House Resolution No. 2219 said that the CSC Memorandum Circular 19, s. 2011 approved on April 17, 2011, was contrary to the 1987 Constitution and Republic Act 6713.

Rep. Rufus Rodriguez, 2nd District of Cagayan de Oro City, who filed the resolution, said that CSC MC No. 19, S.2011 requires information from months

House adopts resolutionscrapping revised SALNTHE HOUSE OF REPRESENTATIVE adopted a resolution urging the Civil Service Commission to withdraw CSC Memorandum Circular 19, series of 2011 prescribing a revised statement of assets, liabilities and net worth (SALN) form.

before its approval which may have already been forgotten by the ‘declarant’ and this new requirement by the CSC makes his in-advertence punishable.

He said the revised SALN form might be too complex for a public em-ployee who cannot afford to hire the services of an attorney and/or an ac-countant to assist him or

her in the filling up of the said form.

Such a complex form might lead to useless or un-justified complaints against public officers for viola-tions of the law by mere inadvertence, confusion, honest mistake or misap-prehension of diff icult legal and accounting con-cepts, Rodriguez added.

The resolution cited Section 8 of Republic Act 6713, approved on Febru-ary 20, 1985, otherwise known as the Code of Con-duct and Ethical Standards of Public Officials and Employees, which provides that: “Public officials and employees have an obliga-tion to accomplish and

submit declarations under oath of, and the public has the right to know, their as-sets, liabilities, net worth and financial and business interests including those of their spouses and of unmarried children under eighteen (18) years of age living in their households”;

It said that CSC MC No. 19, S.2011 may also be considered as an ex post facto law, which the 1987 Constitution prohibits in so far as the Circular punishes the ‘declarant’ for failure to state his in-come and expenses in the preceding year when the Circular has not yet been published and made ef-fective.

The National Press Forum is the only con-ference of its kind when the collective leadership of the nation’s influential publications convene in

Manila to discuss matters concerning the industry and issues affecting the profes-sional and ethical practice of journalism. This year’s conference theme “Media Accountability and Public Engagement” will serve as opportunity for the media to assess itself since the restoration of democracy over 25 years ago. Atten-dant issues to be discussed will be the Asian Media Barometer: The Philippine Study, media self-regulation and the safety and welfare of journalists.

THINK a minute.About love. It makes

the world go around, right? The problem is that there

doesn’t seem to be much going around!

Most of us know that to love and be loved is what life is all about.

So why is there so little real love in the world?

Why have so many of us not learned how?

How do I learn to love? It’s simple: until I have

been truly loved by someone else, I don’t know how to truly love others.

I know what you’re thinking: “No one has ever loved me like that! I mean really loved me all the time

Learning to love

without conditions, just as I am.” Even our parents and spouse many times fail to love us that way.

So how can I ever learn to love? I’ve got some very good news for you. Some-one already has loved you like that!

You just didn’t know it. We learn to love by seeing

God’s love for us in Jesus Christ.

Jesus loves you without conditions. No person in history has lived with such a perfect kind of love for others has Jesus Christ did. Real love cannot be done by slogans or songs.

They cannot change our self-centered heart and na-

ture.We all want real love, but

none of us is able to give it. That’s why Jesus came: to show us what real love looks like.

Jesus has given us the greatest picture and proof of His love for us—by giving His perfectly innocent life for all of our wrongs.

So how do you learn to love? Just let Jesus love you. Ask Him to take charge of your heart and life everyday.

And as you receive His love and power every day, you’ll start learning how to love others like that; since you’ll always be getting the love you need from Him.

Just Think a Minute.

IN PREVIOUS issues, this corner challenged the consuming public to unite and work together to transform local utility firms into cooperatives. These utility firms are water and power sectors.

We have seen how cooperatives run utility firms with success espe-cially in the power sector. Examples of these are Moresco 1 and Moresco II in Misamis Oriental, Agusan del Norte Electric Cooperative in Agusan del Norte and Bukidnon Electric Cooperative.

If cooperatives can efficiently manage electric co-operatives, then, there is enough reason for a coopera-tive to successfully managed local water services, too.

We issued the challenge in response to complaints about exorbitant rates and surcharges imposed by local utility firms. These complaints were not only on exorbitant rates and on surcharges. Certainly, the ‘unfair’ treatment in the hands of these utility firms must have also inflamed consumers.

