The Board of Commissioners of Franklin County, North Carolina, met for its Regular Meeting at
7:00 P.M. in the Commissioner’s Conference Room located in the County Administration
Building with the following Commissioners present: Chairman Sidney E. Dunston, Vice-
Chairman Shelley L. Dickerson, Commissioners Michael S. Schriver, David T. Bunn, Mark Speed,
Cedric K. Jones and Harry L. Foy, Jr.
Chairman Dunston called the meeting to order and asked the Board to consider an addendum to
the consent agenda. On June 18, 2018, the Board approved the First Amendment to the Lease
Agreement with Duke LifePoint Maria Parham. As part of the consent agenda, the Board was
asked to approve the document consistent with Duke LifePoint’s contract format.
Commissioner Bunn made a motion to accept the addendum to the consent agenda, seconded by
Commissioner Speed. The motion duly carried approval with all present voting “AYE.”
Chairman Dunston then asked the Board to consider approval of the consent agenda.
Commissioner Bunn made a motion to approve the consent agenda. The motion was seconded
by Commissioner Jones and duly carried approval with all present voting “AYE.”

159-15, the County Finance Officer is requesting a budget ordinance amendment in the amount of $67,868 for the fiscal year ending June 30, 2019 to amend the General Fund to recognize Board action from previous meetings, additional funding for the Health Department from the Division of Public Health, recognize insurance payments for damage at the Airport and pay the 2018 property taxes to Kerr-Tar.) *This amendment replaces #5 approved February 4, 2019 as an account was missing for the transfer from Fund 10 to Fund 43 for the Owens Park Project.
H. Budget Ordinance Amendment #6 (Pursuant to North Carolina General Statute 159-15, the County Finance Officer is requesting a budget ordinance amendment in the amount of $158,128 for the fiscal year ending June 30, 2019 to amend the General Fund to recognize additional funding for the Library from eRate revenue, additional revenue for Social Services from the State for LIEAP, additional funding for the Health Department from the Division of Public Health, for new security software, Animal Control donations, and insurance payments for damage at the Airport.)

EMERGENCY MEDICAL SERVICES WEEK PROCLAMATION
To designate the Week of May 19 - May 25, 2019, as Emergency Medical Services Week WHEREAS, emergency medical services are a vital public service; and WHEREAS, the members of the Franklin County Emergency Medical Services System are ready to provide lifesaving care to those in need 24 hours a day, seven days a week; and

WHEREAS, access to quality emergency care dramatically improves the survival and recovery rate of those who experience sudden illness or injury; and WHEREAS, the Emergency Medical Services System consists of emergency physicians, emergency nurses, emergency medical technicians, paramedics, firefighters, educators, administrators and others; and WHEREAS, emergency medical services have grown to fill a gap by providing important, out of hospital care, including preventative medicine, follow-up care, and access to telemedicine; and WHEREAS, the members of the Franklin County Emergency Medical Services System, whether career or volunteer, engage in thousands of hours of specialized training and continuing education to enhance their lifesaving skills; and WHEREAS, it is appropriate to recognize the value and the accomplishments of emergency medical services providers by designating Emergency Medical Services Week; NOW THEREFORE, the Franklin County Board of Commissioners does hereby proclaim May 19 - 25, 2019, as “EMERGENCY MEDICAL SERVICES WEEK” With the theme, EMS Strong “Beyond the Call”, we encourage the community to observe this week with appropriate programs, ceremonies and activities to honor the men and women whose diligence and professionalism keep our county and citizens safe; and urge our citizens to observe this week in honor of all Emergency Medical Services Providers nationwide. OLDER AMERICANS MONTH 2019
A PROCLAMATION
WHEREAS, Franklin County includes over 14,513 citizens ages 60 and older; and
WHEREAS, Franklin County is committed to valuing all individuals and recognizing their ongoing life achievements;
and
WHEREAS, the older adults in Franklin County play an important role by continuing to contribute experience,
knowledge, wisdom, and accomplishments; and
WHEREAS, our older adults are active community members involved in volunteering, mentorship, arts and culture,
and civic engagement; and
WHEREAS, recognizing the successes of community elders encourages their ongoing participation and further
accomplishments; and
WHEREAS, our community can provide opportunities to allow older citizens to continue to flourish by:
Emphasizing the importance of elders and their leadership by publicly recognizing their continued achievements
Presenting opportunities for older Americans to share their wisdom, experience, and skills
Recognizing older adults as a valuable asset in strengthening American communities
NOW THEREFORE, the Board of Commissioners of Franklin County, North Carolina does hereby proclaim May, 2019
to be Older Americans Month. We urge every citizen to take time this month to recognize older adults and the
people who serve and support them as powerful and vital citizens who greatly contribute to the community.

