I have decided to ask for your support once again as I submit my candidacy for an additional three years representing the Eastern Region. NABE is an organization close to the heart of those of us who value bilingual education and fight to ensure all students have access to a quality education built on a strong language foundation. For too long our multilingual learners have paid the price of losing their language in the pursuit of educational success. NABE was created almost 50 years ago by pioneers who wanted to offer educators and students across the country a more successful and culturally responsive educational alternative to monolingualism. The work of NABE continues to be relevant, perhaps, now more than ever. I would like to continue my work in the Board in support of NABE’s mission and lending my educational leadership, global connections, and community involvement experience to NABE. Dr. Pinkos is an educational leader whose remarkable 33-year career has been dedicated to building the capacity of students and families, and the educators who serve them. Her professional journey started in 1984 as an elementary school ESOL teacher and includes service as a school principal and district level executive in the School District of Palm Beach County, Florida - the 11th largest public school system in the United States.

Pinkos’ path as an educator has taken her from principal of a large elementary school in an agricultural community to traveling nationally and internationally to share exemplary practices and research-based strategies with other educators. In 1993, at Gove Elementary School in Belle Glade, Florida, she implemented the district’s first Dual Language program, transforming the school’s linguistically diverse and previously failing student population into a high-performing, bilingual, bi-literate school within two years. That program has mushroomed throughout more than 20 schools in the South Florida school district, replicating academic success everywhere the program is being conducted with fidelity to the frameworks.

One career distinction is Dr. Pinkos’ White House appointment as assistant deputy secretary and director of the Office of English Language Acquisition (OELA) in the United States Department of Education (USDOE) where she worked with state and local education systems across the country to support high quality instructional programs for linguistically and culturally diverse students.

In 2009, she returned to Palm Beach County from Washington, D.C. resuming her leadership in the Multicultural Education Department and continuing her leadership trajectory in 2017 as Assistant Superintendent of Global Education and Community Outreach where she currently serves the District of Palm Beach County students.

I am excited to participate as a candidate for the position of Central Regional Representative for the 2019-2021 term. Throughout my career as an educator, I have been involved with the National Association for Bilingual Education (NABE) in different capacities. For three years, I served as Central Region Representa-tive. In the area of publications, I have served as an Associate Editor and subse-quently as Co-Editor for NABE Perspectives since 2009. In this position, I edit, review, and contact authors for invited manuscripts to be published in special issues. As part of my service activities in NABE I chaired the NABE Outstanding Dissertation Committee in the 2010 and 2011 competition and the 2010 and 2011 NABE Teacher of the Year selection committee.

I currently serve as Higher Education Representative in the 2019-2021 Executive Board of the Texas Association for Bilingual Education (TABE). Historically, my participation in this state organization includes the position of President (2014-2015), Treasurer (2013-2014), elected Secretary (2011-2012 and 2012-2013), TABE Conference Program Committee Chair (2012-2013) and Professional Development Committee Chair in 2008 having the opportunity to serve as a scholarship reviewer and member of the Bilingual and ESL Teacher of the Year selection committees.

As a former elementary bilingual teacher in the public schools of the Rio Grande Valley, I had the privilege to witness the transforming power of bilingual/bicul-tural education. It was through quality bilingual programs that my students and their families affirmed their conviction of the enormous possibilities embedded in their Spanish and English language proficiencies. Our confidence stemmed from the firm belief that access to quality education is key in achieving our personal and collective goals.

Finally, in my position as Associate Professor of Early Childhood and Elementary Education at the University of Texas at San Antonio, I continue to explore ways to design instruction that is congruent with students’ linguistic and cultural back-grounds. In doing so, I seek to contribute to the dissemination of more demo-cratic teaching practices.

On my first day of my first year in a classroom as a bilingual teacher more than 30 years ago, I knew that bilingual education was going to be my life-long passion and define me in profound ways both professionally and personally. My experiences as a bilingual and dual language teacher in Tucson and Chicago, and now as a university professor, researcher, policy advocate, and professional developer, position me well to serve on the NABE Executive Board and help advance its mission to advocate for educational equity, access, and excellence for bilingual/multilingual students and bilingual education professionals. My extensive experience in the field of bilingual education teacher preparation would also contribute to NABE’s efforts on national policies and initiatives to address the chronic bilingual education teacher and school-leader shortages. I have a strong record of advocacy and mobilization, and if elected to be a member of the NABE Executive Board, I would fully commit to advancing NABE’s mission to “influence and help create policies, programs, research, pedagogy and professional development”. It would be an enormous privilege and an honor, to join the NABE Executive Board and have the opportunity to represent the field of bilingual education in all its dimensions, and to advocate on behalf of bilingual/-multilingual and heritage language students, their families, and bilingual education professionals.

My central focus is to continue to support the vision and mission of equity in biliteracy education through research and practice that supports students, teachers, administrators, and bilingual teacher educators in institutions of higher education. During an era of restrictive language policies [CA Prop 227] as a Biliteracy Professor and Immediate Past Chair of the Dual Language and English Learner Education Department in the College of Education at SDSU, I championed and led the model and largest bilingual teacher education-social justice based program in the state of California. I am also the Director of the Formadores de Docentes Binacionales, a project that addresses the needs of the over 54,000 Students We Share between the Mexico/California border. As evidence of my work’s impact I am the recipient of the San Diego County Office of Education Biliteracy Leadership Award, College of Education and University Senate Excellence in Teaching Award, the National Outstanding Latina in Higher Education Award (AAHHE), and the Gomez-Morin Global Education Award (Que-retaro, Mexico). Additionally, I am honored to serve on the editorial boards for the NABE Journal of Research and Practice, the Bilingual Research Journal and NABE Perspectives. I am confident that my background as a biliteracy teacher, school administrator, biliteracy professor, Department Chair, Binational Teach-er Education Director, and University Provost Chair of Faculty Diversity and Inclusion has provided me with an extensive and solid background to serve on the NABE board.

the Bilingual Education Student Organization Special Interest Group with