However, it is unfortunate that only few people responded in pursuing the challenge. Perhaps, it is human to be mediocre at times when a call for action

The mediocre mindis set. In the end, it suffices to say that we demonstrate frustration and anger by reciting a litany of hallow criticism.

Thus, this corner finds it futile to pursue its call for a signature campaign against local utility firms in Cagayan de Oro City. Perhaps, the challenged was enough for an aggrieved consuming public to respond and organize among themselves to express their grievances.

After all, there were organizations formed to bring these complaints to proper forum. Yet, it appears that the group has ceased to pursue their plans.

We do not know why the group suddenly fell silent. Last year, consumers organized themselves purportedly to guard the consuming public against unfair power rate increases.

Consumers welcomed the birth of the group. Al-though glad, the consuming public cautiously watched the group with keen interest.

Somehow, frustrations sipped in when the group appeared lethargic in addressing consumers’ com-plaints. It seems that the run of the mill consumers’ group has lost steam.

Anyway, optimism is still high that one day a group will come to fight for the interest of the consuming public. react: [email protected]

Ana said that in the past 20 plus years, the Corona couple heaped sufferings upon her parents and the rest of the BGEI stock-holders. She said that they were constantly harassed by the Coronas. “There were people sent to our house with guns, scaring my par-ents, and phone calls in the middle of the night because there were pending cases regarding this corporation,” she said. “Inapi kami talaga (We were really oppressed). If they can do (this) to their own blood relatives, what more to people out there who are old, are not politi-cians, are not rich and are not lawyers? My parents were just ordinary citizens,

‘Justice in my lifetime’just being good citizens here in the Philippines and yet to have your own blood relatives cause this type of injustice is…” She was lost for words and started sobbing.

Ana’s father passed away without getting justice. Her mother, Raymunda is now 83 years old but would like to see justice. And so does Sister Flory who just turned 90. Her birthday wish was: “I want to see justice in my lifetime.”

But with Corona en-throned as the country’s Chief Justice, can justice really be served? Ana said that she will continue to fight because she promised her father on his deathbed, “I would continue his fight

-ooo-WORLD BANK CITES

PNOY ECONOMIC GAINS: And, one good news de-serves another: the World Bank is congratulating the Philippines under President Aquino for doing “a really good job” in achieving low inflation, sustained eco-nomic growth, declining debt burden, stable banking sector, and a comfortable level of foreign exchange reserves.

Wow! And many are saying the President would greatly pale in comparison with the former president, Gloria Arroyo who was his teacher in economics at the Ateneo de Manila

University, when it comes to economic matters. Because of these improvements, the World Bank is keeping its growth projections for the Philippines at 4.2% for 2012 and 5% for 2013. Congratu-lations!

-ooo-RP READY FOR ECO-

NOMIC TAKE-OFF: Over and above this, even a local economic expert, former economic planning sec-retary Cielito Habito, is upbeat about the Philip-pines being ready for an “economic take off ”. In a press briefing for a local bank, Habito is projecting economic growth for 2012 at 4 to 5 percent, or even as high as 6%, unemploy-ment rate going down to 6%

(saying, “we haven’t seen that in a while”), and rise in consumer prices limited to 3-4 percent. Wow!

-ooo-TOURISM IS NOT A

MATTER OF SLOGAN-EERING: Now, back to re-ality: someone should tell the councilors of Tacloban City that instead of uselessly debating about what slogan to use for their tourism campaign, they should try to focus more on improv-ing the peace and order condition in the city, and making Tacloban residents more accommodating and cheerful with tourists.

