Maulana Ab~1 Kalam Azad Institute of Asian Studies (Kolkata)Annual Report for the period 2010-2011

Maulana Abul Kalam Azad Institute of Asian Studies (Kolkata) is an autonomous body under the Ministryof Culture, Government of India. The Institute is a centre for research on the life, times and work of MaulanaAbul Kalam Azad, and the study of social, cultural, political and economic developments in Asia from themiddle of the 19th century.

2010 is a turning point in the Institute's history. It is the year that full-scale work at the new campus at SaltLake began and a program of new activities was initiated at the Institute's Heritage premises atAshraf MistryLane, Kolkata. The Maulana Azad Museum maintains a collection of memorabilia, photographs anddocumentary film. A number of rare books and journals were acquired for the Museum from the collection of Sri.Vijay Singh Nahar. Interest in the subject was also stimulated through the screening of Films Divisiondocumentaries. The Institute has recently acquired a collection of memorabilia which is a collection by lateNooruddin Ahmed, nephew of Maulana Azad, and dates to the time he spent with his uncle. The collectionincludes possessions of Maulana Azad's bookr ohotoqrahs, clothing. The collection was acquired as aspecial Nooruddin Collection to supplement the existing ~Jllectiol1 at Ashraf Mistry Lane. The opening of theSalt Lake campus of MAKAIAS provides an opportunity for the 'er development of the Museum and toevolve allied activities including a Documentation Centre, which will focus on The Partition of the EasternTerritories of the British Empire in India in 1947, and material pertaining to the contemporary history of Indiapost-1947.

The new campus-'Azad Bhavan'-MAKAIAS was inaugurated by the Hon'ble Prime Minister of India, Dr.Manmohan Singh on January 16, 2010. During June 201 0 a new panel of Society members, Executive Councilmembers, Finance Committee members of the Institute became operative.

The Institute's commitment to research on the life, times and secular ideas of MaulanaAbul KalamAzadwas clear from projects and seminars that have been commissioned. The Institute celebrated the 12200 BirthAnniversary of Maulana Abul Kalam Azad at Maulana Azad Museum (5, Ashraf Mistry Lane, Kolkata 700 019)on November 11, 2010. The Azad Memorial Lecture was delivered by Professor Zoya Hasan, Professor ofPolitical Science, Jawaharlal Nehru University and Member of the Nation Commission for Minorities in India.

The event was attended by eminent academic personalities of Kolkata. The Maulana Abul Kalam AzadInstitue of Asian Studies, Kolkata in collaboration with The Eastern Zonal Cultural Centre, Kolkata and

Rabindranath Tagore Centre, ICCR Kolkata organized staging of a solo play in Urdu - uMaulana Azad" byTom Alter and Pierrot's Troupe, based on "India WinsFreedom" on November 6, 2010 at Satyajit RayAuditorium, RTC, ICCR, Kolkata and on November 7,2010 at EZCC, Kolkata. The play evolves in the backdropof Maulana Azad dictating notes to Humayun Kabir for hisbook India Wins Freedom. The event was highlyappreciated by the eminent guests and audience and theInstitute also arranged for high school students from Urdumedium schools to attend the performance at EZCC onNovember 7, 2010. The November 6, 2010 performance

thwas the 100 performance of the play "MaulanaAzad".

~ An International Conference on 'Christianity in History: Encounters, Engagements andExperiences' was organized by MAKAIAS in collaboration with the Centre for HistoricalStudies, School of Social Sciences, Jawaharlal Nehru, University, New Delhi during February2-4,2011 atJNU, New Delhi.

Under the North-East Programme of the Government of India, the Institute has encouraged and facilitated over30 research projects since the year 2000 in the North-East part of the country on a variety of themes, includingthe study of the society and culture of the tribal peoples of the North-East region, problems of insurgency,trafficking in drugs and narcotics, illegal arms trade, etc.

