En conferencia de prensa conjunta conla canciller Patricia Espinosa, destacó queel mandatario se ha comprometido con unareforma global en la materia.

During a joint press conference withMexican Foreign Affairs Secretary PatriciaEspinoza, Clinton said the president hasmade a commitment to work on a compre-hensive immigration reform.

“We are a nation of immigrants and weare a nation of laws. That’s why we thinkchanges must be made, and they will bedone in the next few months,” she said.

“We try to understand the issues thatare affecting your relatives in the UnitedStates.”

Clinton also talked about the appoint-ment of the new US Ambassador toMexico, saying the announcement will becoming soon, “but we can’t do it now.”

She visited Mexico City and Monterreyon March 25 and 26, in preparation to thevisit of President Obama to Mexico,scheduled for mid-April.

Clinton said she had a long conversa-tion with President Felipe Calderon, aboutthe Merida Initiative and global warming.

MEXICO (AP) – Mexican boxingchampion Raul ‘Raton’ Macias, whoreached international recognition forhis intense fights and his bantam-weight championship in the 1950s,died March 23 of cancer. He was 74years old.

For many years Macias, a boxerfrom the populous neighborhood ofTepito in Mexico City, was consid-ered a true idol by the masses. Inthe 1950s the country was paralyzedwhenever his fights were broadcastby radio.

Macias, a boxer who reached star-dom for this great fights and whoalways thanked his trainer and OurLady of Guadalupe for his victories,was hospitalized in Mexico City forcomplications related to prostatecancer, which was diagnosed eightyears ago, according to El Univer-sal Newspaper.

The cancer spread to other organsand underwent surgery to remove

part of his intestine. He had another surgery and remained hospitalizeduntil his death.

He started fighting as an amateur in 1952 and participated in Helsinki’sOlympic Games. In 1953 he turned pro and won his first world champion-ship with the National Boxing Association when he defeated ChamroenSongkitrat by KO in 11 rounds.

His kind personality and ability to connect with the masses helped himsell out the Plaza de Toros Mexico on Sept. 26, 1954, when he defeatedUS boxer Nate Brooks.

Macias retired in 1962, when he was 28. Later on he spent his timetraining a new generation of boxers and acting in soap operas.

During his professional career he had a record of 41-2 and 25 KOs.

MEXICO – El ex boxeadormexicano Raúl “Ratón” Macías,quien alcanzó fama internacionalpor peleas trepidantes y laconquista de un campeonatomundial de peso gallo en la décadade los cincuenta, falleció el 23 demarzo por complicaciones delcáncer que sufría. Tenía 74 años.

Macías, un boxeador oriundo delpopuloso barrio de Tepito, en lacapital mexicana, durante muchotiempo fue considerado elverdadero ídolo del pueblo, puesen la década de los cincuenta elpaís se paralizaba para escuchar lasnarraciones de sus peleas que erantransmitidas por la radio.

Macías, un púgil que alcanzófama por sus grandes peleas y queen las entrevistas agradecía sustriunfos a su manejador y “a laVirgencita de Guadalupe”, fueinternado en un hospital de la capi-tal mexicana debido a lascomplicaciones del cáncer depróstata que sufría desde hace másde ocho años, informó el periódicoEl Universal en su sitio de Internet.

La enfermedad se le extendió alintestino grueso, al hígado y aotros órganos y fue operado paraextirparle un fragmento delintestino.

Sin embargo, el ex campeónmundial no fue dado de alta ysiguió hospitalizado, fue operadonuevamente y siguió internadohasta su fallecimiento.

Su carrera de boxeador comenzócomo aficionado en 1952, que lollevó a participar en los JuegosOlímpicos de Helsinki.

En 1953 comenzó su carreraprofesional y ganó su primercampeonato mundial en la categoríade los gallos de la National BoxingAssociation al vencer por nocáuten 11 asaltos al tailandés ChamroenSongkitrat.

Su personalidad afable y su grancontacto con las multitudes lo llevóa llenar la Plaza de Toros México,con capacidad para 50 mil aficiona-dos que lo vieron derrotar alestadounidense Nate Brooks el 26de septiembre de 1954.