The reality is that tour-ists will not go to Taclo-ban---or to any part of the Philippines, for that matter---simply because of a good tourism slogan. Sloganeer-ing is a very minor part of any tourism campaign. What we should project instead is that, it is safe to visit the country, and that tourists will not be hurt, molested, kidnapped, or

Th e program was aired over radio station Radio Natin, Love Radio FM from December 2011 to February 2012 as it aimed to advance organic farming as a lifestyle to guarantee food security and self-suffi ciency while upholding an ecological-ly-sound environment, improving the health of producers and consumers alike, and augmenting the income of farmers within the province. Accordingly, it would contribute in the agency’s clamor in propelling and implementing organic ag-riculture practices within the country as mandated in Republic Act No. 10068 or the Organic Agricul-ture Act of 2010, which is principally authored by no less than Agricul-ture Secretary Proceso J. Alcala. Farmer-graduates came from the munici-palities of Baroy, Kapa-tagan, Tubod and Sapad, wherein Agnes B. Padua claimed the coveted top spot aft er complying a series of quizzes and the final assessment exam with distinguished marks. Next to Padua in the honor roll is Fe B. Pan-tinople (2nd honors), Severa S. Bacaling (3rd), Margarita B. Santarita (4th), Marcelita B. Slayan (5th), Merlyn C. Rosal (6th), Teresita T. Calago (7th), Myrna M. Calago (8th), Elisa A. Macalisang (9th) and Teresita M. Bacalso (10th). In attendance to confi rm the graduating

Despite technological advancements, the radio remains a potent tool in bring-ing significant agricultural lessons to farmers located in remotes areas in the province of Lanao del Norte through the DA-10’s SOA program. Elena gleefully handing over a certificate of completion to one of the farmer-graduates. Right photo shows valedictorian Agnes B. Padua extending his heartfelt gratitude for the agency’s program that allows farmers like her to learn a healthier way of farming right at the comforts of her own home.

class is DA-10 RAFID Chief Mary Grace B. Sta. Elena, who put to mind the farmer-graduates to apply and replicate the knowledge, particularly on technologies obtained from the department. Otherwise, she added that their learning will not measure up to the eff orts exerted behind the people of the program, if and when, they will not employ them in their respective farms. During the graduation ceremony, DA-10 likewise conferred the honorees with plaques of recogni-tion and one bag of corn seeds, apiece. Meanwhile, participating students, municipalities, agricul-turists and technicians were given certifi cates of completion and recogni-tion, assorted vegetable seeds, sprinklers and other freebies, courtesy from the agency and the province’s agriculture of-fi ce (PAOs). Also joining the occa-sion is Provincial Agricul-turist Letecia G. Ditucalan and Sangguniang Pan-lalawigan member and Vice Chairman on the Committee of Agriculture Honorable Tawamtawam M. Cauntongan. For this year, DA-10 RAFID is targeting to conduct a total of three SOA programs which intends to bring agricul-tural impact to around 600 farmer-benefi ciaries and an additional of two regular Agri-Pinoy radio programs. Furthermore, the divi-sion would carry on in initiating such program in coordination with the diff erent agriculture of-fi ces in the various prov-inces within the region. # (Joanne L. Olson, DA-10)

SOME people shy away from getting acupuncture because they believe that the costs will be enormous.

In truth, acupuncture can be aff ordable, with initial treatments being $50-$200 in most areas.

Follow-up sessions usually

cost less. Many health insur-ance providers cover the cost of acupuncture, depending on the reason why it is needed.

Be sure to check your policy before paying out-of-pocket. (extracted from Lisa Fayed’s article in About.com Guide)

Hopeless...from page 1

that rushed to the aid of the affected families of Iligan gave them food packages as well as blankets.

Yamcy, in the meantime, was determined to check on the house that they left behind.

“It was not much, but it was ours and if there was any chance that anything could be recovered, I wanted to take it,” he said.

Everyday for the follow-ing three days after Sendong left and the f lood waters began to subside, Yamcy returned to Purok 12.

He saw that the basic structure — the skeleton — of their house had survived, but the roof was gone and many of the walls were dam-aged. He began to clear the house of mud and debris, and salvaged whatever he could from his immediate environment.

As soon as they finish rebuilding their house with the help of relief agencies, Yamcy said, he will go and look for work because he had been unemployed for the last three months. Before Sendong struck, he worked in the market for one of the fish sellers. He carried tubs of fresh fish from the delivery vans to the businessman’s stalls in the market.

“After Sendong, not too many people wanted to eat fish. People were worried that the fish being sold in the markets might have tasted and even eaten bod-ies of people who died in the f loods. The businessman

I worked for closed shop, and all of us, his workers, were rendered jobless,” he explained.

The family now mostly relies on donations and the assistance of relatives who still have money to spare and lend.

