INTRODUCTION&OVERVIEWWestVirginiaUniversity’sSchoolofSocialWorkbegantrainingsocialworkersintheearly1930’s.Wehavebeeninconstantoperationsincethattime.BoththeBachelorofSocialWorkandtheMasterofSocialWorkdegreeprogramsarefullyaccreditedbytheCouncilonSocialWorkEducation(CSWE).ABachelorofSocialWork(BSW)preparesstudentsforgeneralistpractice,andaMasterofSocialWork(MSW)preparesstudentsforadvancedintegratedpracticewithindividuals,families,groups,communities,andorganizations.SCHOOLOFSOCIALWORKMISSIONSTATEMENTThroughteaching,research,andservice,themissionoftheWestVirginiaUniversitySchoolofSocialWorkistoeducatestudentstobecomegeneralistsocialworkersatthebaccalaureatelevelandadvancedintegratedpracticesocialworkersatthemaster’slevel.TheSchoolofSocialWorkmissionisgroundedinthepurposeofthesocialworkprofessionwhichisto“promotehumanandcommunitywell‐being”(CouncilonSocialWorkEducation[CSWE],2015p.5).Ourbaccalaureateandgraduateprogramsare“guidedbyaperson‐in‐environmentframework,aglobalperspective,respectforhumandiversity,andknowledgebasedonscientificinquiry”(CSWE2015,p.5).Ourprogramsvalue“socialandeconomicjustice,thepreventionofconditionsthatlimithumanrights,theeliminationofpoverty,andtheenhancementofthequalityoflifeforallpersons,locallyandglobally”(CSWE2015,p.5).OurBSWandMSWprogramsarefurthergroundedinthecoresocialworkvaluesofservice,socialjustice,thedignityandworthoftheperson,theimportanceofhumanrelationships,integrity,competence,humanrights,andscientificinquiry.Thesevaluesunderpincurriculaandframeourcommitmenttopeopleandtheadvancementofsocialandeconomicjustice(CSWE,2015).MSWPROGRAMMISSIONThemissionoftheMSWprogramistoeducatestudentstobecomeadvancedintegratedpracticesocialworkers.Thespecializationinadvancedintegratedpracticebuildsongeneralistpracticeandpreparesstudentstointegratemicro,mezzo,andmacropracticeskillsacrossservicesectorsandwithininterdisciplinaryteamstoeffectivelyaddresssocialandhumanproblemspertinenttoawiderangeofprofessionalpracticeareas.Advancedintegratedpracticeprovidesanintegrativeapproachtosocialworkwherestudentsarepreparedforbothdirectpracticeandadministrativeroles.

STRUCTUREAllstudentswillspecializeinAdvancedIntegratedPractice.Thecurriculumpreparesstudentstointegratemicro,mezzo,andmacropracticeskillsacrossservicesectorsandwithininterdisciplinaryteamstoeffectivelyaddresssocialandhumanproblemsacrossawiderangeofpracticeareas,withaparticularemphasisoneffectivemodelsofruralservicedelivery.ThisupdatetothecurriculumwillprepareWVUMSWgraduatestobewell‐rounded,advancedpractitionerswhocanrespondtothecomplexrealitiesofpracticeinavarietyofrolesandsettings.Full‐timeAdvancedstandingstudentswhohavealreadyearnedaBSWfromaCSWEAccreditedUniversitybegininMayandcompletetheirdegreeinonecalendaryear(12months).Part‐timeAdvancedStandingandfull‐andpart‐timeRegularstandingstudents(thosewhohaveearnedaBachelor’sdegreeinanotherfieldofstudy)wouldstartinthefall.Part‐timeAdvancedStandingstudentsfinishinthesummeraftertheirsecondyearofclasses,andpart‐timeRegularStandingstudentsfinishinthesummeraftertheirthirdyearofclasses.BoththeBSWandtheMSWprogramsarenationallyaccreditedbytheCouncilforSocialWorkEducation(CSWE).MSWPROGRAMGOALSGraduatesoftheMSWprogramwillbepreparedto:

1. Formulateandimplementintegratedservicedeliverymodelsappropriatetoadvancedpracticewithdiverseclientpopulationsatmulti‐systemlevels.

2. Designandconductbriefand/oron‐goingassessmentandinterventionmethodsconsistentwithintegratedsystemsandcontextofpractice.

3. Constructanintegratedevidence‐informedtheoreticalframeworkappropriatetothelevelandcontextofpracticesituations.

4. Organizecollaborationwithotherprofessionstocoordinateinterventioneffortssuitabletothepracticesituation.

5. Designandconductcollaborative,practice‐basedevaluationmethodsandapplyfindingstoimprovepractice,policy,and/orservicedeliveryeffectiveness.

Full‐TimeAdvancedStanding‐Thefull‐timeAdvancedStandingoptionisavailabletostudentswithaBSWdegreefromaregionallyaccreditedinstitutionwithin8years.StudentsbegintakingSOWKandPUBAcoursesinthefalloftheirfirstyearandfinishthedegreebytheendofthesummersemesterofyear2.StudentstakePUBAandSOWKcoursesconcurrently.Duringtheirfirstyear,theytake18creditsofSOWKcoursework(6cr/semester,fall,spring,andsummer).Duringtheirsecondyear,studentstaketheremaining18creditsofSOWKcoursesandcompletetheirAdvancedFieldinternship,whichincludes600contacthoursatanapprovedsocialserviceagencyalongwithmonthlyseminarswithanSSWfacultyfieldliaison.MSW/MPAstudentsareplacedintheirinternshipsthroughtheSSWfieldoffice;however,theinternshipalsosatisfiestheinternshiphoursrequiredforthePublicServiceInternship(PUBA751).StudentsregisterforPUBA751concurrentlyandarerequiredtocompleteallofthecourserequirementsinadditiontothefieldhoursforthiscourseaswell.Studentsinthisdegreeplantakeatotalof66credithours(36towardstheMSWdegree;30towardstheMPA).

