RECOMMENDATION

THAT Commissioners Report No 2014-P-20 be received for information

REPORT

1 PURPOSE

11 This report provides the annual overview of subdivision and condominium activity in the Region from January 1 to December 31 2013 This overview focuses on those applications which achieved major milestones in 2013 in terms of new applications received applications draft-approved and plans

that were reg istered The report also compares the 201 3 f igures with those that were recorded in 2012

2 OBSERVATIONS

This report contains figures and maps which show the extent and location of subdivisioncondominium activity by area municipality in 2013 A brief summary is provided as follows

bull Applications Received in 2013 27 (1 9 subdivision 8 condominium generating 3261 residential units) (see Figure 1 )

bull Draft Approved plans in 2013 45 (33 subdivision 12 condominium generating 17858 residential units) Note 20 of these draft approved subdivision plans were in the Seaton Urban Area and comprised 16532

residential units from the total (see Figure 2)

bull Registered plans in 2013 40 (23 subdivision 17 condominium generating 2534 residential units) (see Figure 3)

bull Total number of Active Subdivision and Condominium Applications in Durham Region (as of year-end 2013) 260 applications (208 plans of subdivision 52 plans of condominium) generating 10620 in-process units (not yet draft approved) and 32143 draft approved units (see Figure 4)

Appl ications Received

22 In 2013 27 subdivision and condominium applications were received Regionshy

wide compared to 33 applications in 2012 Of these 27 applications there were 2 industrialcommercial plans of condominium and 2 common element plans of condomin ium A common element plan of condominium is typically comprised of private roadways parking and other common areas but no residential units are being created These plans are denoted as CE CDM in Figures 1 to 3 attached

23 The tota l number of residential units within the remaining 23 applications

received was 3261 compared to 2911 units in 2012 In 2013 there were three large plans of subdivision received one in the City of Pickering

comprising 791 units one in the Town of Whitby comprising of 745 units and one in the City of Oshawa accounting for 463 units

24 Approximately 50 of all the proposed residential units in applications received in 2013 were located in the City of Oshawa and the Town of Whitby

About 28 were located in the City of Pickering Just over 18 were located in the Town of Ajax and the Municipality of Clarington The remaining

proposed residential units (about 4) were located in the Township of Scugog and the Township of Uxbridge

Draft Approved Plans

25 In 2013 there were 45 plans which were draft approved compared to 27 in

2012 Of the 45 plans draft approved 5 were common-element plans of condominium wh ich did not include any residential units There was also a commercial plan of condominium situated in a mixed use building that was draft approved

26 In draft approved plans the number of residential units was considerably higher in 2013 than in 2012 (1 7858 units draft approved compared to 3942 units draft approved in 2012) This large increase in the number of draftshyapproved units can be attributed to 20 plans of subdivision in the Seaton Urban Area which were draft approved by the Ontario Municipal Board in

December 2013 Some of these OMS draft approved plans of subdivision

were of considerable size (over 1000 residential units in each draft plan) There were a total of 16532 residential units draft approved through these 20 plans of subdivision in the Seaton Urban Area

27 The remainder of the residential units in draft approved plans (1326) were through smaller plans of subdivision distributed elsewhere in the City of Pickering the Municipality of Clarington the City of Oshawa the Town of

Whitby and the Town of Ajax There were also two draft approved plans in the Township of Scugog and the Township of Uxbridge

28 The number of subdivision and condominium plans that were registered saw an increase from 33 plans reg istered in 2012 to 40 plans registered in 2013

There was also a corresponding increase in the number of residential units contained within registered plans (2534 units registered in 2013 compared to

2103 units registered in 2012)

29 The City of Pickering and the Town of Ajax together had the largest number

of residential units that were registered in 2013 with about 48 of the Regions total The City of Oshawa and the Town of Whitby comprised

approximately 27 of all residential units in registered plans while the Municipality of Clarington comprised about 24

Residential Units by Type

210 The proportion of single detached units in applications received increased

slightly from 40 in 2012 to almost 45 in 2013 There was also an increase in the proportion of multipletownhouse units from 22 in 2012 to over 33 in 2013 The proportion of apartment units decreaseo from 27 in 2012 to just under 12 in 2013

211 Overall there was a good mixture of single and semi-detached units multipletownhouse units and apartment units that were draft approved in 2013 Single and semi-detached units in draft approved plans represented over 35 of the total number of residential units draft approved in 2013 The proportion of multipletownhouse units and apartment units in draft approved

plans were about 36 and 29 respectively The proportion of apartment units has increased slightly from 22 in 2012 For the most part the overall proportions have not changed much since 2012

212 middot There was a slight decrease in the proportion of single detached units in

registered plans over the previous year (55 in 2013 compared to 60 in 2012) There was a corresponding minor increase in the proportion of multiple units and apartment units in registered plans from 2012 to 2013

