    Laura Jones: Its time to reform municipal sick day policies

    Municipal govern-ments have a prob-lem, albeit one they dont want to talk about. Over

    the past decade they have routinely increased operating spending beyond population and inflation growth. To fuel the overspending councils have overtaxed. Property taxes, in particular, have put a heavy burden on small business own-ers who already pay far more in taxes than the services they consume.

    With this context in mind, responsible municipal coun-cils should be looking at rea-sonable measures to control

    spending. As many mu-nicipal agreements in the province are being rene-gotiated right now, heres one that should be looked at: reform municipal sick day policies.

    In a new report, The Cost of Banking Sick Days in the Public Sector, Queenie Wong, an Economist with the Canadian Federation of Independent Business, looks at government sick

    day policies at the federal, pro-vincial and municipal levels and finds some costly practices that are wildly out of step with common sense.

    For example, if one assumes that a sick day should be used for actual sickness, then why should sick days be bank-able? Many private sector companies dont allow bank-

    ing of vacation days let alone sick days. Only three per cent of private sector plans allow employees to bank sick days compared to 28 per cent of government plans. Even more puzzling than banking is the policy of allowing for cash payouts of unused sick days when someone leaves the pub-lic service.

    In some cases, governments may be using sick day poli-cies to work as insurance for employees against a short term disability. A far better ap-proach would be to implement a short-term disability plan. Employees should be able to take time off when they are sick, but current government policies are creating the incen-tive to confuse sick days with a vacation entitlement.

    Of the 16 municipalities across Canada the report looked at, six do not allow for banking of sick days including, Calgary, Edmonton, and Toronto, which

    changed its policy in 2008. Both Vancouver and Victoria, the two B.C. cities reviewed, still allow banking. The B.C. government, along with the governments of Alberta, On-tario, and Nova Scotia do not allow banking sick days while other provincial governments and the federal government do.

    The City of Victoria allows for the banking of up to 130 sick days. Only employees in grandfathered plans can take a cash payout for unused sick days when they leave govern-ment. Many other munici-palities have reformed these policies and no longer allow for cash payouts except for grandfathered plans.

    From a taxpayer perspective, Vancouver is one of the worst municipalities reviewed in the report. It allows for 261 days of banked sick days (employ-ees of the City are entitled to 20 sick days a year). In addi-tion, the City gives employees

    something it calls gratuity days. Each year employees are credited with three gratuity days, which can be banked to a maximum of 120. These days can be taken as time or as a cash payout.

    A Treasury Board report and a Macdonald Laurier Institute report show that public sector employees take more sick days than private sector employees. Is it any wonder this happens when incentives such as bank-ing them and cash payouts en-courage employees to see sick time as extra vacation?

    Vancouver, Victoria and other B.C. municipalities with these policies should follow To-rontos lead and eliminate banked sick day policies and replace them with short-term disability plans for all new employees. Its a direction that other governments have been moving towards, albeit not nearly fast enough for those that foot the bill.

    Today was the end of a long jour-ney and the start of a new one as many celebrated the opening of Holmberg House, the first adult hospice residence in Abbotsford.

    It was 30 years ago, in 1986, that the original Abbotsford Matsqui Hospice Society was created. Then in 1999, the new Abbotsford Hospice Society found a home at 33134 Marshall Road. In 2010, the society began fundraising for a new AHS facility to be located at the Campus of Care in Abbotsford.

    The announcement of a B.C. Govern-ment grant of 3.5 million dollars in 2011 served to augment the extensive personal financial contributions and tireless fundraising activities of David and Lee Holmberg. The name of the new adult hospice, Holmberg House, was intended to honour the life and legacy of David Holmberg Jr., their son who had recently died of cancer. Additionally, financial support came from all parts of the community that included businesses, service organiza-tions, and individuals.

    Today, Holmberg House, located at Gladwin and Marshall Road near the Abbotsford Regional Hospital, is Abbotsfords first free-standing adult hospice. This 30,000 square foot, 10-bed facility will provide dignified end-of-life care to adults as young as 19. The building also accommodates grief support groups, volunteer training, education seminars, and one-on-one support services.

    David Turchen, Board Chair for the Abbotsford Hospice Society said On behalf of the board I cant express how excited and proud we are to have completed Holmberg House. It further fulfills our commitment to helping members of our community who are dying, and supporting local individuals and families who are grieving the loss of a loved one. Until now, Abbotsford was the only major community in the Fraser Valley not to have an adult hos-pice care facility. We are honored to bring this much needed service to our community and are humbled and grate-ful for all the support along the way. Thank you to all for your commitment to our cause.

