On February 10th a burglary case
was assigned to Detective Ross.
The following day Officer Wade
Niver contacted the victim for
additional information. He was
very appreciative of the phone
call because he was currently
tracking his stolen IPhone and a
priority 2 call was waiting for an
officer’s response.
He said his IPhone pinged at a
nearby address and he observed
4 males walk from the house to
the local grocery store. Officers
responded to the grocery store
and detained the 4 subjects. CAO
officers on scene recognized the
address as a known drug house.
Pictures attached to the victim’s
ICloud account started popping
up. The suspects photographed
themselves using the stolen IPh-
one, holding money and stolen
items from the burglary. The
victim showed officers the new
pictures from his account. Three
of the subjects detained were
identified from the pictures. They
were taken into custody and
transported to Cactus Park Pre-
cinct for questioning.
The stolen IPhone continued
pinging from the location. Offic-
ers from the 92X squad began
surveillance on the target house
until the warrant was written and
signed. While officers were
watching the house 2 white
males jumped the fence and
were detained. One of the sus-
pects had a stolen IPhone and
marijuana on his person; he was
arrested and also taken to Cac-
tus Park Precinct.
A vehicle occupied by the sus-
pect’s mother left the house and
was stopped. She told officers
no one was at the house and
they were welcome to search the
premises for any additional peo-
ple, officers secured the home.

City Manager Ed Zuercher has
appointed Acting Chief Joe Yah-
ner as the permanent police
chief. Yahner has been the acting
chief since December of 2014
and served as the acting chief
several years
ago.
Upon hearing the
city manager’s
decision, Phoe-
nix Mayor Greg
Stanton said,
“Chief Yahner is
an outstanding
law enforcement
professional who
has done a
tremendous job
as interim police
chief, I could not
be more pleased
that he has been
appointed to the
job permanent-
ly," he said.
“Chief Yahner
has a proven track record in the

which the city is known – working
with residents, community organ-
izations and city departments –

to find solutions and solve prob-
lems together” said Councilman
Michael Nowakowski, Chair of the
Phoenix City Council Public Safety
and Veterans Subcommittee.
Zuercher applauds Yahner’s suc-
cess in leading the Phoenix Police
Department through the Super
Bowl, working closely with Phoe-
nix Fire and Emergency Manage-
ment as well as nearly every de-
partment in the city.

up of men and women who are
committed to keeping our city
safe. I take great pride in being a
part of the Phoenix Police Depart-
ment and am honored to lead
this hard-working team,” said
Yahner this morning upon official-
ly accepting the role as perma-
nent chief.

appoint Joseph Yahner as the
city's police chief. Since De-
cember, Chief Yahner has
served as the Acting Chief of
Police and has done an ex-
ceptional job. Chief Yahner
has had a tremendous career
with the Phoenix Police De-
partment, and I am confident
he will be a strong leader for
our officers. He also has demonstrated that he understands
the importance of reaching out to the community and includ-
ing input from our residents as he leads the Police Depart-
ment. This appointment will further strengthen our Police De-
partment, our neighborhoods, and our community."

At approximately 1820 hours the
search warrant was executed and
several items from the original bur-
glary were recovered. Some of the
noted items were coins, electronics,
computers and legal prescriptions
drugs. A box which contained the
victim’s Rolex time piece was recov-
ered but the watch was not at that
time. Later the watch was brought
in and turned over to Detective
Ross. This is an ongoing investiga-
tion and an excellent example of
teamwork between CAO’s, NET
Teams and the property crimes de-
tectives.

Riding the PHX Sky Train® at Phoenix Sky Harbor has become
even more convenient. Last month, Phoenix Mayor Greg Stanton,
City Council members and airport officials unveiled the newest
section of the PHX Sky Train®, which now extends to Terminal 3,
with a walkway to Terminal 2. Travelers will now find a seamless
connection between Valley Metro Rail, East Economy Parking and
all airport terminals.
“We are proud to have completed this project not only early, but
under budget,” Phoenix Acting Aviation Director Tamie Fisher not-
ed at the unveiling.
The Terminal 3 station has a terrazzo floor that is adorned with a
dazzling display of public art, courtesy of Janelle Stanley. The
fourth-generation Navajo artist, who grew up in an Arizona reserva-
tion, mixed a contemporary design with Navajo cultural images to
produce the piece.
The Terminal 3 station is located on Level 2, where travelers can disem-
bark the PHX Sky Train® and walk to the security checkpoint to catch
their flight. To access Terminal 2, use the covered walkway from the Ter-
minal 3 PHX Sky Train® station. An electric cart service, the PHX Sky
Cart, is available to transport customers with special needs between
Terminals 2 and 3. This service is available daily between 5 a.m. and 11
p.m. Also, don’t forget that the PHX Sky Train® operates 24-hours a day,
365 days a year and is free of charge to customers.

Black Canyon Violent Impact Project:

Senior Center, the community,
Councilman Daniel Valenzuela,
Cactus Park Precinct Commander,
Kevin Robinson and Director Moe
Gallegos, gathered to kick off the
Black Canyon Violent Impact Pro-
ject.
With various Phoenix city depart-
ment representatives including
Maricopa County Attorney’s Office
and Grand Canyon University’s
Faith Weese, all with the same goal
of addressing the “red smudge” as
Commander Robinson called it.
Commander outlined the project
and spoke to the 160 residents,
business owners and various stake
holders how working together with
all the different components of the
city, police and Councilman Valen-
zuela’s office, the community can
and will see a difference. Not only
in the neighborhoods directly in the
project area but a decrease in
crime in the surrounding commu-
nity’s as well. Commander Robin-
son included that “ he will not only
deal with them here- we will follow
them where they go when they
leave- referring to those contrib-
uting to the criminal aspect of the
project. The project includes gen-
eral blight including graffiti,
trash/litter, unkempt properties
and the transient issues as well as
the violent and property criminals.
Commander Robinson referred to
Attorney General Robert Kennedy’s
comment- a community has the
criminal element it puts up with.
Councilman Valenzuela expressed
his pride in his community leaders,
and residents for standing up to
and intolerant of these conditions
and promised his support in ad-
dressing the multi-faceted project.
He added that this was not on any
time line because he intended to
see it through and that it would
take time to make a long lasting
effect. Director Moe Gallegos add-
ed that it was only with the com-
bined efforts of the community and
the city’s resources will the pro-
posed solutions manifest them-
selves in a successful manor.
Citizens mentioned that there were
issues in and
around their
immediate
homes and
business and
asked how the Police Department
would handle their individual needs.
Commander encouraged each resi-
dent to communicate their concerns
with their Community Action Officers
and calling crime stop as well as
911. Once each of the “problem”
locations are identified the plan is to
address it with all of the various com-
ponents whether the issue is directly
criminal or allowed to escalated to