The Institute has funded the following research projects under the North-East Programme which areongoing:

~ "Role and Status of Women in Tribal Society of Arunachal Pradesh : Changes and its Community" -research undertaken by Ms. Putoli Langkam, Assistant Professor, Rang - Frah Govt. College,Changlang, Arunachal Pradesh.

~ "Ethnographical Exploration of the Frontier : Re-examining the First half of the 20th century inNortheast India." - Research undertaken by Professor H. Sudhirkumar Singh, Assistant Professor,Department of History, Manipur University.

~ "Culture, Heritage and Identity: The Lepcha and Mangar Communities in Sikkim and Darjeeling" -research undertaken by Dr. Nandini Bhattacharya Panda.

~ "Defining Identity in North Eastern India under Colonial Rule" - research undertaken by Ms. NanditaBagchi.

~ "North-East India & South-West China: A Comparative Study with special reference to the Position ofWomen in their Societies" - research undertaken by Ms. Jayanti Alam.

~ "Youth Vulnerability in Senapati District : Context, Consequences and Remedial Measures" -research undertaken by D. Kajene Khrasi, Manipur.

Apart from the external research projects under the North-East Programme, the Institute's in-house Fellowsare also pursuing research in the following areas:

Inquiry into How India's North Eastern States might gain from closer Cooperation with ImmediateNeighbours like Bangladesh, Myanma.r, South West China and Economics further to the East, likethose of the ASEAN and Oceana.

~ A National seminar on "Celebrating 150years of Tagore : Literature, Culture andSociety" was organized by Assam University,Silchar in collaboration with MAKAIAS duringMarch 29-31, 2010 at Assam University,Silchar.

~ The Maulana Abul Kalam Azad Institute ofAsian Studies in collaboration with Siu - Ka -Pha International, Margherita, Assamorganized a 2 day National Seminar on"People of the Patkai Border: Society, Culture and Economy in Transition" at India Club,Marghari.ta,Assam on May 1-2, 2010.

~ The Instiute in collaboration with the Zoram Research Foundation, Mizoram organized a NationalSeminar on "Grouping of Vii/ages" during September 6 - 10,2010.

~ Maulana Abul Kalam Azad Institute of Asian Studies (MAKAIAS), Kolkata organized a NationalSeminar entitled "Arunachal Pradesh : Issues ofModernity and Tradition" held at Rajiv GandhiUniversity, Itanagar, Arunachal Pradesh during September 7-8,2010.

~ The Institute in collaboration with the North Eastern Hill University (NEHU), Shillong organized theInterim Conference of the International Society for Folk Narrative Research (ISFNR) on "TellingIdentities: Individuals and Communities in Folk Narrative" at the Department of Culture andCreative Studies, NEHU, Shillong during February 22-25,2011.

& 20th centuries" by Dr. Rajsekhar Basu.~ "The Mekong - Ganga Cooperation Initiative: Institutionalizing a Cooperative Regime" by Global India

Foundation, Kolkata.

At other levels, activities at the Institute focused on development of connections between the Institute and theCentral Asian neighbourhood - The Institute conducted a Summer Course on "Studying Eurasia: Issues,Trends & Debates" during June 1 - 30,2010 atAzad Bhavan, MAKAIAS. The one-month study course was

offered by the Institute for young researchers who are interested in the particular area of Study. The Course wasdesigned in a manner to provide an opportunity to young researchers to be acquainted with Eurasian research

trends and interact with scholars from the region. Thecourse also included an intensive Russian languageteaching programme. 11 post graduate students wereselected out of 25 applications received. On June 30,2010 certificates were handed to the students on thesuccessful completion of the summer course.

MAKAIAS organized the following InternationalSeminars I Conferences I Symposiums on thisspecific area of research and study:

~ International Seminar on "Eurasia Twenty YearsAfter: 1991 in retrospect" was organized by

MAKAIAS during February 15 - 17, 2011 atAzad Bhavan, MAKAIAS, 18-166, Sector Ill, Salt Lake,Kolkata 700 106.