    Other supporters at the grand opening included Minister of Finance and Ab-botsford West MLA Michael de Jong who said The Government of B.C. has partnered with our community to build Holmberg House, the first adult hospice in Abbotsford. He added We are committed to improving end-of-life care and supports that help ease the burden for families in our community.

    Many partners have worked together to create this greatly needed adult hospice

    in Abbotsford. One of the goals of our palliative care program is to provide quality of life to our patients, said Michael Marchbank, president and CEO, Fraser Health. At Holmberg House, our care team is able to provide a hospice plus model of care, the first

    of its kind in Fraser Health. This model supports patients so that they are living their final days in comfort and in the

    best place for them.

    $100M fund to boost B.C.s tech sector and job creation

    The Province of British Columbia is creating a $100-million ven-ture capital fund as it builds the foundation for a compre-hensive technology strategy aimed at stimulating growth in the fast-moving sector, creating jobs and strengthen-ing a diverse economy.

    Premier Christy Clark today announced the new BC Tech Fund as part of the first of three economy-building pil-lars in the B.C. governments multi-year #BCTECH Strat-egy that will drive growth and job creation in the multi-billion dollar tech sector.

    B.C.s technology sector is consistently growing faster than the overall economy making this the perfect time to catch the wave and help smaller companies join in the ranks of economy builders, said Premier Clark. With

    this fund were creating a stronger foundation for B.C.s technology sector, which is a major employer in communities across the province, to shine on the global stage while creating well-paying j o b s b a c k at home for British Co-lumbians.

    The BC Tech F u n d w i l l help prom-i s i n g t e c h companies in B.C.s tech sector by cre-ating an avenue for capital funding, enabling them to take the next step towards joining the ranks of other job-creating tech companies.

    The new fund will also help develop a sustainable venture capital system in the prov-

    ince, building on the success of the B.C. Renaissance Capital Fund (BCRCF), the provinces well developed Angel investment commu-nity, and responding to cur-rent funding needs.

    Capital is one of three pil-lars in the forthcoming #BCTECH Strategy. This first pillar, announced today, also includes continuing to support B.C.s competitive tax system and research en-vironment.

    The remaining two pillars, talent and markets, include actions to deepen the B.C. technology talent pool by developing and attracting the highest quality talent, and actions to make it eas-

    ier to access new markets. The com-plete #BCTECH Strategy will be an-nounced in January.

    The BC Tech Fund will be in operation in 2016 following an open procure-ment process to se-cure a private sector fund manager to

    administer it. The process for identifying a fund manager begins today with a posting for a Negotiated Request for Proposal (NRFP).

    B.C.s technology sector, a key pillar of the BC Jobs Plan, is consistently grow-

    ing faster than the economy overall. Its continued growth is integral to diversifying the Provinces economy, strengthening B.C.s busi-ness landscape, and creating jobs in B.C. communities. The BC Jobs Plan builds on the strengths of B.C.s key sectors and its educated and skilled workforce, keeping the province diverse, strong and growing.

    Ken Herars ColumnThe Cycling4Diversity team is ready to put the pedal to the medal and deliver the message of diversity and inclusivity from May 22nd - 28 th dur-ing Cycling4Diversity Week in BC. The focus this year will on rural communities visiting Hope, Agassiz and Harrison Hot Springs during the first portion of our journey. I am excited to lead the team through this corridor and dur-ing our planning the commu-nities have welcomed us with open arms. Sometimes smaller communities get missed in the equation and the message of diversity needs to be planted. I was at a crossroads this year if I wanted to plan the ride having visited over 100 schools in the past five year, but the encouragement of the community and Executive Director Anne Marie Sjoden, we are more passionate than ever to do this again. Reflect-ing, on what most impresses me the most on this initiative,

    having only planning on do-ing this once back in 2011, has been the support of the community. Where ever we have knocked to get support to assist us organizations and members from the community have stepped up and made our work much easier. This is more of the reflection that should be displayed is that we live in a great community that believes in respect and continuing to make it better. The team is tremendously honoured to de-liver this message and excited about finishing in Abbotsford at Robert Bateman Secondary on May 27th.

Haig shared her experi-ence in relation to the question: Diversity has affected my life in many ways. Working for a company that promotes diversity has provided me with many opportunities of growth in my career. In my position I have been fortunate to work with many diverse communi-

    ties. Promot-ing diversity gives me the tools to pro-v ide g rea t customer ser-vice in all the communities we serve. It is a joy to be support-ing our local diverse com-munities.

