Marine and Family Programs - MF programs were reduced by

$130M across the FYDP (~$26M/FY)

• Family Readiness Programs reduced by ~14M/FY (eliminated 134 FROs and 21 MCFTB trainers).

• Children, Youth, and Teen Program reduced by $12.5M/FY. Program efficiencies will be

identified by base that may increase parent fees.

Eliminate Youth and Teen Programs; (estimated 100 FTE)

Eliminate Respite Care; .

Semper Fit and Exchange Services - $30.4M FYDP reduction to Semper

Fit & Community Support - Continued reductions to isolate

reductions to MWR CAT B leisure and recreation programs; moderate/high reductions to CAT A (fitness, Single Marine) predominantly at medium/small commands (60% of baseline is NAF/UFM labor)

- $34.7M FYDP reduction to MCCS Executive Oversight and Direct Command Support

- Required to prioritize APF support to MF program areas where NAF is prohibited and other MWR CAT A programs.

- Degraded support to MR and MF programs (HR, Finance, IT, Procurement, Construction, Management/Oversight); result in program degradation (70% of baseline is NAF/UFM labor)

A/POM15 Impacts Statements

Tuition Assistance

• $44 million to $15 million (FY15) with adjustments to demand during year of execution

• TA is authorization is discretionary and subject to eligibility requirements & funding management procedures. - FY13 TA report - 26,988 enlisted & 1,674 officers enrolled

• Enhanced Eligibility requirements (MARADMIN 611/13): – All first time applicant must have 24 months time in service – Must be promotion eligible – Complete MCI Personal Financial Management – Enroll in only one course for first time applicants – TA shall not be authorized for duplicate degrees/double majors

• Other educational venues: United Service Military Apprenticeship Program, Montgomery GI Bill, Post 9/11 GI Bill, DANTES/CLEP & Pell Grantss
