    2010 Manual of Regulation for Private Schools in Basic Education

    Deped issues an updated Manual of Regulations for Private Schools in Basic Education for the

    guidance and compliance of all concerned stakeholders in basic private education.

    Any existing Department order and memos such as Revised Manual of Regulations for PrivateSchools 8th edition issued as DECS Order no. 92 s.1992 or any part thereof which are contraryto or inconsistent with any provision of the enclosed 2010 Revised manual shall be deemed

    repealed or modified accordingly.

    Has this Manual been properly disseminated to all private schools offering basic

    education? Has DepEd initiated an effective program to monitor compliance with the new

    rules and standards?

    Recent statistics show that private schools offering basic education have mushroomed in

    urban communities, mainly residential subdivisions, where proprietary or for-profitschools, operate with very little national oversight for years, and yet, they continue to

    enjoy preferential tax treatment, enabling them to rake in profits. Today, no one will deny

    that private school is big business. But, sadly, this commercialization of education haseroded our moral values. Education in its Confucian and therefore oriental cultural

    tradition has never been for profit and profit only.

    I, for one, bear witness to this saddening development. In the subdivision where I reside,some owners of such proprietary schools offering basic education in our community are

    now multi-millionaires with townhouses or condo units, cars and other real properties

    attached to their names as their personal properties. Several years ago, they were ordinaryhomeowners in a mass-housing project, with no visible means of income other than

    ordinary employment or small livelihood enterprises. Now, they even dispense their

    largesse (lavish gifts such as townhouse units, and other real properties) to a few of theirwell-selected school officials and employees to keep their silence as the latter become

    passive participants in the owners scheme to enjoy their new, ill-gotten wealth.

    Admittedly, while DepEd has supervisory powers over these private schools offeringbasic education, it has been ineffective in monitoring their operations, and by such

    negligence, their profit-seeking motive remains problematic because it is derived at theexpense of the rightful stakeholders --- the pupils, their parents, and their teachers.

    Many for-profit schools in basic education lack facilities required for effective classroomteaching such as libraries and laboratories, adequate computer and multimedia facilities,

    and the like. Instead of reinvesting their secretly hidden profits (divested for the

    acquisition of personal properties such as townhouses, condo units, and expensive cars)into the more prudent and desirable enhancement and improvement of their physical

    facilities, owners of for-profit schools simply opt to take the easy way out to cover uptheir padded books of accounts with expenses that do not justify their preferential taxbenefits.

    Parents are among the stakeholders but sadly, they are kept out of the loop, because theschool has ignored the DepEd mandate to organize a Parent-Teacher Association that

    should have served as a democratic forum for the discussion of the same issues and

    concerns involving the schools operation and programs.

    Having a strong PTA may actually help DepEd in monitoring the strict compliance of

    every private school in the country offering basic education. As a democratic forum for

    parents and teachers, an effectively-run PTA will easily serve as a check-and-balance toolto curb private schools transgressions of the Manual of Regulations.

    Do these schools operate with a library that has the required number of book holdings,general and specific references for high school researches, fiction literature for the

    promotion of good reading habits, decent library furniture and fixtures, and professional

    staff as required for a school library? Do they have adequate facilities to enhance

    classroom teaching such as multimedia and computer facilities, and not simple visual aidslike posters and charts?

    If only DepEd will see to it that every private school has a PTA, and penalizes such

    schools who continue to defy this mandate by withholding their permits or recognition,

    perhaps, many things will change for the better, and the commercialization of educationshall be a thing of the past.

    G.R. No. 82325 September 26, 1989

    ESPIRITU SANTO PAROCHIAL SCHOOL, SISTER MARY MARTINEZ, and SISTERMA. ENCARNACION DE LOS SANTOS, petitioners,vs.NATIONAL LABOR RELATIONS COMMISSION, ESPIRITU SANTO PAROCHIALSCHOOL FACULTY ASSOCIATION, EVANGELINE LOPEZ, CONSTANCIATEMPONGKO MARISSA, MARTIN BRAVO, EDITHA ESPIRITU, VIVIAN CAPATI andCORAZON HADAP respondents.

    SARMIENTO, J.:

    This suit forcertiorariunder Rule 65 of the Rules of Court as brought against theNational Labor Relations Commission upon the finding that the seven individual privaterespondents had been illegally dismissed by the petitioners. The facts are not disputed.

