Editor’s Note -Delivery of the June GPhA Journal will be late in order to provide coverage of the June officer installation that will occur at the annual convention.

Well... I was told that your Presidential year was the quickest year you would ever spend and so far that has certainly proved to be true. It seems last weekend we were leaving Hilton Head with plans for the year and now we sit here in April with most of those plans behind us.

What a year so far!! From the Jekyll Island Board of Directors meeting through the Legislative session that just ended...what a sprint it has been. We’ve done some great things this year but we still have two of the most important things still in front of us. Region meetings- Beginning April 16th, your executive committee and GPhA staff began crisscrossing the state to meet with the 12 different regions. I hope you made it a priority to attend as these meetings offer the most up-to-date information on what GPhA has done in the past few months. This was a busy legislative season with many bills affecting pharmacy. Some are yet to be signed into law so technically the session is still ongoing. Also, I hope you have checked the website lately. It has been totally revamped and is one of the best I’ve seen. Please give it a look so we can discuss any ideas you may have for improving it. Convention- This year’s convention will be at the newly renovated Amelia Island Plantation. For those of you familiar with the property, you will barely recognize it. We have also changed the schedule of the convention while preserving all the Continuing Education that we all need as practicing pharmacists. I can’t begin to stress the importance of attending the convention. The networking available through your colleagues is worth your attendance. Getting together with pharmacists across the state and sharing ideas is one of the greatest opportunities provided. Don’t put it off another year and come on down and join us. Those of us on the Executive Committee also attended the New Practitioner Leadership Conference sponsored by the Georgia Pharmacy Foundation last month. This was an opportunity given to Pharmacists practicing less than ten years to come together for a weekend and share ideas about the future of GPhA. Some of the past attendees have gone on to be leaders in GPhA. Please try to talk to some of the attendees and think of someone to sponsor for next year’s event. After all, it will be here quicker than you think. My next article will be my last as your President, but I don’t want to wait till then to start saying what a pleasure and honor it has been to serve the pharmacists of Georgia. What this Association Needs is a Good $14.58 membership

Last month, GPhA launched its new website and membership portal and with it, its newest membership offering to new pharmacist members and renewing members. GPhA’s new sustaining membership $14.58 program allows you to pay your membership dues on your credit card and pay a small amount monthly rather than pay your full dues one time a year. You will never receive another renewal notice. It is a worry free program much like many of us have set up for mortgages, car payments and memberships in other organizations. I even noticed public radio has gone this type program for its membership.

SUSTAINING MEMBERSHIP- $14.58 Per Month.What does sustaining membership do for the Georgia Pharmacy Association? It reduces the cost of administering the membership program, and saves on staff time, printing and postage. Bottom line - it avoids a dues increase by finding an improved method to run your Association.

Four Frequently Asked Questions about Sustaining Memberships:

1. Is the Sustaining Membership available to all members? No, presently this program is offered only to Active Individual Pharmacist members.

2. When can I start my Sustaining Membership?

When your current membership is up for renewal. The month your membership renews you can go online and start you Sustaining Membership.

Yes, and if you pay the dues for your staff pharmacists you can put them on the Sustaining Membership program.

Last month, Laird Miller and 18 fellow pharmacists had a chance to meet with Congressman Doug Collins, from the 9th district in Georgia when he visited

Gainesville after an invitation from Miller.

Congressman Collins not only listened to their concerns about pharmacy but on took action by co-signing HR 1717 “The Medicare DMEPOS Market Pricing Program Act of 2013”. This act will amend title XVIII of the Social Security Act to establish a market pricing program for durable medical equipment, prosthetics, orthotics, and supplies (DMEPOS) under part B of the Medicare program.

GPhA encourages pharmacists to invite their legislators to their stores and make their voice heard in Washington. Calling your legislator and your colleagues together in a town hall setting is an effective way to make your concerns know. GPhA will assist in setting up a a pharmacy town hall meeting with the congressman in your district.

