1. If you receive a phone call from someone stating that they are from a government agency (IRS, etc) and they are threatening to have you arrested unless you call them or send money, please ignore this. Government agencies do not make these kinds of calls and they are nothing but FRAUD!

2. If anyone should call or contact you claiming that your family member or someone you know is in trouble or asking you to

Anyone with books signed out before December 1, 2018 will be receiving a notice. Either return or renew before March . My name is Linda Ewald. My husband, Bob and I moved here 2.5 years ago. In fact, all of the people running for this Board position moved here in 2016. That was a big year for Collington. A large influx of residents that year gave us a bonanza in entry fees. We rode into Collington on a surge of hopeful news. But every time there is a boatload of good news, we have to look deeper and see what the consequences are.

Some problems arose from so many people moving in at the same time. We strained the ability of the community to welcome and absorb us. There were too many real estate issues to deal with and not enough staff to cope with them. The dining staff was under pressure when too many of us arrived for a meal and some people had to wait. The housing leaders and some of our neighbors had trouble learning all our names.

The stream of newcomers has abated since we are now approaching full occupancy. The Landing opened and expanded the dining choices. The Ambassadors and the new housing leaders are managing the integration of new people into the community more smoothly. There are still some tough housing issues to handle as the buildings age after 30 years of occupancy. The staff is still pretty much the same size, so they have had to cope with more of us as best they can.

What we need to concentrate on now is that we don’t lose the spirit of Collington. It is that openness and friendliness that you notice the first time you come here. People smile at you in the hall. When you arrive for an event in the auditorium, there is a palpable sense of interest in what is going to be said and who is going to say it. Do we still want to know who our neighbors are and what they are doing all day? Will we still care for those who are slowing down and having health issues, hoping that someone will help us when we want to stay in independent living with a little help from our friends? Let’s cherish the diversity we have, not only the different races and religions and genders but also the extraverts and the quieter types, the night owls and the late risers. We need to care that the stream of complaints doesn’t drown out the friendly discourse.

Right now we are poised to welcome a new Chief Executive Officer. We need to be careful that we don’t overwhelm the new person with complaints and problems. We need to listen to the new ideas that the new person will bring, not just explain how we do things already. Especially on the Board, we will be working out a new way of working, residents and staff together, to care for the needs of our community. Living in community can be hard. Each of us cannot always be in charge or have our individual needs attended to immediately. But with respect and good will and trust we can regain our spirit of co-operation and make this the place where we all want to live.

ELIZABETH GILL Statement at the Board Candidates’ Forum 3/6/2019 Thank you for the opportunity to address you today. Perhaps like many of you, one of the first qualities that impressed my husband and me when looking for a new community was a good fit between us and other residents. We were impressed with people’s friendliness, their engagement, and the breadth and depth of their life experiences. Having read all the candidates’ bios, I believe the community will be well served by whomever of the four of us is ultimately selected. But my task is to explain the particular skills and experiences that make me worthy of your consideration and your vote. I understand that the role of the Resident Board Members is not to represent the residents. That is the role that Lois Brown holds as President of the RA. Nonetheless, being a resident informs my opinion of the issues and there are several important ones before the Board and this community. First is a return to our guiding principles based in Quaker values. When I moved here I was given this booklet {Values and Practices ©2012 The Kendal Corporation] that documents the Values and Practices of Kendal. Among these are “To foster a high quality work experience for staff, recognizing that Kendal must be a good place to work if we are to offer good places to live,” and “To value participation, transparency, and consensus building by nurturing careful listening and effective decision making.” Somehow, we have drifted away from these core values. In this regard, my background and experience with conflict resolution will be an asset. I have worked at Collington to improve resident relations with the Marketing Department and I have worked with my fellow Operating Committee chairs to resolve the current crisis brought to a head almost three weeks ago with the dismissal of Bryson Adams. I promise to speak my opinions in a constructive manner and not to be afraid to speak up and express my opinions. I will also listen to other people and their points of view in an attempt to reach agreement and the best resolutions for all parties.

Next is to be certain that appropriate processes are in place and policies are followed. Here, my experience in nonprofit management and governance will serve the Board well. I have been a board chair and a chief executive, I have written personnel manuals and operations manuals, and I have overseen staffs ranging in size from 3 people to over 150 people. An important role for all board members is to care for the financial well-being of the community. I have developed budgets for organizations ranging in size from $50,000 to $7,000,000. Obviously Collington’s budget is much larger, yet many of the same principles apply. I know how to read financial statements and audits, and will ask questions when the numbers do not make sense to me. While I realize that some issues require discretion and an element of secrecy, I will always advocate for as much openness as possible. I believe this will help repair the trust that has been broken in our community. If selected for the Board, I look forward to working hard with our new Chief Executive to restore trust, meet and exceed standards, and treat all staff and residents with respect. It will be the Executive’s responsibility to achieve many of our shared goals. The Board’s responsibility is to provide structure through policies, strategic direction, and funding to support management’s work. If selected, I will count on you to come to me with issues of concern within the Board’s purview. While administrative issues should be addressed to management, matters of policy and strategy should be referred to the Board. I perceive the residents as eyes and ears to bring matters of concern to Board members’ attention. We are partners in making Collington the best it can be for everyone. Thank you for your consideration. I look forward to your questions.

