Summary of Deliberations in the Nodal Officers Meeting on SEM Data Coordination held on 29th March 2016 at SRPC, Bengaluru
Background
The 1st meeting of Nodal Officers for SEM coordination was held on 15th July 2015 and the Record Notes of the Discussions were circulated on 22.07.2015.
In the 30th Meeting of Commercial Sub-Committee of SRPC held on 4th February 2016 it was agreed to convene the 2nd Meeting of Nodal Officers for SEM data coordination. Accordingly, the 2nd Meeting of the Nodal Officers was conducted in SRPC, Bengaluru on 29th March 2016.Thelist of participants is enclosed at Annexure-1.
Introduction
SE (C), SRPC welcomed all the Nodal Officers and participants to the 2nd Meeting of Nodal officers for SEM data coordination. He requested the utilities to send the SEM data to SRLDC within the prescribed time as stipulated in the IEGC.
DGM, SRLDC welcomed all the participants to the meeting. He thanked all the nodal officers for the excellent cooperation being rendered by them. He stated that the response from the coordinators had been encouraging and the improvement in data receipts was noted. He requested nodal officers/maintenance staff to maintain sufficient spares /accessories at the locations for early rectification.
SRLDC made a presentation regarding the salient features of SEM, measurement, principle and accounting procedure etc. The copy of the presentation is available at Annexure-2. Agenda points were taken up for deliberation by SRLDC.

Deliberations in the meeting:
a. AP: SRLDC informed that SEM with huge time drift is replaced at Nunna and the present time drift is 11-12 minutes. SRLDC pointed out that Time drifts of SEMS should be checked before installation for ensuring no time drift. SRLDC also informed that huge time drifts were being observed in the SEM data pertaining to the lines VTS-Malkaram, Srisailam-Dindi & KTS-Nunna.
b. TN: TANTRANSCO informed that the SEM at Thiruvalam end would be replaced with the new SEM by 15.04.2016.With respect to SEM at Kayathar, SRLDC informed that powering up the SEM through external supply needed to be expedited as during the LC of the elements, the data collection was not possible due to lack of external supply. TANTRANSCO informed that a workshop was held for all the field officers regarding the pending issues with respect to SEMs. The issue would be solved with in a month’s time.
c. Karnataka: Regarding the non receipt of SEM data from Guttur, Kadra and Kodasalli, SRLDC informed that there were some metering issues at Kadra & Kodasalli and needed to be expedited whereas the data from Guttur was not consistent. It was observed that Kodasalli data had been improved since few days. Karnataka informed that the matter shall be taken up with Kadra & Kodasalli stations and would be resolved shortly. KPTCL informed that there were SEM issues at Nelamangala (L&T make). L&T suggested KPTCL to change the SEMs being very old meters.

d. PGCIL, SR I: With respect to time drift at Nellore PS, forum requested SRTS I to replace the meters at the earliest. PGCIL , SRTS I informed that time drift of ~13 Min is observed at two of the SEMs at Nellore PS and the rest of the SEM are having drift of ~2 Min. . It was also informed that necessary instructions have been given to stations to correct the drift every week. SRLDC recollected that in the past Regional Labs, during the period of storage, SEMs were being kept powered up in alternate batches to avoid draining of the internal battery. Similar practice may be continued to reduce the Time drift during storage..
e. PGCIL, SR II: SRLDC informed the similar issues as in Kayathar case were there in Karaikudi SS, i.e during line outage, data collection was not done. SRTS- II informed that necessary instructions regarding the same had been given to the station and would be rectified shortly.
Forum suggested to replace the SEMs where time drift was of more than 5 minutes and problems persist.
f. Installation of SEM’s at Hoody, Mysore and Hosur
The following were deliberated wrt non –availability of SEMs on Nelamangala lines 1 &2 at Mysore and at Hoody. Hosur etc.
SRTS II,PGCIL informed that they were not having sufficient SEM’s for replacement.
SE(C),SRPC enquired about the status of procurement of 200 number of SEM’s order placed by PGCIL.PGCIL informed that they were yet to get SEM from the manufacturer (SML) to install the SEM’s.
Representative from M/s SML informed that they would supply the SEM in a phased manner. He also assured that 30 no of SEMs would be supplied to PGCIL latest by 15th April 2016.
SRTS II,PGCIL informed that they have installed SEM at Hosur end of 400 kV Hosur –Salem Line 2.
SRLDC requested SRTS II,PGCIL to install SEMs on priority basis at Hoody end of 400 kV Kolar-Hoody Line I & II and at Mysore End of 400kV Nelamangala –Mysore Line I & II.
SRTS II,PGCIL agreed to install the SEMs within 5 days after receipt of SEMs from Secure Energy Ltd.

