RALLY DAY 2013 - On the morning of February 20th over 700 builders, remodelers, developers, and associate members of the Texas Association of Builders gathered at the steps of the state capital to let their voices be heard. As all of the local association members came together to head inside to talk to their elected officials, it started to rain and ironically, the number one issue we

wanted to get across was to support the adequate funding of the state water plan. As we know too well here in Wichita Falls, the shortage of water is a

major issue. However, our area is not the only place seeing very dry times. Over 92% of the state experienced drought conditions last

year. If the water needs are not met, not only will we not have water to flush our toilets, but the cost on businesses and workers would

approximately be $9.1 Billion today and $98.4 Billion by 2060.

Here are some other issues that were deliberated:• Increase vocational education and training in order for

Texas to stay economically competitive. Students need to have an alternate path to graduation in career

specific training. This will not only help the quality of homes that we build, but also make our businesses more efficient in that we will not have to train every new hire on our trade.• Provide adequate funding to meet our state’s growing transportation needs. We all know that without roads to serve our population Texas economy will be impacted in a severe way. • Defend the property owner’s rights to use and enjoy their property to the fullest.• Business taxes, property taxes and property appraisals. Make sure any new taxes or fees do not place an unfair burden on any one industry and support efforts to balance the appraisal process for fairness to property owners.• Make sure fire sprinklers are a choice for

homeowners and add builder representation to the Texas Department of Licensing and

Regulation. Rally Day for me was a not only very rewarding,

but it was also very enlightening on how our legislative system operates. Next rally day I hope to

see many more faces from NTHBA at the capital, because every issue that TAB had affects each one of us.

Gustafson Discusses the Marketplace with Area Home Builders

Realtor Ashton Gustafson, co-owner of Bishop Realtor Group, discussed area real estate at the February Membership Luncheon of the North Texas Home Builders Association, held Thursday, Feb. 7, at the Kemp Center for the Arts. Gustafson said 2012 was not all that unique in that it was almost a repeat of 2011. “The market was relatively flat in 2012,” he explained. “The number of new listings was down 45 from 2011. However, there were more sales, up 5.9 percent.” A total of 76 more homes sold throughout the entire Multiple Listing Service (MLS) area of Wichita, Clay, and Archer counties. He offered a breakdown by price points. “The average price point for home sales was approximately $115,000.00” said Gustafson. “For houses priced above $500,000, the air is pretty thin. In 2012, there were only six closings within Wichita Falls. That is less than one-half of one percent of the total closed market.” The average number of days on the market was 228 days and the current absorption rate of inventory equals 24 months.In 2012, there were 35 homes sold in the $300,000 to $500,000 price range. “So there was a little bit more air to breathe in this price range,” said Gustafson. “The average price per foot was $103.69.” The average number of days on the market was 91 days.He noted that of homes built after 2002, there were 14 sales and there are currently eight homes on the market in this price range. “The active homes for sale average $119 per foot, while the ones that have sold averaged $113.82 per foot.”In the $200,000 to $300,000 price range, 108 homes sold in 2012, while 57 remain as listings. “That is roughly a six-month supply,” said Gustafson. These homes sold for an average of $97.24 per foot.

Of homes built after 2002 in this price range, 17 remain active at a price of $110 per foot, while 48 sold in 2012 at an average price of $105 per foot. “There’s opportunity for builders in this price range as there is only a 3.5 month supply.” Gustafson noted that with low interest rates today, it is hard to believe that six-percent interest rates were the norm just five years ago. “A 30-year note at six percent costs $1,200 per month in principal and interest. At today’s rate, the cost is just $956 per month. Likewise a $100,000 30-year loan at six percent costs $600 per month for principal and interest. Today, that amount just costs $478 in monthly principal and interest payments.” He added, “We’ve seen a charge of people buying up as well as refinancing because of the low interest rates. Affordability is much greater today than it was just 36 months ago.” As for the future, Gustafson said older buyers are trending towards a move out of older homes for smaller newer homes that are easier to manage. “Zero-lot-line development should be good in the decade ahead. I foresee that to be a major opportunity in our marketplace.” He added that there is going to be a lot of “second time” first-time homebuyers. “We had an unusual market from 2008-2010 because of the federal home

Code Gr$$n: Builders Save Big Bucks Through NAHB’s Code Wins

Burdensome and ill-conceived code standards can do major damage to a builder’s bottom line.

That is why keeping building codes flexible, cost-effective and product-neutral remains a top NAHB priority. Every year, NAHB analyzes thousands of proposed codes and prevents onerous requirements that could add tens of thousands of dollars to the cost of building a new home without providing any appreciable benefit to home buyers.

