I would like to acknowledge the work completed by City staff in compiling the framework of this budget document. In preparing the budget, please note the key elements that served as guiding principles: 1. e budget has been prepared, directing resources to those priorities adopted by the City Council in the Strategic Plan. 2. is budget continues to reflect that Riverton City does not assess a property tax. In addition, there will be no increases in the Storm Water Utility Fee or Secondary Water Fee. 3. As a result of the overwhelming choice of Riverton citizens, the Culinary Water will be supplied through the purchase of water from the Jordan Valley Water Conservancy District. is will result in a culinary water fee featuring a $2.50 monthly base rate plus a charge of $3.91 per thousand gallons used. ese changes will be reflected in both the fee schedule for 2015-2016 as well as the Culinary Water budget. 4. In 2012, Riverton City reduced the monthly fee for Sanitation from $12.50 to $1 per month for the initial garbage can. At the time this fee was implemented, I indicated that as more people moved into Riverton it would be necessary to supplement their sanitation expense as well. e result of a recent analysis has demonstrated the need to increase this fee. e budget includes an increase in the monthly Sanitation Fee from $1 for the first garbage tote to $3 for the first garbage tote. I have proposed that this increase not take place until January of 2016. 5. Riverton City continues to see growth in sales tax revenue. My proposed budget features an increase in sales tax revenue in excess of $350,000 over the current budget year. 6. During recent budget years, the City has utilized Fund Balance in Fund 21, the Class “C” Road Fund, to cover the cost of scheduled street repair and maintenance. I submitted the Mayor’s budget to the Riverton City Council for funding the fiscal year 2015-2016, and a detailed budget letter on May 5. The budget and the letter are available on our web site (rivertoncity.com). I would like to acknowledge the work completed by City staff in compiling the framework of this budget document.

Yard and Home Spring Project Tips It’s the time of year when many of us clean out our garages and begin yard maintenance. The following are a few simple housekeeping practices that will help protect the streams and rivers we love and enjoy:• Use biodegradable, organic

pesticides, and herbicides when practical. These are usually safer for you and our water resources.

• Take care to minimize fertilizer overspray onto the roads, and sweep gutters and driveways after applications. Also sweep gutters of grass clippings, and other yard maintenance debris.

• Reduce loose trash by not overfilling trash receptacles and keeping the lid closed. Try compacting the waste into the receptacle with your hands or feet to fit better.

• Put materials for landscape projects on your property and place them where rain won’t wash them into the gutter.

• Wash your vehicles at car wash facilities or on your lawn. Detergents are harmful to biology and should not be washed into the gutter.

• Remember that all hazardous waste must be disposed of at waste facilities designed to protect our environment. Call or visit the Trans-Jordan Landfill webpage for more information: 801-569-8994, or www.transjordan.org.

Street Light Outages/Problems Riverton City owns and maintains all of the street lighting within the City. Residents no longer call Rocky Mountain Power for street light issues. Rather, we ask that you use the “Report a Problem” on our website at rivertoncity.com. Simply follow the Quick Links tab at the top of the page, to Report A Problem. Then click on the Street Light (Not Traffic) link.

When reporting a problem, please be as accurate as possible with the street light address and leave us your contact information so we may follow up with you. Your feedback to help the City maintain and improve our success is important and appreciated!

Signs Not Permitted on Street Lights Signs/flyers may not be posted on City street lights or utility poles. The City recommends advertising with a sign on your own property, or in a local newspaper, newsletter or online notice board.

Continued from page 1money will be made available in the future to help cover the requirements for repair and maintenance. However, a significant portion of this legislation is the Local Option Transportation Sales Tax and will hinge on the voters’ approval.

7. The recent announcement regarding the CenterCal development is cause for much optimism. When completed, this development will provide significant economic benefits to the City in the form of substantial increases in sales tax and spurring investment from other sectors such as office buildings, additional retail, and housing. During the past eight years Riverton City has devoted significant resources to the installation of infrastructure in the Western Commercial District in order to make this day possible. When market conditions became ideal, Riverton City was ready. The successful completion of this project will result in ensuring the long-term economic viability of Riverton City.

The Council will work on the budget during the month of May. On June 2, the Council will present their budget, and have the first public hearing on the budget. On June 16, the Council will hold their second public hearing on the budget, and then vote on the 2015-16 Riverton City Budget. This budget goes into effect on July 1, 2015.

Water Backflow Information Riverton City is dedicated to providing our residents and customers with safe, clean, drinking water. Maintaining a Backflow Prevention Program is one of the ways the City accomplishes this goal. A joint responsibility between the City and its residents must exist to ensure all areas of the water distribution system are adequately protected. A backflow incident can seriously affect the quality and safety of our drinking water supply. Backflow is the reverse flow of contaminated water or other substances from a user’s water system back into the public drinking water system. Common examples of possible cross connections include landscape sprinkling systems, hose attachments for utility sinks, garden hoses and yard fountains. Assemblies and devices that require annual testing are the responsibility of the property owner. Every new business will be inspected prior to the issuing of the certificate of occupancy.

Culinary or Secondary Connection is a connection that exists between the culinary or secondary water system. The system is set up to receive water from both sources depending on secondary water availability and can at no time be connected to both: A Reduced Pressure Zone Assembly (RPZ) and swing joint connection are required. No exceptions! In addition, vacuum breaker devices must be installed on all hose outlets. Secondary Water Connection only is when a connection exists between the secondary water system only. The culinary water stop and- waste valve must be completely removed and inspected by a City Inspector. No Backflow Preventer is required after an inspector verifies the discontinuation of culinary water.
