Biographical History Mary Ann Smith, a Mundelein College graduate, has lived in the Edgewater and Uptown
communities for thirty years with her husband, Ronald C. Smith, a professor at John Marshall
Law School, and her two sons. Long before her appointment as Alderman to the 48th
Ward,
Smith dedicated her time and efforts to the improvements of the ward. She was first involved
with ward politics as part of the Independent Voters of Illinois-Independent Precinct
Organization (IVI-IPO), working with Edgewater activists Marion Volini and Kathy Osterman,
who both served as 48th
Alderwomen. In 1989, Mayor Richard M. Daley appointed Smith to
replace Kathy Osterman who took a position with the Daley administration, and she was elected
in her own right two years later. Smith enjoyed several successful reelections, the last in 2007 to
her fifth full term as alderwoman.
In serving the 48th
Ward, Smith was dedicated to matters concerning the economic and
residential development, environmental issues, community outreach through education, traffic
and transportation improvements, and expanding services to youth and the elderly. The 48th
Ward, one of the most diverse in the city, is home to the Edgewater and Uptown communities,
with Clark Street as its border to the west, Lake Michigan to the east, and reaching as far north as
Sheridan Road and as far south as Leland.
Through her efforts to bring economic and residential development to the 48th
ward, Alderman
Smith secured nearly $80 million dollars for community improvement projects, and was
instrumental in bringing Tax Increment Financing districts to her community in order to enhance
and encourage community directed redevelopment. As an advocate for human rights, she
worked tirelessly to promote ethnic and racial diversity in the Edgewater and Uptown Business
districts and integrate the new immigrant community with the mainstream structure of the
neighborhood. Recognizing the historical beauty in the 48th
Ward, Alderman Smith led the

campaign for two National Register Historic Designations, Bryn Mawr and Uptown Square. She
worked diligently to rid the ward of problem buildings which brought harm to the neighborhood.
Known as “Chicago’s Green Alderman” Smith served on various parks and environmental
committees including City Council Committee on Chicago parks, City Council Subcommittee on
the Chicago Lakefront, Lake Michigan Federation, and PCB Gone. Her leadership on these
committees earned her a United Nations Environment Programme Award for Citizen Action to
Protect the Global Environment, and she was appointed as the Chicago Representative to the
United Nations/USEPA International Council for Local Environmental Initiatives traveling to
Berlin to open the 10th
Summit in 2000. Smith is known for her concern for the Chicago
lakefront and for her multiple accomplishments for the city parks including new programming,
providing security for the parks, and increasing the access to the park system to all Chicagoans
but especially teenagers and youths.
Alderman Smith worked as an advocate for her community. As an early supporter of Chicago
Alternative Policing Strategy (CAPS) she increased programs for public safety and the fight
against crime, drugs, and gang activity in the 48th
Ward. In addition, Smith spearheaded the
campaign to improve traffic and transportation in her ward by promoting walkability, which
decreases pollution and increases the safety of the neighborhood for residents. Alderman Smith
was honored by the Chicago Civic Federation for her Walkable Edgewater program as well as a
Soles and Spokes award from the Chicago Area Transportation Study. In collaboration with the
48th
Ward schools, Smith secured $55 million for education and school improvements. She also
spoke out for her community when the US Postal Service neglected its services to the ward. As a
consequence, she brought the Postmaster General to Chicago to speak with residents. In addition
to her human rights work with the immigrant community, Smith is an advocate for seniors in
nursing homes as is evident by her role as vice chair of the Illinois Citizens for Better Care.
Alderman Smith was a strong supporter of the North Halsted project and was honored by the gay
community as a friend and ally.
Animal rights and animal control were also an important part of Alderman Smith’s agenda. She
made efforts to rid Chicago of dog fighting and animal cruelty, and has been recognized by
People for the Ethical Treatment of Animals (PETA) for her proposed Elephant Protection
Ordinance. In addition to the previously mentioned committees, Alderman Smith has served as
Commissioner of the Northeastern Illinois Planning Commission and the Chicago Plan
Commission, and has served on City Council Committees on Traffic Control and Safety,
Buildings, Rules and Ethics, Budget, Finance, Historical Landmark Preservation, License and
Consumer Protection and the Mayoral Task forces on Lake Michigan and on Transportation.
Smith retired in February 2011 as alderman.
Scope and Content Mary Ann Smith’s papers pertain primarily to her tenure as Alderman of the 48
th Ward, and are
divided into eleven series with multiple subseries. The collection is a reflection primarily of
Smith’s public works and not her personal life. Thus the business of the 48th
Ward dominates the
content. The collection is organized alphabetically within each series and subseries unless
otherwise noted.

