MANAZILACCOMMODATION STRATEGY
Petroleum Development Oman (PDO) is seeking
to source service providers to Design, Build,
Own, Operate, Maintain, with the option to
Transfer (DBOOM/T) new Accommodation
Villages for PDO staff and Contractor
workforces.
INTRODUCTION
PDO is the leading exploration and production company in the Sultanate of Oman. We deliver the
majority of the country's crude oil production and natural gas supply, but above all we focus on
delivering excellence, growth and sustainable value creation within and well beyond our industry.
To support our operations, PDO requires 30,000+ permanent accommodation beds distributed
across twelve (12) locations in the interior.
PDO is seeking to source service providers to Design, Build, Own, Operate, Maintain, with the
option to Transfer (DBOOM/T) new Accommodation Villages for all permanent PDO staff and
Contractor workforces within, or in proximity to, the twelve (12) strategic industrial areas within the
Concession Area. Providers will have the opportunity to respond with greenfield or brownfield
solutions (i.e. reconfiguration and/or extension of existing facilities and infrastructure, and/or asset
re-use).Today, the 30,000 accommodation
beds are offered in the form of
Permanent Accommodation for
Contractors (PACs), Temporary
Accommodation for Contractors
(TACs), and PDO camps/motels. The
30,000 beds consist of 4k PDO, 16k
PAC & 10k TAC, and excludes project
delivery and rig camps.
This fragmented accommodation
strategy and the application of
inconsistent standards erodes value
and compromises worker welfare. It is
apparent that a fresh enterprise wide
accommodation strategy is needed to
achieve PDO’s stated worker welfare
aims at a competitive cost.
OBJECTIVES
Manazil seeks to transition from the current
fragmented approach to a fully integrated,
standardized and outsourced model for
accommodation. The strategy is focused on
worker accommodation for PDO staff and
contractors on long-term service contracts in
the Interior excluding project, rig, and seismic
camps. In this context, PDO is seeking to source
service providers to DBOOM/T new
Accommodation Villages for PDO staff and
Contractor workforces within, or in proximity to,
the twelve strategic industrial areas within the
Concession Area:

Lekhwair
Qarn Alam
Saih Rawl (Mabrouk)
Yibal
SOUTH
Amal (Al Noor)
Bahja (Zauliyah)
Harweel
Marmul
Nimr
Rima
This strategy rests on three pillars: optimum
worker welfare, labour force productivity, and
cost competitiveness. Manazil recommends the
closure of all TACs, committing to a new model
where all PDO staff and contractors currently in
PDO camps, PACs, and TACs will be co-located
in a new Accommodation Village typology.
Such a typology may be provided on a
greenfield or brownfield site and must comply
with a defined set of ‘fit for purpose’ standards
and service levels.
STRUCTURE PLANS
The link to the structure plans provides
information on the twelve (12) strategic
industrial areas and three (3) potential satellite
camps, highlighting the number of beds that
need to be provided and serviced in the future.