g. Reactive Register Jump
SRLDC informed that reactive register jump was observed by them in few locations in SR and the list of such incidents were tabulated below.
Elster Make: M/s Elster representative requested PGCIL to hand over two of the four defective SEMs for testing immediately and the remaining two SEM’s at a later date for testing.
L& T make: M/s L&T also requested PGCIL to hand over the defective SEM for replacement.
h. Deliberations regarding SEM data Storage and Record keeping
SRLDC requested the utilities to preserve the SEM data for future reference.
NLC TS2 enquired about how many years data needs to be stored, so that they can appraise their management for procuring higher capacity storage device (hard disk). The committee felt as the data has high commercial value, it needs to be stored for posterity for an unlimited period by suitably tagging with week name and station /feeder name. Record of CT/PT ratio changes also is to be maintained.
NTPC, NLC and other constituents requested regarding directions (i.e minutes of the meeting Regulation etc) to increase the capacity of hard disk to store the SEM data.
PGCIL enquired whether data of block wise SEM data can be transferred to RLDC/SLDC after the completion of the each block (in real-time). M/s SML representative clarified the same is possible with Mod Bus protocol. M/s Elster representative also stated that the data can be shared with open protocol using RS 485 interface.

Committee requested the meter owners to specify the modbus protocol in future procurements so that AMR like scheme can be implemented without any need to obtain the data transfer protocol from the manufacturer.
i. Kaiga GT-4 Under recording issue
In the meeting Kaiga GS highlighted the under recording of the SEM at GT-4.
SRTS II, PGCIL agreed to replace the SEM.
2. Delay in Receipt of SEM data:
SRLDC informed that frequently, data was being received after 12noon of Tuesday, from the following stations. 1. Guttur 2. Kadra
SRLDC highlighted the list of stations where SEM data is being received after 12:00 noon of Tuesday and is enclosed at Annexure-3. All nodal officers agreed to ensure data transmission to SRLDC in a timely manner.
3. Non-compliance of SEM data format:
SRLDC informed the SEM data format error in SML SEMs is resolved and the revised software needs to be circulated to all the sites.
Deliberations in the meeting:
SML representative informed that they shall provide the revised software with necessary instructions to PGCIL.
It was noted that revised patches had been received at SRLDC, but not the sites
PGCIL agreed to circulate the same to all the nodal officers and Nodal officers were requested to ensure that the revised software shall reach all stations under their purview.
SRLDC requested SML and L&T to provide an option in the software so that multiple MRI files can be converted to a single NPC file. SML agreed for the same. SRLDC requested L&T to provide the same features in VINCOm as available in VINPLUS. Alternately, Software in DCD and down loading software in the PC may be upgraded to VINPLUS version so that for the same meter, VINPLUS can be used. This would also resolve the over-