    The said seven individual private respondents were hired by the petitioner-school on aprobationary basis on June 1, 1984, 1 whereupon, sometime between April 1 and 15,1985 2 their services were terminated. On May 8, 1985, 2 they charged the petitioner-school with unfair labor practice and illegal dismissal. They likewise asked for damages.The labor arbiter ruled as follows:

    WHEREFORE, judgment is hereby rendered:

    a. finding respondents guilty of unfair labor practice, thus enjoining them to cease anddesist from committing acts herein complained of;

    b. ordering respondents to reinstate herein individual complainants to their positions withfull backwages from the date corresponding to the start of the school year 1985-1986until actually reinstated;

    c. ordering respondent to pay complainant the sum equivalent to ten percent (10%) of thetotal award as attorney's fees; and

    d. dismissing the claim for damages for insufficiency of evidence.

    The Socio-Economic Analyst of this Office is directed to effect a computation of theaforestated backwages of the individual complainants, whose Report shall form part ofthis decision. 3

    The school appealed to the National Labor Relations Commission, but the decision ofthe labor arbiter was affirmed on February 29, 1988 except for the charge of unfair labor

    practice which was dismissed for insufficiency of evidence.

    In the present petition, the school submits the following issues:

    1. The respondents-teachers were not dismissed. Their contracts have,simply, expired and not renewed.

    2. Their contracts subsist from schoolyear to schoolyear, and unlessrenewed, the same automatically expire;

    3. Although Article 282 of the Labor Code (now, Article 281) fixes

    probationary periods to six months Biboso v. Victorias Milling Company,Inc.' 4 and Buiser v. Leogardo5 supposedly held that the contract ofprobationary employment may provide otherwise;

    4. The school is not guilty of unfair labor practice, much less, of illegaldismissal, because school authorities, in terminating the seven privaterespondents' services, did not allegedly know that they were unionmembers. Furthermore, it was the head teachers themselves, also leadersof the union, who recommended termination.

    In their comment, however, the said seven private respondents-teachers contend as

    follows:

    1. Under the Manual of Regulations for Private Schools, teachers undergoa probationary period of three years, during which, they may be dismissedonly for a just cause.

    2. Since the said seven teachers were laid off after less than one year ofprobationary service, the lay-off was illegal.

    The Solicitor General submits that the National Labor Relations Commission committedno grave abuse of discretion for the following reasons:

    1. There was no existing contract between school and teachers stipulatingprobationary employment on a schoolyear-to-schoolyear basis. What theteachers have are only their appointment papers.

    2. The petitioner can not rely on the decision in Biboso because, in thatcase, the employment contracts were specifically on a year-to-year basis.

    3. The teachers'dismissal was therefore without just cause andaccordingly, null and void.

    4. There is no basis "not to re-hire" 6the said teacher in view of theirperformance ratings given by head teachers ranging from 80% to 90%.

    The Court agrees with the labor arbiter that:

    The issues thus obtaining are: (a) whether or not the individual complainants werelawfully dismissed when respondents failed to hire them; (b) whether or not respondentscommitted acts of unfair labor practice in terminating the services of individualcomplainants, and (c) whether or not complainants are entitled to damages resulting fromthe dismissal of individual complainants. 7

    The Court also agrees that:

    There is no dispute that the individual complainants were probationary employeespursuant to the policy enunciated by the Bureau of Private Schools extending theprobationary employment of teachers to three (3) years.

    The above policy, however, did not repeal or render inoperative Article 282 of the LaborCode, as amended which provides that:

    . . . The services of an employee who has been engaged on a probationary basis may beterminated for a just cause or when he fails to qualify as a regular employee inaccordance with reasonable standards made known to the employee at the time of hisengagement. . . .