FIELDEDUCATION

OverviewofFieldEducationFieldEducationisanintegralpartoftheprofessionalsocialworkcurriculumandrequiresaclosecooperativerelationshipbetweentheSchoolofSocialWorkandtheselectedfieldsiteswhoacceptourstudentsfortheinternshipexperience.StudentshavetheopportunitytocompletetheirfieldinternshipswithagenciesthroughoutWestVirginiaandadjacentareas.FieldeducationhasbeendesignatedbytheCouncilonSocialWorkEducation(CSWE)asthe“signaturepedagogy”andasequaltothecourseworkinsocialworkhighereducation.Experientiallearningcomplementstheclassroomlearningandgivesthestudenttheopportunitytobuildasenseofprofessionalcompetenceandidentitythatservesasafoundationforongoingprofessionalgrowth.

Fieldinstructionprovidesthestudentwithanopportunitytotestclassroomknowledgeaswellastodevelopandrefineadvanced‐practiceskills.FieldinstructionopportunitiesareavailablethroughoutWestVirginiaandadjacentareasaswellasinaselectnumberofsettingsoutsidetheregion.

TheMSWFieldExperiencerequiresthatregular‐standing*studentscompletea312contacthour(onsiteplusseminarhours)GeneralistFieldExperienceeitherduringorimmediatelyfollowingtheirGeneralistcourseworkinthefirstyearoftheprogram.TheMSWGeneralistFieldExperienceprovidesthestudentwithopportunitiesandexperienceswhichdemonstratethemultipleandvariedrolesthatsocialworkersperform,aswellastheday‐to‐dayoperationswithinsocial,humanandhealthcareagencies,programsandorganizations.Studentsmustcompleteaminimumof16hours(2days)perweekattheplacementsite,duringtheusualweekday,daytimeoperatinghoursofthesite,andattend12contacthoursofseminarduringtheplacementperiodforatotalof312hours.

TheMSWAdvancedFieldExperienceoccursduringallMSWstudents’finalyearoftheprogram,andconsistsof600on‐sitecontacthoursplus12hoursofseminar,atanaveragerateof16‐20hoursperweek,duringtheusualoperatinghoursoftheagency.StudentsinAdvancedPlacementareexpectedtoconcentratemoreintensivelyandautonomouslyinlevelsofinterventionforadvancedintegratedpractice.Theadvancedplacementismeanttopreparethestudentforentryintosocialworkpracticeemployment,andtheexpectationisthatthestudenthasalreadygraspedthegeneralistconcepts,theories,androles,aswellasappropriateprofessionalbehavior.

Decisionsregardingthefieldplacementassignmentarejointlyreachedbythestudent,facultyadvisor,andfieldinstructioncoordinator.Toensurethatourstudentsreceivethebestpossibleeducationalexperienceinthefield,thefieldofficeandtheSSWdoacarefulvettingofallfieldsites.AgenciesmustbeapprovedbythefieldofficeandtheSSWbeforestudentscanbeplacedthere.Placementswithanagencyinwhichyouarecurrentlyemployedcanbereviewedonacase‐by‐casebasis.Pleasefollowtheprovidedlinkfor

StudentsinaProfessionalSocialWorkProgramareexpectedtodemonstratethecapacitytopracticewithintegrityandwithintheethicalguidelinesoutlinedwithintheNASWCodeofEthics.Increasingly,studentsandemployeesarerequiredbyfieldplacementsitesorfutureemployerstoundergoacriminalbackgroundcheck,childand/oradultprotectiveservicescheck*andinitialbaselineand/orrandomdrugscreentests,priortoengaginginfieldworkoremployment.Felonyconvictionsandsomeseriousmisdemeanorsmaynegativelyimpactastudent’sforwardprogressand/orcompletionofher/hisacademicprogramaswellasfutureprofessionallicensureandfutureemploymentwithintheSocialWorkfield.

Suchinformationcouldimpactthestudentinthefollowingareas:

1. Theability to secure and complete the required FieldPlacementExperience,as

mostfieldplacementagenciesrequestcriminalbackgroundinvestigations,fingerprintchecks,childand/oradultprotectiveservicescheckand/orrandomdrugscreens;and/or

2. TheabilitytobeconsideredeligibleforlicensureasasocialworkerbytheWestVirginiaBoardofSocialWork(WBSW),whichrequiresthatlicensureapplicantsmustprovideaswornstatementregardingtheexistenceofacriminalhistory;aspertheWestVirginiaStateCodewhichstatesthatcertainmisdemeanororfelonyconvictionscouldprecludethepossibilityofacquiringone’slicensetopracticesocialwork.SeeW.Va.Code§30‐30‐1,etseq.and/or

3. The ability tosecure employment within the social workpracticefield,asmostemployers withinthesocialworkfieldrequirethatapplicanteitherpossessorbeeligiblefor,a social work license, aswell as require criminalbackgroundinvestigations, fingerprint checks,childand/oradultprotectiveservicescheckand/orrandomdrugscreens,asaconditionforemployment.

ENROLLMENT

MinimumEnrollmentStudentsareexpectedtofollowtheirdegreeplanasoutlinedandshouldbecontinuouslyenrolledintherequiredcoursesforeachtermastheirplanoutlinesunlesstheyhavebeengrantedaleaveofabsence.StudentswhowishtodivertfromtheirapproveddegreeplanmusthaveapprovalfromtheiradvisorandtheMSWprogramdirectorandhaveaformalplanforcompletionoutlinedthatisagreeduponbytheadvisorandthestudent.InordertomaintainactivecandidacyintheMSWprogram,studentsmustbeenrolledinaminimumof3credithoursofcoursework,unlessgrantedaleaveofabsence(describedbelow).

CreditLoadsandLimitsNinecredithoursinthefallorspringtermandsixcredithoursinthesummertermistheminimumloadtobeconsideredafull‐timegraduatestudent.Graduatestudentsarenotpermittedtotakemorethan17hoursinatermwithouttheircollegeorschoolandbytheOfficeofGraduateEducationandLife.Nooverloadrequestswillbeconsideredforthesummerterm.Requestsformorethan18hoursinafallorspringtermwillnotnormallybeapproved.Althoughstudentsmayenrollforupto17hoursinthesummerterm,theyarestronglydiscouragedfromenrollinginmorethan12hours.

