The Bureau began the sur-vey in November 2011 andwas completed in February

Hsing presented areport, dubbed, “The Positionof the Consumer.” This reportis actually the results of an in-vestigation conducted by theBureau. The investigation, bymeans of a survey, was de-signed to determine what are

responsible ways. Under the EP model, insti-

tutions classify each project inaccordance with its potentialsocial and environmental risk.

The borrower must conducta social and environmental as-sessment, reviewed by an inde-pendent expert, for projects inemerging markets with poten-tial adverse risk. It must alsoprepare and execute an actionplan to address the assess-ment’s findings. The institutionwill only finance the project ifit is satisfied that the assess-ment and plan are in compli-ance with the InternationalFinance Corporation’s per-formance standards and indus-try-specific environment,health and safety guidelines.

Although over 50 financialinstitutions have adopted theEP, EP is by no means the in-ternationally recognized stan-dard for SEA. Many critics,including NGOs, academicsand scientists, argue that theEP model is merely ‘green-washing’, and has little actualimpact on the financial or, per-haps more importantly, socialand ecological impacts.

To Urirama or not to Urirama?This seems to be the questionon many minds since the pub-lication and parliamentary dis-cussion of the social envi -ronmental assessment byDutch experts. By own admis-sion, KEMA Nederland bvwas commissioned by BureauWaardenburg to provide ex-pertise as to the possible eco-logical effects of a proposedwind farm in Aruba. KEMAundertook the Social and Envi-ronmental Assessment (SEA)following the Equator Princi-ples, which included an assess-ment on nature and ecology(Preface of SEA report).

However, the ‘Equator Prin-ciples’ (EP) are by no means theinternationally accepted stan-dards for social and environ-mental assessments. In fact, theEP is a financial instrumentused financial institutions. Theso-called “Equator PrinciplesFinancial Institutions”, most ofthem major banks, provideabout 80% of the world’s proj-ect finance capacity. These in-stitutions provide financing onlyto projects that comply with theEquator Principles, a voluntaryset of guidelines designed to en-sure large projects are financedin socially and environmentally

As a fi-nancial instrument, questionsare also raised as to the long-term financing of this projectand subsequent operations.Furthermore, some have sug-gested that a second, inde -pendent, and ecological-based assessment should beconducted.

Evaluation is furthermore im-peded because EP institutionshave reported little abouttheir compliance with theprinciples. A recent compre-hensive survey of the institu-tions repor ting performanceunder the current EP modelindicates that, in general, re-porting by the institutions isinconsistent and fails to ade-quately highlight what im-pact the principles andprojects are having.

Although the EP modeladded another layer of sus-tainability review to projectfinance, critics believe thatthe principles do not haveany validity. One of the majorconcerns is the lack of consis-tency and ‘built-in’ bias, forexample by ‘re-categorizing’high-risk projects as low-riskto circumvent the assessmentprocess, or to please investoror client demands. Often-times institutions might alsoignore the independent expertreview of the risk assessment.

Recently, a review of theEP model acknowledgedthese limitations and risks,admitting that it is indeed dif-ficult to assess the impact ofthe principles, or an Equatorinstitution’s compliance, be-cause the principles’ mem-bers report so little abouttheir experiences.

In the case of the Wind-mill/Urirama project, it re-mains questionable to what

One group of rats was sup-plemented with brain-boostingomega-3 fatty acids in the formof flaxseed oil and docosa-hexaenoic acid (DHA), whilethe other group was not.

Before the sugar drinksbegan, the rats were enrolled ina five-day training session in acomplicated maze. After sixweeks on the sweet solution,the rats were then placed backin the maze to see how theyfared.

"The DHA-deprived ani-mals were slower, and theirbrains showed a decline insynaptic activity," said Fer-nando Gomez-Pinilla, a pro-fessor of neurosurgery at theDavid Geffen School of Medi-cine at UCLA.