Piece for the March 6 Candidate Forum from Marian Fuchs

“What do I believe that I can bring to the Board based on my previous experience?”

I think I am going to bring common sense informed by a lifetime of working with non-profit organizations. From my 20s until Jacob and I moved here, I’ve been an employee, contractor, consultant, trainer or board member of more than two dozen small non-profits here in the US and around the world.

I’m going to illustrate the sort of experienced-based common sense I would hope to bring to Collington board by analyzing two ways in which I believe our Collington Board has let us down over the past two years, and highlighting what I would have been advocating for, had I been a board member at the time.

First, about the Strategic Plan. Strategic plans on which I have worked or advised have always been a deep dive outline an ideal medium-term future, accompanied by the outline of a plan to achieve those goals. These plans have a specific time horizon, typically five years. They have the two components: the descriptions (often with justification) of the desired future, and then the outline of a master plan to achieve it. The strategic planning period ends with a detailed, Year 1 implementation plan.

Collington is about two years out from the beginning of our strategic planning exercise. What we have achieved is a vague description of our desired future and the setting up of the Strategic Planning Group, which in turn has spawned two Alliances: Health Services and Outreach. However:

• We don’t have a fixed time horizon – only the notion that we are thinking ahead somewhere between 5 – 10 years.

• We don’t have an overview master plan covering all the things that need doing to achieve the desired future. This

1

Page 24: March 18 – March 24 Key Contact Numbers MANAGER ON …MONDAY NIGHT MOVIE: “Confirmation,” TV-14, 2016 (1HR 50MIN) MONDAY, MARCH 18, 7PM - AUDITORIUM: This film is Closed Captioned

plan would give an outline of needed programs, financial needs, staffing, and the recommended phasing of the elements over the life of the plan.

• We don’t have a Year 1 implementation plan, in which specific investments, staffing, etc. would be presented.

This is what I would have urged the board to ask for, and to keep asking for until produced.

Without this five year plan, improvements at Collington are happening piecemeal, responding to immediate needs. In the Heath Service Alliance, where I take the notes, we are working with architects to design improvements to wellness and health facilities. This is certainly needed, and certainly a resident, board and management priority. But as the Alliance is trying to make concrete recommendations to the board, we find that we may be absorbing so much funding, that other important areas might be starved or overlooked – e.g. improvements to the dining room and main kitchen, taking care of deferred maintenance in the grounds and buildings, etc., etc. That’s because there is no master plan, into which our upgrades to health and wellness expenditures and improvements fit. Without a plan, each improvement needs lots of scrutiny -- and approvals take much longer than needed. Time is both money, and something very precious to our residents whose time is limited.

Secondly, about our CEO, who for some half a year has not been fully engaged with our community. The single most important responsibility of boards is the recruitment, oversight and remuneration of the CEO. The Board is the CEO’s only boss. Our Board is now fully engaged in finding our CEOs replacement, but they were asleep at the switch for the duration of our current leader’s frequent absences.

Even before the absences began, our Board could have insisted on a deputy-CEO position, to prevent the leadership vacuum we’ve been experiencing. The post of COO might have filled that

2

Page 25: March 18 – March 24 Key Contact Numbers MANAGER ON …MONDAY NIGHT MOVIE: “Confirmation,” TV-14, 2016 (1HR 50MIN) MONDAY, MARCH 18, 7PM - AUDITORIUM: This film is Closed Captioned

slot, but as we know, we lost our COO overnight, without explanation, and the post has not been re-advertised or re-filled. In the absence of a deputy, I believe our Board, probably with help from Kendal, should have provided an interim leader much sooner.

Would my ideas have swayed the board to act differently? Impossible to know, but unlikely in my first year. Getting one voice out of 15 heard on a board isn’t easy. But it is getting easier at Collington because we now have two great resident board members in Sara Case and Peter Fielding. And in Lois, we have a vocal RA president forcefully and emotionally representing your views. We also have a Board Chair who is willing to put a lot of his time into rectifying some past oversights.

I am running for the board because I would like to add my voice to the that of the other resident board members, to wake up some of the sleepier members, and speed up the oversight of senior management decisions by the board. I believe my experience is relevant, and that I have skills and insights that may be useful in the role of resident board member.

Thank you.