LeavesofAbsenceGraduatestudentsingoodstandingwhowishtobeawayfromtheiracademicendeavorsatWVUforoneormoresemestersbutintendtoreturnatalaterdatemayrequestaleaveofabsencefromtheSSW.RequestsforleavesofabsencemustbesubmittedinwritingtotheMSWprogramdirectorpriortothebeginningofthesemesterduringwhichleaveisbeingrequested.Afterreviewingtherequest,theMSWdirectorwilldecidewhetherornottoapprovetheleave,thelengthoftimegranted,andanyconditionsrequiredforthestudenttoreturn.Thestudentistheninformedinwritingofthedecision,andacopyisretainedinthestudent’sfile.

Non‐DegreeStudentsNon‐degreestudentsincludethosestudentstakingcoursesforenrichmentpurposes,aspartofanapprovedUniversitycertificateprogram,orforcontinuingeducation.Non‐degreestudentscanenrollinMSWcoursespendingavailabilityandwithdepartmentalapproval.Ifanon‐degreestudentislateradmittedtooneoftheMSWdegreeprograms,adepartmentaldecisionwillbemaderegardingwhetherpreviouscreditsearnedcanbeappliedtotheMSWdegree.

WithdrawalPolicyTherearetwotypesofwithdrawals:withdrawalfromindividualcoursesforwhichastudenthasregisteredandacompletewithdrawalfromtheUniversity.Deadlines,procedures,andpoliciesregardingwithdrawalsareavailableattheRegistrar’swebsite(https://registrar.wvu.edu/).Studentsareencouragedtodiscusswithdrawalswiththeiradvisorandtoconsidertheimpactofwithdrawalsontheirrequiredenrollmentanddegreeprogressaswellastheireligibilityforgraduateassistantships,financialaid,or

full‐timeinternationalstatus.Afterastudentwithdrawsintwoconsecutivesemesters(excludingsummersessions),astudentmaynotregisterforfurtherworkwithouttheapprovalofthedirectoroftheSSW.Enrollmentissubjecttoconditionssetbythedirector.

TransferCreditsAccordingtotheEberlyCollegeofArtsandScience’sGraduateCatalog–GraduateprogramsmayacceptuptotwelvecreditsfromanotherinstitutionastransfergraduatecreditbyrequestingthattheOfficeoftheRegistrarpostthetransfercreditstothestudent’srecord.Individualgraduateunitsmayhavelowerlimits.Non‐degreegraduatestudentsarenotpermittedtotransfercredittoWVUfromanotherinstitution.

UptotwelvecreditsofgraduatecourseworkcompletedatWVUthroughtheseniorpetitionprocess(seetheUndergraduateCatalog)maybeappliedtograduateprogramrequirements.Individualgraduateunitsmayallowasmallermaximumnumberofpreviouslyearnedcredithourstobeappliedtotheirprogramasageneralruleandmaydeterminewhichcoursesandcreditsmayormaynotbeappliedtotheirprogrambyanindividualstudent.UponacceptancetotheSchoolofSocialWork,studentswhowouldliketosubmitarequestfortransfercreditmustsubmitarequesttotheMSWProgramDirector.Alongwiththewrittenrequest,thestudentwillneedtosubmitthecoursesyllabusandacopyoftheofficialtranscriptshowingthefinalgradeinthecourse.TheMSWprogramdirector,alongwithmembersoftheMSWProgramCommittee,willreviewtherequestandrenderadecisionregardingtheacceptanceordenialofthetransfercredit.Onceadecisionhasbeenreached,theMSWprogramdirectorwillcompletetheApplicationforTransferofGraduateCredittoWestVirginiaUniversitytotheOfficeoftheUniversityRegistrar.

IncompletesAgradeofI(Incomplete)isatemporarygradeassignmentusedwhenunforeseen,non‐academiccircumstancesarisethatprohibitstudentsfromcompletingthelastcourseassignmentsorexaminationsattheendofthesemester.ThegradeofIncompleteistypicallyassignedbecauseofanexcusedabsencefromthefinalexamination,orbecauseassignmentsareunavoidablyincomplete,asdeterminedbytheinstructor.Studentswhoarefailingacourse(exclusiveoftheincompletework)maynotrequestanIncomplete.StudentswhowanttobeconsideredforanIncompletemustapplytotheirinstructorpriortotheendoftheterm.Iftheinstructoragrees,theinstructorandthestudent

mustnegotiatetheconditionsunderwhichthegradeofIwillbechangedtoalettergradeandsignacontract.Thedatetosubmittheincompleteworkshouldnotbesetbeyondthelastdayofclassofthefollowingsemester.IfthestudentdoesnotcompletethetermsofcontractthentheinstructorshouldsubmitagradeofF.AllincompletecontractsmustbefiledwiththedepartmentandDean’sOffice.ToremovethegradeofI,astudentdoesnotregisterforthecourseagain.IftheIncompletegradeisnotchangedbytheendofthenextmajorterm(excludingsummer),theIgradewillbereplacedwithanIF.

TIMELIMITS

Master’sdegreestudentsarepermittedtocontinueinaprogramforamaximumofeightyearsfollowingtheirtermofadmissiontotheprogram.Studentswhohavebeeninactive(notregisteredforanycourses)fortwoormoreyearsorwhoexceedeightyearsfollowingtheirtermofadmissionarerequiredtoapplyforreadmissiontotheUniversityandtheSSW.