Following are some of NAHB’s victories in the codes arena at the national and state level that saved builders big money.

Expensive home elevator requirement kept out of IRC code. NAHB defeated efforts to include unnecessary accessibility features in the 2012 edition of the International Residential Code (IRC) that would have required all one- and two-family dwellings to be visitable. This would have required builders to provide elevators or lifts in all townhomes and split level homes with entrances that do not open into living space and homes built on a flood plain (requiring raised supports for the foundation). NAHB estimates that 36,600 single-family homes built in 2013 would have been subject to the elevator requirement. NAHB economists calculate that the cost savings to builders from disallowing the elevator requirement will be $652.7 million in 2013.

An average savings of $6,316 on residential fire sprinklers. Since a requirement for residential fire sprinklers was adopted in the 2009 and 2012 IRC, NAHB’s Construction, Codes and Standards staff has worked with state and local associations to defeat mandatory sprinklers in many states. Based on NAHB’s state forecasts of housing starts, NAHB projects a total of 243,000 single-family homes will be built in 2013 in states that would have been subject to the sprinkler requirements. A further economic analysis on the cost to the builder of installing sprinklers in these homes found a projected average of $6,316 per home, with an aggregate savings of $1.54 billion in 2013.

Elimination of accessibility porch requirement will save $1,350 per home. Some advocates have lobbied heavily in recent years to include provisions in the IRC to

make all new homes “visitable” to disabled persons, regardless of whether or not disabled persons were likely to live in or visit the home. NAHB opposed these efforts and kept visitability provisions out of the 2012 IRC.

One of the provisions that NAHB kept out of the code called for a zero clearance entrance, which in turn would require a 4x4 front porch to prevent water from entering the house. Using a front porch estimator available from A.D. Construction, Inc., NAHB staff estimated that the cost of the 4x4 porch needed for a zero-clearance entrance would average $1,350, and that a builder would save that amount on a home normally built without a front porch in areas that have adopted the 2012 version of the code. Overall, this will produce a total annual savings of $89.5 million to the home building industry.Meanwhile, NAHB’s successful effort to prevent widespread adoption of the 2012 IECC energy code in several states was a victory for sensible, flexible, cost-effective regulation. According to the NAHB Research Center’s 2012 IECC Cost Effectiveness Analysis, it costs $7,034 more to build a home to the 2012 IECC than to the 2006 IECC.

tax credit. I sold a ton of homes to people less than 30 years of age. The tax credit of up to $8000 was a huge benefit to the younger and first time buyers. There should be a flood coming back into the market in the $150,000 price range. This could possibly leave a large inventory of $80,000 to $100,000 homes.” He also thought the area around Sheppard Air Force Base continues to be busy. However, “There have been three times as many leases as homes sold in the past twelve months. The outside market has affected us in this area around Sheppard Air Force Base.” He added that there is a three-year supply of homes for sale in that area and there are a lot of homes from which to choose. As for commercial properties, Gustafson said commercial activity was down 28 percent in dollar volume. “Three were 29 land sales recorded in MLS. Only seven were above $100,000 and 22 were residential lots.” All in all, Gustafson ended his discussion with the group by saying, “We’re fortunate to live in the Wichita Falls market. While we have not seen the appreciation that many other areas have, we have remained very stable and there are many markets that envy our position.”

The Fiscal Times: Housing Obstacle 'Could Kill the Recovery'"The housing roadblock that could kill the recovery" read the headline in a news story in the Feb. 4 issue of The Fiscal Times, which is a publication that focuses on the impact of fiscal policy on business and consumers.

From the moment that the lack of AD&C financing became a concern, NAHB has made it a top priority to get credit flowing to the housing sector again. And its efforts to resolve this issue are paying dividends. As The Fiscal Times story illustrates, the association's message to lawmakers, regulators, the media and consumers that a full-fledged housing and economic recovery will not take hold until the credit crunch issue is resolved is gaining traction.

During the 112th Congress, NAHB was instrumental in the introduction of bipartisan legislation in the House and Senate to increase credit for new housing production. NAHB's intense lobbying efforts on behalf of this legislation prompted the bills' co-sponsors to focus on access to construction credit during multiple congressional hearings on small business and banking issues last year. NAHB will seek to build on that foundation in the 113th Congress.

To help increase awareness of this issue, NAHB continues to seek case studies from members who are willing to go public with their problems regarding AD&C financing.