GOOD AFTERNOON. MAY I EMPHASIZE THAT COLLINGTON IS NO SIMPLEOPERATION. IT HAS AN INCOME AND EXPENSES IN THE NEIGHBOR-HOOD OF $ 30 MILLION, A 125 ACRE CAMPUS, AND SOME 400 RESIDENTSIN A WIDE VARIETY OF HOUSING CONDITIONS WITH A WIDE VARIETY OF CARE AND FEEDING NEEDS.

IN MY OPINION THAT DEMANDS A PEOPLE-ORIENTED, HANDS-ON MAN-AGEMENT. UNLIKE A SPA OR A HOTEL, COLLINGTON'S RESIDENTS LIVE HERE, AND MANAGEMENT HAS TO DEAL WITH THEIR CONSTANTLY CHANGING CARE NEEDS IN ADDITION TO THE MAINTENANCE OF THE FA-CILITIES.

RECENTLY, IN MY OPINION, WE HAVE SEEN EVIDENCE OF AN ABSENCE OF SUCH HANDS-ON, PEOPLE-ORIENTED LEADERSHIP. AND IT SEEMS TO ME THAT WHAT THE BOARD BELIEVES IS THE PERFORMANCE OF COLLINGTON'S OPERATING LEADERSHIP DIFFERS FROM THE ACTUAL PERFORMANCE OF THAT LEADERSHIP.

THAT PERFORMANCE HAS BEEN AFFECTED BY A BIZARRE SERIES OF PERSONNEL CHANGES IN RECENT YEARS. THESE CHANGES HAVE LED TO DISTURBING CONFUSION IN CERTAIN AREAS OF DAILY OPERATIONS, POOR STAFF MORALE, AND EVEN A BREAKDOWN IN SECURITY.

NOW, WE RESIDENTS ARE FORTUNATE TO HAVE PEOPLE WHO CARE ABOUT COLLINGTON AND VOLUNTEER THEIR TIME TO BE ON THE BOARD. BUT I AM CONVINCED THAT THE RESIDENT MEMBERS OF THE BOARD ARE ESSENTIAL TO ELIMINATING THE DIFFERENCE BETWEEN HOW MANAGEMENT IS PERCEIVED AND THE REALITY OF THAT MANAGE-MENT. AFTER ALL, WE RESIDENTS LIVE THE DAY-TO-DAY OF COLLING-TON'S OPERATION.

IF I WERE CHOSEN FOR A PLACE ON THE BOARD, I WOULD TAKE OFFICE IN OCTOBER OF THIS YEAR WHEN IT IS EXPECTED THAT COLLINGTON WILL HAVE A NEW EXECUTIVE DIRECTOR. ONE CAN ALSO EXPECT PROGRESS TOWARD REVITALIZATION OF THE CREIGHTON CENTER AND HEALTH CARE AT COLLINGTON.

MY EXPERIENCE WITH A WIDE VARIETY OF OPERATIONS IN MANY DIF-FERENT LOCATIONS, ESPECIALLY AS REGARDS HOUSING AND FINANCE,WILL HELP ME CONTRIBUTE TO THE BOARD'S ASSESSMENT OF MAN-AGEMENT AND ITS SUPPORT FOR MODERNIZATION OF THE PHYSICAL PLANT. I THINK THIS IS THE WORK THAT WILL BE AT THE HEART OF THE COLLINGTON EXPERIENCE IN THE COMING YEARS. THANK YOU FOR YOUR ATTENTION.

Ruppert Landscape 2850 Marble Court • Forestville, Maryland 20747

Office 301.420.2091 • Fax 301.420.2093 • www.ruppertlandscape.com

Dear Collington Residents,

I regret to inform you that we have made an error whilst performing your landscape

maintenance within the last couple of weeks. It has been brought to my attention that our team has

sheared several Azalea shrubs, and woody shrubs, within the complex resulting in a loss of buds in the

sheared shrubs. Not all buds were sheared, and the Azaleas will still bloom however, this may result in a

lower percentage of flowers.

The love of the Azaleas and their blooms within Collington is well known by Ruppert and our

team and we are taking immediate action to both resolve this issue and to insure these mistakes do not

happen in the future. We have been in communication with Mr. Olsen and Mr. Perry to strategically

coordinate an appropriate action plan. First and foremost, we will be applying a slow release fertilizer to

all plants effected by this mistake to promote new buds in hopes to bring a larger output of flowers in

the spring. This fertilizer will be a granular application, prior to mulching, to insure we have proper

translocation of the fertilizer to the plant to promote the new growth.

Moving forward, we will be taking greater measures to ensure this does not happen again with

more intensive amounts of supervision and training on the property.

I accept full responsibility for this mistake and, on behalf of Ruppert Landscape, am committed

to preventing any future issues.

Regards,

Your Ruppert Team
