As at 4pm on Monday, 287,735 people nationwide had already cast their vote for the general election, over double the amount who had voted at the same point in the last general election. More than 300 advanced voting stations have been set up around the country, according to Electoral Com- mission chief executive Robert Peden. Early voting at Te Manawa has proven busy, with staff noticing a “definite increase” in numbers on the first day of voting. “It’s been very busy. We had 495 votes yesterday and 636 on Sunday,” said staff member Hannah Southward. While Ms Southward said there were more elderly people coming in to vote, she said she had seen a range of people from all walks of life come in. On the first day of early voting on September 3, 12,211 people voted nationwide, which was more than double the 5,459 who cast their ballots on the first day of early voting for the 2011 General Election. One staff member at the Palmerston North election registrars office on Matthews Ave said they were “flat- packed” with incoming votes. Local candidates have been out and about this week urg- ing people to vote, and the local Labour contingent are even offering a free ride to voting booths for those that don’t have transport. At the last election, 84.5 per cent of eligible voters were enrolled in the Palmerston North electorate, but turnout only came to 74.2 per cent. According to statistics New Zealand, 41.8 per cent of young people did not vote at the last election compared with 5.2 per cent of people aged 65 and over. Advance voting was intro- duced in 2002 so is not a new concept, but prior to 2011 a statutory declared reason for not being able to vote on election day was required. In Palmerston North early voting can be conducted at Te Manawa, UCOL's learning hub, the Massey University Students' Association and the Summerhill Shopping Centre and will be open until election day on September 20.

With the general election onlytwo days away, advancedvoting booths around Palmer-ston North have been busywith people getting in early tohave their say.

As at 4pm on Monday,287,735 people nationwide hadalready cast their vote for thegeneral election, over doublethe amount who had voted atthe same point in the lastgeneral election.

More than 300 advancedvoting stations have been setup around the country,according to Electoral Com-mission chief executiveRobert Peden.

Bus scheduleVisitors to Palmerston North’s Hospitalwards and people attending clinics, as wellas hospital employees, have reacted nega-tively to bus service administratorsproposed improvements to be made in acouple of years. One person commented,“We need services now — some of us won’tbe here to see them then”.

The posting of schedules at importantcity locations has long been called for andhospital services are perhaps the mostimportant. A list of terminal departures isall horizons administrators have provided.I’ve created schedules, assisted by others,for the hospital bus stops on RangitikeiStreet.

We attempted to consult Horizons aboutits accuracy (having used their published

terminal departures) but got no substantiveacknowledgement so please consider thesetimes approximate.

Those addressing bullying in the regionare determined to reduce the number ofvictims in our community by providingextra support and education.

The iCAN Youth Action Group againstbullying was established last year as partof Te Punanga Haumaru’s project for thoseaged 0 to 19. Encouraging a collaborativeapproach, the organisation builds onexisting expertise and experienceestablished by groups like Feilding’s iCAN.

Project co-ordinator Louis Bartley saidtheir primary objective was to rely oncommunity support and reduce bullying.“iCAN was chosen as it embodied‘empowering ourselves to lead socialchange’,” he said.

Joining the project 10 months ago, MrBartley admits he knew little aboutbullying prevention. “Almost 12 monthslater I have a greater appreciation of theextent of bullying and what can beachieved by reaching out to thecommunity.”

Four members of the Manawatu YouthAmbassadors lead the group which

includes 14 students aged between nine and21 years old. Five adult volunteers havealso formed a community support group.

“We welcome involvement from otherschools or groups in the Manawaturegion,” Mr Bartley said. “We woulddefinitely love to have more parents orbusiness owners involved.”

Their bystander education programme‘Don’t stand-by, speak out’, which wasdeveloped by a parent, is now being testedat Lytton Street School. “It really is afantastic achievement, which the youthaction group have been an integral partof.”

According to statistics, more than two-thirds of New Zealanders will experiencebullying. Te Punanga Haumaru waslaunched in 2012 to help communitiescreate a safe and nurturing environment forchildren. Most bullying happens in schooland the effects on young people includebeing less likely to attend school and poorerlong-term health and education outcomes.

BULL TERRIERS■ The term pitbull is often used todescribe dogs with similar physicalcharacteristics.■ The first bull and terrier breed cameabout in the mid 1800s VictorianEngland. The strength and courage ofthe bulldog, the intelligence anddexterity of the terrier was a unionthat saw fortune in vermin control andgambling sports of badger baiting andpit fighting.■ Breeder James Hinks showed hisprized English bulldog in 1860; thishelped him develop his own examplesof the English white terrier and thedalmation. With these he developedthe earliest example of a bull terrier("a dog with a balance of substanceand a gracious appearance") firstseen in May 1862.