recording problem. L&T assured they would coordinate with Meter owners SRTS-I, SRTS-II and do the needful.
4. Naming convention for the data file
SRLDC informed the locations (from which they have yet to resolve)regarding Non-compliance of Naming convention for the data file (station end dd mm) –Annexure- 4 .
Deliberations in the meeting:
All Nodal officers agreed to send the SEM data as per the naming format prescribed by SRLDC.
PGCIL requested SRLDC to circulate naming format and station codes.
SRLDC agreed to circulate the same to all the nodal officers. The same is available in the web link: http://srldc.org/SEM%20Logistics.aspx
All the utilities agreed to resolve the issue latest by 11.04.2016.
5. Non Receipt of encrypted data and NPC (text) files:
SRLDC informed that all the sites need to send encrypted file (MRI/DAT/RM3) as well as NPC file every week to SRLDC. Stations sending either encrypted file only or NPC file are listed in Annexure-5.
Deliberations in the meeting:
SRLDC informed that many sites were sending either encrypted file or NPC file only. NPC files were coming partially from Vijayawada.
It was noted handling of L&T meters software was very difficult. L&T informed that at some location like NCTPS and MTPS NPC files were in the form of DAT files but nothing wrong with software.
All the sites needed to send both encrypted file (MRI/DAT/RM3) as well as NPC file every week to SRLDC.
All the Nodal officers agreed to resolve the issue by latest by 11.04.2016.

6. Over recording of SEM:
SRLDC presented few instances of over recording of SEM and the list of such incidences are detailed below.

Deliberations in the meeting:
SRLDC presented the list of cases of over recording in the L&T SEMs.
SRLDC expressed concern that such instances are on the rise.
SRLDC requested Meter (SEM) owner may take up the issue with the manufacturer and arrange for resolution of the same.
The forum requested the owner of the SEM to take up the issue with manufacturer and arrange for remedial measures such as upgrading the software of DCD and PC.
SRLDC presented the Sample Graphs indicating over-recording.
Manufacturer informed that the problem is due to use of Vincom.
Wherever VinCom version is loaded in DCD, it s to be replaced with VinPlus in DCD as well as PC.
Forum requested PGCIL to replace the software in all sites.
7. Time drift Statements
Deliberations in the meeting:
SRLDC informed that Significant improvement was observed in AP and Telangana whereas in case of Karnataka more efforts are required.
SRLDC expressed concern that Nodal officers of Karnataka and TN yet to take care of the Time drift statements issue with the site people.
SRLDC listed the locations were Time drift statements are not being received regularly (Annexure-6 ).
All the Nodal officers were agreed to resolve the issue latest by 11.04.2016.
8. Non-compliance of Specifications with respect to Time Correction of SEMs at NLC TS-I Expansion.
SRLDC informed that whenever time correction is carried out, there aa/rr flags were not found in the NPC data of SEMs installed by NLC TPS-I Exp.
The matter was brought to the notice of the Station several times and was also discussed in the 19th Commercial Committee meeting held on 16-07-12.

SRLDC informed the forum that though the station said that they had initiated action, the problem is persisting.
Deliberations in the meeting& Update:
NLC TPS –I Expansion informed that the process of replacement of SEMs has been initiated and the SEM shall be replaced shortly.
NLC TPS –I vide email dt 02.04.16 informed that Time Drift statement of NLC TPS-I Expn (Annexure –7)
9. Intimation regarding discrepancies in the data recorded.
Deliberations in the meeting :
SRLDC informed that they have been reporting certain discrepancies observed in the SEMs to the concerned Nodal officers via Email and the same is being displayed in SRLDC website also.
SRLDC expressed their concern that response from nodal officers is not encouraging.
All the Nodal officers agreed that they would inform the reasons for discrepancies .
10. SEMs connected with Reverse polarity:
SRLDC informed that in the following locations the SEMs installed are being connected with reverse polarity. The connections need to be changed as per convention with prior and post intimation to SRLDC.
1. 230kV Moozhiyar Line at Theni.
2. GT- 1 (Main & Check) at NTPL
3. GT- 2 (Main & Check) at NTPL
4. 400kV Malkaram Line at Hyderabad
5. 132kV side of ICT-1 at Ramagundam
6. 132kV side of ICT-2 at Ramagundam

