Addendum #1 is being issued to clarify information from the pre-bid meeting on 5/4/2017 and to provide a Revised Bid Form.

Executive Summary

At the request of Cory Bextermueller, Construction Manager for St. Charles Countyand Ryan Graham, Park Historian for St. Charles County Parks Department, CSRCwas asked to inspect the roofs at the Daniel Boone Home & Heritage Center locatedat 1868 Highway F in Defiance, Missouri 63341. This condition assessment isneeded to establish budgets for repair, maintenance and roof replacement.

On May 26, 2016 CSRC's Joseph Mileti met with the aforementioned St. CharlesCounty staff and with Jim Peanick, Director at the site. Mr. Peanick has been atthe complex for some time and has the best knowledge of the roofs age andleakage conditions at the various buildings. All roofs were then inspected from theground which is functional for an assessment of this type and scope.

Inspection Findings

The complex has sixteen numbered buildings on site and another eight structuresthat are not included specifically in the self-guided tour book but are storage andgazebo structures associated with a numbered building. With the exception of thePavilion, which is a new architectural metal panel roof and the Gift Shop, whichhas an asbestos tile roof covering, all the structures have wood shingles or woodshake roofs.

The common conditions noted are:• Cupping & curling• Displaced ridge cap• Inadequate ventilation• Organic growth• Missing gutter• Premature weathering

These conditions are documented specific to each building in the photo array ofthis report. The following table is our assessment, with budget estimates formaintenance, spot repair or replacement.

Service rates range from $95-$102 per man-hour. Maintenance includes removal of debris from the roof surface and water outlets. Repairs are related to a specific item that needs to be restored to an as built condition. Repair as Needed, are actions to stop water leaks prior to budgeting for roof replacement. The Potters Shed is not priced as the entire structure should be replaced.

CSRC uses the following classifications and guidelines:

Wood roofing has a design service life of 40-50 years based upon suppliers warranty parameters. We have enclosed a document from Watkins Sawmills as a reference. The Cedar Shake & Shingle Bureau is more conservative and use 30-40 years, based upon geographic location. It is our professional opinion none of the roofs installed on the complex are likely to meet or exceed this design service life. Our opinion is based upon the following conditions documented in this report:

Many of the roofs are installed over solid deck which makes is difficult for the wood to dry rapidly. When the exterior sides dry they will shrink. The wet and moist undersides are soft and weak, which results in curling and bowing. Improper nailing patterns may also be a factor, but it is not the dominant reason in our professional opinion. The fact that many of the newer roofs, those installed in the last four years, show this condition is reason to upgrade some installation methods.

Three or four of the buildings have ridge shingles that extend above the plane of the roof.This is referred to as "combed" or "turkey feathers" and the intent was to capture a detailconsistent with the time period. This detail is susceptible to wind damage and many of theimmediate repairs are related to replacing wind displaced ridge shingles.

Recommendations

1. Incorporate underlayment that allows for the wood to dry quickly and evenlyfollowing a rainfall. (See Cedar Breather brochure)

2. Install wood shake versus wood shingles on future projects. The shake is moreconsistent with product available during the early 1800's and medium grade shake ismore hail and impact resistant than medium grade wood shingles.

3. Cease specifying the combed ridge cap shingles.

Photos 1 -4 are the pump house which is not one of the numbered buildings on the campus.

These wood shingles are estimated to be seven years old. Photo 4 shows curling.5 6

The Covered Bridge is not a numbered building. The wood shingles are found to be in fair to poorcondition as evidenced by the curling visible in photo 6.