Breed discrimination against pitbull typedogs contributes to the thousands whoare put to sleep every year unwanted andabused, according to the owner of a localcharity.

Bullied Dogs Advocacy and Rescuewas set up by Summer Aitken; a womanwith a passion for dogs who she says areoften misunderstood.

She began the rescue focusing on theManawatu and Wanganui after “large”numbers of wandering strays wereending up at local pounds.

Legislation in New Zealand meansthese facilities are often unable to rehomethese dogs as they are deemed aggressive.

Ms Aitken says breed specificlegislation is not based on fact, rather itfocuses on hype and feeds into a fear thatis unjustified.

“I have a personal love of the bullbreeds after rescuing my own pit-crossalmost two years ago and I wanted to dosomething more to help these dogslocally,” she said.

“I'm also part of the team at ARAN whorescue mainly pound dogs.”

One of Ms Aitken's projects is apetition asking the Wanganui DistrictCouncil to address animal welfare andrehoming rates in their pound. Anapplication for funding has also beensubmitted in hopes of holding a desexingprogramme.

“We will launch this in Wanganui andManawatu with the hope fewer unwantedlitters will mean less unwanted dogs andpups ending up in the pound and fewerlitters being sold irresponsibly into thecommunity.”

Since the organisation began in June,over a dozen dogs have been rehomed.

“We have two pups and an adult dog inour care at the moment — the pups were

being sold over a buy/sell/swap page toanyone who could produce $50 and theywere only three weeks old and full ofworms.”

Ms Aitken said the charities successdepends on donations from thecommunity and help from volunteerswho are willing to foster animals.

“The dogs we see are often from abackground of abuse or neglect . . . it'sessential they are rehabilitated beforethey're rehomed and this usually involvesbuilding their confidence and trust, basictraining and socialisation.”

Three candidates faced up to some toughquestions at Palmerston North CityLibrary last week in one of the finalcandidate meetings before the generalelection this weekend.

Jack McDonald, Jono Naylor and IainLees-Galloway responded to questionswritten on blackboards which had beenplaced at various locations around thecity.

When talking about land ownership,Jono Naylor said a lot of people had thewrong idea about National allowingforeigners to purchase land in NewZealand.

“National doesn’t have a policy to sellland to overseas buyers, it has to beshown that no New Zealander wants tobuy the land before foreign buyers have achance,” he said.

Labour’s Iain Lees-Gallowaydisagreed, saying this would allowforeign buyers to push land prices upwhich wouldn’t benefit New Zealand. Hesaid overseas investment in New Zealandwould be a good idea only if it added valueand created jobs.

Jack McDonald, of the Greens, saidtheir party was focused on adding valueto products rather than increasing thevolume. He also expanded on his party’sinvestment in research and development.

“At the moment we’ve got all our eggsin a few baskets, namely the primaryindustries. The Greens plan to invest $1billion into research and development,”

He also stipulated he was there togarner support for the party vote to helpbring Greens to 15 per cent rather thanpromoting himself as a candidate.

Poverty was another area ofdiscussion with Mr Lees-Galloway saying40 per cent of families in poverty are inwork.

“Wages are too low, hours too few andwork is insecure,” he said.

Each candidate was also asked whythey wanted to be an MP. Mr McDonaldsaid he wanted to represent young people,Mr Lees-Galloway wants his children andgrandchildren to have moreopportunities growing up than he did andMr Naylor said he wants to seePalmerston North fulfil its potential.

New Zealand actor Helen Moulder isbringing her new solo show, Gloria’sHandbag, to the Dark Room atCentrepoint from Sept 24 – 28.

“I love coming to Palmerston North,”Helen says.

“I have family here so it’s a greatexcuse to visit.”

Helen was last at Centrepoint in ShopTill You Drop and has brought other soloplays to Palmerston North as wellincluding Playing Miss Havisham and AVote for Cynthia.

Gloria’s Handbag, which opened atCirca Theatre in Wellington in March, isabout a 97-year-old woman who hasn’tlong to live and who splashes out on a one-off Italian designer handbag.

Her son is horrified she has wasted somuch money but the purchase sets off aseries of events which transform Gloria’slast days.

“I think men might think the title a bit

old ladyish,” said Helen, “But there aresix characters, aged between 21 and 97,including two guys, one of whom is anAustralian gardener.”

Helen says she has to work quite hardswitching from one character to theother. The play includes music fromMozart’s Magic Flute and some magictricks which Helen has had to learn forthe production.

“Studying magic with two magicianshas been fantastic fun. I thought I’d nevermaster some of it but, with time andpractise, it’s amazing what you can do.”