We find most Congressmen are anxious to hear from pharmacists in

their district. We just need to take the time meet with them and talk over our concerns.

Young pharmacists from around Georgia were invited to participate in the New Practitioners Leadership Conference held April 26 through 27 at Lake Lanier Islands Resort. The conference, which has been held since 1993, was sponsored by the Georgia Pharmacy Foundation. John Sherrer, RPh, and Chairman of the Foundation, greeted attendees Friday night at a dinner and ice breaking exercise. The GPhA Executive Committee was also present to help share their experience as leadership volunteers in the Association.The conference kicked off Saturday morning, led by moderator David Miller, RPh Executive Vice President and CEO of the International Association of Compounding Pharmacies (IACP). Miller gave a presentation to the attendees that encouraged them to expand their way of thinking, work as a team and improve their communication skills.

Participants also worked on two group projects during the conference including one that had the teams identifying leaders and their visions. They also looked at other state pharmacy association websites and created and presented a report on their results to the class and Association volunteers and staff on Sunday morning.Before adjourning the conference, a president of the graduating class was elected to continue the mission of the attendees. Olivia Santoso was elected president of the class. GPhA President-Elect Pam Marquess charged the group with the importance of staying involved in your professional. At the closing, Sherrer presented each attendee with their certificate of participation and thanked them for being involved.

Thomas H. (Tommy) Whitworth gradu-ated in 1980 from the Harrison School of Pharmacy, Auburn, AL. He is a pre-ceptor at the University of Georgia Col-lege of Pharmacy and Mercer University School of Pharmacy. Currently, Tommy owns Corley Drugs in LaGrange, GA. He has an extensive 32-year pharmacy career working in community hospitals, nursing homes, chain pharmacies, small independent and multi-store independent pharmacies.

Tommy has been actively involved with GPhA since 1987. He was past president of Region 3 and was a recipient of the prestigious Mal T Anderson Outstanding Region President Award in 1993. He has served on the PharmPAC board for 15 years and chaired the Third Party/Government Affairs Committees. Also, he has been a board member of GPHA over the past 25 years.

Tommy and his wife, Susan of 30 years, live in LaGrange. They are members of First Baptist Church where Tommy ushers and teaches Sunday School.

Lance received his pharmacy degree from The University of Georgia, where he served as APhA-ASP Chapter President. He spent the next three years as a member of the GPhA staff before returning to earn his MBA from UGA’s Terry College of Business. Lance has been an independent pharmacy owner for nine years and currently owns two pharmacies - Hartwell Drugs in his hometown of Hartwell, GA and Iva Drug Store located in Iva, SC. He serves as President of GPhA’s Tenth Region and is in his second term on the GPhA Board of Directors. He is a member of AIP, NCPA, PharmPAC, SCPhA, and the GPhA Governmental Affairs Committee. Lance was twice elected to the AEP Board of Directors and is an alumnus of the GPhA New Practitioner Leadership Conference. Chuck Wilson grew up in the Atlanta area and received his University of Georgia Pharmacy Degree in 1982. He began his pharmacy career with Thrift/Treasury Drug. For more than 14 years, he managed several drugstores in the Atlanta area. In 1993, he went to Carlton’s Pharmacy and in June 2000, partnered with Gary Meyer in The Medicine Shoppe of Dunwoody that specializes in compounding, immunizations, and consultation.Chuck is an adjunct professor/preceptor for Mercer University. “I believe I should give back to my profession and have found working with students to be very rewarding and a learning experience for me as well,” he saidChuck married his wife Cindy 31 years ago and they have a son enrolled in college in pre-pharmacy. Chuck said “I would be honored to serve GPHA and devote my efforts to protecting pharmacist’s rights, getting pharmacists the right tools to succeed.”