    We see no clear evidence that the individual complainants were terminated either for a

    just cause or that they have failed to qualify as regular employees in accordance withthe standards set by respondent school made known to the former at the time of hiring.In fact, it is shown that the individual complainants were issued individual certificationsof employment and whose performance ratings ranged from 85% to 90% (Annexes "D","D1" to "D-5"-Complainants' Position Paper). 8

    The Court, finally, stamps its approval on the following:

    It is not denied that the complainants were hired as probationary teachers, but the reasonfor their termination should nevertheless be for a valid cause or causes. It must be clearlyshown that they have failed to meet certain standards or criteria made known to thembeforehand. It cannot be said that they failed to meet respondents' standards because of

    their high marks of performance. Hence, We see no valid reason for the school not to re-hire them, except, of course, for some reasons known only to the school authorities butwhich they did not make known to herein complainants. . . . 9

    As to contentions, advanced so vehemently by the petitioners, that "the decision not tore-hire the seven individual respondents was made by the three head teachers of theschool, all of them leaders and organizers of the respondent union . . . 1O and that"[h]ence, there could not have been any anti-union bias ...," 11 suffice it to say that the

    fact that no "anti union bias has been shown is not entirely exculpatory. The factremains that the private respondents teachers were dismissed not for cause, when,under both the Manual of Regulations for Private Schools and Article 281 (formerlyArticle 282) of the Labor Code, probationary workers may be terminated only for cause.

    It will not also do to say that since the contracts to teach in question were for fixedperiods, they die a natural death, so to speak, on the expiration of such periods, whichis supposed to be Biboso's teaching. It should likewise be pointed out, however, and sowe reiterate the Solicitor General's very submission, that in Biboso, the contracts toteach were for definite periods. ("None of the complainants who testified disputed thefact that they all signed identical contracts of employment which provided for a definiteperiod of employment expiring June 30 of the particular school year ." 12 On the otherhand, the contracts involved here stipulate no period. In that eventuality, the three-yearprobation period provided by the Manual of Regulations for Private Schools must apply.Under the Manual, no teacher may be removed unless for just and valid causes. Thepetitioners can not, therefore, successfully invoke Bibioso. Resort therefore to the

    Manual is not only justifiable but unavoidable.

    That "it is of common knowledge that in all private schools, the first three years ofprobationary employment ... is on a schoolyear basis . . ." 13 is self-defeating. First, theCourt is unaware of any "common knowledge" thereof. If such a custom indeed exists, ithas not been adequately proven. Under Article 12 of the Civil Code. "[a] custom must beproved as a fact, according to the rules of evidence." Second, the petitioners can nottalk of a "three-year probationary employment expiring each schoolyear." If it expiresper schoolyear, it is not a three-year period.

    Recourse to the school manual of the petitioner school, which provides:

    C. PROBATIONARY:

    Teachers who have not served the school for three consecutive years are classified asnon-permanent. They are under probation. Their contract with the school automaticallyterminates effectively (at the) end of every school year unless the teacher concerned isdismissed for cause or has resigned from the service before the end of the school year.Probation is a test of moral and professional fitness of a teacher. 14

    is equally unavailing. The school manual must yield to the decree of the Manual ofRegulations for Private Schools of the Department of Education, which has thecharacter of law.

    While the facts are hazy as to the existence of an "anti-union bias," so strongly stressedby the petitioners, the same can not validate the questioned dismissals that were,unarguably, without the sanction of a legal cause.

    Accordingly, we find no grave abuse of discretion committed by the respondent NationalLabor Relations Commission in its assailed decision.

    WHEREFORE, the petition is DENIED. The decision of the public respondentpromulgated on February 29, 1988, is

    AFFIRMED in toto except that back wages shall be limited to three years.

    RULES & REGULATIONS FOR LIBRARY USERS

    1. Bonafide students, faculty members, administrators, and staff members of the Colegiocan automatically access any library material. These users must present their valid

    Colegio ID for the current semester. Letran alumni should secure alumni card or letter

    from the Alumni office before using any library resources.

    2. Off-campus researchers must present a valid ID and a referral letter from their Chief

    Librarian. They are allowed to use the library for a reasonable referral fee. Lending ofones ID to another student for any library transaction is strictly prohibited. Anyone

    caught of such act will mean suspension of library privileges for a month.

    3. Library users are requested to deposit their things, except their valuables, at the counter

    upon entering the library. Lost tag numbers must be reported immediately to thelibrarian-in-charge and payment must be done at the Finance Office.

    4. Reference books, theses, dissertations, and periodicals must be read within the library.

    Special collections (e.g. globes, maps, CDs, DVDs, transparencies and the like) can be

    borrowed out for classroom use only.

    5. A fine of ten pesos (P10.00) per day will be imposed on borrowers for overdue books andfive pesos (P5.00) per hour for library materials issued by the hour.