Series 1: Administrative, 1978-2008, n.d., Boxes 1-23 Contains materials related to the operation and activities of Mary Ann Smith and the 48
th Ward
office. A common theme within these papers is the communication and cooperation with
community organizations and businesses. The series has been separated into five subseries.
Subseries 1A: 48th
Ward Office, 1978-2007, Boxes 1-7
This subseries contains papers related to the general operations of the 48th
Ward office.
This includes reports, advertisements, office staff records, community issues such as
requests for ward services, complaints about neighborhood problems, and meeting
information. This subseries also pertains to the activities of Smith as Aldermen including
her travels, her activities with the Democratic Party, and calendar.
Subseries 1B: Correspondence, 1991-2007, n.d. Boxes 7-18
This subseries includes correspondence to and from Alderman Smith and the 48th
Ward
office. Correspondence includes personal notes, letters, facsimile, and interoffice memos.
Please note correspondence can be found throughout the collection in files pertaining to
the subject of the correspondence. Materials arranged chronologically.

This subseries includes newspaper and magazine articles pertaining to Alderman Smith
and 48th
Ward activities. Events include her efforts in preserving the Chicago Lakefront,
the struggle with the US Postal Service operations in the ward, city park development,
and Edgewater and Uptown business and neighborhood development. Materials arranged

This series includes materials related to the activities of the 48th
ward including business
associations, business development, park district, and events such as festivals and children and
youth programming. Materials in this series include correspondence, fliers, meeting notes, and
newsletters. This series includes one subseries.
Subseries 2A: Neighborhood Organizations, 1987-2009, Boxes 29-32
This subseries relates to the business and organization of the 48th
ward block clubs which
are an integral part in the development of the community. The materials in this subseries
include correspondence, fliers, meeting minutes and agendas, notes, and newsletters.

Series 3: 48th
Ward Development, 1983-2007, n.d., Boxes 33-48
This series includes the work of re-gentrification and development of the 48th
ward. The
materials in this series reflect the specific plans and strategies for the improvement of 48th
ward
business districts including Broadway, Bryn Mawr, and Uptown areas. This series also includes
information from the zoning and planning committee. The materials included in this series are
correspondences, meeting agendas, minutes, and notes, maps, and development plans.
Photographs from this series have been removed and placed with the A/V materials. This
series is subdivided into 5 subseries.
Subseries 3A: General, 1988-2007, n.d., Boxes 33-38
This subseries is related to the general development and construction activities in the 48th
ward. It includes information on construction and use of specific buildings, issues related
to the CTA, street and traffic issues, building permits and developers, problem buildings
known as the “Wolf Pack,” Edgewater and Clark Street development, Community
Development Block Grants applications, and Single Room Occupancies (SRO).
Materials included are correspondence, meeting agendas, minutes, and notes, plans, and
fliers.
Subseries 3B: Broadway, 1983-2006, n.d., Boxes 38-41
The subseries is specific to the development of the Broadway business district. It
contains information related to the Broadway TIF (Tax Increment Financing program),
new construction and use of buildings along Broadway, and the zoning and planning of
the area. Materials include correspondence, meeting agendas, minutes, and notes,
proposals and plans, and maps.
Subseries 3C: Bryn Mawr, 1984-2006, n.d., Boxes 41-43
This subseries pertains to the development of Bryn Mawr which includes proposals,
plans, TIF projects, historic preservation, and new construction. Materials in this
subseries include correspondence, meeting agendas, minutes, notes, proposal packets, and
maps.
Subseries 3D: Uptown , 1990-2007, n.d., Boxes 43-46
The materials in this subseries are related to the development of Uptown. This includes
various TIF projects’ application, plans, and proposals, discussion regarding construction
and use of new and existing buildings, and Uptown Theatre preservation. Materials
include correspondence, newspaper and magazine articles, meeting agendas and notes,
maps, and proposals and plans.
Subseries 3E: Zoning and Planning Committee, 1993-2006, Boxes 47-48
This subseries reflects the business of the Zoning and Planning Committee of the 48th
ward. Materials include correspondence, meeting agendas, minutes, and notes, fliers, and
ordinances which reflect the committee membership, and overall planning.
Series 4: City of Chicago, 1987-2006, n.d., Boxes 49-54
This series pertains to the general City of Chicago activities in which Alderman Smith was
involved. The materials in this collection include information on the Department of Housing,