Graduatecourseworkusedtomeetmaster'sdegreerequirementsmustbesatisfactorilycompletedwithinaperiodofeightyearsimmediatelyprecedingtheconferringofthedegree.Therationaleforthislimitistoensurethatstudentsearningamaster'sdegreehavecurrentknowledge(nomorethaneightyears)intheirfield.Coursescompletedinthesametermasdegreeconferral(fall,spring,summer)eightyearspreviouslyareconsideredtofallwithintheeight‐yearlimit(forexample,acoursecompletedinfall2018wouldfallwithinthelimitforfall2024degreeconferral).Acoursecompletedmorethaneightyearspriortothetermofdegreeconferralmustberevalidatedifitistobeusedtowardmeetingdegreerequirements.Revalidationcanbeaccomplishedthroughthefollowingprocedure:

Thecurrentinstructorofthecoursedeterminesthemethodusedtorevalidatethecourse.Thestudentmay,forexample,berequiredtocompletespecificactivities(suchasrepeatingallorsomeofthecourseorcompletingasetofreadings).Theinstructorthenassessesthestudent’sknowledgeofcoursematerial(throughsuchmeansasawrittenororalexamination,apaper,aproject,orsomeotherassessment)anddeterminesifthestudent’sknowledgeisadequatetojustifyrevalidationofthecourse.

Theinstructorsubmitsadescriptionoftherevalidationmethodandresultsoftheassessmenttothecollegeorschooldeanordesignee.

ThecollegeorschooldeanordesigneesubmitsaletterdescribingtherevalidationprocessandsupportingtherevalidationtotheAssociateProvostforGraduateAcademicAffairs.

TheAssociateProvostinformstheOfficeoftheRegistrarthatthecoursehasbeenrevalidated.

APPLICATIONFORGRADUATION/STATEMENTONAWARDINGDEGREES

AlldegreesareconferredbytheWVUBoardofGovernorsasrecommendedbythefacultiesofthevariouscollegesandschools.AdegreeisgrantedattheendofthesemesterorsummerterminwhichastudentcompletesalltherequirementsoftheMSW,providedthestudenthassubmittedanapplicationforgraduationandtheMSWprogramdirectororthedirectoroftheSSWhascertifiedcompletionofalldegreerequirements.

ForMSWgraduateswhoareinterestedinapplyingforlicensure,theSSWsubmitsaletteryearly(typicallyduringmid‐lateMarch)totheWestVirginiaBoardofSocialwithalistofMSWgraduatesingoodstanding.Thiscanbeusedasdocumentationinlieuofadiplomaifthestudentwishestoapplytotakethelicensuretestpriortothegraduationdate.StudentswhoaregraduatingatothertimesoftheyearorwhoareseekinglicensureinstatesotherthanWestVirginiashouldcontacttheMSWprogramdirectordirectlyforrequireddocumentation.

AstudentbecomeseligibletograduatewhenheorshecompletestherequirementsoftheUniversity,collegeorschool,andmajordegreeprogramaccordingtotheGraduateCatalogineffectatthetimethestudentfirstenteredWVU,althoughtheserequirementsaresubjecttochangeatanytimewithreasonablenoticeprovidedtostudents.Withtheconsentofthestudent'sadvisoranddean,astudentmaychoosetomeettheconditionspublishedinalatercatalog.IfastudententeredWVUmorethansevenyearspreviously,thestudentmustcompletetherequirementsinacatalogthatisnomorethansevenyearsold.

StudentsmustobserveanyprogramchangesthatareenactedbytheWestVirginiaUniversityGraduateCouncil,WestVirginiaUniversityFacultySenate,WestVirginiaUniversityBoardofGovernors,WestVirginiaHigherEducationPolicyCommission,orbylocal,state,orfederallaw.

WVUwillnotissueadiplomaoratranscripttoanystudentuntilpaymentofalltuition,fees,andotherindebtednesstoanyunitoftheUniversityismade.

ADVISING&EVALUATION

ORIENTATIONNewstudentorientationistypicallypriortothebeginningofclassinthefall(forRegularstandingandPart‐Timestudents)andinthesummer(forFull‐TimeAdvancedStandingstudents).StudentsaregiventheopportunitytomeetfacultyintheMSWprogram,reviewrelevantpoliciesandprocedures,aswellasanintroductiontograduatestudyintheSSW,arereviewed,andstudentsmeetwiththeiradvisorstoreviewtheirdegreeplans,completeforms,andgooveranyquestionspriortothestartoffield.ThefieldofficecoordinatesseparateorientationsforboththeGeneralistFieldinternshipandtheAdvancedFieldinternship.

ADVISINGStudentsareassignedafacultyacademicadvisor,whosejobistoassisttheminpreparingtheirscheduleandregisteringforcourses.Thisincludescompletinganynecessaryregistrationforms,add/dropcourseadjustmentforms,andpermissionformstotakeacoursecreditoverload.

Studentsalsoreceiveregularformalevaluationsfromtheirfieldinstructors,whoactastheirprimarysupervisorsintheirfieldinternships.Thepurposeofthefieldevaluationistohighlightareasofmastery,aswellasareasforcontinuedlearningasstudents,continuetodeveloptheirsocialworkpracticeskillsatthemicro,mezzo,andmacrolevels.

STANDARDS

GPAStudentsarerequiredtohaveaminimumoverallGPAof3.0.AnycourseinwhichastudentreceivesaCmustberepeated.AllgraduatecoursesmustbecompletedwithagradeofBorbetter;studentsmayrepeatanycourseforwhichthefinalgradeislessthanBonetimeonly.StudentswhoreceivelessthanaBaftertakingacourseintheMSWprogramforthesecondtimewillbedismissedfromtheprogram.StudentsarerequiredtomaintainanoverallminimumGPAof3.00(onafour‐pointscale)tocontinueintheprogram,tobeeligibleforfieldinstruction,andtobeeligibleforgraduation.

StandardsforAcademicandProfessionalBehaviorTheprimarygoaloftheMSWprogramintheSchoolofSocialWorkistopreparehelpingprofessionalsthatcanprovidethehighestpossiblequalityofservicetotheirclients,whichoftenincludesomeofthemostvulnerablemembersofsociety.Assuch,itiscrucialthatourgraduatesadheretotheacademicandprofessionalstandardsrequiredforprofessionalpracticeandthataredescribedintheNASWCodeofEthics.Becauseoftheimportanceweplaceonethicalandprofessionalconduct,admissiontotheMSWprogramatWVUdoesnotguaranteecontinuance,especiallyifconcernsareraisedregardingastudent’sabilitytoadheretoourstandardsofacademicorprofessionalconduct.