    6. Damaged or lost book(s) must be reported immediately to the librarian-in- charge. It must

    be replaced within two (2) weeks from due date and the account should be settled.Overdue fines continue to be assessed until notification is received. Failure to replace

    and/or to pay the fines within the allotted time means suspension of borrowing privileges.

    7. A week before the final exam, all library materials borrowed must be returned. Reading

    during such time shall only be restricted inside the library. Likewise, the library will notentertain off-campus researchers during examination periods.

    8. No delinquent borrower is allowed to use the library and its resources unless he / she hassettled all his / her library accounts.

    9. Patrons will be held responsible for the library materials that he / she borrowed.

    10. Books are to be used properly. Mutilating, defacing, vandalizing and tearing of books and

    other library materials are strictly prohibited. Anyone found guilty of such acts will besubjected to disciplinary action.

    11. Courtesy must be practiced in the library specially when borrowing or returning books or

    other library materials. Any act of discourtesy towards librarians will be duly noted forappropriate action.

    12. Sleeping, eating, drinking, smoking, talking aloud and other disruptive behavior are

    strictly prohibited inside the library and will be subjected to disciplinary action.

    13. Silence must be observed at all times. Students who have already been disturbing otherswill be reminded at once, and if they do not comply, they will be asked to leave the

    library premises.

    14. The general rules of discipline of the Colegio are to be observed in the library

    The foundation of the University is ascribed to Miguel de Benavides, O.P., the third Archbishop

    of Manila. He came to the Philippines with the firstDominican mission in 1587. He went on to

    become bishop of Nueva Segovia, and was promoted archbishop of Manila in 1601. Upon hisdeath in July 1605, Benavides bequeathed his library and personal property worth 1,500 pesos to

    be used as the seed fund for the establishment of an institution of higher learning. Fr. Bernardo

    de Santa Catalina carried out Benavides wishes and was able to secure a building near theDominican church and convent inIntramurosfor the College.

    In 1609, permission to open the College was requested from King Philip III of Spain, which only

    reached Manila in 1611. On April 28, 1611, notary Juan Illian witnessed the signing of the act of

    foundation by Baltazar Fort, OP, Bernardo Navarro, OP, and Francisco Minayo, OP. Fort,appointed that year to the post of Father Provincial, was its first Rector.[8]

    The Colegio de Nuestra Seora del Santsimo Rosario was established on April 28, 1611,

    from the Benavides's library. Later renamed Colegio de Santo Toms, it was elevated byPope

    Innocent X to a university on November 20, 1645 in his brief,In Supreminenti.[2] This made the

    university the second royal and pontifical institution in the Philippines, after the Jesuit'sUniversidad de San Ignacio which was founded in 1590 but closed in 1768 following the

    expulsion of the Society of Jesus from the Philippines.

    Its complete name is The Pontifical and Royal University of Santo Tomas, The Catholic

    University of the Philippines (Spanish:A La Real y Pontificia Universidad de Santo Tomas de

    Aquino Universidad Catlica de Filipinas).[9] It was given the title "Royal" by KingCharles III

    of Spain on 1785; "Pontifical" by Pope Leo XIII on 1902 in his constitution, Quae Mari Sinico,and the appellative "The Catholic University of the Philippines" by Pope Pius XII in 1947.[2]

    The university was located within the walled city ofIntramuros in Manila. It was started by the

    Spanish Archbishop of Manila in the early 17th century as aseminary for aspiring young priests,taking its name and inspiration from Saint Thomas Aquinas, a Dominican theologian. The firstcourses offered by the Colegio de Santo Toms were canon law, theology, philosophy, logic,

    grammar, the arts, and civil law. In 1871, it began offering degrees in Medicine and Pharmacy,

    the first in colonized Asia.[2]

    At the beginning of the 20th century, with the growing student population, the Dominicansbought land at the Sulucan Hills in Sampaloc, Manila and built its 215,000 square meter campus

    there in 1927 with the inauguration of its Main Building. Also that year, it began accepting

    female enrollees. In the last four decades, the university grew into a full-fledged institution ofhigher learning, conferring degrees in law, medicine and various academic letters. The university

    has graduated Philippine national heroes, presidents, and even saints.[2]