While grateful for the donations of instant noodle packets and canned goods like tuna, sardines and the occasional tinned meatloaf, the Diazes are justifiably worried that the a lmost unchanging diet is bad for their little boy.

Whenever they can afford to, they buy vegetables like kangkong (water spinach) and malunggay (moringa) to supplement the rice rations they receive from humani-tarian relief organizations.

They are able to buy meat and fish only occasionally, and always with borrowed money.

Yamcy gestured to the soil in the backyard of their small house.

“I want to clear this area and plant vegetables here. Tomatoes, eggplant, beans are very easy to grow. If we had seedlings, my wife and I as well as our neighbors could begin planting small crops for our own consump-tion,” he said.

Johnamae, in the mean-time, wistful ly wants to reopen a store?

“I used to run a small store before Sendong. Ev-erything in the store disap-peared in the flood, and for a while I really felt bad about it. Maybe one day when Yamcy has found stable work I could start over again,” she said.

Reading...from page 2

for it is the way of life and all thy sins in this world are forgiven,” added Saligon as he quoted the Holy Book

of Qur’an, the Surah Yassin verse.

He even encouraged ev-ery Muslim believer to learn to read the Holy Book with fashion saying “this will be our gate pass to enter the Kingdom of Allah.”

The winners of the 29th Qur’an reading competition

for male category was Khalid Beduk, first place; Jamil H. Daud, second place; Omen Salam, third place while for the female category the first place went to Hedjarah H. Sultan, second place goes to Jamaliah Abdul Kadir, and the third placer was Noraisah Macacasa.

Food and cash for work programsWhen asked if the local

and national governments have done anything to help the residents of Purok 12, Yamcy ruefully shook his head.

He said he was not re-ally aware of any efforts the government was doing.

“There was a ‘food for work’ program and another called ‘cash for work,’ but they didn’t last long and not everybody was given oppor-tunities to participate. It was a three to five day-scheme, I was told. Work for three or five days and be paid P200 ($5) every day, or get food packages. The problem was each man was only allowed to register with the program once and that was it,” he said.

In a report in the Philip-pine Information Agency dated February 16, it was stated that the Department of Labor and Employment implemented the emergency employment program Yamcy described.

The program was first implemented on February 6, with each worker being given P215 ($ 5.12) per day for 15 working days.

They were provided with working tools like shovels, rakes, and wheelbarrows which were to be returned after the completion of the clean-up operations in the evacuation centers and pub-lic areas.

The local government admitted that there were problems with the clean up of the dirt, mud and garbage

in the heavily-affected areas so the authorities came up with cash for work program.

Jun Reyes, 44, also lives in Upper Hinaplanon. Be-fore Sendong, he worked as a security guard, but since the typhoon, he has been unemployed.

He applied for the cash for work program. He said he was given P250 ($5.95) a day for 10 days.

In the food for work pro-gram, he heard that people were give a half sack of rice for five days of work.

“That was the only catch — a person can only work once for the program and that was it. I suppose it’s a fair enough deal, but I’ve heard that the Iligan lo-cal government received so many cash donations so one can’t help but wonder where all the money has gone. I don’t think the lo-cal government could have used up billions and billions of donations in just a few months,” he said.

currency exchange, prepaid card and phone reloading, and bills pay-ment to over 300 merchants like Meralco, Manila Water, Globe, Sky Cable, PLDT, Philippine Red Cross and Ateneo de Manila Univer-sity.

Unique features include the ability to schedule funds transfer and bill payments, which is useful for funding and paying recurring obliga-tions, and online subscrip-tion and redemption of investment funds.

According to award-giving body DigitalFili-pino.com, an independent community of e-commerce professionals and enthusi-asts who promote best e-commerce practices in the country, bpiexpressonline.com was particularly cited for the significant growth of its online customers, breadth of product offer-ings, design and function-ality.

The award’s stringent evaluation includes search-engine and social media visibility, website traffic and stickiness, as well as

“My UE line-up is a mixture of my team A and B because I had to leave some of my players who had problems with their academics ,” said Codiñera, whose father Filomeno is also a legend-ary national softball and baseball coach.

The 6-foot-6 Codi-ñera became the young-est member, at 17, of the RP men’s basketball team under coach Ron Jacobs before turning pro in the Philippine Basketball As-sociation (PBA).

