Then Evan Rickart – the president of the board of the non-profit corporation Gulf of Maine Ocean Observing System (GoMOOS)- presented an instructive talk “GoMOOS: A Neighboring COOS” on the how they were established in 2000 and have evolved since then. The first MARIBS workshop was finally convened (after two earlier weather-

ATMC. About 50 participants (see list; Attachment 1; pg. 8) gathered to be welcomed to

the ATMC facility by Asst. Director John Miller (standing in for Director T. Curry; see

agenda; Attachment 2; pg. 11), we launched right into the business of setting the context

for the workshop. Wendell Brown presented the “Workshop Terms of Reference” (see

below) in which he explained that there had been several suggestions that we extend the

scope of MARIB to include the adjacent shelf hence the name change of our subregional

to Massachusetts and Rhode Island Bays and Shelf (MARIBS). Dave Chapman –the

MACOORA Executive Officer - presented an “Update on IOOS” (PPT1). IOOS is the

national Integrated Ocean Observing System of which MACOORA (Carolyn

Thoroughgood, PI) is a NOAA-funded part. Then Bill Boicourt (one of the 2

MACOORA co-PIs with Scott Glenn) presented “MACOORA: Role of Regional

Associations” (PPT2). Then Evan Rickart – the president of the board of the non-profit

corporation Gulf of Maine Ocean Observing System (GoMOOS)- presented an

instructive talk “GoMOOS: A Neighboring COOS” on the how they were established in

2000 and have evolved since then. The final presentation of the morning was “MARIB

Region Coastal Observation System Assets” (see below) by W. Brown.

After the break we launched into the business of the workshop, which was to

identify user needs. The three workgroups (see participants; Attachment 3; pg. 12) first

One of the major conclusion items to come out of working group sessions #1 was

the need to define specific data and information needs in terms of specialized MARIBS

regional user needs under several major theme areas, including:

(1) Fishing Operations

(2) Fisheries Management

(3) Pollution Management & Mitigation

(4) Industrial Regulatory Compliance

(5) Municipal Regulatory Compliance

(6) Support of Recreational Activities

(7) Support of Research

(8) Search and Rescue

(9) Environmental Disaster & Mitigation

(10) Homeland Security

After the plenary presentation and discussion of working group session #1 results,

we launched into the working group session #2 discussions of Observatory Product

Needs. Again the discussion were general with a focus on defining the different classes of

data, including quality specification and information needed by different users ranging

from industry (e.g. fishers), to researchers, to marine resource managers, to marine

regulators, to pollution mitigators (e.g. oil spill responders).

The final discussion on MARIBS and MACOORA Governance was conducted in

plenary. It was recognized that there will need to be a decision this year on how to govern

ourselves. The options range from a fairly loose Memorandum of Agreement (MOA)

among the parties to a much more tightly structured non-profit corporation structure like

GoMOOS. In the meantime, there is a need to represent ourselves appropriately at the

MACOORA meeting in Delaware in May. Dave Chapman invited everyone in attendance

to participate in the latter. Realizing that everyone will not, W. Brown will query the

MARIBS group via email as to individual views on the governance topic. Finally W.

brown will work with the MARIBS regional Sea grant directors to conduct thematic

mini-workshops to begin defining the specifics of a MARIBS pilot COOS that will

address some of the important user needs of the region.

2. Terms of Reference...........Why Are We Here? During the 1990’s different groups began constructing subregional coastal ocean

observing systems the northeastern U.S. coastal ocean. By 2001, the several major

prototype observatories (see Figure 1) were operating in a research observational mode.

Other groups, including one led by M. Spaulding, were planning others (Figure 2).

3. Existing Ocean Observatory Assets for the MARIBS Sub-region The present ocean observing system assets in the MARIBS sub-region consist of a

combination of an array of federal backbone measurements and a variety of other

observation, modeling and information management systems. The federal backbone

measurements listed in Table 1 (see Figures 4-11) are operational, which means they are

designed to be available 24hours/day and 7days/week (usually via the web) for general

applications. The other observational (Table 2; Figures 12-22); model (Table 3; Figures

23-29); and information management (Table 4; Figures 30-32) assets are generally pre-

operational in that they are not presently available with the reliability of the federal

operational measurements. However the latter are candidate components for the future

MARIBS COOS.