    During World War II, the Japanese converted the campus into an internment camp for enemyaliens, mostly Americans, living in the Philippines. More than 4,000 foreigners survived underdifficult conditions in the internment camp for 37 months from January 1942 until February 1945

    when the camp was liberated by American soldiers.[10]

    Since its establishment in 1611, the University's academic life was interrupted only twice: from1898 to 1899, during the Philippine Revolution against Spain, and from 1942 to 1945, during the

    Japanese occupation of the country. In its long history, the university has been under the

    leadership of more than 90 Rectors. UST's first Filipino rector was Fr.Leonardo Legaspi, O.P.

    who served UST from 1971 to 1977. Its current rector is Fr. Rolando V. de la Rosa, O.P.[2]

    In recognition of its achievements, a number of important dignitaries have officially visited theuniversity, among them, during the last three decades: His Holiness Pope Paul VIon 28

    November 1970; His Majesty King Juan Carlos I of Spain in 1974 and 1995; Mother Teresaof

    Calcutta in January 1977 and again in November 1984; Pope John Paul IIon 18 February 1981and 13 January 1995 (as part of the World Youth Day 1995).[2]

    On the 20072008 academic year, UST had 37,776 students enrolled.[11]

    The seal of the University of Santo Tomas is a shield quartered by the Dominican Cross.

    Superimposed on the cross is the sun ofSaint Thomas Aquinas, patron of Catholic schools, afterwhom the university is named. The sun is actually made similar to the Sun of May.

    The upper right shows the lion derived from the seal of Spain, indicative of royal

    patronage throughout the greater part of the university's centuries-old existence.

    The lower left is occupied by the sea lion taken from the seal of the City of Manila, the

    national capital, symbolizing the Republic of the Philippines.

    The rose on the lower right is a symbol of theBlessed Virgin Maryunder whose

    patronage the university was placed from its very beginnings.

    The symbols are rendered in gold (except for the Dominican cross which is black and white), and

    are set on a field of light blue, the Marian color. [12]

    The Tongues of Fire is the official logo for the Quadricentennial celebration of the university.This logo features the outline of the UST Main Building Tower as a concrete symbol of the

    stability, integrity and 400 years of existence of the university. From the cross of the Main

    Building emanate four tongues of fire that spell out U, S, and T. The tongues of fire reference the

    future of the university, some ideals, and are reminiscent of the stripes of the Tiger, the school'smascot. The Quadricentennial logo was designed by Dopy Doplon, a Thomasian.[13]

    The University sits on an almost perfect square of 21.5 hectares bounded by Espaa Boulevard,

    P.Noval, A.H. Lacson and Dapitan St, in Sampaloc, Manila. The University transferred to itspresent campus in 1927 when the Dominicans deemed the Intramuros Campus Inadequate for the

    University's growing population. The First Structures in the campus were the imposing Main

    Building, the Santisimo Rosario Parish, the UST Gym (once the largest gym in the country), andthe Arch of the Centuries.

    The Campus, at present boasts a mixture of old and new architecture with the inclusion of the

    UST Multi-Deck carpark which houses the Alfredo M. Velayo College of Accountancy, and the

    proposed UST Sports Complex, the 2nd Modern Sports facility to be constructed by a UAAPmember school.

    Other new structures include the Beato Angelico Building which houses theCollege of

    Architecture and College of Fine Arts and Design, the Plaza Mayor, the UST Quadricentennial

    Square and Alumni Park, Thomas Aquinas Research Complex and the UST Tan Yan KeeStudent Center.

    The UST Manila campus was declared aNational Historical Landmarkby theNationalHistorical Commission of the Philippines on 24 May 2011. Four of the University's structures are

    also declaredNational Cultural Treasures by the National Museum: Main Building, Arch of theCenturies, Santissimo Rosario Central Seminary, as well as the Grandstand and its open spaces.

    UST is the first and only university campus to have been named a National Historical Landmark

    and the only learning institution in the Philippines as location of National Cultural Treasures. [14]

    The University has started to develop upcoming campuses inSanta Rosa City (60 hectares),General Santos City (80 hectares), andNegombo, Sri Lanka, (5 hectares).[15] The University is

    also in the process of establishing a presence in Mongolia.[16] In 2011, the University celebrated

    its 400th founding anniversary, and it is projected that the new campuses will be operational by

    then.[17]

    Aside from the basic and major subjects, all undergraduate students are required to take 15 units

    (tuition-free) ofTheology classes. The students are also required to attend 4 physical education

    classes, and a choice from among ROTC, civil welfare training service, and literacy training

    service.