Helen wrote the play with a colleague,Sue Rider, in Brisbane.

“We wanted to write about all the stuffwe gather over a lifetime and ourrelationship to objects and their influenceon us, but other themes have crept in —the ageing process, families and a futurewhere the accumulation of things maynot be so important. It’s been a hugelyrewarding experience.”

Helen plans to keep the play in herrepertoire for several years. “With a bit ofluck, I may keep going until I’m 97.”

After Palmerston North, the play istouring to the Auckland area and then onto Sydney.

School production comes to life

Pigs, bears, giants, a troll,Gandalf, Harry Potter, theGingerbread man andGoldilocks are just some ofthe characters that will taketo the stage at the SpeirsCentre on September 25.

It’s Terrace End School’sproduction — the first inseven years and excitement isbuilding at the school as thefinal rehearsals take place.

Teacher in charge, TimJones, wrote the entireproduction himself. “I’vetried to include adult humouras well to make it funny forthem. Writing it myselfmeant it could be tailored forthe school,” he said.

“Everyone’s been reallyenthusiastic, I’m proud of it.”

The show has been in theworks since auditions wereheld in July and all 113 kids atthe school are involved. Themusical track includes songs the audiencewill know and be able to sing along to.

The show centres around a tupperware-selling wolf who encounters a number ofdifferent situations that he must getthrough.

A number of well-known stories andfairytales are referenced, which relates to

the school’s recent focus on traditionalstories.

Whether it’s to brighten up the décor in the home or office or for weddings, Julie’sarrangements are durable and don’t wilt or need water like their fresh counterparts.

She also makes arrangements in cement for placement at cemeteries. Because they’re in cement,they won’t blow away, and they’re specially treated to withstand weather conditions. “Often peopleget upset when they think their flowers have been stolen, but quite often they’ve just blown away andcemetery staff don’t know which headstone they belonged to so end up binning them,” says Julie.

All arrangements are treated for outdoor conditions with UV protection spray and last from 12 monthsto 2 years depending on the situation of the gravesite and weather conditions. Ranging in price from$25 to $50, it’s not a lot to pay for something that lasts so long.

Julie says she’s always had flair with flowers, which started with Christmas table center pieces andgrew to include all sorts of bouquets. She’s been making arrangements for four years now and alsomakes garters, horseshoes, serviette rings and handmade cards. “If I’m watching television I have tobe doing something with my hands,” she says.

While city boy Tiwai Nathanfound it hard to adjust to theearly morning starts when hebegan Land Based Training’s44 week agriculture course,he says he’s now used to itand loves getting out on thefarm.

“I do milking, calving andfeeding the calves and get upat 3.50am,” he said. His hardwork has resulted in paidemployment on a 1700 dairyfarm.

Seeing students achieveresults is one of the bestthings about Jackie Payne’sjob. She’s been a field officerwith Land Based Training forthe past year and thoroughlyenjoys her job.

Land Based Training offersa free youth guarantee pro-gramme for 16 to 19 year oldschool leavers who wish tocomplete the national certifi-cate in agriculture level two.The course offers two days of

practical on-farm experienceand two days in the classroom.

Students also learn cookingand employment skills.

“He’s just grown so much”says field officer Jackie Payne.“I have to tell the students thiscourse is like a job, you turn upevery day. It’s preparing youfor the workforce.”

Ms Payne and the tutorshave extensive farmingcontacts and are oftenapproached by farmers who

They’re not sure what to expect of theexternal exams and they may not havehad much time to revise.

The Manawatu Branch of Age Concern isstill alive and kicking, just in a differentlocation.

The branch is now located at 51

Waldegrave Street opposite Arena Mana-watu and continues to provide support forthe elderly in our community.

The organisation provides two main

services, both of which provide help andsupport to over 65s. Elder abuse andneglect prevention services provides sup-port for those facing abuse or neglect.

Support is completely confidential. Ageconcern also provides an AccreditedVisitation Service (AVS) for those who maybe socially isolated. A weekly visit can go along way towards reducing social isolationand loneliness. It is also a way of monitor-ing our older citizens and gives AgeConcern an opportunity to provide followup support if required.

“It’s about breaking that cycle ofabuse,” says Robyn Baker of the ManawatuBranch.

“The more people that become aware ofelder abuse the better it is for prevention.”

The last three months at Age ConcernManawatu have been action packed andhave seen the appointment of AVS social

worker Fern Brooking who oversees AgeConcern’s visiting service. Fern and Robynhave been working hard to inform thecommunity of the continuation of theirservices and the re-establishment of AgeConcern’s role in the community.

October 1 is international day of theolder person which celebrates the olderadult and the wisdom they bring to ourcommunities.