the ComEd Dispute with the city. Materials include newspaper articles, correspondence,

Subseries 4A: Development, 1988-2007, n.d., Boxes 54-58
This subseries relates to the general development of Chicago, including files and
information on lakefront development, the Northeastern Illinois Planning Commission,
North Halsted, Vital Bridges, and various beautification, urbanization, and business
development projects. Materials include newspaper and magazine articles,
correspondence, meeting materials, maps and plans, a book, and project materials.
Series 5: Animal Issues, 1994-2008, n.d., Boxes 59-61
This series reflects Alderman Smith’s special interest in animal issues such as animal abuse and
cruelty. The materials in this series specifically focus on her efforts to stop dog fighting in
Chicago, and bring awareness to elephant cruelty including a letter writing campaign as well as
various animal control and abuse issues. The materials include newspaper and magazine articles,
correspondence, reports, legislation information, educational materials, brochures, and
meeting materials.
Series 6: Education, 1992-2000, n.d., Boxes 62-64
This series pertains to educational issues and schools both citywide and in the 48th
Ward. The
materials relate to specific schools in the 48th
Ward, information on the Local School Council,
Chicago Public Schools, and school programming. Materials include correspondence, news
articles, reports, meeting agendas, minutes and notes, and fliers.
Series 7: Environment, 1988-2007, n.d., Boxes 65-66 This series reflects Alderman Smith’s special interest in the environment. Topics and materials
included in this series are Global Warming, landuse, International Council for Local
Environmental Initiatives, and various environmental issues. The materials include newspaper
and magazine articles, correspondence, plans and projects, meeting agendas, minutes, and notes,
and reports.
Series 8: Legislation, 1990-2007, Boxes 67-76
This series includes legislation submitted and proposed by Chicago City Council. This series
includes materials on the passage of ordinances and resolutions regarding development, business,
transportation, and other matters concerning Chicago and the 48th
Ward. This series is
subdivided into 2 subseries.
Subseries 8A: Ordinances and Resolutions, 1991-2007, Boxes 67-73 This subseries contains city ordinances and resolutions concerning the general
development of Chicago and the 48th
Ward including business growth, transportation
issues, and recognition of city residents of their contribution to their city. This subseries
reflects the official business and actions of Alderman Smith and the 48th
Ward Office.
The series organized in chronological order according to its purpose as ordinance or
resolution.