~ International Symposium on "Demography and Migration in Asia" was organized by MAKAIASon February 17, 2011 atAzad Bhavan, MAKAIAS, IB-166, Sector Ill, Salt Lake, Kolkata 700106.

~ A photographic exhibition - 'The Northern Reach of Buddhism in Asia' was mounted at the IIC,New Delhi by the Institute during January 22 - 29, 2011. The same exhibition was also mounted inthe Bengal Art gallery, RTC, ICCR,Kolkata by the Institute. The exhibition ranfrom February 15 - 22, 2011.

~ The Institute in collaboration with theIndira Gandhi National Centre for Arts(IGNCA), New Delhi an interactive sessionto discuss future directions of Eurasianresearch and prospects of internationalcollaboration and to take stock of thevarious collections of the IGNCA(especially in Russian) to assess itsimportance for International research.

The Institute's regular study of South Asian countries outside India was fostered through fieldwork programs inNepal, Myanmar, and China. The Institute also organized, supported and encouraged Seminars /Conferences / Symposiums on this area of study which includes South Asia, South East Asia, South WestAsia, West Asia and India and her neighbouring countries, during 2010 - 11 :

~ The Institute in collaboration with the Malabar Institute for Research and Development organized a2 day National Seminar on "The Emergence of Fundamentalism and Terrorism in the IndianContext" during June 18 - 19, 2010 at Malabar Christian College, Calicut.

~ The Institute hosted the International Conference on "Rethinking India and China" during August24 - 25, 2010 in collaboration with India ChinaKnowledge and Capacity Building Initiative(ICKCBI), a Ford Foundation supported multi yearproject.

~ International Seminar on "Nationhood andIdentity movements in Asia: Colonial and PostColonial Times" - organized by MAKAIAS onOctober 5,2010 atAzad Bhavan, MAKAIAS.

~ The Institute participated in the s" K2K Forum heldduring October 28 - 31,2010 at Yunnan Academy ofSocial Sciences, Yunnan, PRC. The Institute organized a photographic exhibition of relationship ofmutual understanding between Indian and Chinese artists that had grown up during is" & zo"centuries, a project undertaken by Sri. Amitava Bhattacharya at MAKAIAS and also exhibited thephotographs of the 'Stilwell Road Expedition' by Sri. Dilip Banerjee at Kunming, PRC during October21 - 27,2010.

~ A panel discussion on "Elections in Myanmar: Issues and Implications" was held at IndiaInternational Centre (IIC), New Delhi organized by MAKAIAS in collaboration with IIC, New Delhi onOecember 10, 2010. The panel discussion was presided over by Ambassador Rajeev Sikri,

Ambassador Aloke Sen, Professor Jayanta Kumar Ray,Professor H.S. Vasudevan, Dr. Binoda K. Mishra and Sri.Sanjay Pulipaka (Fellow, MAKAIAS & Coordinator of theprogramme) and other eminent dignitaries.

• The Maulana Abul Kalam Azad Institute of Asian Studies (MAKAIAS), Kolkata observed the HindiSapth during September 14 - 21, 2010. On September 20, 2010 a workshop on Hindi Language wasorganized in which Sri. Rakesh Kumar, Deputy Director, Implementation Office, Ministry of HomeAffairs, Department of Official Language, Nizam Palace, Kolkata 700 020 delivered the lecture onimplementation of Hindi language in daily offical works.

• Maulana Abul Kalam Azad Institute of Asian Studies, MAKAIAS, Kolkata, organized National Seminaron Hindi language entitled" Asia and Hindi Literature" during September 29 - 30, 2010.

• The Institute produced a film - documentary on the music of the North East, by the well knowndirector, Sri. Ranjan Palit, entitled "The Sword of the Chosen One. How Folk fathered Rock andBlues in the North Easf'.