    The UST Elementary School used to offer primary education for children in theK-12levels,[21]

    but before the Quadricentennial Celebration of the University, the school started denying

    applications from the K-Level, until the last batch of Grade 6 students who would graduate on

    AY 2010-2011 are left. The UST Elementary School, after finishing the last batch of its studentsin the UST Sampaloc Campus, will be transferred to the new UST Campus inSanta Rosa City,

    UST has two secondary institutions: The UST High School and theUST Education High

    School which serves as a laboratory for the College of Education.[22][23]

    All students of these institutions undergo Citizenship Advancement Training, while the students

    from first to third year level of the UST High Schoolundergo scouting under the Boy Scouts of

    the Philippines for the boys and the Girl Scouts of the Philippines for the girls. The scoutingprogram aims to instill nationalism and discipline among the students while the CitizenshipAdvancement Training aims to introduce students to the National Service Training Program that

    college students undergo.

    [edit] Undergraduate studies

    The different faculties, colleges and institutes of the University were created at different times in

    the University's history. The "Faculties" were founded before the American occupation of theearly 20th century, while the "Colleges" were founded during and after American rule. The

    "Institutes" and "Departments" are found within their mother faculties/colleges. Some Institutes

    that attained enough enrollment were separated from their mother faculties/colleges and weremade into colleges in their own right.

    The degree programs for undergraduate studies were first offered in 1611, where the Faculties ofSacred Theology and Philosophy were founded.[24][25] The Faculty of Canon Law was founded

    in 1733.[26] These three original faculties are now known as the Ecclesiastical Faculties, todistinguish them from the Secular Faculties and Colleges that were founded later. The

    Eccesiastical Faculties are housed at the Seminary and at the Santisimo Rosario Parish.

    The Faculty of Medicine & Surgery together with the Faculty of Pharmacy were founded onthe same year in 1871. The Faculty of Pharmacyoffers Bachelor of Science degrees in

    Biochemistry, Medical Technology, and Pharmacy. The Faculty of Medicine & Surgery is

    located at the St. Martin de Porres building, while the Faculty of Pharmacyis located at the

    Main Building.[27]

    The Faculty of Philosophy and Letters was founded in 1896. It was merged with some

    programs of the College of Liberal Arts in 1965 hence renaming the Faculty of Philosophy and

    Letters as the Faculty of Arts and Letters (the College of Liberal Arts was renamed the College

    of Science). The Faculty of Arts and Letters offers the Bachelor of Arts (AB) degrees, in AsianStudies, Behavioral Science, Communication Arts, Economics, Journalism, Legal Management,

    Literature, Philosophy, Political Science, and Sociology. The Faculty of Arts and Letters islocated in the St. Raymond de Peafortbuilding. Its students are known as "Artlets" (previously"Philets"). The departments of Literature and Philosophy are Centers of Excellence.[28]

    In 1907, the Faculty of Engineering was founded. Currently it offers the Bachelor of Science in

    Chemical Engineering, Civil Engineering, Electrical Engineering, Electronics and

    from the College of Science. In 2007, Bachelor of Science in Information Systems was offered

    replacing the Information Management program. The department of Electronics andCommunications Engineering is named as one of the Centers of Excellence by the Commission

    on Higher Education. The Chemical Engineering, Civil Engineering, Electrical Engineering,

    Industrial Engineering, and Mechanical Engineering programs, on the other hand, are the Centers

    of Development. Engineering is located at the Roque Ruao building, named after the priest-engineerRoque Ruao, O.P.For practical purposes, the building is called the "Engineering

    building."[29]

    The College of Education, which was founded in 1926, offers the Bachelor of Science in

    Elementary Education major in Pre-School orSpecial Education, Bachelor of Science in

    Secondary Education with majors in Computer Technology,Biology-Chemistry, Biology-

    General Science, Social Studies, English, Mathematics, Physical Education, Health and Music,Religious Education, or Social Guidance, the Bachelor ofLibrary and Information Science, the

    Bachelor of Science in Food Technology, and Nutrition and Dietetics. Education is one ofCenters of Excellence in the University. The college is located at the Albertus Magnusbuilding.[30]

    The College of Science, which was founded in 1926, offers the Bachelor of Science degree in

    Applied Physics major in Instrumentation, Biology, Chemistry, Mathematics major in Actuarial

    Science, Microbiology, and Psychology. Both Biology and Chemistry are accredited by CHEDas Centers of Excellence. The College also offered a degree in Zoology, but was later abolished.