Macías se retiró del boxeo en1962, a los 28 años de edad.Posteriormente fue manejador de

boxeadores y llegó a tenerparticipaciones en telenovelas.

En su carrera profesional tuvofoja de 41-2, y ganó 25 combatespor la vía del nocáut.

The Aurora board of Election Commissioners announces Early Voting Requirements for the April 7, 2009Consolidated election. Voters can cast a ballot prior to the Election Day without offering a reason or anexcuse for wanting to vote early, beginning on Monday March 16, 2009, and ending on Thursday April 2,2009.Early voting will be conducted at the Aurora Election Commission Office, 77 S. Stolp Avenue, Aurora,IL, Monday through Friday from 9:00 a.m. to 5:00 p.m. Saturday and Sunday hours will be from 9:00a.m. to 12:00 Noon. Early voting will be conducted at the David & Karen Stover Visitor Center locatedin Phillips Park (formerly known as Phillips Park Visitor’s Center), 1000 Ray Moses Drive, Aurora, IL.,Monday through Friday from 9:30 a.m. to 4:30 p.m. There will not be any weekend hours at the Visitor’sCenter. The visitor’s Center will use the Touch Screen Machines only. Any person wishing to vote onpaper ballot must come to the Aurora Election Commission.If an early or absentee voter uses the Stolp/Downer parking garage, the parking ticket will be validatedby the election office.State law requires that a registered voter show valid photo identification before early voting. Charges filed against three indrug overdose death

Three men have been charged in connection with the weekend over-dose death of an 18 year old Joliet woman.

Ryan J. Faber, 25, and Christopher D. Parker, 22, both of the 300 blockof South Fourth Street, Aurora; and Kyle B. Hayes, 20, of the 100 block ofWest 22nd Street, Sandwich, have been charged in the drug induceddeath of Amber J. Thompson, of the 7800 block of Jewel Flower Court.

The three men have been in custody since March 22, shortly afterpolice were called to a gas station in the 300 block of South BroadwayAvenue where Thompson was found unconscious and barely breathinginside of Hayes’ vehicle.

Upon investigation it was learned that the four were apparently in-gesting heroin inside of Faber and Parker’s apartment late March 21, intothe early morning hours of March 22.

Documents filed with the Kane County State’s Attorney’s Office, whichauthorized the charges, indicate that Faber allegedly sold heroin to Hayesduring the evening, and that Parker apparently “cooked” the heroin, loadedit into a syringe, and injected an apparently willing Thompson. Sometimelater, the four fell asleep and when the three men awoke Sunday, they wereunable to wake Thompson. It appears that Parker and Hayes placed herinto a vehicle with the intention of Hayes taking her to the hospital; but heinstead stopped at the gas station at about 10 a.m. and called 9-1-1. AuroraFire Department Paramedics transported Thompson to Rush Copley Medi-cal Center in Aurora, where she was pronounced dead at about 11 a.m.

An autopsy conducted at the Kane County Coroner’s Office con-cluded that Thompson’s preliminary cause of death was due to injectionof a controlled substance.

All three are now at the Kane County Jail. Faber and Parker are held on$350,000 bail, and bail for Hays was set at $150,000. All three are sched-uled to appear in court April 3.

Kendall norte en Aurora, se declaróculpable el 17 de marzo de intento deasesinato y fue sentenciado a 19 años,11 meses y 29 días en el Departamentode Correccionales de Illinois.

El 16 de abril de 2000 Beltrán se

acercó a una casa en la cuadra 1500de la calle Superior, en la queestaban reunidos miembros de unapandilla rival. Beltrán hizo variosdisparos, hiriendo a la víctima enel muslo y el trasero. La víctima,

que en ese tiempo tenía 20 años deedad, se recuperó.

Beltrán está actualmente en lacárcel sirviendo una sentencia de 21años por un asesinato ocurrido en1998 y una sentencia de 21 años porhaber sido declarado culpable de

agresión física con un arma de fuegoen el año 2000. Él está cumpliendocon sus sentencias al mismo tiempo.

De cuerdo a la ley de Illinois,Beltrán debe servir cuando menosel 85 por ciento de su sentencia.

