesota. It’s likely that roughly 100,000 people will beautomatically enrolled into a comparable plan with their current insurer. That likely will leave another 220,000 peoplewho will need to be proactive to obtain new replacement Medicare coverage.

This will be a very confusion year for most Medicare users. We are very proud to have partnered with MN HealthInsurance Agency, a local independent broker, to help all of our members during this transitional time. The benefit ofworking with MN Health is that they have the ability to review ALL your Medicare options with BCBS, UCare, HealthPartners Medica, United Health Care, Humana, and Aetna. Even if you are not affected by this change, it isimportant that you review your Medicare plan options annually; this will ensure that your current plan is the mostsuitable option that fits your budget, health, and lifestyle.

Here are some important dates to remember:

1. October 1st- All plans will be released and can be discussed with an agent.2. October 15th- You can start signing up for new plans.3. December 7th- Open Enrollment ends.

The Future of Chiropractic Looks Bright

Last month at the FCA National Convention in Orlando, Florida, our own Kristi Hudson introduced attendees toBrooke Preston, the third recipient of the Foxworth Family Chiropractic Scholarship. A student at NorthwesternHealth Sciences University, Brooke received $10,000 towards her tuition and $5,000 in cash to offset her livingexpenses and further her education outside of the classroom. An additional $10,000 was donated to her school. InOrlando, Dr. Deb Bushway, Interim President and CEO of Northwestern Health Sciences University, announced thatthe donation will be used to host a job fair for the students.

This year, we received over 450 applications for the scholarship, and each year I continue to be impressed by thestudents who tell their chiropractic stories. They speak passionately of their drive to have an impact on theircampuses, in their communities, and on this great profession. Meeting Brooke and her parents in Florida, was anincredibly touching experience as the representative not just for ChiroHealthUSA, but as part of the Foxworth family.The scholarship is named in honor of my parents, Drs. Betty and Charles Mathews.

When Brooke was notified that she is the recipient of the 2018 scholarship, her response touched my heart.“Receiving this scholarship has inspired me to be an even better leader within my community,” she said. “It is suchan honor to be the recipient of the scholarship. I am so excited to begin the next steps in my career and beginserving and advocating on behalf of others through this amazing profession.” Her passion and enthusiasm arecontagious. You literally walk away from a conversation with Brooke with a smile on your face and an incredibleamount of pride that she represents the future of our profession.

Giving back to a profession that has meant so much to me, has been part of the mission of ChiroHealthUSA fromthe day we opened our doors. I am incredibly proud of each scholarship recipient. Amber Horsely, our 2016

scholarship recipient, recently graduated and is now an associate working in practice. Billy Stetzel, our 2017scholarship recipient, opened his own practice just a few months ago. I have no doubt Brooke will serve thechiropractic community and her patients well.

With emotion in her voice, Kristi stood in front of 1,000 attendees and said, “The philanthropic efforts atChiroHealthUSA mean so much to us.” And, she couldn’t be more right about that. Four years ago, Kristi and Isought out ways that we could have an impact on chiropractic students. The scholarship has indeed made animpact on reducing their student debt, but getting to know each of them and following their careers, has had anincredible effect on all of us at ChiroHealthUSA.

MCA Sports Council UpdateRed Ribbon Ride & Susan G. Komen 3-Day Photos

The MCA Sports Council has worked with the Red Ribbon Ride for the last 3 years. The ride represents 5 TwinCities HIV/AIDS organizations; African American AIDS Task Force, Hope House of St. Croix Valley, One Heartland,Rural AIDS Action Network and The Aliveness Project. The ride’s purpose is to raise vital funds for HIV/AIDSservices, treatment, prevention and awareness.

This year’s event was based out of camp One Heartland in north central Minnesota, featuring two days of out andback rides. Riders had the option of riding approximately 100, 85 or 50 miles on Saturday and either 65 or 35 moreon Sunday. Doctors from the MCA Sports Council were stationed at camp in the morning, the lunch pit stops andagain at camp when the riders returned to provide support to the riders and keep them going on the next leg of theirjourney.

The sports medicine team was led by Drs Cailin Shurson and Brandon Langerude. They helped the riders throughvarious levels of pain, discomfort, and injury on the ride, keeping them happy, healthy and on their bikes.

The MCA Sports Council sponsors many events every year but for me personally the Red Ribbon Ride has beenone of my favorite. The group of people who organize and run the ride are incredibly fun to be around and interactwith leading up to and during the ride. Even with all the work that goes into preparing for and executing our end ofthe event, we continue to look forward to doing it again next year. We’d love to see you there or at any of ourupcoming events.