    Architecture. Later on, after adding a fine arts program the college was called College ofArchitecture and Fine Arts. By the year 2000, the Fine Arts program was elevated to a separate

    college. The College of Architecture is housed at the Beato Angelico building. It is one of two

    Centers of Excellence in Architecture.

    In 1933, the College of Commerce and Business Administration was created. College ofCommerce offers the Bachelor of Science in Business Administration with majors in Marketing

    Management, Financial Management, Human Resource Management, and Business Economics

    (not to be confused with the AB Economics being offered by Arts and Letters) as well asBachelor of Science in Commerce major in Entrepreneurship. On 2004, the accountancy

    program was transferred to the new Alfredo M. Velayo College of Accountancy (see below). It

    The Conservatory of Music, founded in 1945, offers the Bachelor of Music degree, with majors

    in Keyboard (Piano, Harpsichord, Organ), Music Education, Voice, Strings and Guitar,

    Woodwind, Brasswind, Composition Theory, and Conducting. Its facilities are located at theAlbertus Magnus building. The Conservatory is one of the two Centers of Excellence in Music in

    The College of Nursing was founded in 1946. It offers the Bachelor of Science in Nursing

    program, which is a Center of Excellence. The college is housed in the St. Martin de Porresbuilding, together with the Faculty of Medicine and Surgery and the College of Rehabilitation

    Sciences.[34]

    The College of Rehabilitation Sciences, founded in 1974, offers the Bachelor of Sciencedegrees in Occupational Therapy, Physical Therapy, SpeechLanguage Pathology, and theBachelor in Sports Science degree. Like Nursing, CRS is at the St. Martin de Porres building.[35]

    The College of Fine Arts and Design was separated from the College of Architecture in 2000. It

    offers the Bachelor of Fine Arts degree with majors in Advertising, Industrial Design, InteriorDesign, and Painting. It shares the Beato AngelicoBuilding with the College of Architecture.[36]

    The Alfredo M. Velayo College of Accountancywas separated from the College of Commerce

    on November 2004. Named after one of its renowned alumnus, Alfredo M. Velayo, one of the

    three founding members of the auditing firm known as SyCip Gorres Velayo & Co., the college

    houses students who are enrolled in the Accountancy and Management Accounting programs.With the aid of its alumni foundation, the college is now housed in its own building that was

    inaugurated on June 2006.

    The College of Tourism and Hospitality Management was separated from the College ofEducation on April 26, 2006. From an institute, the University has raised its level to a college in

    December 2008. It offers both the degrees; Bachelor of Science in Hotel and Restaurant

    The Institute of Physical Education and Athletics (IPEA) is an independent college intendedfor the elevation of sports and athleticism in the university. Situated at the UST Gym.

    The Department of Military Science & Tactics (DMST) was later on integrated to the NSTP(National Service Training Corps) program of the University. It provides adequate learning in themilitary arts in preparation for Thomasians in entering into military Service. The ROTC

    Department is under the DMST.

    The Institute of Religion (IR), since its foundation in 1933, has been the theology-teaching

    department of the University for the civil sciences. As one of the offices under the Vice Rectorfor Religious Affairs, the IR has been a prime mover in campus evangelization primarily through

    classroom instruction. Located at the heart of the UST Main Building, the site of IR's officesymbolizes the directive of the Church that theology should be the core of the curriculum in

    Catholic institutions.

    As early as the 17th century post-graduate programs have been offered in the University of Santo

    Tomas through its various Faculties and Colleges.

    [edit] Faculty of Civil Law

    The UST Faculty of Civil Law was the first secular faculty, and hence the oldest law school in

    the Philippines. Although the Faculty offers the Bachelor of Laws degree, it is considered as a

    post baccalaureate degree, as it requires applicants to either have a Bachelor of Arts orBachelor

    of Sciencedegree. Civil Law resides in the UST Main Building. [39] The Faculty of Civil Law hasproduced four Philippine Presidents and six Chief Justices of the Philippines. It also has a Legal

    Aid clinic named after one of its illustrious alumni, Chief Justice Roberto Concepcion.

