Overview
The Master’s of Law (LLM) and Master’s of
Commerce (MCom) degrees in International
Trade and Investment in Africa offer world-
class education with a unique focus on Africa.
These full-time degree programmes operate in
partnership with renowned foreign universities
and contribute to the development of Africa, by
increasing advanced capacity in international
trade and foreign investment in the fields of Law
and Economics.
The LLM, offered at the University of Pretoria
(UP) and the University of the Western Cape
(UWC) is a 12-month programme and partners
with the Washington College of Law, American
University in Washington DC in the USA and the
University of Amsterdam in the Netherlands.
Students have the option of spending the second
semester of the programme at one of the overseas
partner universities.
The MCom is offered at the University of Pretoria
by the Department of Economics in collaboration
with the Department of Agricultural Economics,
Extension and Rural Development. It is a two-
year programme which involves two semesters
of coursework the first of which takes place in
South Africa, while some students complete the
second semester in Kenya at the African Economic
Research Consortium (AERC). Since its inception
in 2002, 83 students from 18 countries in Africa,
the Caribbean and Europe have graduated from
the programme.

The LLM in International Trade andInvestment Law
The LLM has been designed as a rigorous inter-disciplinary course, which
includes a strong research component. Students have to complete a dis-
sertation/paper by the end of the second semester on a relevant trade
or investment topic. The South African component covers a variety of is-
sues relating to international trade, investment and business. The students
have 20 hours of lectures and seminars a week, four days of five hours
each with time for assignments built into the programme. The curriculum
is based on interactive learning and simulation exercises. In preparation
for their research essay or dissertation, a workshop on empirical research
methodology specifically related to trade and investment is offered by the
International Development Law Organization (IDLO).

Course Structure
The standard coursework Masters format is four
modules and a research paper of 10 000 words
(Mode I). A student may also do two modules
and a mini-thesis of 30 000 words (Mode II).
During the semester at UWC, students enroll for
the following two modules:
- International Economic and Investment Law
- International Business and Regional Trade Law
In addition:
To complete the degree in terms of Mode I:
- Students complete a further two modules at
the overseas partner University
- Students complete the research paper (10 000
words) under the supervision of an UWC
academic.
To complete the degree in terms of Mode II:
- Students complete the mini-thesis of 30 000
words under supervision of an UWC academic.

INTERNATIONAL BUSINESS AND REGIONAL
TRADE LAW 812 (ITB 812)
- Forms of international business: international
sales, international finance, competition;
- Dispute settlement in international business
transactions: overview of public and private
aspects, arbitration;
- International business and environmental and
social considerations: environment, ethics, human
rights etc;
- Introduction to European Union Law;
- Introduction to African economic relations,
including GSP, AGOA, EPA, Cotonou, SA/EU
TDCA, etc. African regional and sub-regional
organisations: AU, PTA, SADC etc;
- Implementation of international economic
agreements into domestic law in Africa;
- The role of Africa and African lawyers in inter-
national trade negotiations; The role of lawyers in
international economic and business transactions.
INTERNATIONAL ECONOMIC AND INVESTMENT
LAW 813 (ITB813)
- Accounting and international development
economics: basic accounting, reading financial
statements, principles of international eco-
nomics;
- Introduction to International Law: focus on pub-
lic and private law; state responsibility, treaties,
sovereignty, nationalisation, Private Interna-
tional Law, international development of law;
- Global economic institutes: overview of insti-
tutions and changing functions;
- Role of UNCTAD (development in Africa, inde-
pendence), African Development Bank, IMF etc;
- Regulation of international trade: WTO – general
introduction, concept of free trade, agriculture,
dumping;
- International Intellectual Property Law and
transfers of technology: TRIPS, WIPO, WTO
etc., licensing, pharmaceuticals;
- Regulation of foreign investment in Africa:
private and public aspects; agreements and
privatisation, international insolvencies.

The MCom in the Economics of Trade and Investment in Africa
This degree is offered by the Department of Economics at the UP and pre-
sented by the Investment and Trade Policy Centre (ITPC), in collaboration
with the UP’s Department of Agricultural Economics, Extension and Rural
Development. To accommodate students with diverse backgrounds, the
programme begins with an intensive orientation programme in order to
provide everyone with the advantage of a comprehensive background in
quantitative methods, analysis and presentation of data, research tools
and other skills. Two semesters of coursework follow, of which the first
takes place in South Africa at one of the two South African universities
and some students complete the second semester in Kenya at the African
Economic Research Consortium (AERC). The coursework is interdisciplinary
and has an applied focus. Students graduating from this programme are
thus equipped with applied knowledge on the economics of international
trade from both an international and African perspective.
Coursework consists of 8-modules and is based on interactive learning
and simulation exercises. It includes coursework programmes that focus
on Economics, while it also includes interdisciplinary aspects such as Law,
Finance, and Agricultural analysis. The curriculum is based on interactive

