Recommendation(s)

1. Remove RSU and OBU terminology and use only STA or LLSTA for Low Latency Station.

2. Remove all references to control channel, service channels and 1609 documents

3. Remove all clause 5 front matter and any other informative in the rest of the 11p text that describes the DSRC/WAVE systems

4. Move (and reword and remaining parts of clause 20) as much of clause 20 as possible to 17 and annexes I and J (being consistent with the 11j TG, thereby simplifying the document considerably)