• The Institute in collaboration with Rabindranath Tagore Centre, ICCR, Kolkata organized a One-daySeminar and a Week long photographic exhibition during June 23 - 30, 2010 on "A Journeythrough the Stillwell Road" held at RTC, Kolkata and the exhibition was hosted at Nandalal BoseGallery, RTC, Kolkata. The Seminar and exhibition was outcome of the MAKAIAS sponsored projectentitled "The Stilwell Road Expedition" undertaken by Sri. Phalguni Matilal, Sri. Dilip Banerjee and Ms.Niharika Gupta.

Close interactions with regional, national and international institutions were advanced. Projects and seminarswere organized with universities and research bodies in the North East of India, in Delhi and in Kerala.Collaborative seminars on important themes of North East and Asian history and contemporary culture wereundertaken with the Centre for Social Sciences and Humanities (Calcutta University) and various faculties inJadavpur University, Kolkata.

The Institute organizes a language learning program in Chinese in association with Calcutta University andalso conducts full fledged short term courses in Urdu. Language classes are also available in Armenianlanguage at the Institute, while regular connections and language expertise is maintained with institutions thatteach Turkish and Russian languages.

Ultimately, with the assistance of the Financial Advisor, Smt. Dipali Khanna and the concerned Joint Secretary,MaC, Dr. Tuktuk Kumar, and Under Secretary, Sri Ghulam Mustafa, special committees were appointed whichenabled the Institute to pass through this time with a degree of self assurance and legitimacy. The President ofthe Society, the Governor of West Bengal, Sri M.K. Narayanan, with the assistance of the Ministry of Culture,was able to "kick start" the standard work of the Institute through the Executive Council in March 2011, theSecretary, MaC acting as pro-tern Chairman. This enabled the Institute to begin work on selection for a newDirector, Prof. Vasudevan having informed the President of the Society and the MaC that he required to returnto the Calcutta University as soon as possible after 1si April 2010. It may be noted that the process of theselection of a new Director was consequently undertaken with considerable speed, and a new Director, Dr.Sreeradha Dutta, was appointed in July 2011.

o DIRECTOR'S REPORT 2010 - 11

The year 2010-11 was a difficult one for the Institute. Research activities proceeded with commendable focus.Fresh departures were made in important areas, while traditional strengths were reinforced. But the lack of anExecutive Council from July 2010 until March 2011, despite the best efforts of the Secretary, MaC, Sri JawaharSircar, proved a major impediment to smooth planning of the Institute's program.

An important, and additional complication to the functioning of the Institute's program during the year was thereview process initiated under the aegis of the Comptroller and Auditor General of India from December 201O.This comprised both a standard CAG triennial audit as well as a Performance Audit which covered a period ofover 8 years, although technically it only extended to 2005. The period of audit fell at the busiest time ofSeminars and Fellows' exchange and, despite the cordiality of the auditors, placed a considerable strain onthe Institute. The long term benefits of what was achieved will be felt in the future of the Institute. But the shortterm problems a review posed at this time cannot be understated.

Despite these overall difficulties in the functioning of the Institute, the work tempo achieved was nothing shortof extraordinary. The Eurasia Program, the central focus of the Institute's past work, deepended. The programbegan with a workshop for young researchers on Eurasia in May-June 2010 - where the Institute provided basicaccommodation to outstation participants and where specialists from elsewhere in India and from Central Asiaprovided inputs. The workshop also provided a basic introduction to Russian language. The Director maintainedthe Institute's links with the Russian Academy of Sciences (Siberian Section) through participation in a confer-ence in Novosibirsk.

The standard Eurasia Conferences took place in February 2011, with a large contingent of participants fromRussia and Eurasia. Meanwhile a link was formulated through Prof. Kimitaka Matzuzato with the internationalforum ICCEES. Through a collaboration between other institutions in India, it was agreed, during a furthermeeting in August in Delhi, where the President of ICCEES, Prof. Gill, was present, that MAKAIAS and otherIndian bodies would play a major role in the forum from 2011. Supporting the program, the Institute organizedan exhibition of photographs of Buddhism in Russia and "The Northern Reach of Buddhism" in collaborationwith the India International Centre and the Institute of Mongolian, Buddhist and Tibetan Studies of Ulan Ude,Russia. Dr. Suchandana Chatterji, Dr. Anita Sengupta, Dr. Sreemati Ganguly, Ms. Sushmita Bhattacharya andMs. Priyanka Basu played a major role in the organization of this program.