    The winners for the short message contest were: Reena Sekhon, Jessica Rebagliati and Susan Merry Baker.

    Sekhon said: My kids are Indo Canadian French immersion students. Diversity of learning another language has taught them and us to celebrate we are all Canadian regardless of the colour of our skin or the language we speak.

    Rebagliati said: About a year ago, I started a new job with an program that is dedicated to helping newcomers to Canada. In this position, I have met people from all over the world. Its amazing to learn about different cultures and meet people with such interesting backgrounds. I love the diver-sity in my job and I think its really opened my eyes to the rest of the world. Ive also met some really great people along the way.

    The Reach Gallery Museum Abbotsford heralds spring with a trio of exhibitions that navigate the relationship between technology and art from multiple per-spectives. Edmonton-based Craig Le Blancs presents a significant new body of work in She loves me. He loves me not, Vancouvers Aime Henny Browns looks at the idea of the future in Futur Simple / Futur Antrieur, and scientific methods collide with the creative process in To make measurable what is not so

    featuring work by three artists from the Lower Mainland. All three exhibitions open to the public during a free Opening Reception on Thursday, May 5, 2016 at 7pm at The Reach. Its a time to chat with the artists, view their works and enjoy delicious refreshments.

    Craig Le Blancs work continues his ongoing study of the iconography of mas-culinity in She loves me. He loves me not. This time, though, Le Blanc becomes a private detective in the most literal sense: he is his own client. He investigates the mystery of his own identity, directly (and somewhat vulnerably) placing himself squarely as subject. On the surface, this may sound as a self-indulgent act. It isnt. Le Blanc boldly accepts the risk of exploring very personal nar-ratives and motifs as a means of engaging us in a broader conversation. This exciting new work travels a nuanced and messy terrain within the boundaries of desire/estrangement, weakness/virility, loss/control.

    In To make measurable what is not so artists Rosemary Burden, Judy D. Shane and Debbie Westergaard Tuepah, test the boundaries between scientific and creative ways of knowing the world. The artists look to the digital realm, as both a research tool and a means of making, while examining how we use technology in our daily lives and whether this changes our aesthetic experiences. In a time when a premium is put on scientific knowledge and technological progress, these artists remind us of the sustained importance of visual, visceral and emotional experiences.

    In her collage-based work Futur Simple / Futur Antrieur, artist Aime Henny Brown uses images sourced from a time when the future seemed vast and op-timistic. Notions of space exploration, interplanetary living, and technological ingenuity captured public imagination in the mid-twentieth century. Current events, like the mission to Mars, are once again inspiring us to think about our ability to survive and thrive on this planet and beyond. But how have our attitudes changed in the past decades? The artist uses both, every day and spectacular imagery in her recent series of collage works which ask the age-old question how will we survive the present and what could the future look like?

    A Spanish proverb captures the importance of Mothers Day: An ounce of mother is worth a ton of priest. My Mum passed away a few years ago and I miss her. When she was alive, I never con-nected with her. I wish I had more quality time to spend with her.

    As South Asians we cherish and are proud of our traditions. One of the languages I was raised with in India is Hindi, in which the word for mother is mata and for father pita. You would never call your mother mata or your father pita. Instead, your parents would always be addressed as mata-ji or pita-ji. The suffix ji is a word showing honour and respect. A similar prac-tice in todays culture would be to say mummy-maam or father-sir. Imagine addressing your parents this way every time you spoke. I think it is about time that we honour our mothers and impart this truth to our mainline communities.

    For many their mothers have passed away; for others they may not have a good relationship. There are many others who dont have any connec-tion at all. As we celebrate Mothers Day this weekend, let us pray for and remember each other. Let us keep in mind those who, for various reasons, are not able to celebrate their mothers, and let us also keep in mind all those mothers who dont have a relation-ship with their children. Finally let us also remember and pray for those women who are unable to become mothers or who are struggling with fertility issues.

    One of the best ways to celebrate Mothers Day is to give your own mother the day off. Let her take it easy and relax while the rest of the family does the work. Many families begin Mothers Day with breakfast in bed. Usually Dad and the kids will let Mom sleep late as they go into the kitchen and prepare her favourite meal. A Mothers Day breakfast can consist of anything your mother likes.