Meanwhile, Codinera had earlier wanted to get Renzar Henry Asilum of Davao City to play for his University of the East Red Warriors basketball team.

In fact, Codiñera al-ready had a verbal agree-

technical performance.“The BPI website was

designed and continues to evolve to make banking easy for our customers. With bpiexpressonline.com, clients can bank from home or from the office at any time of the day.

They can manage their accounts easily and conve-niently so they have more time to spend on other important matters,” said BPI Senior Manager Anj Mirasol.

bpiexpressonline.com has won many awards since it was launched in 1999, notable of which is a citation by Global Finance magazine in 2011 for Best Consumer Internet Bank.

BPI was among 30 awardees in various cat-egories representing the most visited websites in the country feted at the 5th Digital Filipino and Search Profile Index Web Awards held at the Peninsula Manila Hotel in Makati City on February 24.

Among the winners are: Inquirer.net for print news, Pep.ph for entertainment, Census.gov.ph for govern-ment, and Globe.com.ph for telecommunications.

ment with Asilum’s father Henry.

But the Asilums had changed their mind and instead the peppery point guard who played for the Philippines Under 17 bas-ketball team in the 2011 SEABA Under 16 opted to suit up for the Uni-versity of the Philippines Maroons.

“Ganun talaga eh, min-san meron ganun sa bas-ketball. Nagka shake hands na kayo pero mag-iiba pa rin ng isip (It’s normal in basketball. You have already shook hands but sometime mind changes),” Codiñera told a sports fo-rum at the Royal Mandaya Hotel here.

Henry Asilum is coach-ing the RMH Davao Youth Selection composed most-

ly of players f rom the Ateneo de Davao High School which is playing an exhibition game with the visiting PH Under 14 national team under coach Mark Herrera.

The RMH Red Warriors will also be reinforced by former PBA cagers Chris Calaguio and Dondon Ca-maso and 6-foo-8 import Charles Mamie.

P B A v e t e r a n a n d Davao-born John Ferri-ols of B-Meg might also play for RMH, according to team owner Glenn Es-candor.

“Wala naman problema sa amin sa pag adjust sa system sa team (We don’t have problems in adjust-ing the system with the team). We can provide the veteran’s role and guide the young ones,” said Calaguio, who only retired last 2010.

Camaso, on the other hand, said that they will share their experience on their young teammates.

Codiñera said he has no problem with Mamie, who grew up in Manches-ter, England, since he had joined the practice of the Warriors in Manila for three months.

“Coach Jerry is like a brother to me also,” Ma-mie said.

Codiñera said he will still try to get more players from Davao or Mindanao to beef up his squad.

T h e R M H - U E R e d Warriors was still play-ing against the Phoenix Petroleum represented by the San Sebastian College Stags as of press time.

Also competing in the four-day league sanctioned by the Samahang Basketbol ng Pilipinas Mindanao Cluster B under Regino “Boy” Cua are the Mon-tana Pawnshop Davao and Goldstar Hardware Davao.

“We will just have to fight and play our best to them,” said Codiñera, who is married to a Da-bawenya. (PNA)

for justice.”In an interview with

Ted Failon of TV Patrol, Sister Flory said that she’s willing to testify at the im-peachment trial of Corona. She said that the Coronas could keep the money, all she wanted is to see justice done.

What goes around…Well, Ana and Sister

Flory might finally see the light at the end of the tun-nel. Last March 12, Corona’s lawyers started their presen-tation of Corona’s defense. But Corona’s defense panel has a dilemma. For Corona to avoid culpability, his de-fense lawyers have to prove that the P11 million “cash advance” and the P32.6 million he withdrew from PSBank on December 12, 2011 does not belong to him. If so, then Corona would have to return the monies to the rightful owners, the heirs of the Basa-Guidote clan.

Indeed, Ana might fulfill her deathbed promise to her father and Sister Flory might get her birthday wish granted. And how about Corona? One thing for sure, he might be able to get away with betrayal of public trust but he can’t escape from the Law of Karma. As someone once said, “Nothing escapes the Law of Karma. You get from the world what you give to the world.” Yes, what goes around comes around.

LGUs TO DEMOLISH, PNOY URGED: Then, also, the government should ad-dress the complaints brought to the United Nations by Filipino human rights or-ganizations which say that violent demolitions and arbitrary detentions have increased all the more dur-ing the Aquino presidency. President Aquino should lead in the drive against demolitions and detentions, by pushing legislation to remedy the problems.