Aurora man pleads guilty to gang related shootingAn Aurora man has pleaded guilty to his role in a

2000 gang-related shooting in Aurora.Andres Beltran, 25 (d.o.b. 7-8-1983), of the 100 block

of North Kendall Street, Aurora, on Tuesday, March17, 2009, agreed with the Kane County State’s Attor-ney to a sentence of 19 years, 11 months and 29 daysin the Illinois Department of Corrections in exchangefor a guilty plea to attempted murder.

On April 16, 2000, Beltran approached a house inthe 1500 block of Superior Street, Aurora, in whichmembers of a rival gang were gathered. He fired sev-eral shots, striking the victim in the left upper thigh

and buttock. The victim, who was 20 years old at thetime, since has recovered. Also during the incident,17-year-old Steven Quigley, of the 1500 block of Su-perior Street was struck with multiple rounds. Quigleydied from wounds to his head and back.

Beltran currently is serving a 21-year sentence in IDOCfor a 1998 gang-related murder and a 21-year sentencefor his conviction on a 2000 aggravated battery with afirearm. The sentences are being served concurrently.

According to Illinois law, Beltran must serve at least85 percent of the sentence.

Former Chicago officialfound guilty of hiring fraud

CHICAGO – Chicago’s former streets and sani-tation commissioner was convicted on March 23 ofusing bogus documents and other fraudulent actsin a scheme to load the city payroll with politicalcampaign workers.

Al Sanchez, 61, looked on without expression asU.S. District Judge Robert W. Gettleman read theverdict finding him guilty on four of seven mail fraudcounts, each with a maximum 20-year sentence.

A former aide, Aaron Del Valle, 36, was convictedof one count of perjury for lying to a federal grandjury investigating Sanchez.

“We had a job to do and we did it, and now I’msitting up here convicted of crime and I don’t knowwhat the crime is,” Sanchez told reporters after-ward.

U.S. Attorney Patrick J. Fitzgerald brushed asideclaims that City Hall higher-ups, not Sanchez, wereresponsible for patronage hiring in his department.

“When you are commissioner of streets and sani-tation you can’t duck responsibility for what hap-pens on your watch,” Fitzgerald said. “If jobs aregoing to be awarded to people with clout, if peopleare rigging the system, that is a crime, that is afelony.”

Heavy fire damage at Empress Casino in JolietThe ASSOCIATED PRESS

JOLIET – A fire apparently sparked by a construction worker caused heavy damage tosections of the Empress Casino on March 20 and firefighters had to truck in water to containthe blaze.

The fire, which began about 10 a.m., appeared to have started as a construction workerwelded a kitchen hood in an area of the casino undergoing a $50 million renovation, accord-ing to acting Joliet Police Chief Benjamin Billups. Foul play was not suspected, he said.

Fire officials have “written off” the part of the building that was under construction andfocused on keeping the flames from spreading to the established casino and office complex,said Police Lt. Stephen Breen.

The smoldering, Egyptian-themed casino was closed and did not immediately have areopening date, Penn National Gaming, the Wyomissing, Pa.-based parent company ofEmpress, said in a statement.

Employees will receive full pay and benefits for the next 90 days, and the company isencouraging staffers to spend some of that time volunteering in the community.

Patrons and employees were evacuated and two people were taken to the hospital withnon-life-threatening injuries, Billups said. About 100 employees and construction workerswere in the area when the fire started, but it was unclear how many patrons were in thebuilding at the time.

The $50 million casino renovation project included a new buffet restaurant and otheramenities, said Penn spokesman Eric Schippers. The first phase of the project was to openthis summer and the second later in the fall, he said.

“Our focus now is on the safety of our customers and employees,” Schippers said.

ComEd breaks ground ondowntown Aurora project

This week ComEd broke ground on a nearly one million dollarinfrastructure project to upgrade the underground electrical systemon the east side of downtown Aurora.

“We are committed to keeping the lights on,” said Fidel Marquez,ComEd vice president of External Affairs and Large Customer Ser-vices. “We continue to work with City of Aurora officials to developconstructive solutions that benefit the community.”

