Minutes of the Regular Meeting of the Greater Vancouver Regional District (GVRD) Climate Action Committee held at 1:03 p.m. on Wednesday, July 6, 2016 in the 2nd Floor Boardroom, 4330 Kingsway, Burnaby, British Columbia.

It was MOVED and SECONDED That the Climate Action Committee adopt the minutes of its regular meeting held May 4, 2016 as circulated.

5. REPORTS FROM COMMITTEE OR STAFF

5.1 Metro Vancouver's Climate Actions and Carbon Neutral Progress in 2015 Report dated June 2, 2016 from Coner Reynolds, Senior Project Engineer and Jason Emmert, Air Quality Planner, Parks, Planning and Environment, providing information about Metro Vancouver's 2015 Climate Actions and Carbon Neutral Progress report submitted to the Province under the Climate Action Revenue Incentive Program, and highlighting links to the integrated regional climate action strategy and overall status of member jurisdictions in the region.
1:06 p.m. Councillor Reimer arrived at the meeting.
Members were provided with a presentation on Metro Vancouver's 2015 Climate Actions and Carbon Neutral Progress report highlighting: climate action mitigation and adaptation examples; smart drive challenge; carbon footprint; water system plan; GHG reduction projects; regional GHG emissions; and integrated regional climate action strategy.
1:21 p.m. Councillor Stevenson and Chief Williams arrived at the meeting.
Presentation titled "Climate Action and Carbon Neutral Progress 2015" is retained with the July 6, 2016 Climate Action Committee agenda.
It was MOVED and SECONDED That the GVRD Board receive for information the report dated June 2, 2016, titled "Metro Vancouver's Climate Actions and Carbon Neutral Progress in 2015".

5.2 Update on the Innovative Tools for Enhanced Energy and Climate Change Community Planning Project Report dated June 16, 2016 from Jason Emmert, Air Quality Planner, Parks, Planning and Environment, summarizing the progress for the Innovative Tools for Enhanced Energy and Climate Change Community Planning project, which has been partially funded by Metro Vancouver.
Members were provided with a presentation on the Community Energy Explorer project highlighting: the project's website content; development themes; renewable energy supply; renewables mapping; curating case studies and resources; toolkits; large-scale thermal imaging study for Vancouver; and engaging the community through citizen science.
Members offered comments about communicating information to the public in an easy to understand plain-language format, and distributing it through partnerships with municipal community-engaged organizations like fire services.
Presentation titled "Community Energy Explorer: Metro Vancouver Climate Action Committee" is retained with the July 6, 2016 Climate Action Committee agenda.
It was MOVED and SECONDED That the Climate Action Committee receive for information the report dated June 16, 2016, titled "Update on the Innovative Tools for Enhanced Energy and Climate Change Community Planning Project".

5.3 Climate Change Projections Members were provided with a presentation on climate change projections highlighting: background on previous studies and activities; study scope; study results; projected temperature change and its implications; projected seasonal precipitation changes; and next steps for using the projections information.
Request of Staff Staff was requested to distribute an electronic copy of the presentation to the Committee members.
Presentation titled "Metro Vancouver Climate Change Projections" is retained with the July 6, 2016 Climate Action Committee agenda.
It was MOVED and SECONDED That the Climate Action Committee receive for information the presentation titled "Metro Vancouver Climate Change Projections" presented to the Climate Action Committee at its July 6, 2016 meeting.
CARRIED Councillor Reimer absent at the vote.

5.4 Update on Sustainability Innovation Fund Project - Home Energy Labelling Pilot Project Report dated June 7, 2016 from Eve Hou, Air Quality Planner, Parks, Planning and Environment and Jerry Colman, Policy Coordinator, External Relations, providing a progress update on the Metro Vancouver home energy labelling pilot project, funded in part by the 2015 GVRD Sustainability Innovation Fund.
2:25 p.m. Chair Corrigan departed the meeting. Vice Chair Reimer assumed the Chair.
In response to a question, members were informed that the RateOurHome.ca website is currently under development but will be online by the end of July 2016.
It was MOVED and SECONDED That the GVRD Board direct staff to forward the report dated June 7, 2016, titled "Update on Sustainability Innovation Fund Project - Home Energy Labelling Pilot Project" to member jurisdictions and provide access to the RateOurHome.ca campaign materials in an effort to increase municipal involvement in the campaign.

5.5 Update on Sustainability Innovation Fund Project - Smart Drive Challenge Report dated May 31, 2016 from Derek Jennejohn, Lead Senior Engineer and Eve Hou, Air Quality Planner, Parks, Planning and Environment, providing a progress update on the Metro Vancouver Smart Drive Challenge, a pilot project funded by the 2015 GVRD Sustainability Innovation Fund.
Discussion ensued on the selection of a statistically significant and demographically representative participant sample for the pilot project.
It was MOVED and SECONDED That the Climate Action Committee receive for information the report dated May 31, 2016, titled "Update on Sustainability Innovation Fund Project - Smart Drive Challenge".

5.6 Manager's Report Report dated June 21, 2016 from Roger Quan, Director, Air Quality and Climate Change, Parks, Planning and Environment, updating the Committee on the Committee's 2016 Work Plan; proposed Gateway Pacific Terminal at Cherry Point; Delta and White Rock air quality study; Air Quality Health Index Plus pilot project; proposed national locomotive emissions regulations; BC Lung Association's State of the Air report for 2016; and flushable material in the liquid waste system.

April 11, 2016 from Mayor Lois Jackson, The Corporation of Delta, addressed to Mayor Greg Moore, Chair Metro Vancouver and Board of Directors.
6.2 Lower Mainland "Network" of Organizations concerned about BC Hydro's Site C Project- electronic correspondence dated June 13, 2016 from Roger Bryenton, Suzuki elder, SPEC Committee addressed to the Climate Action Committee.