Whenconcernsaboutastudent’sacademicand/orprofessionalbehaviorareraised,theSSWfollowsathree‐levelreviewprocess:

Level1Ifconcernsariserelatedtoacademicperformanceorconductwithintheclassroom,thefacultymemberwhohasconcernsshouldfirstcommunicatethesedirectlytothestudentandworkwiththestudenttoimplementacorrectiveactionplan.Theymayalsonotifythestudent’sfacultyadvisoroftheissueandplan.Ifconcernsariseduringfieldplacementregardingastudent’sbehaviororconduct,theagencyfieldinstructorshouldfirstraisetheseconcernsdirectlywiththestudentandworkjointlywiththestudenttoimplementacorrectiveactionplan.Thefieldliaisonmaynotifythefielddirectoraswell.

Ifconcernspersistdespitethecorrectiveactionplan,thefacultymemberorfieldinstructorshouldthencoordinateameetingwiththestudentandtheacademicadvisor(foracademicconcerns)orSSWfacultyfieldliaison(forfield‐relatedconcerns)todiscussthestudent’sbehavioranddeterminewhetherthecurrentactionplanshouldbemodifiedorwhetherthestudent’scaseshouldbereferreddirectlytotheMSWcommitteeforanacademicreview(seesectiononacademicreviews).Incasesinvolvingfield,thefielddirectormaybeinvolvedinthismeetingaswell.

Level3Ifconcernsaboutthestudent’sbehaviorpersistaftertherevisedactionplandeterminedduringtheLevel2meetinghasbeenimplemented,thestudent’scasewillthenbereferredtotheMSWcommitteeforanacademicreview(seesectiononacademicreviews).Iftheconcernsarerelatedtothestudent’splacement,thestudentwillnotbeallowedtocontinuewithplacementorfieldseminaruntiltheacademicreviewiscompleted.Thestudentmaybeaskedtorefrainfromattendingand/orwithdrawfromotherMSWcoursesaswell.

AcademicReviewsInsituationsinwhichastudent’scaserequiresanacademicreview,theMSWprogramdirectorwillcoordinateameetingtimeduringwhichtheMSWcommitteememberswillmeettoreviewthevariousinformationregardingastudent’sprogressintheprogramandanyconcernsthathavepromptedthereview.Thestudentwillbeinformed,inwriting,ofthetimeanddateofthereviewandinvitedtoattendaportionofthemeetinginordertoprovidethecommitteewithanyadditionalinformationhe/shefeelsisimportant.Thestudentisinvitedtobring1‐2supportperson(s)aswell.Thiscanincludefamilymembers,significantothers,oranyoneelsewhothestudentfeelsmaybeasupportandadvocatethroughtheprocess.Afterthecommitteereviewstheavailableinformationandhearsthestudent’sstatement,itwilldecideonanactionplanregardingthestudent’scontinuanceintheprogram.ThestudentwillbenotifiedofthisplaninwritingviaaletterfromtheMSWprogramdirectorwithinoneweekofthereviewmeeting.Studentshavetherighttoacopyofthewrittenminutesfromtheacademicreviewcommitteemeeting.

DISCIPLINARYACTIONS

ProbationThestudentremainseligibleforcontinuanceintheMSWprogramandinfieldplacement(ifapplicable),butremainsonaperiodofacademicprobation,thelengthofwhichisdeterminedbytheMSWcommittee.Assignmentofprobationarystatusiscontingentuponthestudent’sagreementtofollowthespecificcorrectiveactionplanrecommendedbytheMSWcommittee.Failuretofollowthisplanduringtheprobationaryperiodmayresultinasecondacademicreview,and/orsuspensionordismissalfromtheprogram.Ifthestudentisunabletoreturntohisorherpriorfieldplacement,andtheMSW

committee’sdecisionistoplacethestudentonprobation,thefieldcoordinatorwillassistthestudent,ifpossible,infindinganewplacement.

Suspension ThestudentisaskedtowithdrawfromallMSWcoursesandfieldplacement(ifapplicable)foraperiodoftimetobedeterminedbytheMSWcommittee.Duringthistime,thestudentmaypursuecourseworkinotherdepartmentsattheuniversityorotheracademicinstitutions,butmaynotenrollinanyadditionalcourseworkintheMSWprogram.Oncetheperiodofsuspensionhasfinished,asecondacademicreviewmeetingwillbeheldwiththeMSWcommitteeinordertodeterminewhetheritisappropriateforthestudenttoreturntoMSWcoursesand/orfield.Studentscanbesuspendedfromtheprogramincasesinwhichtherehasbeenapriorprobationaryperiod,andthestudenthasnotfollowedthecorrectiveactionplanorincasesinwhichthereisaseriousviolationofacademicorprofessionalstandards.SuspensionofastudentwithoutapreviousprobationaryperiodoccurswithapprovaloftheSSWdirector,thedeanoftheEberlyCollegeofArtsandSciences,andtheAssociateProvostforGraduateAcademicAffairs.

DismissalThestudentisdismissedfromtheMSWprogramandwillnotbepermittedtoregisterforanyMSWprogramcoursesorfield.Theycan,however,applyandregisterforotherprogramswithintheuniversity.Studentscanbedismissedfromtheprogramincasesinwhichtherehasbeenapreviousperiodofprobationorsuspension,andtheMSWcommitteedecidesthatthestudenthasnottakenappropriateactionstoremedythepreviousconcernsaboutacademicsorprofessionalbehaviororincasesinwhichthereisaseriousviolationofacademicorprofessionalstandards.SuspensionofastudentwithoutapreviousprobationaryorsuspensionperiodoccurswithapprovaloftheSSWdirector,thedeanoftheEberlyCollegeofArtsandSciences,andtheAssociateProvostforGraduateAcademicAffairs.