Proposed by laws change to be voted on at theGPhA Annual Meeting June 24, 2013

ARTICLE VIII - BOARD OF PHARMACYStrike Sections 1 through 4 and replace with new Section 1 and 2

Section 1. Nomination

The Association shall annually conduct a meeting open to all licensed pharmacists for the purpose of electing or nominating three practicing pharmacists to fill the next vacancy occurring on the Board of Pharmacy by reason of expiration of term, who shall meet the qualifications required by Section 26432 of the Official Code of Georgia Annotated. The Executive Vice President shall submit to the Governor the names of these nominees and the Governor may make the appointments to fill such vacancies from the names submitted. Should any person appointed by the Governor move from the state, resign, or become ineligible for any other reason before or after taking office, or should a vacancy occur for any reason not hereinbefore provided for, each such vacancy may be filled by appointment of the Governor from a group of three practicing pharmacists submitted in a like manner by the Association.

Section 2. Zones

The zones for nomination of Board of Pharmacy members for the twelve regions shall be grouped as follows: Zone 1 - 2nd and 8th regions; Zone 2 - 1st and 11th regions; Zone 3 - 3rd and 6th regions; Zone 4 - 7th and 9th regions; Zone 5 - 4th and 5th regions; Zone 6 – 10th and 12th regions; and Zone 7 shall represent the state-at-large. The nominees for Zone 7 shall be actively engaged in the practice of hospital pharmacy. The presiding officer shall accept nominations from the society representing hospital pharmacists at the open special session and shall receive nominations from the floor.

Section 3. Zone Vacancy

When a zone vacancy occurs for a member of the Georgia State Board of Pharmacy, in Zones 1 through 6, nominations shall come from one region within the zone, such region being determined by alternating the nominations procedure from one region to the next within the zone. The region nominating committee, composed of the Executive Officers of the region from which the nominees shall come, shall submit a nomination or nominations from the region, such nominations to be presented at their regional meeting for approval and finally submitted to the Association Nominating Committee at the annual convention. Nominees from the region shall practice within the region from which they are nominated. The Association Nominating Committee shall submit to the membership at the annual meeting a nomination or nominations for Zone 7 when a vacancy occurs in that zone. If more than three persons are nominated for any zone, election of nominees shall be by a written ballot.

Section 4. Special Session

The presiding officer shall adjourn the closed session of the Georgia Pharmacy Association Convention and a special session of all licensed pharmacists in the state of Georgia shall be called for the purpose of electing nominees to be submitted to the Governor of the state of Georgia for appointment in accordance with Georgia law.

Section 1. Nomination for GPhA Candidates for the GA Board of Pharmacy

The Association shall solicit the nomination individual by petition of twenty five (25) Georgia resident licensed pharmacists who are current GPhA members delivered to the GPhA Executive Vice President by January 1 of the year of the election. All interested pharmacists must meet the qualifications required by Section 26-4-32 of the Official Coder of Georgia Annotated. Nominee must complete a required standardized form to be on the ballot.

Section 2. Election

GPhA will engage a third party vendor to create an electronic ballot. The election vendor will use the BOP licensed RPh list to validate voting qualification. The ballot will be accessible on the GPhA Website for members and non-members at least thirty days (30) prior to the closing of the election. Voting will close at the annual convention at a time and date set annually by the GPhA Board of Directors. The three candidates that receive the most votes will be announced at the GPhA Annual Meeting. The names will be delivered to the Governor for his consideration to appointment to the Board of Pharmacy, as the vacancy occurs that year.

* Background Information

The above changes were the work of a seventeen member volunteer group of GPhA members this year. Their proposal was presented to the January 2013 GPhA Board of Directors and which unanimously endorsed the group’s proposal. The proposal draft has been on the GPhA Website and the last two Journals and has received only positive comments for work well done.

Pharmacist Named to National Advisory PanelThe Patient-Centered Outcomes Research Institute (PCORI) has released its list of 84 individuals from across the healthcare community who will make up the final rosters of PCORI’s first four advisory panels.

PCORI was authorized in the Affordable Care Act as in independent research institute to study, compare and provide information about the best available evidence to help patients and their health care providers make more informed decisions.