COUNTY CLERKS WEEK 2019
A PROCLAMATION
WHEREAS, The Office of the County Clerk, a time honored and vital part of local government exists throughout the world; and WHEREAS, The Office of the County Clerk is the oldest among public servants; and WHEREAS, The Office of the County Clerk provides the professional link between the citizens, the local governing bodies and agencies of government at other levels; and WHEREAS, County Clerks have pledged to be ever mindful of the neutrality and impartiality, rendering equal service to all; and WHEREAS, The County Clerk serves as the information center on functions of local government and community; and WHEREAS, County Clerks continually strive to improve the administration of the affairs of the Office of the County Clerk through participation in education programs, seminars, workshops and the annual meetings of their state, province, country and international professional organizations; and WHEREAS, It is most appropriate that we recognize the accomplishments of the Office of the County Clerk. NOW, THEREFORE, the Franklin County Board of Commissioners does hereby proclaim the week of May 5 through May 11, 2019, as County Clerks Week, and further extend appreciation to our County Clerk, Kristen G. King and to all County and Municipal Clerks for the vital services they perform and their exemplary dedication to the communities they represent. PROCLAIMED this 6th day of May, 2019.

Mr. Strickland thanked the Board for its service to the citizens of Franklin County. 3. PUBLIC HEARING: FLEMING FOREST SUBDIVISION STREET SPECIAL
ASSESSMENT
The Board was asked to conduct a public hearing in order to hear from all interested persons who appear with respect to any matter covered by the preliminary assessment resolution approved April 15, 2019. Following the public hearing, the Board may approve a final assessment resolution to fund street improvements within the development at their next regularly scheduled meeting on May 20, 2019. Chairman Dunston opened the public hearing at 7:06 P.M. Howard Crutchfield, 65 Winchester Court, Youngsville, NC
Mr. Crutchfield asked the following questions. Responses to each are provided by Franklin County Planning & Inspections Director Scott Hammerbacher.
Mr. Crutchfield asked if the project is a patchwork project. Mr. Hammerbacher stated it would not involve a complete overlay, but existing asphalt would be replaced in an effort to bring roads to a standard in which NCDOT (North Carolina Department of Transportation) will accept maintenance responsibility.
Mr. Crutchfield inquired about a project timeline. Mr. Hammerbacher said if the final assessment resolution is approved by Commissioners on May 20, 2019, work would likely commence within six to eight weeks.