    Many families make a special Moth-ers Day dinner, or take Mom out to her favourite restaurant for a meal. It is a good day to let your mother relax and let her see what a wonder-ful family she has. If she is not in your community, pick up the phone and call her. Happy Mothers Day!   • An art show to celebrate the cultural diversity of the city of Abbotsford

    Abbotsford, BC Since 2011, the city of Abbotsford has been ranked third in Canada for its cultural diver-sity. To celebrate our multicultural-ism, the Abbotsford Arts Council is hosting Cultural Treasures, a three-week long multi-disciplinary exhibition showcasing the diverse cultural heritage of the Fraser Valley region.     The Prime Minister, Justin Trudeau, today issued the fol-lowing statement on Mental Health Week:

    This week is Mental Health Week, an occasion for all Canadians to have a candid discussion about mental health and wellness and help put an end to the stigma around mental ill-ness once and for all.

    In Canada and around the world, many suffer in silence with an illness that is invisible to others. One in five Canadians will struggle with mental illness at some point in their lives. Too often, they hesitate to seek the help and support they need out of fear of discrimination or shame.

    We all have a responsibility to raise our awareness about mental health. We must actively encourage hon-est and open conversations in our homes, our workplaces, and our com-munities about what mental health is and what we can do to increase our collective well-being. We must listen

    to our loved-o n e s , o u r colleagues, our friends, look out for signs and of-fer them sup-port and ad-vice in times of need. It can be a challenge for all of us to cope with the fast pace of life, daily stresses, and obligations. We all need to stand strong together.

    This week, we also thank those who have publicly shared their personal struggles with mental health includ-ing my own mother, Margaret. They are true examples of courage, bravery, and resilience. Their stories help us all become more understanding, more compassionate, and more empathetic.

    Additional trades seats support Fraser Valley students

    An additional 32 seats are being added to the electrical program at the University of the Fraser Valley (UFV) as part of the provincial strategy to align training with in-demand occupations that support the provincial economy.

    We are pleased that government recognizes the high-quality training delivered by the faculty in our electrical program and our commitment to both stu-dent success and the economic development of our region and province, said UFV president Dr Mark D. Evered.

    UFV will receive a funding boost of $60,000 for the 32 trades seats in the electrical program: 16 seats for Level 2 training and 16 seats for Level 3 training.

    Electrical apprenticeship training at UFV has helped me gain the practical skills I need to do the job, said UFV electrical apprenticeship student Darian March. The training Im getting here will help me launch and build my career in a trade thats in demand.

    The announcement today comes shortly before the two-year anniversary of B.C.s Skills for Jobs Blue-print, launched by government on April 29, 2014. B.C.s Blueprint outlines a plan to re-engineer the education system by aligning education and training with in-demand jobs in B.C.

    We expect almost one million job openings in B.C. by 2024, including those in the electrical trades, said Chilliwack MLA John Martin. This funding helps to ensure that electrical trades students have the skills necessary for in-demand jobs in their community.

    Electrical trades are among those projected to be in the highest demand over the next decade in B.C., said Chilliwack-Hope MLA Laurie Throness. By targeting trades seats in the electrical program at the University of the Fraser Valley, those students will be first in line for those careers in the community.

    Government has invested more than $1.39 million for 358 trades training seats and more than $783,000 for equipment at UFV since 2014.

    This $60,000 investment is one way government is building a skilled workforce in the community, said Abbotsford South MLA Darryl Plecas. UFV provides students with excellent training and hands-on experi-ence so they are prepared to meet the needs of trades employers.

    Nearly one million job openings are expected in B.C. over the next decade, and eight out of ten of these openings will require post-secondary education. In-de-mand occupations requiring post-secondary education or training range from professional to management to trades in a range of sectors including technology, resource and health care.

    BCCDC study looking at lead, mercury and

    pesticide levels in women

    BCCDC researchers are doing a final call to recruit 85 more participants for a health study looking to find out if exposures to lead, mer-cury and pesticides are greater in women new to Canada from India than in Canadian-born women. This study is important as lead, mercury and pesticides are harmful to your health. They can build up and stay in the body for long periods of time, posing potential health risks to women over their life course and to their potential future children. Researchers are looking to identify potential sources of exposure and how best to reduce them.

    Participants receive $50 compensation and a copy of their personal exposure levels. The study enrolls women aged 19 to 45 who have lived in Canada for 5 years or less. Recruitment closes at the end of April.

    Dr. Tom Kosatsky, Medical Director of Environ-mental Health Services at BCCDC and principal investigator of the study, will be available for interviews.