Dr. John Galdo, PharmD, community pharmacist and clinical pharmacy educator for Barney’s Pharmacy in Augusta, GA was selected to serve on the Advisory Panel on Improving Healthcare Systems. Barney’s Pharmacy is known for being an innovative leader in pharmacy practice, and GPhA is excited that there is a practicing community pharmacist on a panel that will help shape and inform PCORI’s research priorities, and to provide a voice for pharmacy to be more involved the direction of where healthcare will be.

The 3 T’s are Time, Talent and Treasure. Undoubtedly, it took all three to advocate for the passage of The Pharmacy Audit Bill of Rights. The National Community Pharmacists Association applauds the Georgia Pharmacists Association for its success in passing Georgia HB 179. This legislation is a tremendous step toward achieving appropriate balance between the influence PBMs have over community pharmacies and their patients. NCPA supported federal legislation addressing audits in the last Congress and we are working to introduce audit legislation to the current Congress. Georgia’s Pharmacy Audit Bill of Rights has taken the features of that federal legislation and made them even better.

NCPA has long used the catch phrase, “Get into politics or get out of pharmacy.” The success of GPhA and Georgia pharmacists demonstrates why this statement is true. Georgia has a long history of extraordinary political leaders such as Jim Martin, John Sherrer, and Hugh Chancy, who are former or current NCPA officers and many, many others too numerous to name. They understand that success as a pharmacist and as a small business owner involves being active in the political process. Georgia pharmacists “get it” and the results show!

Jim, Andy and Cindy,

Just a note to thank you and the entire GPhA team for the job that you did for the pharmacists of Georgia in your efforts to ensure the passage of legislation that expands the opportunities for pharmacists to deliver quality care to the citizens of Georgia. With the full implementation of the Federal Healthcare Reform approaching, we will find it more difficult to deliver quality care at an affordable cost.

I believe that improved communications among healthcare professionals is a necessity in improving the quality of healthcare and reducing costs. The Georgia Pharmacy Association and the Georgia Dental Association worked together to secure the passage of HB 132 authored by Dr. Lee Hawkins, to allow healthcare provider boards to be in a better position to integrate healthcare services by establishing a better platform for communications. HB 179 authored by Representative Andy Welch, gave pharmacists some relief from the ridiculous auditing of the PBM industry. In HB 209, Dr. Ben Watson was able to correct a problem on the requirements of security paper on controlled substances. Bruce Broadrick secured passage of HB 302, the annual Board drug update. Unfortunately HB 413 on MAC pricing and SB 85 on immunizations were both held up in committee and were never presented to the House for a vote. Had those two bills reached the floor for a vote, I am sure they both would have passed by a large majority.

My sincere thanks to every member of GPhA who contacted their legislators and who presented such a strong front on VIP Day. You are a major factor in the outstanding accomplishments of your Association in this legislative session. The best words we can hear from a colleague in the General Assembly is “my pharmacist called me to ask for my support on this legislation”. Keep up the good work!!

Jim,The 2013 session was good over all! Lee Hawkins bill passed that moved the Board of Pharmacy and the Dental Board to the Department of Health from the Secretary of State. This was big considering the hard lobbying that oc-curred against the move. This will allow these boards to operate in a more efficient and effective manner and provide better service to the Pharmacists and Dentists and the citizens of Georgia.

The audit bill Andy Welch authored was very important. It was a great step in the right direction to help level the playing field between pharmacists and PBMs.There is still more to do but this is a major first step and we all need to say thank you to Andy.

The bill to increase the number of vaccines to be administered by pharmacists did not pass. We need to continue to work on this issue. As the Assistant Surgeon General said, pharmacists are the most underutilized health profession-al we have.

I cannot say enough good things about Andy and Cindy and the support from Jim and GPha. The weekly meetings were helpful to keep everyone working on the issues and moving in the right direction.

The success of the session was great but there remains much to be done and the need for everyone to be involved in PharmPac and to be involved in the grass root effort and get to know their Representative and Senator personally. That local contact is very important.
