PREFACE The 2011 California Statewide Medical and Health Functional Exercise is sponsored by the California Department of Public Health (CDPH) and the Emergency Medical Services Authority (EMSA) in collaboration with the California Hospital Association (CHA), California Association of Health Facilities (CAHF), California Primary Care Association (CPCA) and the California Emergency Management Agency (Cal EMA) as wells as response partners representing local health departments, public safety and health care facilities. This Controller/Evaluator Handbook was produced with input, advice, and assistance from the Statewide Medical and Health Exercise Design Workgroup, which followed guidance set forth by the Homeland Security Exercise and Evaluation Program.

The Master Scenario Events List (MSEL) Package is a supplement to the 2011 Statewide Medical and Health Exercise Plan. The purpose of the Master Scenario Events List (MSEL) Package is to provide central exercise control team members a complete edition of the MSEL. This document is not intended to be distributed in full to field controllers; rather, they should receive those portions for which they are responsible as handouts. This includes the summary listing as well as any detailed inject forms they will deliver to players. The Controller and Evaluator (C/E) Handbook should be consulted for more information on MSEL inject procedures. Core control team members, primarily located at a Control Cell, may use this document to track exercise play, manage Simulation Cell (SimCell) functions, and maintain situational awareness for the Exercise Director. Evaluators may also reference individual pieces of the document through teamwork with controllers.

Exercises are the culmination of training toward a higher level of preparedness. This document was produced with help, advice, and assistance from planning team members from various departments and agencies. As such, this document is tangible evidence of the public safety partnership in response to the specified hazard.

The information in this document is current at the date of publication and is subject to change as dictated by the Exercise Planning Team.

Important! This MSEL Package is complementary to the Exercise Plan (ExPlan) and the C/E Handbook. Refer to the ExPlan and C/E Handbook for more extensive information about the exercise, including participating agencies, schedules, briefings, and the responsibilities of various participants.

This document contains information about the events of the exercise and should be safeguarded from disclosure before and during the exercise. Only designated controllers should have access to this document.

Events List (MSEL) Package. 2. Information gathered in this MSEL Package is designated as For Official Use Only (FOUO)

and should be handled as sensitive information that is not to be disclosed. This document should be safeguarded, handled, transmitted, and stored in accordance with appropriate security directives. EXERCISE OBJ ECTIVES Exercise Objectives

The Exercise Design Workgroup selected objectives that focus on evaluating emergency response procedures, identifying areas for improvement, and achieving a collaborative attitude. This exercise will focus on the following objectives:

A. Demonstrate the ability of emergency response partners within the operational area to share critical information in planning for and responding to a disruption in the public water supply.

B. Demonstrate the ability to continue ongoing communications during an event.

C. Evaluate the ability to maintain services and operations in the event of a disruption in the public water supply.

D. Evaluate plans and procedures for resource requesting and consistency with the Standardized Emergency Management System

To provide further guidance, the exercise design workgroup developed discipline/agency specific exercise objectives which are located in the 2011 Statewide Medical and Health Exercise Guidebook.

On November 16, the local water system contacts law enforcement after finding a truck illegally connected to one of its fire hydrants with a pump found to be positioned to pump into the hydrant. This hydrant is just around the corner from a municipal water source.

SHASCOM receives a 9-1-1 call of a large tanker trailer leaking large volume of unknown substance at the extreme northwest end of West Street below Shasta High School. Redding Police and Fire are dispatched to check it out. Sources have stated that a large quantity of unknown substance was dumped into the Sacramento River affecting both the City of Redding water supply and the Bella Vista water supply which draws its water just below the Sundial Bridge. Decision has been made to discontinue pumping water from the Sacramento River by both City of Redding and Bella Vista Water District.

The Burney Water District and Fall River Valley Community District have reported to the Shasta County Sheriff’s Office of a series of break-ins were discovered this morning at the storage reservoir on Mountain View Rd. that serves the pressure zone serving the town of Burney and the three storage tanks that serve the McArthur and Fall River Mills areas.

• Burney Water District and Fall River Valley Community District The locks on the hatch directly leading into the reservoir have been cut and several containers were left that had a slight residue.

• The local Hazmat Team SCHMRT was called and chemical field tests were inconclusive.

CAHF California Association of Health Facilities

Cal EMA California Emergency Management Agency. Lead agency for coordinating emergency activities related to fire and rescue, incident management, search and rescue, law enforcement, and public information.

CDPH California Department of Public Health. A State agency that works closely with health care professionals, county governments and health plans to provide a health care safety net for California’s low-income residents and persons with disabilities.

CHA California Hospital Association

CPCA California Primary Care Association

DOC Department Operations Center. An emergency operations center specifically set up by a single department or agency which focuses on internal agency incident management response.

EEG Exercise Evaluation Guide. These evaluation tools are the primary reference to ensure all jurisdictions/organizations evaluate exercises against the same measurable baseline.

EMSA Emergency Medical Services Authority. Responsible for prompt delivery of disaster medical resources to local governments in support of their disaster medical response.

EOC Emergency Operations Center. The physical location at which the coordination of information and resources to support incident management (on-scene operations) activities takes place.

ICS Incident Command System. A standardized on-scene emergency management specifically designed to provide for the adoption of an integrated organizational structure that reflects the complexity and demands of single or multiple incidents, without being hindered by jurisdictional boundaries.

JIC Joint Information Center

JIS Joint Information System. Integrates incident information and public affairs into a cohesive organization designed to provide consistent, coordinated, accurate, accessible, timely, and complete information during crisis or incident operations.

LEMSA Local emergency medical services agency. The agency, department, or office having primary responsibility for administration of emergency medical services in a county.

LHD Local health department. The agency, department, or office having primary responsibility for administration of public health services in a county.

MHOAC/P Medical Health Operational Area Coordinator/Program. A functional designation within the operational area normally fulfilled by the county health officer and local emergency medical services agency administrator (or designee), responsible for the development of a medical and health disaster plan and coordination of situational information and mutual aid during emergencies.

NIMS National Incident Management System. Provides a systematic, proactive approach guiding government agencies at all levels, the private sector, and non-government organizations to work seamlessly to prevent, protect against, respond to, recover from and mitigate the effects of incidents, regardless of cause, size, location, or complexity, in order to reduce the loss of life or property and harm to the environment.

OA Operational area. An intermediate level of the State’s emergency organization,

SEMS Standardized Emergency Management System. A system required by California Government Code for managing response to multi-agency and multi-jurisdictional emergencies in California.