One bill he should insist on is the amendment of the Local Government Code of 1991 (Republic Act 7160) to remove a provision that allows city and municipal officials to carry out demo-litions even without court orders. Then, the other one is an amendment of the Re-vised Penal Code to make illegal arrests and detentions a heinous crime, punishable with life imprisonment and immediate dismissal.Fare...from page 1

Iway told InterAksyon.com, the news portal of TV-5.

Iway said the fare hike will apply to all regions except Region 12, which did

not seek a fare adjustment. He said there was no

need for a fare matrix be-cause the 50-centavo hike is just an “add-on.” There will be no additional charge for every kilometer after the first five kilometers.

Iway added that the pro-visional fare hike will be in effect while the LTFRB deliberates on the “main” petition for a P2 fare hike.

In a radio interview, Department of Transporta-tion and Communications (DOTC) Secretary Manuel Roxas II said: “Ang report ni LTFRB Chairman [Jaime] Jacob, pinagpasyahan ng LTFRB na 50 centavos one-time sa unang sakay ang dagdag na maaaring ipataw ng jeep drivers.”

Earlier, LTFRB spokes-person Sonia del Mundo said the LTFRB considers a petition to hike jeepney fares as “urgent.”

However, Del Mundo said a petition for a P2 increase to the current P8 minimum fare for jeepneys is still undergoing public hearings and consultations.

Among the transport groups that sought a 50-cen-tavo provisional fare hike were:

• Federation of Jeepney Operators and Drivers As-sociation of the Philippines (Fejodap)

• Al l iance of Con-cerned Transport Opera-tors (ACTO)

• Pangkalahatang Sang-gunian Manila and Suburbs Drivers Association (Pasang Masda)

• 1-Utak• Liga ng Transportasyon

at Opereytors sa Pilipinas (LTOP)

They said they could no longer cope with the rising prices of fuel and spare parts. Some transport

groups have also held pro-tests to press for an increase in fares.

He said, however, that jeepneys will be required to roll back the minimum fare once diesel prices go back to P45 per liter.

Meanwhile, the weekly average oil price of the Or-ganization of Petroleum Ex-porting Countries (OPEC) continued to increase last week, rising to 123.74 U.S. dollars per barrel, the Vien-na-based cartel said Monday.

OPEC oil prices have risen for six consecutive weeks since mid-February, partly due to volatility in Iran and much of the Middle East.

It is said one of the major topics discussed between British Prime Minister David Cameron and U.S. President Barack Obama during a recent meeting at the White House was the need to release strategic petroleum reserves to sta-bilize oil prices.

Although the White House later denied this, it highlighted concerns over the current trend of increas-ing oil prices.

The International Energy Agency said the global eco-nomic outlook this year is expected to be weak.

Despite U.S. crude oil inventories rising by 1.75 million barrels in March, a strong U.S. dollar, and no sign of a supply short-age in crude and refined oil market, international oil prices have continued rising. Last week, daily oil prices reached a record high of 124.59 dollars a barrel.

“The market is inconsis-tent with the oil price trend, which is puzzling,” said Tony Rosado, an analyst at Global Markets. With a report from Philippine News Agency

With the search for Miss Pasungko Sig MisOcc 2011, Mr. Ramiro said the prov-ince of Misamis Occidental is making a name nation-wide, if not worldwide, through Ms. Manago’s entry to the Ms. Earth search.

“The governor has hept on reminding me to do my best to promote Misamis Occidental through the GO HERMIE agenda tour-ism plans and programs,” he said.

Recently, the Provincial Tourism Council has met to prepare its plan for the third Pasungko Sig MisOcc 2012

amid financial constraints due to the reduced allotment on internal revenue from the national government.

Mr. Ramiro confirmed that the lady governor prom-ised him that the provincial government will surely set aside funds for the third Pasungko Sig MisOcc 2012 as it will also celebrate the province 83rd founding aniversary on November 2, 2012.

Meanwhile, Governor Ramiro, who attended the meeting, was elated over the recent development.

She assured that the province’s efforts to boost the tourism industry will continue––and that she will ensure that fundings are readily available as needed.