GRIEVANCESStudentshavetherighttosubmitaformalgrievanceregardingcourses,instructors,staff,oranotheraspectoftheMSWprogramatanytime.Thestepsforfilingaformalgrievanceareasfollows:

Level1‐Ifthegrievanceinvolvesanindividualfaculty/staffmember,ifatallpossible,thestudentshouldattempttoresolvethisissuedirectlywiththefaculty/staffmemberinvolved.

Level2‐Iftheissueisnotresolved,thestudentisunabletoraisetheissuedirectlywiththefaculty/staffmemberinvolved,oriftheissueisrelatedtoanotheraspectoftheprogram,thestudentshouldsendawrittennoticedetailingthegrievancetotheMSWprogramdirector.TheMSWprogramdirectorwillcontactthestudent,reviewtheinformation,anddeterminewhatcorrectiveactionisnecessary.

Asthefieldoftechnologycontinuestogrowandinnovate,socialworkersareincreasinglyfacedwithchallengesregardingtheethicaluseofsocialmediaandspecifictechnologies.WhiletheSchoolofSocialWorkrecognizesthat,increasingly,studentsandpractitionersutilizevariousaspectsoftechnologyintheirschoolwork,socialworkpractice,anddailylives,itiscrucialthatallstudentsadheretotheethicalprinciplesoutlinedintheNASWCodeofEthics.Assuch,theSSWhasdevelopedthefollowingguidelinesregardingtheuseoftechnologyintheclassroomandinfield:

(g)Socialworkerswhousetechnologytoprovidesocialworkservicesshouldassesstheclients’suitabilityandcapacityforelectronicandremoteservices.Socialworkersshouldconsidertheclients’intellectual,emotional,andphysicalabilitytousetechnologytoreceiveservicesandtheclients’abilitytounderstandthepotentialbenefits,risks,andlimitationsofsuchservices.Ifclientsdonotwishtouseservicesprovidedthroughtechnology,socialworkersshouldhelpthemidentifyalternatemethodsofservice.(h)Socialworkersshouldobtainclients’informedconsentbeforemakingaudioorvideorecordingsofclientsorpermittingobservationofserviceprovisionbyathirdparty.(i)Socialworkersshouldobtainclientconsentbeforeconductinganelectronicsearchontheclient.Exceptionsmayarisewhenthesearchisforpurposesofprotectingtheclientorotherpeoplefromserious,foreseeable,andimminentharm,orforothercompellingprofessionalreasons.1.04Competence(a)Socialworkersshouldprovideservicesandrepresentthemselvesascompetentonlywithintheboundariesoftheireducation,training,license,certification,consultationreceived,supervisedexperience,orotherrelevantprofessionalexperience.(b)Socialworkersshouldprovideservicesinsubstantiveareasoruseinterventiontechniquesorapproachesthatarenewtothemonlyafterengaginginappropriatestudy,training,consultation,andsupervisionfrompeoplewhoarecompetentinthoseinterventionsortechniques.(c)Whengenerallyrecognizedstandardsdonotexistwithrespecttoanemergingareaofpractice,socialworkersshouldexercisecarefuljudgmentandtakeresponsiblesteps(includingappropriateeducation,research,training,consultation,andsupervision)toensurethecompetenceoftheirworkandtoprotectclientsfromharm.(d)Socialworkerswhousetechnologyintheprovisionofsocialworkservicesshouldensurethattheyhavethenecessaryknowledgeandskillstoprovidesuchservicesinacompetentmanner.Thisincludesanunderstandingofthespecialcommunicationchallengeswhenusingtechnologyandtheabilitytoimplementstrategiestoaddressthesechallenges.(e)Socialworkerswhousetechnologyinprovidingsocialworkservicesshouldcomplywiththelawsgoverningtechnologyandsocialworkpracticeinthejurisdictioninwhichtheyareregulatedandlocatedand,asapplicable,inthejurisdictioninwhichtheclientislocated.1.05CulturalAwarenessandSocialDiversity(a)Socialworkersshouldunderstandcultureanditsfunctioninhumanbehaviorandsociety,recognizingthestrengthsthatexistinallcultures.(b)Socialworkersshouldhaveaknowledgebaseoftheirclients'culturesandbeableto

(f)SocialworkersshouldbeawarethatpostingpersonalinformationonprofessionalWebsitesorothermediamightcauseboundaryconfusion,inappropriatedualrelationships,orharmtoclients.(g)Socialworkersshouldbeawarethatpersonalaffiliationsmayincreasethelikelihoodthatclientsmaydiscoverthesocialworker’spresenceonWebsites,socialmedia,andotherformsoftechnology.Socialworkersshouldbeawarethatinvolvementinelectroniccommunicationwithgroupsbasedonrace,ethnicity,language,sexualorientation,genderidentityorexpression,mentalorphysicalability,religion,immigrationstatus,andotherpersonalaffiliationsmayaffecttheirabilitytoworkeffectivelywithparticularclients.(h)Socialworkersshouldavoidacceptingrequestsfromorengaginginpersonalrelationshipswithclientsonsocialnetworkingsitesorotherelectronicmediatopreventboundaryconfusion,inappropriatedualrelationships,orharmtoclients.1.07PrivacyandConfidentiality(a)Socialworkersshouldrespectclients'righttoprivacy.Socialworkersshouldnotsolicitprivateinformationfromoraboutclientsexceptforcompellingprofessionalreasons.Onceprivateinformationisshared,standardsofconfidentialityapply.(b)Socialworkersmaydiscloseconfidentialinformationwhenappropriatewithvalidconsentfromaclientorapersonlegallyauthorizedtoconsentonbehalfofaclient.(c)Socialworkersshouldprotecttheconfidentialityofallinformationobtainedinthecourseofprofessionalservice,exceptforcompellingprofessionalreasons.Thegeneralexpectationthatsocialworkerswillkeepinformationconfidentialdoesnotapplywhendisclosureisnecessarytopreventserious,foreseeable,andimminentharmtoaclientorothers.Inallinstances,socialworkersshoulddisclosetheleastamountofconfidentialinformationnecessarytoachievethedesiredpurpose;onlyinformationthatisdirectlyrelevanttothepurposeforwhichthedisclosureismadeshouldberevealed.(d)Socialworkersshouldinformclients,totheextentpossible,aboutthedisclosureofconfidentialinformationandthepotentialconsequences,whenfeasiblebeforethedisclosureismade.Thisapplieswhethersocialworkersdiscloseconfidentialinformationonthebasisofalegalrequirementorclientconsent.(e)Socialworkersshoulddiscusswithclientsandotherinterestedpartiesthenatureofconfidentialityandlimitationsofclients'righttoconfidentiality.Socialworkersshouldreviewwithclientscircumstanceswhereconfidentialinformationmayberequestedandwheredisclosureofconfidentialinformationmaybelegallyrequired.Thisdiscussionshouldoccurassoonaspossibleinthesocialworker‐clientrelationshipandasneededthroughoutthecourseoftherelationship.(f)Whensocialworkersprovidecounselingservicestofamilies,couples,orgroups,socialworkersshouldseekagreementamongthepartiesinvolvedconcerningeachindividual'srighttoconfidentialityandobligationtopreservetheconfidentialityofinformationshared