    Aspiring law students need to finish at least a bachelor's degree before being admitted to theFaculty. They must then maintain an average of at least 78 in their freshman year to be

    readmitted the succeeding year. The required minimum grade increases as the year level

    progresses (79 for the second year, 80 for the third year and 81 for fourth year). During the third

    year of stay in the Faculty and after finishing all the law subjects, the student is required toengage in an internship program of at least 200 hours before being admitted to the fourth year,

    wherein he will then be required to undergo an oral examination orrevalida and at least two

    major examinations to be able to complete the whole program. Upon graduation, the student willbe qualified to become a bar candidate that will be eligible to take the bar examinations in the

    Philippines.[39]

    The Faculty is one of the top performing schools in the history of the Philippine barexaminations.[40] It has produced four Philippine Presidents, three Philippine Vice Presidents, sixSupreme Court Chief Justices, and several law deans in the country.[41]

    The national hero of the Philippines, Jos Rizal, studied here before moving to Madrid Central

    University to complete his studies. Graduates of the Faculty of Medicine and Surgery rankamong the top scorers in the medical licensure exams, and the Faculty boasts a high passing rate

    overall.

    In 2001, the Faculty adopted theproblem-based learning method for use in the curriculum. Thiswas highly controversial, as many professors complained that students were not learning thebasic sciences adequately.[42]Eventually, in 2003 the curriculum was changed again, this time to

    an innovate format which combined elements of both traditional (lecture-based) and problem-

    based methods.

    The Faculty is known for giving its fourth-year students a series of written and oral exams

    known as the "revalida". In the oral exams, groups of three students each are questioned by

    panels composed of three professors on basic, clinical, and emergency medical sciences. Passing

    the revalida is a prerequisite to graduation.

    The Faculty is a Center of Excellence.

    It has been consistently producing topnotchers in theannual national licensure exams for Filipino physicians and it is proud of its Level 4 National

    Accreditation for several years.[44]It is also thealma materof numerous Secretaries of Health of

    the Philippines,[45]as well as several Presidents of the Philippine Medical Association, thenational organization of medical doctors in the country.[46]The Faculty was also ranked as the

    only Asian medical school to be in the top 10 list of foreign medical institutions by the U.S.

    Educational Commission for Foreign Medical Graduates in 2007.

    In 1938, the UST Graduate School was established to administer and coordinate all the

    graduate programs in the University. The Graduate School academic programs have grown to 90course offerings, spanning about seven clusters of disciplines.

    Today, the UST Graduate School is recognized as a Center of Excellence in several fields of the

    Arts and Humanities, Allied Health Sciences, Natural Sciences, and Engineering by the

    Commission on Higher Education.[47]

    Its programs in business, public management, and education were also recognized by the

    Commission on Higher Education (CHED), Fund for Assistance of Private Education (FAPE)-Evaluation of Graduate Education Programs (EGEP).

    The Thomasian Welcome Walk (formerly The Rites of Passage) Freshmen pass under

    the historic Arch of the Centuries as welcome to the university life. The Highlight of the

    TWW, aside from the symbolic passing, is the Eucharistic Celebration. Established in2003.[48]

    The USTv Students' Choice Awards on Television Established in 2005, is an award-

    giving body by Thomasians for Philippine Television that upholds Christian moral andideals.

    UST Paskuhan Primered by the Eucharistic Celebration, the Paskuhan is the Thomasian

    way of celebrating Christmas. It is one of the most awaited events of the year showcasingdifferent performances from different student organizations, and live bands, which is

    complemented with an extravagant show of pyrotechny. It was December 19, 1991 when

    the first Paskuhan came about. Dubbed "Paskong Tomasino, Paskong Filipino '91", the

    event intended to reflect the Filipino tradition of "panunuluyan" through a processionfrom different colleges and faculties in the campus. It also featured a Holy Mass and an

    inter-collegiate lantern-making contest. The main highlight, however, was gift giving. A

    14-foot (4.3 m) Christmas tree was erected at the UST Grandstand where Thomasiansplaced their donations for the victims ofTyphoon Uring.[49]
