Quality control tests have to be conducted as per the table 900.3,900.4 and 900.6 of MORTH specifications.The Q C tests done by AEE are inadequate. The DEE & EE had not furnished Q C test records conducted independently during the present inspection.As per clause 1.11 of IRC SP - 11 " Quality Control for construction of roads and runways ", Out of total tests, preferably 70% to be carried out by AEE/AE, 20% by DEE & 10% by EE.The field officers shall carry out quality control tests on the materials namely bitumen mineral aggregates used in MSS item of work to the frequency stipulated in the table 900-4 which is in MORTH Specification IV revision.The field officers shall carry out quality control tests on materials used in WMM and satisfy the requirements specifed in MORT&H. Further the Executive Engineer has to obtain mix design for GSB and WMM and shall conduct trial test based on results obtained in trial tests, the mix design shall accorded then only work shall be started but this is not followed.Further after completion of the work the field officers shall conduct necessary quality control tests on finished items of works and to ascertain the test results obtained is whether within the acceptance criteria or not as specified in table 903.4.2 which is as follows.903.4.2Acceptance Criteria : The acceptance criteria for tests on density and Marshall stability shall be subject to the condition that the mean value is not less than the specified value plus :1.65 -1.65(No. of samples) 05The field officers have not furnished Quality control test records.As per clause 1.11 of IRC SP-11 Quality Control for construction of roads and runways. GeneralGeneral Remarks :1As on date of inspection the work is completed.2The field staff have not furnished the Log of cement on the day of inspection and they are requested to furnish the extract of Log of cement for verification.3There are no KM and HM stones along the road. Hence it is very difficult to locate the correct chainges. The field officers are hereby to instructed to fix up the same duly painting and lettering at exact locations.4The C C pavement is executed with WBM, VCC (1:4:8) as sub base course & VCC M35 grade concrete as wearing course. No CC cubes were available at site for testing during the inspection.5Core cutting machine is not available at site. However the field officers are hereby informed that the cores are to be taken for testing and the test report are to be furnished .6Earth work for the side berms with suitable soils may be done on either side of the C.C pavement as there is abrupt level difference between the R.C.L of the C.C and the existing ground level as the C.C is falling in the village limits.7Honey combs are visible at many locations. They are to be thoroughly cleared, cleaned, saturated with water after removal of lose pockets and carefully pointed and rendered true with mortar of cement and fine aggregate mixed in the proportions used in the grade of concrete and finished off, to have a good true to line surface as per clause 1714 of MORT&H Specifications.8The contraction joints are provided at intervals of 4.4, 4.74, 4.26 & 4.50 in Km: 10/0-2 as against 4.50mts each.9The longitudinal jonits have not been maintained in straight and small undulations are observed . This may cause stagination of water during rainy season.Note :1The Q C R furnished above are not basis for making payment on the work as it does not purport to be covering all the aspects of the work and field Engineers are requested to check up the work and see that the work is executed to specified standards and satisfy themselves before making payment.2The field officers are requested to check the recovery calculations as per agreement conditions before effecting the recovery.3The recovery proposed is as per the E-in - C(R&B) (Admn & Roads) circular Memo No. 12582/vigl/1/2005-1 dated. 17.10.2006. The Executive Engineer is requested to keeping view regarding recovery to be effected.4The recovery amount proposed in the QCR does not include the item of work for which rectification is required as pointed out in general remarks. The Q C R issued based on the observations made on the day of inspection and if any reveling or damages occurs/taken place subsequently should be watch carefully and proper action shall be taken for rectification. After rectification only payment shall be made, but not solely based on this report.5The Q C R furnished above are not valid for any evidence in the court of law.6The test results given in the Q C R are valid for the samples extracted at the specified locations and are tested in the Q C laboratory only.
