In Bolivia there is a revolutionary upsurge that arms thepeople's militias (mainly peasants and miners) and thesereplace the armed forces. Although the tin mines arenationalised, trade unions are legalised, land reform isinitiated and the indigenous majority is enfranchised, thepolitical system is not changed and continues to fail torepresent vast sectors of the population, who sufferconstant upheaval and coups throughout the years.
