Kim Braddy RecognizedAs part of the organization’s 35th Annual Breakfast celebration, North County Incorporated (NCI) recognized several area leaders for making a significant positive impact in North County.

NCI’s Community Development Award was presented to those whose efforts positively benefit youth, residents, civic organizations, or others through selfless acts. Kim Braddy, Executive Director of the Maryland Heights Chamber of Commerce was a recipient.

Charter DevelopmentCharter had a May 22nd Planning Commission recommendation and then headed to the June 7th Council decision. Phase I would consist of a new gas station/convenience store/fast food restaurant with drive-through to replace the ZX and landscaping improvements on the hotel property. Phase II would consist of a new two-story office building on the western corner of the hotel property.

Harrah’s Hotel and Casino SalePenn National Gaming Inc. said that it will buy Harrah’s St. Louis from debt-laden Caesars Entertainment Corp. for $610 million

Fred WeberTom Dunne retired in April. There are numerous changes and restructuring. Crystal Springs has been sold. Fred Weber is now not for sale but going to focus on new structure and build upon their business model in the construction industry. Limestone’s is currently used as storage and meeting space for FW but will not reopen as a restaurant

Council Endorses Prop Y to Fund Sewer Infrastructure Investments The City Council recently voted to endorse Proposition Y—and now Maryland Heights residents will get to decide where they stand on June 5.

The ballot initiative, presented by the Metropolitan St. Louis Sewer District (MSD), would authorize the issuance of $945 million in bonds to help finance work to address sewer overflow issues in St. Louis County and the City of St. Louis. Under mandates by the Environmental Protection Administration (EPA) and the State of Missouri, MSD must spend $4.7 billion over the next 23 years to address more than 350 sewer overflows throughout the region

TAX INCENTIVES FOR AUTO SUPPLIERSThe House approved a priority piece of Gov. Nixon’s economic development initiative - but did so only after adding the majority of Rep. Barnes’ Mamtek legislation from HB 1865. HB 1455, sponsored by Rep. Chuck Gatschenberger, would create new economic incentives for automobile suppliers that meet certain requirements for job creation and capital investment. The bill now moves to the Senate for consideration.

SENATE APPROVES $24 BILLION BUDGETThe Senate began by debating the supplemental budget, which appropriates the remaining funds for the current fiscal year owed to the Department of Elementary and Secondary Education, higher education institutions, and others. The Senate is required to finish work on the supplemental budget before approving the budget for the next fiscal year. The process stalled as soon as it began.

The budget bills will now go to a conference committee comprised of five senators and five representatives who will rectify the differences in the two chambers’ versions of the bills - one of which is full funding for the Missouri Partnership and the state’s international trade offices, which were eliminated by the House.

POTENTIAL TAX CREDIT REFORMSen. Chuck Purgason’s Ways and Means Committee approved a bill that would extend the sunset date of several tax credits with social benefit purposes.

Sen. Purgason, a vocal opponent of tax credits and a member of the budget’s group of nine, had successfully stopped numerous tax credit-related bills in his committee. His willingness to allow HB 1278 to advance after a compromise was reached on the budget bills may signal that he and the other tax credit reformers plan to load sweeping reforms to this bill when it is brought up for debate on the Senate floor over the course of the next three weeks.

STAR BONDSThe House approved HB 1592, sponsored by Rep. Tim Jones. This bill would establish the STAR Bonds Financing Act. This act, borrowed from Kansas, would allow the governing body of a city or county to issue a bond that is to be repaid by the revenues received by the city or county from any transient guest tax and state and local sales and use taxes that are collected from taxpayers doing business within that portion of the city or county redevelopment district to retire a special obligation bond. A STAR bond is a sales tax revenue bond with a 20-year repayment period.

TIF REFORMThe House General Laws Committee heard SB 721, sponsored by Sen. Scott Rupp.The bill prohibits St. Louis County, St. Charles County, Jefferson County, and municipalities within from approving a proposed redevelopment plan unless it is approved by the TIF commission or two-thirds of the county-wide voters. St. Charles County Executive Steve Ehlmann has been the catalyst behind this proposal. His lobbyist testified in support of the bill and was joined by the Missouri Retailers Association and the United Food and Commercial Workers Local 655. These organizations are frustrated because they believe that Wal-Mart is benefiting from TIFs in the St. Louis Region at the expense of local grocery stores. The St. Louis County Municipal League and city managers from the cities of Maplewood, Richmond Heights, and St. Ann all testified against the bill. The committee did not take a vote on the proposal.

Westbound Interstate 70 Blanchette Bridge ConstructionThe $63 million rehabilitation of the westbound Interstate 70 Missouri River Bridge (Blanchette Bridge) will close and detour traffic starting November 2012. Additionally overnight and weekend closures will happen this summer at the Earth City Expressway interchange and at the bridge. MoDOT and Walsh Construction Company will host two public meetings to share these details and highlight alternate routes to help I-70 drivers get around. For more info, log onto www.mhcc.com

East-West Gateway Open HouseEast-West Gateway Council of Governments is hosting an Open House June 12-21. They are developing the regions transportation Improvement Program, the air quality Conformity Determination and the coordinated Human Services Transportation Plan. Laura is humbled to be the Ambassador of the Month for June. Last August, she began her role as Community Development Specialist with Electro Savings Credit Union, which is a full-service, not-for-profit financial institution offering an alternative to typical non-personal banking services. Laura is not new to the credit union industry, having been given her “big break” post college with another credit union, where she worked for 5 years. She says the credit union movement is something that she is very passionate about she loves being a part of an organization that is so community focused. The credit union philosophy is “People Helping People”.

Upper Limits Youth Team ScholarshipThe Upper Limits Youth Team Scholarship is awarded to one St. Louis youth who seeks to enrich their lives through the physical and mental activity provided by rock climbing and the camaraderie developed in a team environment. This is a need based scholarship that is designated for families with a total household income less than $50,000. Priority will be given to those in need of financial assistance.

Upper Limits Youth Team GrantAll applications and information submitted will be held in strict confidentiality. The application information will only be used for determining the qualifications for the Upper Limits Youth Climbing Team Grant. Recipients will pay 30% of program fee. The grant will cover the additional 70%, (up to $130). One grant awarded per session.

Philanthropic CommitteeRaffle items requested for the Education Raffle at the luncheons. Also being accepted are donated items that can be used in the monthly raffle. Every raffle dollar sold goes to the Education Foundation.