Through collaborative ventures with the ICAF and the GIF, the Eurasia program has extended its reach beyondthese important initiatives organized by the Fellows of the Institute.

The major corollary to the Eurasia program - the Afghan program - maintained its established momentumthrough the guidance of Dr. Arpita Basu Roy. A major international conference was held in Delhi in collaborationwith the Indian Council for World Affairs in January 2011. The conference had substantial representation fromAfghanistan.

The Look East and China programs of the Institute meanwhile gathered further momentum. Support was givento the K2K Conference held in Dali in October 201 0, and MAKAIAS supported the GOl's initiative in promotingcultural cooperation with China. For this an exhibition was held in Kunming of Institute's photographs on India-China exchanges in the field of art (photographs prepared by MAKAIAS Fellow Amitava Bhattacharya) and onthe current state of the Stilwell Road (photographs prepared by MAKAIAS Fellow Dilip Banerjee). Dr. BinodaMishra assumed a major role in the preparation of these programs. MAKAIAS Fellow, Sanjay Pulipaka, mean-while was present in Myanmar during the elections of December 2010, and a meeting with academics andpolicy makers was held at the IIC under Chatham House rules thereafter.

The South Asia/South East Asia seminar of March 2011 brought together many issues discussed during thesemeetings.

Three important departures took place in the programs of the Institute during the year. The first was a majorconference on WestAsia, where representatives from Egypt and Israel were present. This anticipated many ofthe problems that were to take shape later in the year with the "arrival" of the Arab Spring. Prof. Hammoudi ofMorocco and Princeton (USA) was a Visiting Fellow at the Institute and assisted members focus their prob-lems in the West Asian scenario.

Our second departure was a firm attempt to project the life and ideas of MaulanaAzad. Not only was theAzadLecture given by Prof. Zoya Hasan of JNU, in keeping with the traditions of the Institute, but the Instituteorganized the mounting of Shah id Alarn's play on Maulana Azad (in Urdu, with Tom Alter in the leading role) forschools and for a more niche audience at the ICCR. The Institute also undertook a major injection of life into thelife of the Maulana Azad Museum through the initiation of a process for the acquisition of memorabilia from thefamily of Maulana Azad. The process was ultimately completed in July 2011. A large collection of publishedarchives was also acquired for the Museum's Rare Books' Room at this time through the concerted effort of SriSandip Sarkar, Librarian, MAKAIAS.

Finally, an attempt was made under the initiative of Dr. Jawahar Singh and Sri Dipak K. Dutta, AFO, to extendthe Hindi program beyond the limits of the Official Language Program. A special seminar was organized onAsia in Hindi literature which was successful and, it is hoped, will be one of many that will promote AsianStudies in Hindi.

The Institute's Documentation Centre, meanwhile, has acquired some shape under the Honorary Coordinator,Prof. Jayanta Kumar Ray, former Chairman of the Executive Council. He received considerable support from Dr.Amiya Chaudhury and Ambalika Guha.

The level of publication at the Institute continued to be high during the year.

A group of new Fellows joined the Institute at the beginning of the year. These included Or. AnuradhaBhattacharya, who completed her research in Paris, Suvro Parui, a Chinese language specialist, AmbalikaGuha, Abhik Samanta and Antara Mitra.

Among more senior Fellows, a number undertook fieldwork abroad (in Turkey, Russia, China and Nepal) andtheir participation in international seminars was of a high order.

In the course of the year, Dr. Rakhee Bhattacharya and Dr. Buddhadeb Bhattacharya, Fellows of MAKAIAS,left the Institute. Dr. Rakhee Bhattacharya led the Institute's North East Program and will be sorely missed. Dr.Buddhadeb Bhattacharya made a cheerful contribution on the Himalayas and Buddhist Studies, but was withus for a very short period. Dr. Anuradha Bhattacharya also decided to move elsewhere after a brief stint of oneyear.