byothers.Thisagreementshouldincludeconsiderationofwhetherconfidentialinformationmaybeexchangedinpersonorelectronically,amongclientsorwithothersoutsideofformalcounselingsessions.Socialworkersshouldinformparticipantsinfamily,couples,orgroupcounselingthatsocialworkerscannotguaranteethatallparticipantswillhonorsuchagreements.(g)Socialworkersshouldinformclientsinvolvedinfamily,couples,marital,orgroupcounselingofthesocialworker's,employer's,andagency'spolicyconcerningthesocialworker'sdisclosureofconfidentialinformationamongthepartiesinvolvedinthecounseling.(h)Socialworkersshouldnotdiscloseconfidentialinformationtothird‐partypayersunlessclientshaveauthorizedsuchdisclosure.(i)Socialworkersshouldnotdiscussconfidentialinformation,electronicallyorinperson,inanysettingunlessprivacycanbeensured.Socialworkersshouldnotdiscussconfidentialinformationinpublicorsemi‐publicareassuchashallways,waitingrooms,elevators,andrestaurants.(j)Socialworkersshouldprotecttheconfidentialityofclientsduringlegalproceedingstotheextentpermittedbylaw.Whenacourtoflaworotherlegallyauthorizedbodyorderssocialworkerstodiscloseconfidentialorprivilegedinformationwithoutaclient'sconsentandsuchdisclosurecouldcauseharmtotheclient,socialworkersshouldrequestthatthecourtwithdrawtheorderorlimittheorderasnarrowlyaspossibleormaintaintherecordsunderseal,unavailableforpublicinspection.(k)Socialworkersshouldprotecttheconfidentialityofclientswhenrespondingtorequestsfrommembersofthemedia.(l)Socialworkersshouldprotecttheconfidentialityofclients'writtenandelectronicrecordsandothersensitiveinformation.Socialworkersshouldtakereasonablestepstoensurethatclients'recordsarestoredinasecurelocationandthatclients'recordsarenotavailabletootherswhoarenotauthorizedtohaveaccess.(m)Socialworkersshouldtakereasonablestepstoprotecttheconfidentialityofelectroniccommunications,includinginformationprovidedtoclientsorthirdparties.Socialworkersshoulduseapplicablesafeguards(suchasencryption,firewalls,andpasswords)whenusingelectroniccommunicationssuchase‐mail,onlineposts,onlinechatsessions,mobilecommunication,andtextmessages.(n)Socialworkersshoulddevelopanddisclosepoliciesandproceduresfornotifyingclientsofanybreachofconfidentialinformationinatimelymanner.(o)Intheeventofunauthorizedaccesstoclientrecordsorinformation,includinganyunauthorizedaccesstothesocialworker’selectroniccommunicationorstoragesystems,socialworkersshouldinformclientsofsuchdisclosures,consistentwithapplicablelaws

protecttheconfidentialityofotherindividualsidentifiedordiscussedinsuchrecords.1.09SexualRelationships(a)Socialworkersshouldundernocircumstancesengageinsexualactivities,inappropriatesexualcommunicationsthroughtheuseoftechnologyorinperson,orsexualcontactwithcurrentclients,whethersuchcontactisconsensualorforced.(b)Socialworkersshouldnotengageinsexualactivitiesorsexualcontactwithclients'relativesorotherindividualswithwhomclientsmaintainaclosepersonalrelationshipwhenthereisariskofexploitationorpotentialharmtotheclient.Sexualactivityorsexualcontactwithclients'relativesorotherindividualswithwhomclientsmaintainapersonalrelationshiphasthepotentialtobeharmfultotheclientandmaymakeitdifficultforthesocialworkerandclienttomaintainappropriateprofessionalboundaries.Socialworkers‐‐nottheirclients,theirclients'relatives,orotherindividualswithwhomtheclientmaintainsapersonalrelationship‐‐assumethefullburdenforsettingclear,appropriate,andculturallysensitiveboundaries.(c)Socialworkersshouldnotengageinsexualactivitiesorsexualcontactwithformerclientsbecauseofthepotentialforharmtotheclient.Ifsocialworkersengageinconductcontrarytothisprohibitionorclaimthatanexceptiontothisprohibitioniswarrantedbecauseofextraordinarycircumstances,itissocialworkers‐‐nottheirclients‐‐whoassumethefullburdenofdemonstratingthattheformerclienthasnotbeenexploited,coerced,ormanipulated,intentionallyorunintentionally.(d)Socialworkersshouldnotprovideclinicalservicestoindividualswithwhomtheyhavehadapriorsexualrelationship.Providingclinicalservicestoaformersexualpartnerhasthepotentialtobeharmfultotheindividualandislikelytomakeitdifficultforthesocialworkerandindividualtomaintainappropriateprofessionalboundaries.1.10PhysicalContactSocialworkersshouldnotengageinphysicalcontactwithclientswhenthereisapossibilityofpsychologicalharmtotheclientasaresultofthecontact(suchascradlingorcaressingclients).Socialworkerswhoengageinappropriatephysicalcontactwithclientsareresponsibleforsettingclear,appropriate,andculturallysensitiveboundariesthatgovernsuchphysicalcontact.1.11SexualHarassmentSocialworkersshouldnotsexuallyharassclients.Sexualharassmentincludessexualadvances;sexualsolicitation;requestsforsexualfavors;andotherverbal,written,electronic,orphysicalcontactofasexualnature.1.12DerogatoryLanguageSocialworkersshouldnotusederogatorylanguageintheirwritten,verbal,orelectroniccommunicationstooraboutclients.Socialworkersshoulduseaccurateandrespectfullanguageinallcommunicationstoandaboutclients.