11. SEM replacements or CT/PT changes:
In the meeting SRLDC informed the following
Any installation /removal/replacement of the SEMs or change in CT/PT ratio shall be informed to SRLDC in advance and confirmed through mail after completion..
Main and Check/Stand by SEMs should not be replaced on the same day. SEMs to be replaced only after ensuring availability of data of fall back SEM.
The data of both old and new replaced SEMs to be collected on the next day and transmitted to SRLDC for proper validation and energy accounting of the week.
Deliberations in the meeting :
SRLDC requested all the utilities to take prior consent of SRLDC for SEM replacement, CT/PT changes in their system to have a better accounting at SRLDC end .
SRLDC also insisted that any work affecting the SEM’s shall be informed in advance to the SRLDC.
Nodal officers agreed for the same.
12. SEM data collection in case of element outage:
SRLDC informed that there were number instances where SEM data could not be collected due to outage of both Main and Standby meter ends of the feeder.
Deliberations in the meeting :
SRLDC informed that there is no improvement in Kayathar end .
TN assured the issue will be resolved latest by 15.04.2016.
13. Replacement of old SML B-type SEMs
SRLDC informed that the (old) SML B-type SEMs which have completed more than 10 years of service, at the following locations need to be replaced with new SEMs.

b. Thiruvalam (230kV Chitoor Line)
Deliberations in the meeting :
TANTRANSCO informed that the issue would be resolved latest by 30.04.16 .
14. Missing Subject in the mail while sending SEM data
SRLDC informed that in the subject of the mail, some of the Senders are not mentioning the Names of the station from which SEM data is being sent, causing difficulty in quick identification.
Mentioning the Name of the station and the week name in the Subject will also help in confirming receipt to the sites.

SRLDC informed that the issue is resolved.
15. Clearing of DCD before taking new reading
SRLDC informed that some of the sites are not clearing the DCDs before collecting the current data because of which old data of previous weeks (in some cases even months) is repeating in the current week reading.
This will not only increase the file size but also causing difficulties in processing the data file.
As a result a lot of time is lost in manually deleting.
Some of the locations where this problem is being observed are:
a. Nunna
b. JSW
c. Xeldem
Deliberations in the meeting:
SRLDC informed that this issue had improved to a large extent.
SRLDC requested to keep the additional set of DCDs, cables, cards etc at the stations to avoid unforeseen difficulties.
SRTS-I and SRTS-II agreed for the same.

16. Reporting of problems related to SEMs
Deliberations in the meeting :
SRLDC informed that many of the sites report the problems related to DCD, cables, accessories etc to SRLDC.
SRLDC requested the Nodal officers to coordinate with sites and the Nodal officers of SRTS-I & II for resolving the problem.
Therefore, the sites may be provided with the contact details of Nodal officers for reporting the SEM issues .
Nodal officers assured that all the sites shall be communicated accordingly.
17. Sending Single NPC file
Deliberations in the meeting :
SRLDC informed that many of sites (Annexure -8) are sending Meter-wise NPC files separately. For example, if a particular site contains 10 SEMs, a single encrypted/NPC file containing all the 10 meter data is to be sent to SRLDC.
However, 10 different files for each SEM separately are being received. This requires more handling time for converting/processing the individual files.
All the Nodal officers agreed to instruct the site personnel to send SEM data in a single file (NPC/ Encrypted).

• SEM data of SML had an issue with date format from 01-01-2016 and the problem has been resolved
• Revised software of SML needs to be circulated to all the sites in the region
• Powergrid may confirm by when the software can be replaced at all sites.

