Need of a Municipal Survey Set Forth Information it* asked for on the sub ject of a municipal grade survey in Carmel; its necessity, ancl why the sewer survey already made will not answer the purpose. The necessity of the grade survey of the streets is to fix the levels for the fdreets and sidewalks. About the first question asked by the prospective builder on a lot is where the street and sidewalk level is to be, that the height and position of the first floor of the house may be fixed, also the level of the garden and the walk to the front door, the number of steps necessary, etc. It is also obvious, in sidewalk im provements, that there must be some grade or level common to all the prop erties on the block, or there would be jags or steps up and down, all along the street, according to the wliim of each individual owner. An owner desiring to put in a bet ter qua’ity or more expensive side walk must know its position, as a later grade survey may require the lifting or lowering, and consequent destruction, of the walk. A case in point was the request from the water company for the grade survey of certain streets previous to laying larger mains. In this ease it is a prime necessity, so that their pipes may not be uncov ered in future grading, though this may not take place for a dozen years. It is quite possible that the relay ing of pipes exposed in future grad ing operations, after such a request would be a charge upon the city. A property owner is entitled to re cover from the city damages caused by grading of streets to a new grade, and can bold up the work until such damage is ascertained and paid for. Now as to the surveys: The sani tary survey is to give the position and fall of the sewer BELOW the existing street surface. The grade survey is to fix tlic po sition of the surface of the street, to equalize inequalities, and to fix the po sition of intersecting streets. A property survey or block survey would consist in the relocation of all block corner pegs as shown by the re corded maps in the County Recorder’s office at Salinas. Each of these surveys is of an en tirely different character, each requir ing a different set of measurements and each requiring a different form o. map, setting forth these measure ments. Annual Report of the Arts and Crafts Club Carmel California, May lat. 1017 To the Board of Trustees and Mem bers of Carmel Club of Arts and Crafts the Recording Secretary pre sents the following: Twelve regular and two special meetings have been held during the past year. A new section was organized to in clude all club work for the young peo ple, under the name of Social Service Section. Miss M. DeXeale Morgan was ap pointed Chairman of the Art Depart ment of the San Francisco Federation of Women's Clubs. Carmel Club lias made the usual re pairs and has acquired several pieces of property of value: a pennant de signed by Miss Johnson and executed by Miss Culbertson for use at Del Monte on “Carmel Day,” some extra chairs and travs for the Hall, art ma terials for Summer School use, and, most important of all, by purchase, a lot directly east of the building. Among things done may be men- tionwl the subscription of money for the preservation of the Art Building it Sail Francisco; the improvement of tile Arts and Drafts grounds, under the direction of Miss Lichtenthaler; the conduct of the Summer School of Arts and Crafts, which lias now become an institution, and for the current year will be under the direction of Miss M. DeNcale Morgan; the consideration of many legislative questions presented IV Mrs. Bremner and the sending of several letters and petitions with re gard to them to Sacramento. At the June meeting the Club went 011 record is indorsing the National Federation’s ■hon e of Mountain Laurel as our na tional flower. Entertainments given by or for the Club include a Shakespeare evening, irranged by the President, Mrs. M. E. Hand; eight lectures in connection vith the Summer School: a share in the production of The Piper and recep tion tendered to Mr. and Mrs. Calc Young Rice; an exhibition of the work of twenty local and visiting artists; a Dickens party and a New Years re ception. Possibly some things have been lost between the lines: from motives of iconomy the Secretary writes between ihem, wlien she thinks of it, and begs ‘h a t hereafter special mention be nadc at each meeting of every enter tainment that lias been presented since the preceding meeting, in order to complete the record.