Subseries 8B: Liquor License, 1990- 2004, Boxes 74-76
This subseries relates to the significant role liquor license regulation plays in business
and general development. The materials in this series reflect the work completed by
Alderman Smith and the community to create regulation to limit the number of liquor
licenses in the 48th
Ward which contributed to the urban blight that was apparent.
Series 9: Police, 1990-2006, Boxes 77-79
This series pertains to the general activities and programming of the Chicago Police. The
materials include information on the 48th
Ward police districts, the Chicago Alternative Policing
Strategy (CAPS), crime issues, and education and programming for the police and the 48th
ward.
The materials include correspondence, fliers, brochures, meeting notes, agendas, and
informational documents.
Series 10: A/V Materials, 1990-2008, n.d., Boxes 80-82
This series includes audio visual materials which document Alderman Smith and the activities of
the 48th
Ward. This includes photographs of events, community and neighborhood projects, and
photographs taken by residents and staff which chronicle building complaints, property
damage, and animal control. This series also includes VHS interviews and dedications with
Alderman Smith.
Series 11: 3D Objects and Oversize, 1989-2007, n.d., Boxes 83-88
This series includes objects and oversized materials related to the Smith’s activities as Alderman.
The materials include plaques and awards honoring the work of Alderman Smith, development
plans, objects reflecting her work with the community, newspaper articles, maps, and
photographs.
Box 89 includes a personalized The Common Law and Other Writings, written by Oliver
Wendell Holmes, Jr. The title was given to Mary Ann Smith by her first staff on October 5, 1989
and added to her collection on April 3, 2014. Inscribed on the first pages is a note written by her
staff and directed at Mary Ann Smith wishing her all the best in her upcoming political career as
an alderman.

Scope and Content This addendum to the Mary Ann Smith Papers contains eight record containers, four oversized
boxes and three oversized flat files of material, totaling 14.5 linear feet. The collection spans the
dates 1971-2011, with the bulk of the materials dated 1987-2001. All of the material in the
collection relates to Smith’s career as Alderman of Chicago’s 48th
Ward and reflects Smith’s
political activities ranging from general administrative obligations to balancing neighborhood
and development interests in the ward. The addendum also contains material related to Smith’s
“Elephant Ordinance,” which aimed to outlaw inhumane treatment of elephants within the city of
Chicago. The majority of this collection consists of paper documents, but also contains
photographs, newspapers, videocassettes, slides, monographs, artwork and other three
dimensional objects. The material has been divided into nine series, one of which is entirely
digital. The organizational scheme for this addendum generally mirrors that of the original
collection, with some slight differences in series and subseries titles. The materials are arranged
alphabetically within each series, and original order was maintained when possible.
Series 1: Administrative, 1989-2011, n.d., Boxes 1-2
Series 1 contains materials relating to the general administrative functions of the 48th
Ward
Office. This includes bureaucratic forms as well as materials related to Smith’s role as a Chicago
City Council member, her participation in democratic party activities, elections, Smith’s
legislative efforts, newsletters, newspaper clippings about Smith and the 48th
Ward, subject files
related to initiatives undertaken by Smith, and other services and issues that arose within the 48th
Ward. This series also contains large amounts of correspondence for the years 1994 and 2008-
2011 that consist mostly of interoffice memos and facsimiles related to official business. There
are portions of email and personal correspondence, as well as a file dedicated to mayoral
correspondence and a file of community letters. Please note other correspondence can be found