OVER RECORDING IN L&T SEMS
• Current Status – Manufacturer informed that the problem is due to use of older version software(Vincom) for which they have discontinued the support.
• PowerGrid may confirm by when the software can be replaced at all sites.
• However though Somanahalli was using VinPlus version, there had been incidences over-recording. PowerGrid may examine and take remedial action
TIME DRIFT STATEMENTS
• Every station has to monitor time drift of the SEM wrt to GPS every week
• Every station has to send time drift statement every first Monday of the month along with weekly SEM data.
• Statements are being received in different formats, All the stations are requested to send time drift statement in the prescribed format as given in the annexure VII

NAMING CONVENTION FOR THE DATA FILE
• Data files both NPC and Encrypted files to be named in the following format
• ddmmXXXX.NPC (OR) ddmmXXXX.DAT
• Where ddmm is the date of the Monday following the week data has been collected.
• XXXX is the station code
• Eg If the data is being collected for the week 06-07-2015 to 12-07-2015, for the station Nelamangala, it shall be named as 1307NLM.npc or 1307NLM.MRI

NON-COMPLIANCE OF SPECIFICATIONS WITH RESPECT TO TIME CORRECTION OF SEMS AT NLC TS-I EXP
• Whenever time correction is carried out, there aa/rr flags were not found in the NPC data of SEMs installed by NLC TPS-I Exp.
• The matter was brought to the notice of the Station several times and was also discussed in the 19th Commercial Committee meeting held on 16-07-12.
• Current Status : The station infirmed that they had initiated action and had sent the sample data format of new meters
• Station may inform by when they can replace the SEMs
INTIMATION REGARDING DISCREPANCIES IN THE DATA RECORDED
• SRLDC has been reporting discrepancies noticed in the SEM readings like under recording, over recording etc. Via email to the concerned Nodal officers and the same is also being uploaded in website
• But reply regarding the reasons is not being received.
• Nodal officers are requested to take up the issue seriously
• Current Status : No improvement at all

SEM REPLACEMENTS OR CT/PT CHANGES
• Any installation /removal/replacement of the SEMs or change in CT/PT ratio shall be informed to SRLDC in advance and confirmed through mail after completion.
• Main and Check/Stand by SEMs should not be replaced on the same day.
• SEMs to be replaced only after ensuring availability of data of fall back SEM.
• The data of both old and new replaced SEMs to be collected on the next day and transmitted to SRLDC for proper validation and energy accounting of the week.
• Current Status – being complied
• Prior consent shall be taken from SRLDC, regarding any works affecting SEM
SEM DATA COLLECTION IN CASE OF ELEMENT OUTAGE
• The number instances where SEM data could not be collected due to outage from both Main and Standby ends of the feeder is on the rise.
• In such circumstances, by extending 63.5V single phase supply to PT terminals through a sources like Variac etc., SEM can be energised and data can be collected.
• Nodal officers may coordinate the same.
• Current Status – No improvement in Kayathar. Other sites are sending after reminder

MISSING SUBJECT IN THE MAIL WHILE SENDING SEM DATA
• In the subject of the mail, some of the Senders are not mentioning the Names of the station from which SEM data is being sent.
• Some of the senders are mentioning the name of the other end of the feeder
• This is causing difficulty in identification of the data and Confirming receipt to the sites.
• Stations are requested to mention the name of the station in the subject of the mail
• Current Status – being complied
CLEARING OF DCD BEFORE TAKING NEW READING
• Some of the sites are not clearing the DCDs before collecting the data because of which old data of previous weeks (in some cases even months) is repeating in the current week reading. This will not only increase file size but also cause difficulties in processing the file. As a result a lot of time is lost in manually deleting.
• Some of the locations where this problem is being observed are:
1. Xeldem
2. Kaiga
3. JSW

REPORTING OF PROBLEMS RELATED TO SEMS
• Many of the sites report the problems related to DCD, cables, accessories etc. to SRLDC.
• Instead the concerned Nodal officers shall be informed for resolving the problem.
• Therefore, the contact details of Nodal officers are to be circulated to sites for reporting the matter.
• Current Status – needs to be improved
SINGLE NPC/ENCRYPTED FILE
• Many of sites (list enclosed) are sending Meter-wise NPC files separately.
• For example, if a particular site contains 10 SEMs, a single encrypted/NPC file containing all the 10 meter data is to be sent to SRLDC. However, 10 different files for each SEM separately are being received.
• This requires more handling time for converting/processing the individual files. All the constituents are requested to send SEM data in a single file (NPC/ Encrypted)