Active Applications

213 The active applications as shown in Figure 4 fall into two categories Inshy

Process applications (not yet draft approved) and Draft Approved plans (plans that require fulfillment of conditions of draft approval before they can

be registered) As of year-end 2013 there are 260 active applications The In-Process applications reflect the potential for 10620 residential units The active Draft Approved plans have the potential to provide for 32143 residential units More than half of these residential units (16532 units) are attributable to plans in the Seaton Urban Area that were draft approved by the OMB last year

3 CONCLUSION

31 The number of new subdivision and condominium applications received in 2013 dropped slightly from the previous year however the overall number of total residential units increased The number of applications draft approved in 2013 increased significantly from the previous year as a result of the OMB decision for the Seaton Urban Area The Seaton approvals result in a greater total number of residential units in applications draft approved than in the previous year Although single and semi-detached dwell ings continue to be the predominant housing types in Applications Received and Applications

Draft Approved multiple residential and apartment units are also seen as increasing in the proportion of unit types especially in Applications Draft Approved

32 The number of potential residential units that are In Process and Draft Approved is more than sufficient to satisfy the Regional Official Plan policy (Policy 426) requiring a 3 year supply of residentia l units in order to

accommodate residential growth

THAT Commissioners Report No 2014-P-20 be received for information

REPORT

1 PURPOSE

11 This report provides the annual overview of subdivision and condominium activity in the Region from January 1 to December 31 2013 This overview focuses on those applications which achieved major milestones in 2013 in terms of new applications received applications draft-approved and plans

that were reg istered The report also compares the 201 3 f igures with those that were recorded in 2012

2 OBSERVATIONS

This report contains figures and maps which show the extent and location of subdivisioncondominium activity by area municipality in 2013 A brief summary is provided as follows

bull Applications Received in 2013 27 (1 9 subdivision 8 condominium generating 3261 residential units) (see Figure 1 )

bull Draft Approved plans in 2013 45 (33 subdivision 12 condominium generating 17858 residential units) Note 20 of these draft approved subdivision plans were in the Seaton Urban Area and comprised 16532

residential units from the total (see Figure 2)

bull Registered plans in 2013 40 (23 subdivision 17 condominium generating 2534 residential units) (see Figure 3)

bull Total number of Active Subdivision and Condominium Applications in Durham Region (as of year-end 2013) 260 applications (208 plans of subdivision 52 plans of condominium) generating 10620 in-process units (not yet draft approved) and 32143 draft approved units (see Figure 4)

Appl ications Received

22 In 2013 27 subdivision and condominium applications were received Regionshy

wide compared to 33 applications in 2012 Of these 27 applications there were 2 industrialcommercial plans of condominium and 2 common element plans of condomin ium A common element plan of condominium is typically comprised of private roadways parking and other common areas but no residential units are being created These plans are denoted as CE CDM in Figures 1 to 3 attached

23 The tota l number of residential units within the remaining 23 applications

received was 3261 compared to 2911 units in 2012 In 2013 there were three large plans of subdivision received one in the City of Pickering

comprising 791 units one in the Town of Whitby comprising of 745 units and one in the City of Oshawa accounting for 463 units

24 Approximately 50 of all the proposed residential units in applications received in 2013 were located in the City of Oshawa and the Town of Whitby

About 28 were located in the City of Pickering Just over 18 were located in the Town of Ajax and the Municipality of Clarington The remaining

proposed residential units (about 4) were located in the Township of Scugog and the Township of Uxbridge

Draft Approved Plans

25 In 2013 there were 45 plans which were draft approved compared to 27 in

2012 Of the 45 plans draft approved 5 were common-element plans of condominium wh ich did not include any residential units There was also a commercial plan of condominium situated in a mixed use building that was draft approved

26 In draft approved plans the number of residential units was considerably higher in 2013 than in 2012 (1 7858 units draft approved compared to 3942 units draft approved in 2012) This large increase in the number of draftshyapproved units can be attributed to 20 plans of subdivision in the Seaton Urban Area which were draft approved by the Ontario Municipal Board in

December 2013 Some of these OMS draft approved plans of subdivision

were of considerable size (over 1000 residential units in each draft plan) There were a total of 16532 residential units draft approved through these 20 plans of subdivision in the Seaton Urban Area

27 The remainder of the residential units in draft approved plans (1326) were through smaller plans of subdivision distributed elsewhere in the City of Pickering the Municipality of Clarington the City of Oshawa the Town of

Whitby and the Town of Ajax There were also two draft approved plans in the Township of Scugog and the Township of Uxbridge

