Special Guest Speaker Colonel Russell Kurtz, Deputy Director for Engineering Electronic Systems Center, Hanscom Air Force BaseColonel Russell D. Kurtz is the Deputy Director of Engineering, Electronic Systems Center, Hanscom Air Force Base, Massachusetts. He supports the three-star Commander/ Program Executive Officer managing the $4B Air Force Command & Control, Intelligence, Surveillance, and Reconnaissance systems portfolio comprising 150+ acquisition programs and an organization of over 10,000 people operating from six major locations. Colonel Kurtz is responsible for developing and ensuring the uniform implementation of standard systems engineering processes and guidance in support of the C4ISR programs in the AF Program Executive Officer’s Command and Control and Combat Support portfolio, as well as implementation of the initiative to stand up an organic engineering work-force across the Center.