It is with great regret that the sad death of MAKAIAS Fellow Sri S.K. Mitra is recorded - at the end of 201O. Anexperienced journalist with an excellent economics' background, his cheerful wit and broad ranging interestsendeared him to his colleagues and to all members of the Institute.

Finally, the Director wishes to note that the MOC considers that the foundations of the Institute's national andinternational profile and the performance of its Fellows make it fit for projection of India in the public arena moreforcefully than has been the case in the past. The President of the Society, Sri M.K. Narayanan also feels thata genuine contribution may be made to policy making from such a foundation. The importance of making Indiaand benefit to India a reference point for research has been underscored by the CAG in interactions with theadministration and Fellows. Members of the Administration, meanwhile, have drawn the Director's attention tothe necessity to streamline and develop the staffing of the Institute, which relies on outsourcing and a limitednumber of over-worked temporary and permanent staff.

The Director is confident that such new dimensions to the Institute will be the concern of his successor andwishes to record his regret that he has not been able to do more than he has at these levels.

The Director wishes to thank the Institute's outgoing Executive Council, the MOC, the Institute's Fellows, theInstitute's Administration and the members of the Maulana Azad Society, especially the Society Presidents,Sri Gopal Krishna Gandhi and Sri M.K. Narayanan, for their support in the years when he has had the privilegeof looking after the affairs of the Institute as Director.

07. Deficiencies in Internal Control :

(a) The expense vouchers should clearly indicate the amount of unutilized balances of thegrant available after such payment is made.

(b) The vouchers on payment were not stamped as "paid & cancelled" to avoid any subsequentuse.

(c) The Institute should maintain Bill Register.

(d) The Stock Register should contain the Voucher/Sub Voucher numbers. Without such recordwe are unable to ascertain whether all the items were taken to stock.

(e) The Head of accounts should be clearly mentioned in the vouchers.

(f) Depreciation has not been provided on additions to Library Books during the financial year2010-11.

SCHEDULE 24 - SIGNIFICANT ACCOUNTING POLICIES (Illustrative)

1. ACCOUNTING CONVENTION

The financial statements are prepared on the basis of historical cost convention, unless otherwisestated and on the accrual method of accounting.

2. INVENTORY VALUATION

2.1 Stores and Spares (including machinery spares) are valued at cost. N.A.

2.2. Raw materials, semi-finished goods and finished goods are valued at lower of cost and netrealizable value. The costs are absed on weighted average cost. Cost of finished goods andsemi-finished goods is determined by considering material, labour and related overheads. N.A.

3. INVESTMENTS

3.1 Investments classified as "long term investments" are carried at cost. Provision for decline,other than temporary, is made in carrying cost of such investments.

3.2. Investments classified as "Current" are carried at lower of cost and fair value. Provision forshortfall on the value of such investments is made for each investment considered individuallyand not on a global basis.

3.3. Cost includes acquisition expenses like brokerage, transfer stamps. N.A.

4. EXCISE DUTY

Liability for excise duty in respect of goods produced by the entity, other than for exports, isaccounted upon completion of manufacture and provision is made for excisable manufacturedgoods as at the year-end.

5. FIXED ASSETS

5.1 Fixed Assets are stated at cost of acquisition inclusive of inward freight, duties and taxes andincidental and direct expenses related to acquisition. In respect of projects involving construc-tion, related pre-operational expenses (including interest on loans for specific project prior toits completion), from part of the value of the assets capitalized.

5.2. Fixed Assets received by way of non-monetary grants, (other than towards the Corpus Fund),are capitalized at values stated, by corresponding credit to Capital Reserve.

6. DEPRECIATION

6.1 Depreciation is provided on Written Down value method as per rates specified in theIncome-tax Act, 1961 except depreciation on cost adjustments arising on account of conver-sion of foreign currency liabilities for acquisition of fixed assets, which is amortized over theresidual life of the respective assets.