28 The number of subdivision and condominium plans that were registered saw an increase from 33 plans reg istered in 2012 to 40 plans registered in 2013

There was also a corresponding increase in the number of residential units contained within registered plans (2534 units registered in 2013 compared to

2103 units registered in 2012)

29 The City of Pickering and the Town of Ajax together had the largest number

of residential units that were registered in 2013 with about 48 of the Regions total The City of Oshawa and the Town of Whitby comprised

approximately 27 of all residential units in registered plans while the Municipality of Clarington comprised about 24

Residential Units by Type

210 The proportion of single detached units in applications received increased

slightly from 40 in 2012 to almost 45 in 2013 There was also an increase in the proportion of multipletownhouse units from 22 in 2012 to over 33 in 2013 The proportion of apartment units decreaseo from 27 in 2012 to just under 12 in 2013

211 Overall there was a good mixture of single and semi-detached units multipletownhouse units and apartment units that were draft approved in 2013 Single and semi-detached units in draft approved plans represented over 35 of the total number of residential units draft approved in 2013 The proportion of multipletownhouse units and apartment units in draft approved

plans were about 36 and 29 respectively The proportion of apartment units has increased slightly from 22 in 2012 For the most part the overall proportions have not changed much since 2012

212 middot There was a slight decrease in the proportion of single detached units in

registered plans over the previous year (55 in 2013 compared to 60 in 2012) There was a corresponding minor increase in the proportion of multiple units and apartment units in registered plans from 2012 to 2013

Active Applications

213 The active applications as shown in Figure 4 fall into two categories Inshy

Process applications (not yet draft approved) and Draft Approved plans (plans that require fulfillment of conditions of draft approval before they can

be registered) As of year-end 2013 there are 260 active applications The In-Process applications reflect the potential for 10620 residential units The active Draft Approved plans have the potential to provide for 32143 residential units More than half of these residential units (16532 units) are attributable to plans in the Seaton Urban Area that were draft approved by the OMB last year

3 CONCLUSION

31 The number of new subdivision and condominium applications received in 2013 dropped slightly from the previous year however the overall number of total residential units increased The number of applications draft approved in 2013 increased significantly from the previous year as a result of the OMB decision for the Seaton Urban Area The Seaton approvals result in a greater total number of residential units in applications draft approved than in the previous year Although single and semi-detached dwell ings continue to be the predominant housing types in Applications Received and Applications

Draft Approved multiple residential and apartment units are also seen as increasing in the proportion of unit types especially in Applications Draft Approved

32 The number of potential residential units that are In Process and Draft Approved is more than sufficient to satisfy the Regional Official Plan policy (Policy 426) requiring a 3 year supply of residentia l units in order to

accommodate residential growth

Draft Approved Plans

25 In 2013 there were 45 plans which were draft approved compared to 27 in

2012 Of the 45 plans draft approved 5 were common-element plans of condominium wh ich did not include any residential units There was also a commercial plan of condominium situated in a mixed use building that was draft approved

26 In draft approved plans the number of residential units was considerably higher in 2013 than in 2012 (1 7858 units draft approved compared to 3942 units draft approved in 2012) This large increase in the number of draftshyapproved units can be attributed to 20 plans of subdivision in the Seaton Urban Area which were draft approved by the Ontario Municipal Board in

December 2013 Some of these OMS draft approved plans of subdivision

were of considerable size (over 1000 residential units in each draft plan) There were a total of 16532 residential units draft approved through these 20 plans of subdivision in the Seaton Urban Area

27 The remainder of the residential units in draft approved plans (1326) were through smaller plans of subdivision distributed elsewhere in the City of Pickering the Municipality of Clarington the City of Oshawa the Town of

Whitby and the Town of Ajax There were also two draft approved plans in the Township of Scugog and the Township of Uxbridge

28 The number of subdivision and condominium plans that were registered saw an increase from 33 plans reg istered in 2012 to 40 plans registered in 2013

There was also a corresponding increase in the number of residential units contained within registered plans (2534 units registered in 2013 compared to

2103 units registered in 2012)

29 The City of Pickering and the Town of Ajax together had the largest number

of residential units that were registered in 2013 with about 48 of the Regions total The City of Oshawa and the Town of Whitby comprised

approximately 27 of all residential units in registered plans while the Municipality of Clarington comprised about 24

Residential Units by Type

210 The proportion of single detached units in applications received increased

slightly from 40 in 2012 to almost 45 in 2013 There was also an increase in the proportion of multipletownhouse units from 22 in 2012 to over 33 in 2013 The proportion of apartment units decreaseo from 27 in 2012 to just under 12 in 2013