1.13PaymentforServices(a)Whensettingfees,socialworkersshouldensurethatthefeesarefair,reasonable,andcommensuratewiththeservicesperformed.Considerationshouldbegiventoclients'abilitytopay.(b)Socialworkersshouldavoidacceptinggoodsorservicesfromclientsaspaymentforprofessionalservices.Barteringarrangements,particularlyinvolvingservices,createthepotentialforconflictsofinterest,exploitation,andinappropriateboundariesinsocialworkers'relationshipswithclients.Socialworkersshouldexploreandmayparticipateinbarteringonlyinverylimitedcircumstanceswhenitcanbedemonstratedthatsucharrangementsareanacceptedpracticeamongprofessionalsinthelocalcommunity,consideredtobeessentialfortheprovisionofservices,negotiatedwithoutcoercion,andenteredintoattheclient'sinitiativeandwiththeclient'sinformedconsent.Socialworkerswhoacceptgoodsorservicesfromclientsaspaymentforprofessionalservicesassumethefullburdenofdemonstratingthatthisarrangementwillnotbedetrimentaltotheclientortheprofessionalrelationship.(c)Socialworkersshouldnotsolicitaprivatefeeorotherremunerationforprovidingservicestoclientswhoareentitledtosuchavailableservicesthroughthesocialworkers'employeroragency.1.14ClientsWhoLackDecision‐MakingCapacityWhensocialworkersactonbehalfofclientswholackthecapacitytomakeinformeddecisions,socialworkersshouldtakereasonablestepstosafeguardtheinterestsandrightsofthoseclients.1.15InterruptionofServicesSocialworkersshouldmakereasonableeffortstoensurecontinuityofservicesintheeventthatservicesareinterruptedbyfactorssuchasunavailability,disruptionsinelectroniccommunication,relocation,illness,mentalorphysicalability,ordeath.1.16ReferralforServices(a)Socialworkersshouldreferclientstootherprofessionalswhentheotherprofessionals'specializedknowledgeorexpertiseisneededtoserveclientsfullyorwhensocialworkersbelievethattheyarenotbeingeffectiveormakingreasonableprogresswithclientsandthatotherservicesarerequired.(b)Socialworkerswhoreferclientstootherprofessionalsshouldtakeappropriatestepstofacilitateanorderlytransferofresponsibility.Socialworkerswhoreferclientstootherprofessionalsshoulddisclose,withclients'consent,allpertinentinformationtothenewserviceproviders.(c)Socialworkersareprohibitedfromgivingorreceivingpaymentforareferralwhennoprofessionalserviceisprovidedbythereferringsocialworker.1.17TerminationofServices

facilitatethedeliveryofservicesandtoensurecontinuityofservicesprovidedtoclientsinthefuture.(c)Socialworkers'documentationshouldprotectclients'privacytotheextentthatispossibleandappropriateandshouldincludeonlyinformationthatisdirectlyrelevanttothedeliveryofservices.(d)Socialworkersshouldstorerecordsfollowingtheterminationofservicestoensurereasonablefutureaccess.Recordsshouldbemaintainedforthenumberofyearsrequiredbyrelevantlaws,agencypolicies,andcontracts.3.05BillingSocialworkersshouldestablishandmaintainbillingpracticesthataccuratelyreflectthenatureandextentofservicesprovidedandthatidentifywhoprovidedtheserviceinthepracticesetting.3.06ClientTransfer(a)Whenanindividualwhoisreceivingservicesfromanotheragencyorcolleaguecontactsasocialworkerforservices,thesocialworkershouldcarefullyconsidertheclient'sneedsbeforeagreeingtoprovideservices.Tominimizepossibleconfusionandconflict,socialworkersshoulddiscusswithpotentialclientsthenatureoftheclients'currentrelationshipwithotherserviceprovidersandtheimplications,includingpossiblebenefitsorrisks,ofenteringintoarelationshipwithanewserviceprovider.(b)Ifanewclienthasbeenservedbyanotheragencyorcolleague,socialworkersshoulddiscusswiththeclientwhetherconsultationwiththepreviousserviceproviderisintheclient'sbestinterest.3.07Administration(a)Socialworkadministratorsshouldadvocatewithinandoutsidetheiragenciesforadequateresourcestomeetclients'needs.(b)Socialworkersshouldadvocateforresourceallocationproceduresthatareopenandfair.Whennotallclients'needscanbemet,anallocationprocedureshouldbedevelopedthatisnondiscriminatoryandbasedonappropriateandconsistentlyappliedprinciples.(c)Socialworkerswhoareadministratorsshouldtakereasonablestepstoensurethatadequateagencyororganizationalresourcesareavailabletoprovideappropriatestaffsupervision.(d)SocialworkadministratorsshouldtakereasonablestepstoensurethattheworkingenvironmentforwhichtheyareresponsibleisconsistentwithandencouragescompliancewiththeNASWCodeofEthics.Socialworkadministratorsshouldtakereasonablestepstoeliminateanyconditionsintheirorganizationsthatviolate,interferewith,ordiscouragecompliancewiththeCode.
