PENDAHULUAN

Terminal Multipurpose Teluk Lamong dioperasikan pada tahun

2014 bertujuan untuk mengurangi kepadatan arus kapal dan

barang di kawasan Pelabuhan Tanjung Perak..

Kajian mengenai optimasi dan pengembangan fasilitas

Terminal Multipurpose Teluk Lamong untuk memenuhi

kebutuhan jangka panjang dan menyusun kebijakan dan

strategi pengembangan pelabuhan untuk mengantisipasi

pengingkatan arus barang dimasa datang.

1. Bagaimana kinerja pelayanan operasional bongkar muat di

Terminal Multipurpose Teluk Lamong kondisi existing?

2. Bagaimana menentukan optimalisasi dan pengembangan

fasilitas bongkar muat untuk melayani peningkatan arus

barang sampai 20 tahun kedepan dan memenuhi standar

kinerja pelayanan operasional pelabuhan yang telah

ditetapkan pemerintah?

PENDAHULUAN

Rata-rata kapal yang keluar masuk TMTL

1. petikemas: LOA 140 m, kapasitas 500 teus

2. curah kering: LOA 195 m, kapasitas 30.000 ton

Untuk kenaikan arus barang hanya dibatasi pada 20 tahun

kedepan yaitu tahun 2034

Penelitian hanya berfokus pada fasilitas dari dermaga sampai

lapangan penumpukan

Menggunakan sofware ARENA 5.0 untuk program simulasi

Peramalan Arus barang menggunakan regresi linier dengan

PDRB Jawa Timur sebagai variabel

bongkar muat yang optimal, mulai dari dermaga sampailapangan penumpukan.

KESIMPULAN DAN SARAN

Kinerja pelayanan operasional Terminal Multipurpose

Teluk Lamong pada kondisi Existing:

KONDISI MODERAT: pada tahun 2026 nilai BOR terminal petikemas

mencapai 71% dan nilai YOR container yard sampai tahun 2034

masih dibawah SKPOP 80%. Sedangkan untuk nilai BOR terminal

curah kering dan YOR stockpile sampai tahun 2034 masih dibawah

batas SKPOP.

KONDISI OPTIMIS 25%: pada tahun 2021 nilai BOR terminal

petikemas mencapai 73% dan nilai YOR container yard sampai tahun

2034 masih dibawah SKPOP 80%. Sedangkan untuk nilai BOR

terminal curah kering dan YOR stockpile sampai tahun 2034 masih

dibawah batas SKPOP.

pada tahun 2031. Sedangkan untuk nilai BOR terminal curah kering dan

YOR stockpile sampai tahun 2034 masih dibawah batas SKPOP.

KONDISI MODERAT: untuk ASC, headtruck, shipunloader, dan

conveyor sampai tahun 2034 tidak mengalami over capacity.

Sedangkan untuk container crane pada kondisi moderat mengalami

over capacity pada tahun 2028.

KONDISI OPTIMIS 25% ASC, shipunloader, dan conveyor tidak

mengalami over capacity sampai pada tahun 2034. Container crane

mengalami over capacity pada tahun 2023. Sedangkan untuk

headtruck mengalami over capacity pada tahun 2033.

2031 penambahan 1 unit CC dan 1 dermaga dengan panjang

dermaga 200 m. Sedangkan untuk penambahan headtruck dilakukan

penambahan sebanyak 5 unit pada tahun 2033.

2026 penambahan 1 unit CC dan 1 dermaga dengan panjang

dermaga 200 m, pada tahun 2028 penambahan 1 unit CC, dan

pada tahun 2032 ditambahakan 2 unit CC dan 2 dermaga dengan

panjang dermaga 400 m. Untuk luas container yard diperluas pada

tahun 2031. Sedangkan untuk penambahan 5 unit headtruck pada