Photos 7 & 8 are overviews of the west side of the Old Barn, which was re-roofed two years ago.9 10

Photo 9 is the east side of the Old Barn. Photos 10 & 11 find solid decking, which is not ideal forwood shingles and wood shake.11 12

The Pavilion, building #1, was constructed in 2015. Photos 13-15 show a standing seamarchitectural metal panel installed on plywood deck. On site management reports constructionflashing defects.15 16

Photos 16-20 show the Visitor Center/Gift Shop which is an asbestos tile roof found to be in poorcondition.17 18

Roof construction plays a major role in determining the

lifespan of cedar roofs. Proper design is absolutely critical to

ensure long-term roof integrity. Proper installation will help

maximize the life of cedar products. CSSB Approved Installers

have met membership criteria and continue to prove

themselves with each job they complete. Approved Installers

offer a workmanship guarantee, references, and are the only

contractors authorized to give homeowners the Member

Manufacturer's Lifetime Limited Warranty administered by the

CSSB. Locating Approved Installers is as close as your nearest

computer or telephone. Contact the CSSB for the names of

members in your area.

Experienced care and maintenanceprofessionals can make recommendationsbased on:

• Zinc or copper strips nailed at the ridge cap and on the field

of the roof can be effective to control moss and algae. The

optional use of these strips can be eliminated by using

Certi-Last" preservative treated products.

• Overhanging branches should be kept trimmed away from

the roof. This will prevent leaves, small branches and other

debris from building up and keeping the roof wet.

• Gutters and downspouts need to be cleaned regularly,

usually in the spring and fall. Downspouts (leaders) should

run directly to the ground or to another gutter below.

Never let a downspout drain directly onto a lower roof

surface.

• Cedar needs to breathe, and therefore needs to be kept

clean. Do not allow leaves, branches or other debris to

build up on the roof. Both surface areas and keyways

(spaces between shakes and shingles) need to be kept

clear.

• Ensure ventilation is available, year round. Areas with

louvers, ridge vents, roof vents, and soffit vents need to be

kept clear and never blocked off. Adequate ventilation

ensures that heat and moisture do not build up in the attic

area. Adequate ventilation also prevents water from

accumulating at the bottom of the roof and then freezing

(ice damming).

Certi-Last" products are cedar shakes and shingles that are

factory pressure-treated by quality treaters who are members of

the CSSB. Contact the treatment company for warranty details.

Pressure-impregnated treated Certi-Last" (preservative) or

Certi-GuardK (fire-retardant) products should not receive after

market roof treatments without written permission from the

manufacturer of such products.

A word about topical treatmentsfor installed roofs

There are hundreds of companies offering topical roof spraying

and cleaning services. The CSSB has conducted an in-depth

study of care and maintenance systems, and provides the

following summary:

• Avoid the fly-by-night operation that has no permanent

office, no workmanship guarantee, and no local references.

Fly-by-night operations often gouge consumers for

thousands of dollars beyond the value of their service,

leaving them with damaged roofs covered with unsuitable

and sometimes dangerous treatment products.

Proper design is absolutely critical to ensure long-term roof integrity.

For even longer life span, where climate is a factor., CSSB members

offer Certi-Lasf preservative treated shakes and shingles.

If you elect to have a topical treatment applied to your cedar

roof, the CSSB recommends the following:

• Check references including consumer, Better Business

Bureau and Chamber of Commerce.

• Ask about the treatment product that is being used.

• Ask to see the company's workmanship guarantee, license

and workers' compensation coverage.

• Ask to view roofs that the company has treated, both

recently and a few years prior.

Topical treatment products

It is not within the CSSB's mandate to recommend brand

names of topical roof treatment products. The CSSB does,

however, recommend the following:

DO use a topical treatment product that:

• Offers a MSDS (Material Safety Data Sheet that lists

product ingredients and safety precautions).

• Is labeled as a cedar roof treatment product or has a letter

from the manufacturer stating that treating cedar roofs is an

appropriate use of this product.

• Is a water repellent, UV inhibitor, and/or EPA registered

wood preservative.

• Has a manufacturer's performance guarantee.

DO NOT use a topical treatment product that:

• Makes outrageous claims (such as a 10-year effectiveness).

• Makes fire-retardant claims.

• Is a sealant, waterproofer or plasticizer,

• Contains unfortified linseed oil, diesel fuel or ciank case oil.