Age Concern Manawatu has a variety ofactivities planned to make this a funcelebration to engage the community andraise awareness.

Age Concern Manawatu covers a vastarea ranging from Eketahuna to Danne-virke, Feilding, Shannon, Bulls and Palmer-ston North.

It has proven to be a resilient organisa-tion and provides an absolutely essentialservice within the community.

Softball club swings back into action

After an eight-year absence, theFeilding United Softball Club hasbeen resurrected. The club, whichhad a 30-year history, officiallystarted up again last weekend after agroup of people with an interest inthe sport decided to get thingsmoving.

Club secretary Lisa Tattle startedasking around when her daughterbecame involved in the sport anddiscovered Feilding once had a club.“I was told Feilding used to have aclub and thought, well, let’s do itagain,” she said.

The club had their first open daylast weekend and attracted around26 people, who Mrs Tattle said wereenthusiastic and keen on the sport.The club organisers have alsodropped player fees to make it moreaccessible.

“Softball can be a reasonably

expensive sport and, if you’ve gotthree kids in a family wanting toplay, it becomes a lot,” Mrs Tattlesaid. “It’s not about making money,it’s about developing the sport.”

Softball is New Zealand’s mostsuccessful sport with more worldcup wins than any other code. MrsTattle says it’s also the most socialand hospitable sport she’s ever beeninvolved in. “The skills the sportteaches are transferable to othersports as well and helps withconfidence too. What is an LBPLBPs are designers, carpenters, brick andblocklayers, roofers, external plasterers, site andfoundation specialists who have been assessedto be competent to carry out work essential to aresidential building’s structure or weather tightness.

When you need an LBPIf you’re thinking of getting building or renovationwork done on your house or apartment, you needto check if it’s ‘restricted building work’ (RBW). If itis, you’ll need a licensed building practitioner – orLBP – to do it. Restricted building work involves thebuilding’s structure, weather tightness, and designof fire safety systems.

Because this work is so important, it’s only allowedto be done by licensed building practitioners (LBPs).LBPs are assessed before getting licensed, andhave to maintain their skills to keep their licence.Restricted building work, and the requirement touse LBPs to do it, was brought in on 1 March 2012(through changes to the Building Act 2004).

What are LBPs?

In November 2007 the Ministry of Business,Innovation and Employment (MBIE) (formerlyDepartment of Building and Housing) establishedthe licensed building practitioner scheme underthe Building Act 2004. This scheme sets out aregulated process where skilled and/or qualifiedbuilding practitioners must demonstrate theirability to meet industry consulted competencies inorder to obtain the status of being LBPs.

The scheme has 7 licence classes:

• Design• Site (these are on-site supervisors

or project managers)• Carpentry• Roofing• External Plastering• Brick and Blocklaying• Foundation

Registered architects, plumbers and charteredprofessional engineers are also treated as beinglicensed to do or supervise certain elements of RBW.

Why restricted building work(RBW) is importantRestricted building work (RBW) is work that iscritical to the integrity of a building. It must be doneproperly to ensure the building is structurally soundand weather tight.

Restricted building work can only be done orsupervised by trades people who have proventhey are properly skilled – licensed buildingpractitioners (LBPs).

It is an offence for an unlicensed person to carryout or supervise RBW. It is also an offence toknowingly engage an unlicensed person to carry outor supervise restricted building work.

Why use an LBPHiring good professionals to help you can be crucialto the whole building experience. Licensed buildingpractitioners (LBPs) have undergone a robustapplication process, including a written application,verbal testing by proficient assessors, and referees’confirmation of their work. They keep up with thechanging industry and undergo continuous skillsmaintenance.

Managing building projects

If you do not want to manage the building projectyourself then you may want to consider engaging aSite LBP.

A Site licence shows competency in organising andmanaging building projects. This includes havingup to date knowledge of regulatory requirements,technical knowledge of construction methodsand practices, managing personnel and providingtechnical supervision.

When you undertake a building project make certainthat your designer is licensed or is a registeredarchitect or a charteredprofessional engineer.

Design work that includes RBW may not besubmitted by an unlicensed person and will needto be checked by a licensed designer; registeredarchitect or chartered professional engineer.

In what could become an on-going arrangement with the cars’owner, an Australian collector, thethree Mercedes-Benz and theFerrari add yet another level ofprestige to the popular museumdisplay, which is enjoyed byhundreds of people each week.

“We’re very honoured to havethis collector entrust some of hisrare and exotic vehicles toHighlands Motorsport Park,” saidHighlands’ general manager MikeSentch.

“With just 400 Enzo Ferrarisever made, it’s not often Kiwiautomotive fans can see one ofthese incredible cars in NewZealand.