Mr. Crutchfield asked if there were other subdivisions repaired in a similar manner so that homeowners could view its appearance. Mr. Hammerbacher was unaware of similar subdivisions, but would reach out to Mr. Crutchfield if an example was located.
Mr. Crutchfield asked if asphalt or concrete would be used. Mr. Hammerbacher confirmed black asphalt would be used.
Mr. Crutchfield asked if potholes could be filled prior to the start of the project and if each lot within the subdivision would be assessed $3,000 regardless of whether the homeowner is in favor of the project. Mr. Hammerbacher stated presently, any potholes must be repaired at the expense of homeowners as NCDOT has not yet assumed responsibility for maintenance. Mr. Hammerbacher confirmed all properties in the subdivision will be assessed, whether consenting or not, since the statutory threshold has been met.
David Fortlage, 130 Fleming Forest Drive, Youngsville, NC
Mr. Fortlage stated he has been working with this project for approximately two years. He said the project is a patch and seal of asphalt. Over the years, he said, bids had been received for patch and seal as well as for a complete overlay. He said when the project started, the main objective was not to have the most aesthetically pleasing road but a good quality functioning road that met the minimum NCDOT requirements in order for the state to maintain them. He said costs would likely double for a complete overlay of the roads and commented work is expected to begin by the end of summer. He said the project would include asphalt, rather than concrete, and stated no curbing would be involved. He stated the objective is to repair the roads now in order to avoid bigger problems in the future.
With no further comments, Chairman Dunston closed the public hearing at 7:15 P.M. No action was taken. 4. HISTORIC PRESERVATION COMMISSION GUEST SPEAKER Jeremy Bradham, Capital Area Preservation, spoke on the benefits and importance of historic preservation. Mr. Bradham’s presentation follows.

COMPREHENSIVE PARKS AND RECREATION MASTER PLAN Kim Denton, Assistant County Manager, introduced Jon Wood of Alfred Benesch and Company to present the Franklin County Parks and Recreation Master Plan. The Plan covers a time period from 2019 to 2029 and includes recommendations on how Franklin County should make plans to provide recreational programs and park amenities to its citizens. The formulation of the Plan encompasses citizen input, physical review of our facilities and industry knowledge.

No action was requested or taken. 6. ENGINEERING AGREEMENT – MUNICIPAL ENGINEERING SERVICES
COMPANY The Board was asked to consider approval of an engineering agreement with Municipal Engineering Services Company (MESCO) to perform engineering services related to the Franklinton Sanitary Sewer Pump Station Rehabilitation Project. The project is funded through the State Reserve Project Fund (Project Number E-SRP-W-10-0155) with associated fees totaling $237,000. Commissioner Jones made a motion to approve the agreement, seconded by Commissioner Speed. The motion duly carried approval with all present voting “AYE.”

7. TRIANGLE NORTH FRANKLIN – GRAVITY SEWER EXTENSION The Board was advised of funding provided through the Kerr-Tar EDC in the amount of $55,000 to cover the additional cost of unforeseen field conditions for the installation of the gravity sewer line. No action was requested or taken. 8. APPOINTMENTS Commissioner Dickerson appointed Ethel Wilder to serve on the Department of Aging Advisory Board. The appointed was approved unanimously. 9. OTHER BUSINESS No additional business was discussed. 10. BOARD, MANAGER AND CLERK’S COMMENTS This was the time set aside for the Board of County Commissioners, the County Manager, and the Clerk to the Board to report on various activities. The Board may also discuss other items of interest. County Clerk Kristen G. King: No comments were offered.

Commissioner Dunston: Commissioner Dunston noted that Novozymes celebrated its 40th
anniversary this month. He also commented that Franklin County is fortunate to have health
care back in the county.

Commissioner Speed: No comments were offered.
County Manager Angela L. Harris:
Mrs. Harris noted the budget will be presented at the Board’s regular meeting May 20,
2019. She asked the Board to schedule budget workshops which were then set for May
21, 2019 from 5-7pm and June 3, 2019 from 4-6pm.
11. CLOSED SESSION
The Board was asked to enter into closed session pursuant to North Carolina General Statute 143-318.11 (a)(3) – Attorney-Client Privileged Communication. At approximately 8:19 P.M., Commissioner Bunn made a motion to enter into closed session pursuant to NCGS 143-318.11 (a)(3), seconded by Commissioner Schriver. The motion duly carried approval with all present voting “AYE.” At approximately 9:06 P.M., Commissioner Bunn made a motion to enter back into open session. The motion was seconded by Commissioner Jones and duly carried approval with all present voting “AYE.”