This major project will further enhance electrical system capacityand service reliability for customers in downtown Aurora. Theplanned work includes refurbishment of 25 manholes and the instal-lation of more than 12,000 feet of new underground cable.

ComEd has partnered with Aurora officials to develop a work sched-ule for this project that minimizes traffic disruptions for residentsand businesses.

Five construction zones utilizing staggered starts were established.This approach, combined with regular site inspections, effective trafficmanagement as well as daytime and evening work will reduce incon-veniences to Aurora residents.

Construction is expected to last approximately three months.

WASHINGTON – The Obama administrationplans to send more agents and equipment to thesouthwestern border to fight Mexican drug cartelsand keep violence from spilling over into the UnitedStates.

Speaking at the White House March 24, Home-land Security Secretary Janet Napolitano andDeputy Attorney General David Ogden pledged “todestroy these criminal organizations” through aunited effort on both sides of the border.

Many of the moves announced are a continua-tion or expansion of programs that already existedunder the Bush administration.

Violent turf battles among the cartels havewracked Mexico in recent years, and led to a spateof kidnappings and home invasions in some U.S.cities.

Authorities said they will increase the number ofimmigrations and customs agents, drug agents andanti-gun trafficking agents operating along the bor-der.

Prosecutors say they will make a greater effort togo after those smuggling guns and drug profits fromthe U.S. into Mexico.

Officials said President Barack Obama is particu-

larly concerned about killings in Ciudad Juarez andTijuana, and wants to prevent such violence fromspilling over into the United States.

Among the moves the government is making:– Doubling the border enforcement security teams

that combine local, state, and federal officers.– Adding 16 new Drug Enforcement Administra-

tion positions in the southwest region. DEA cur-rently has more than 1,000 agents working in thesouthwest border region.

– Sending 100 more people form the Bureau ofAlcohol, Tobacco, Firearms, and Explosives to theborder in the next 45 days. A recent bill passed byCongress already provided money for the ATF tohire 37 new agents and support staff in the region tofight gun trafficking.

The administration is also highlighting $700 mil-lion that Congress has already approved to supportMexico’s efforts to fight the cartels.

While Mexico has insisted the U.S. take more re-sponsibility in the drug fight, officials south of theborder have also bristled at the increasing “militari-zation” of the border.

Mexico officials are likely to welcome the steppedup efforts north of the border, but they have arguedthat much of the extra border security added recentlyhas made illegal immigration more dangerous anddone little to nothing to crackdown on the illegalweapons trade.

Cargo plane crashes on landing at Tokyo airportTOKYO – A FedEx cargo plane burst into flames after bouncing off a runway in unusually

high winds at Tokyo’s main international airport on March 23, killing the pilot and copilotand closing a major runway for several hours.

The flight from Guangzhou, China, skipped along the main runway at Narita Airportbefore skidding to a fiery halt, according to footage from airport security cameras. Firefightersand rescuers immediately swarmed the plane.

The pilot and copilot – the only people onboard the flight – were pulled from the cockpitand taken to a local hospital, where they were later confirmed dead.

Unusually strong winds of up to about 47 miles per hour were blowing through NaritaCity on Monday morning around the time of the crash, according to the Japan Meteorologi-cal Agency. Airport officials said it was too early to say whether the strong winds causedthe crash.

Local news reports said the plane was an MD-11, a widebody airliner built by McDonnellDouglas and based on the DC-10.

short of Butte airport jerked to the left before nose-diving into a cemetery, killing all 14people aboard, a witness said.

Kenny Gulick, 14, told CBS’ “The Early Show” that he thought he was watching a stuntplane because the pilot was making so many turns.

“He jerked the plane to the left too quickly and lost control of it, but that’s just myguess,” said Gulick. “And all of a sudden it went into a nosedive. I noticed the pilot tryingto pull up but he was extremely low to the ground and he didn’t pull up in time.”

The aircraft had departed from Oroville, Calif., and the pilot had filed a flight plan showinga destination of Bozeman, about 85 miles southeast of Butte. But the pilot canceled hisflight plan at some point and headed for Butte, said FAA spokesman Mike Fergus.

The plane, a Pilatus PC-12, was believed to be taking its occupants on a ski trip toMontana. “We think that it was probably a ski trip for the kids,” Fergus said.