About the ITPC:
The Investment & Trade Policy Centre was established by and resides within
the University of Pretoria’s Department of Economics. Its primary focus is
the development of competencies and capacity in the areas of investment,
tariff and trade policy that would allow developing countries to negotiate
their rightful share of global trade and investment flows, on terms acceptable
and beneficial to them, through skilled and informed officials and repre-
sentatives. The ITPC assists in achieving this through training and research
as well as tailor-made support programmes to aid specific countries and
regions to present and defend their case for a particular dispensation.

The success of our programme is measured by
the success of our alumni. We have effectively
increased the number of lawyers and economists
working within Africa in the private sector,
academia, and government institutions in the
area of international trade and investment.
Lynette Gitonga (Kenya)
Lynette graduated from the LLM Programme in
2004. After completion of the programme she
completed an internship with the Government
of the Republic of Kenya, through the Ministry
of Trade an Industry in Nairobi and the Kenya.
Mission to the UN in Geneva, Switzerland.
While in Geneva, she also worked with Inter-
national Lawyers and Economists (ILEAP) where
she supported the African Group of negotiators
at the WTO. Currently she is a national Trade
Advisor for Swaziland as part of a Commonwealth
Secretariat initiative under implementation in
ACP countries. In this capacity she advises the
government on trade policy formulation and
develops strategic approaches to regional and
international tasked with supporting public
private partnerships in the adoption of cross-
sectoral legal and economic approaches to
development, competitiveness and economic
empowerment.
Lynette says the following about the LLM
programme and her professional experience:
“I have benefited immensely from the bi-conti-
nental training, excellent professors and networks

program. The exposure has enhanced my ability to

related challenges confronting African coun-
tries in the multilateral fora.”
Serge Patrick Ntamack (Cameroon)
Serge graduated from the LLM programme in
2004 whereafter he worked as Consultant with
the United Nations’ International Trade Centre
in Geneva. In 2005 he joined British American
Tobacco as Regulatory and Trade Affairs Manager.
Thereafter he worked as Trade Policy Analyst for
the Government of Mali and now he is back in
the private sector as IP Compliance and Trade
Manager for Microsoft in West, East and Central
Africa.
Serge says the following on the LLM programme:
“I was amazed to actually meet the whole Africa
in my class from the tiny Gambia to South Africa.
Being part of the first batch got us through excit-
ing uncertainty and unexpectedly great support
from the University, the donor community and
people all over Africa, and definitely helped
cement a sense of friendship and Africanity
among us. This was and is truly the purpose
of the LLM programme: building and opening
up the future of Africa with Africans. I would
honestly say that I would recommend the LLM
Trade programme and the Centre for Human
Rights at UP to anyone else.”
Olusegun Ayodele Akanbi (Nigeria)
Olusegun graduated from the MCom Economics
(Trade and Investment) in 2006. During his study
he worked with the Investment and Trade Policy
Centre (ITPC) as a Research Assistant. He is part
of the team that helped build the Gravity model
for South Africa. After completing his Mcom
degree he immediately proceeds with his PhD
and he is currently a Researcher at the African
Institute for Economic Modelling (AFRINEM),
University of Pretoria.
Olusegun says the following about the programme:
“It is a great privilege to be part of the group
of African students in this programme offered
by the Investment and Trade Policy Centre at the
University of Pretoria. One of my greatest achieve-
ments in this programme was my exposure to a
diverse and intense academic environment. The
rigorous quantitative economic courses and a
focus in international trade theories which are
delivered by international experts from abroad
have provided me with a first rate writing abil-
ity as well as sharp analytical, problem-solving
and research skills. In addition, my interaction
with people from the rest of Africa have greatly
expanded my knowledge to different cultures
and the ability to work with different people
and adapt to different kinds of situations easily.
From these, I have developed strong interpersonal
and communication skills and the ability to
contribute to teamwork, even in high-pressure

Sara Ruth Allen (Jamaica)
Sara graduated from the LLM programme in
2004 and had the following to say:
“Please let me express my deepest appreciation
(in case I have not done so already) for giving
me the opportunity to be a part of the LLM
programme. I am armed and more focussed on
trade issues. I am back at the Antidumping and
Subsidies Commission here in Jamaica and have
come to the realisation that I have learned so
much that I want to spread my wings and perhaps
work with the Ministry of Foreign Affairs or even
regionally at the Caribbean Regional Negotiating
Machinery.”