throughout the collection in files pertaining to the subject of the correspondence. The
correspondence is arranged chronologically. All other material in this series is arranged
alphabetically.
Series 2: Ward Activities, 1989-2011, n.d., Boxes 2-3
Series 2 contains materials related to various neighborhood associations and block clubs within
the 48th
Ward, along with materials related to other community issues such as 48th
Ward-
sponsored events, parks, and bicycling. There is a substantial portion of material pertaining to
problematic nursing homes in the 48th
Ward.
Subseries 2A: Local Businesses, 1999-2011, n.d., Box 3
This subseries contains materials related to local businesses. Much of this material
pertains to businesses trying to obtain liquor licenses, but some is related to general
zoning or permitting issues. The files are arranged alphabetically by business name.
Please note that business addresses are included on the file labels as well, for building-
specific researcher needs.
Series 3: Ward Development, 1978-2010, n.d., Boxes 3-6.
Series 3 contains information relating to the general development and re-gentrification of the 48th
Ward, and contains four subseries that pertain to specific areas of the ward and a fifth pertaining
to zoning and planning activities. This series contains information on various types of housing in
the 48th
Ward including 4+1 buildings and high-rise apartment buildings. The series also
includes material on the topics of street improvements, parks historical preservation and designs
for new development. The series also contains correspondence related to these projects.
Subseries 3A: Broadway, 1982-2011, n.d., Box 5
This subseries contains materials related to development along Broadway Avenue, and
most of it is related to the Broadway/Berwyn TIF project which was undertaken in the
late 1980s and resulted in Broadway Plaza. Official correspondence, as well as
community letters, are included in this subseries, as are legal documents and plans and
proposals related to the TIF. There is also material related to the Broadway Armory and a
full-length zoning and market study from 2005.
Subseries 3B: Bryn Mawr, 1985-2002, n.d., Box 5
Subseries 3B is specific to the development of the Bryn Mawr commercial historic
district. It contains information on historic preservation efforts, new development and
rehabilitation proposals, materials related to specific housing structures on Bryn Mawr,
the use of TIF funds for preservation, and material reflecting general development in the
Bryn Mawr district. Correspondence, meeting minutes, promotional materials,
development plans, the historic district nomination and other general materials.
Subseries 3C: Uptown, 1991-2007, n.d., Boxes 5-6
This subseries contains material related to development and revitalization in Uptown.
Plans and a Charette for the Broadway-Lawrence TIF are included, as well as information
on commercial development, residential development, the theater district and an Urban
Land Institute study of the Uptown entertainment district.

Subseries 3D: Zoning and Planning, 1988-2008, n.d., Box 6
This subseries covers general zoning and planning efforts in the 48th
Ward, along with
appeal cases of businesses being rezoned, materials related to using zoning legislation to
solve homelessness issues, maps, and zoning ordinances.
Subseries 3E: Housing, 1978-2011, n.d., Box 6
Subseries 3E covers housing issues in the 48th
Ward. This subseries contains information
about problem buildings located along the Winthrop-Kenmore Corridor, affordable
housing, balanced development and inclusive housing, Single Room Occupancy housing,
Location Efficient Mortgages and low income housing statistics for the 48th
Ward.
Series 4: Traffic, 1991-2009, n.d., Box 6
Series 4 contains material that addresses traffic issues in the 48th
Ward, including topics such as:
traffic calming efforts, pavement markings, parking, pedestrian issues, stop lights, signage,
driveways, alleys and issues involving the Chicago Departments of Transit and Transportation.
There are also materials specific to certain problematic itnersections in the 48th
Ward. This series
contains Aldermanic Menu information about financial activities related to traffic, as well as a
State of Illinois Balanced Growth Study that contains case studies of two different streets in
Edgewater. All photographs from this series have been removed and placed with the audiovisual
materials in Series 9.
Series 5: Animals, 1995-2011, n.d., Box 7
The bulk of Series 5 relates to Smith’s efforts to pass legislation through the City Council that
would prevent cruelty to elephants. Materials include: newspaper clippings about Smith’s efforts
as well as national stories related to elephants, correspondence surrounding the ordinance,
community letters of support (please note that only a sampling of these letters and drawings is
included), material relating to elephant deaths at the Lincoln Park Zoo, drafts of the ordinance
itself, subject files and USDA inspections of circuses that owned elephants. There is also a small
amount of material related to a “dangerous dogs” legislative effort. All photographs from this
series have been removed and placed with the audiovisual materials in Series 9.
Series 6: Environment, 1993-2011, n.d., Box 7
Series 6 reflects Smith’s personal interest in preserving the environment and documents her
professional efforts to do so. This series contains material from several conferences on
environmental issues that Smith attended, including the Dynamics of Change Conference, the
Great Lakes and St. Lawrence Cities Initiative, International Council for Local Environmental
Initiatives (ICLEI), and an ICLEI summit at the White House. It also includes work on water
quality and lead poisoning that Smith did, as well as general environmental materials from her
files.