The Pilatus PC-12’s capacity is 12 adults. It was not known whether the extra peopleaboard was a factor in the crash, since seven of the victims were children.

Merengue starCrespo accused ofsex act on plane


MIAMI – Merengue star Elvis Crespo is being investigated after awoman said she saw him performing a sex act on an airplane en routefrom Houston to Miami, according to Miami-Dade County police.

The Grammy winner was mastur-bating in view of other passengerson March 19, prompting the plane’scaptain to radio the Miami Interna-tional Airport’s air traffic controltower, the police report said.

Officers interviewed Crespoupon his arrival but did not arresthim. No charges have been filed.

When asked by police at the air-port about the accusation, the 37-year-old Puerto Rican singer said:“I don’t recall doing that.”

Because the incident took placeover U.S. air space, the FBI is alsoinvestigating. Messages left forthe FBI office in Miami also werenot immediately returned.

According to the police report, 52-year-old Patricia Perea of CanyonGate, Texas, told police she was sitting next to the singer of the hit song“Suavemente.” She said that about 15 minutes after the plane left Hous-ton, Crespo covered himself with a blanket and began to masturbate,then exposed himself.

On March 16, Crespo married his manager, Maribel Vega, in Puerto Rico.

The singer and actress is facing charges inMexico City and the PGR issued a statementsaying they only let the Mexico City officersuse their facilities to execute the arrest warrant,but they didn’t participate in the operative.

Alonso filed a divorce petition to end her relationship with TV person-ality Myrka Dellanos. The petition was filed in Coral Gables, Florida.

Alonso, 27, said his marriage to Dellanos was “damaged beyondrepair,” according to People en Espanol Web site.

According to the publication, Dellanos called the Coral Gables policeon March 25, complaining that Alonso was following her in his car.

El Buki triunfa en ArgentinaEl cantautor mexicano Marco Antonio Solís recibió una serie de

reconocimientos por al venta en Argentina de 320 mil discos de seisálbumes y 120 mil DVD de dos producciones.

Descrito como un “fenómeno inédito” por Manuel Peña, director deUniversal Music Argentina, el Buki se encuentra en la cima de lapopularidad en este país sudamericano, aún con la crisis.

El artista es el primer sorprendido por esta situación, y dice no teneruna idea clara de por qué tiene tanto éxito.

“La gente ya me identificaba desde Los Bukis, pero es claro que el éxito detonócon ‘Si no te hubieras ido’”, dijo en una conferencia de prensa. “ El público mereconoció más y en los conciertos aplauden la trayectoria artística de 32 años”.

Blanco se va del FireBlanco says thisseason last with Fire


CHICAGO – Cuauhtemoc Blanco says this will be his last season withthe Chicago Fire.

“My contract will bedone, and I will leavehappy because I have greatteammates. It’s a decision Imade. I’m going to look forother options,” Blanco saidearlier this week, remarks re-ported March 25 by theChicago Tribune.

“I want to return toMexico or see offers (inMLS) from another team,but this is my last year withthe Fire,” the 36-year-oldsaid. “I think I’ve made animpact here. But when thisseason ends, I’ll look forother options.”

Blanco joined the Firehalfway through the 2007season under the designated player rule and signed a three-year dealworth more than $2.76 million this year.

Blanco gave no reasons for wanting to leave at the end of the season.He has 12 goals and 18 assists in 42 games with Chicago.

“He’s been a fantastic player for us the last two seasons, and we expectthat this season will be his best with us,” Fire president Dave Greeley said.“As for what happens in 2010 ... we’ll have to wait and see what happens.”

Blanco was a substitute in Saturday night’s 3-1 season opening vic-tory over Dallas. Coach Denis Hamlett said Blanco wasn’t in top shapebecause of a knee injury that slowed him during the preseason. Blancoplayed 10 minutes and scored on a free kick.

Blanco said he liked his teammates but didn’t agree with the currentposition makeup of the roster.

Blanco retired from Mexico’s national team last September followinghis 97th international appearance.

agree to accept limits oncampaign contributions andspending in return for publicfinancing campaigns for the

General Assembly and statewideoffices?”