211 Overall there was a good mixture of single and semi-detached units multipletownhouse units and apartment units that were draft approved in 2013 Single and semi-detached units in draft approved plans represented over 35 of the total number of residential units draft approved in 2013 The proportion of multipletownhouse units and apartment units in draft approved

plans were about 36 and 29 respectively The proportion of apartment units has increased slightly from 22 in 2012 For the most part the overall proportions have not changed much since 2012

212 middot There was a slight decrease in the proportion of single detached units in

registered plans over the previous year (55 in 2013 compared to 60 in 2012) There was a corresponding minor increase in the proportion of multiple units and apartment units in registered plans from 2012 to 2013

Active Applications

213 The active applications as shown in Figure 4 fall into two categories Inshy

Process applications (not yet draft approved) and Draft Approved plans (plans that require fulfillment of conditions of draft approval before they can

be registered) As of year-end 2013 there are 260 active applications The In-Process applications reflect the potential for 10620 residential units The active Draft Approved plans have the potential to provide for 32143 residential units More than half of these residential units (16532 units) are attributable to plans in the Seaton Urban Area that were draft approved by the OMB last year

3 CONCLUSION

31 The number of new subdivision and condominium applications received in 2013 dropped slightly from the previous year however the overall number of total residential units increased The number of applications draft approved in 2013 increased significantly from the previous year as a result of the OMB decision for the Seaton Urban Area The Seaton approvals result in a greater total number of residential units in applications draft approved than in the previous year Although single and semi-detached dwell ings continue to be the predominant housing types in Applications Received and Applications

Draft Approved multiple residential and apartment units are also seen as increasing in the proportion of unit types especially in Applications Draft Approved

32 The number of potential residential units that are In Process and Draft Approved is more than sufficient to satisfy the Regional Official Plan policy (Policy 426) requiring a 3 year supply of residentia l units in order to

accommodate residential growth

approximately 27 of all residential units in registered plans while the Municipality of Clarington comprised about 24

Residential Units by Type

210 The proportion of single detached units in applications received increased

slightly from 40 in 2012 to almost 45 in 2013 There was also an increase in the proportion of multipletownhouse units from 22 in 2012 to over 33 in 2013 The proportion of apartment units decreaseo from 27 in 2012 to just under 12 in 2013

211 Overall there was a good mixture of single and semi-detached units multipletownhouse units and apartment units that were draft approved in 2013 Single and semi-detached units in draft approved plans represented over 35 of the total number of residential units draft approved in 2013 The proportion of multipletownhouse units and apartment units in draft approved

plans were about 36 and 29 respectively The proportion of apartment units has increased slightly from 22 in 2012 For the most part the overall proportions have not changed much since 2012

212 middot There was a slight decrease in the proportion of single detached units in

registered plans over the previous year (55 in 2013 compared to 60 in 2012) There was a corresponding minor increase in the proportion of multiple units and apartment units in registered plans from 2012 to 2013

Active Applications

213 The active applications as shown in Figure 4 fall into two categories Inshy

Process applications (not yet draft approved) and Draft Approved plans (plans that require fulfillment of conditions of draft approval before they can

be registered) As of year-end 2013 there are 260 active applications The In-Process applications reflect the potential for 10620 residential units The active Draft Approved plans have the potential to provide for 32143 residential units More than half of these residential units (16532 units) are attributable to plans in the Seaton Urban Area that were draft approved by the OMB last year

3 CONCLUSION

31 The number of new subdivision and condominium applications received in 2013 dropped slightly from the previous year however the overall number of total residential units increased The number of applications draft approved in 2013 increased significantly from the previous year as a result of the OMB decision for the Seaton Urban Area The Seaton approvals result in a greater total number of residential units in applications draft approved than in the previous year Although single and semi-detached dwell ings continue to be the predominant housing types in Applications Received and Applications

Draft Approved multiple residential and apartment units are also seen as increasing in the proportion of unit types especially in Applications Draft Approved

32 The number of potential residential units that are In Process and Draft Approved is more than sufficient to satisfy the Regional Official Plan policy (Policy 426) requiring a 3 year supply of residentia l units in order to

accommodate residential growth

3 CONCLUSION

31 The number of new subdivision and condominium applications received in 2013 dropped slightly from the previous year however the overall number of total residential units increased The number of applications draft approved in 2013 increased significantly from the previous year as a result of the OMB decision for the Seaton Urban Area The Seaton approvals result in a greater total number of residential units in applications draft approved than in the previous year Although single and semi-detached dwell ings continue to be the predominant housing types in Applications Received and Applications

Draft Approved multiple residential and apartment units are also seen as increasing in the proportion of unit types especially in Applications Draft Approved

32 The number of potential residential units that are In Process and Draft Approved is more than sufficient to satisfy the Regional Official Plan policy (Policy 426) requiring a 3 year supply of residentia l units in order to

accommodate residential growth