The CSSB is aware of numerous bleaching and cleaning

agents. Many claim to be effective on moss/mildew removal or

accelerating cedar's change to the weathered gray color.

Consumers are advised to heed the preceding topical

treatment precautions before allowing such products to be

applied to a cedar roof.

Powerwashing

This is the most controversial issue in the care and

maintenance industry. It is a fact that high pressure washing by

inexperienced people will cause significant damage to any

material. Some debris can easily be removed with garden hose

pressure. Some contractors powerwash to clean roofs, while

others do not. If powerwashing is used, the roof should receive

a topical treatment to restore the roof. The CSSB recommends

having a professional assess each job on an individual basis. A

professional should consider the following factors to determine

if powerwashing is appropriate or not:

• Age, condition and environment of roof

• Gallons sprayed per minute

• Fan tip size

• Distance spray nozzle is held from roof

• Pressure per inch and others...

The beauty of cedar

Another good thing about cedar is that it is possible to replace

hundreds of years that cedar has been used, the product has

remained unchanged... it's still cedar. As cedar advances to its

replacement. Individual repairs are possible, and with prompt

attention, proactive repairs can extend the life of your wise

Removing a damaged cedar shake or shingle

from an existing roof

Pry up the shake to be removed and the shakes directly above

the shake to be removed so that the nail shafts and heads can

be accessed under the shakes. Pull out or cut nails using hack

saw blade saw, pry bar or slater's ripper.

Use hooks on the side of slater's ripper or hole in the pry bar

to hook nail heads under the shakes to pull the nails. The

shake can then be pulled and wiggled out of the roof.

Replacing a missing shake in the roof field,

ensuring that the nails are not exposed

Slide a shake fitted to the empty area into the empty area.

Hold the shake 1/2" below the final fitting position. Install two

of the proper nails at a 45 degree angle at the butt of the

covering course. Drive the shake up the last 1/2", covering the

nail heads, using a wood block against the shake butt to

reduce splitting.

RemediesIf a warranted product leaks within the applicable warranty period due to an original product defect asdescribed in the Standards, the Company shall upon receiving a bona fide warranty claim, at its soleelection, and subject to the limitations and exclusions set forth below, either (1) furnish replacementshakes, or (2) refund a pro rata portion (the "pro rata refund") of the amount the original owner paid forthe purchase of the defective shakes (the "purchase price"). These remedies are the exclusive andsole remedies available under the Warranty.

In the case of replacement the Company shall be responsible only for the cost of purchasingreplacement product (the "replacement costs") up to a maximum amount equivalent to the amount ofany pro rata refund that would be paid for the same warranty claim. The original owner shall beresponsible for any replacement costs above this maximum amount, as well as any additionalexpenditures for labor or materials, such as tear-off (product removal) costs, or the cost of installing,repairing or replacing venting, metal work, flashings underlayments, fasteners or other relatedmaterials

In the case of a pro rata refund, the amount of the refund shall be determined by multiplying thepurchase price by the percentage of the warranty period remaining (determined by dividing the numberof months remaining in the applicable warranty period by the total number of months in the warrantyperiod) as of the date the Company receives the warranty claim.

Limitations and ExclusionsThe warranty shall not be effective unless each and every bundle of product applied to the roof carries

The Warranty shall not apply to cedar shakes & shingles installed in Alabama, Delaware, Florida,Georgia, Hawaii, Kentucky, Louisiana, Maryland, Mississippi. North Carolina. Texas (in the counties ofAngelian, Austin, Brazos. Chambers. Fort Bend, Galveston, Grimes, Hardin, Hams, Jasper. Jefferson.Orange. Liberty, Montgomery, Newton, Polk, Sabame, San Augustine. San Jacmto, Trinity, Tyler,Walker and Washington), Virginia and West Virginia unless they are preservative treated andwarranted by the preservative Treater warranty which is separate from this limited warranty.
