MPCS Health Statement Student and staff health and safety have been and continue to be the highest priority for Manassas Park City Schools. The following document outlines the planning, precautions, policies and procedures as we move forward together to embrace the new normal of conducting school operations during and after the COVID-19 pandemic. Reopening of, and re-entry into school buildings is dependent on Executive Orders, trends and key data points referenced in the VDOE’s Recover, Redesign, Restart guidance document. As COVID-19 continues to present a public health risk to our community and the Commonwealth as a whole, MPCS is committed to implementing strong health, safety, and social distancing precautions to reduce transmission, minimize risk to students and staff, and promote community health and well-being.

Establish COVID-19 Team with designated points of contact for each school building

The Manassas Park City Schools COVID-19 Team, under the leadership of Jennifer Braswell-Geller, will oversee the Division level response for health considerations and planning as students return to school. The COVID-19 Team is comprised of the Superintendent, Deputy Superintendent, Associate Superintendent, School Nurse Coordinator, Executive Assistant – Superintendent, School Principals, Director of Human Resources, Director of Facilities, and Director of Transportation. This team meets on a regular basis and will continue to do so as the health status evolves in the state of Virginia. School based teams under the direction of the Principal will be established and will address building level requirements and concerns. Primary points of contact: Jennifer Braswell-Geller, Executive Director – Special Programs Anne Shaw, School Nurse Coordinator

Identify contact information and procedures for communicating with Prince William Health District staff

Anne Shaw, School Nurse Coordinator, will continue to serve as the contact between MPCS and the Prince William Health District (PWHD). Nurse Shaw collaborates on a regular basis with the PWHD and will provide the required data from school-based surveillance to the PWHD as relevant and required. Building level nurses will support the collection of surveillance data and submit this information to the School Nurse Coordinator.

Plan for health and absenteeism monitoring/approaches

Students School nurses will submit real time surveillance data to the building principal and School Nurse Coordinator. This will allow the Division to analyze and monitor health data and correlate the information with school absenteeism provided in consultation with the Director of Student Assessment and Accountability. Click here to access the student COVID-19 virus surveillance form. Staff School staff will complete the surveillance form which can be accessed here. The Office of Human Resources in collaboration with the School Nurse Coordinator will collect real-time surveillance data from Building administrators and department supervisors. The collection and analysis of this data will allow the Division to monitor health data for employee absences. Student attendance will be tracked in accordance with MPCS’ Policy JEA and the guidelines set forth by the Virginia Department of Education. School staff will receive guidance on attendance procedures for students both in person and virtually. The Interventionist and school-based Attendance Officers will work with school staff to track student attendance and intervene as outlined in MPCS’ School Board policy.

Interventions that will be employed by school staff may include • Verification of reason for absences by student health services

representatives and school staff; • Intervention at three and five consecutive absences intended to stress the importance of school attendance whether it be

virtual or in-person; and • Attendance officer intervention at 10 consecutive, unexcused

absences consistent with current procedures.

Develop a communication strategy that includes staff trainings, plan to share information with parents, students, and staff of new policies and communication of positive cases detected at school

The Superintendent’s Office will

• Coordinate messaging on MPCS social media accounts (webpage, Facebook, and Twitter);

• Utilize the Division-wide computerized call out system to send communications as needed;

• Create written correspondence to send to all parents/guardians; and

• Use the computer-generated phone call system to share information with the community.

The Special Programs Office will

• Collaborate with the Office of the Superintendent to develop back to school safety and wellness information;

• Coordinate standing meetings with the COVID-19 Team to monitor division data and provide important health updates;

• Collaborate with Human Resources Office to provide training resources for building level staff members to include

o Safe and effective use of PPE; o Recognizing COVID-19 symptoms in staff members and

students; and o Working with and supporting an ill student.

The Human Resources Office will

• Provide orientation and training for staff and students specific to new COVID-19 mitigation and best practices for employees returning to work during the COVID-19 pandemic;

• Professional development training will occur for teachers in August prior to students returning to school for the 2020-2021 school year. Topics for training include but are not limited to

o Coronavirus Awareness; o Cleaning and Disinfecting Your Workplace; o Managing Stress and Anxiety; and o Reopening Your Organization.

Identify areas that MPCS can participate in community response efforts

MPCS’ School Nurse Coordinator in conjunction with the Mason and Partners (MAP) clinic will continue to support the needs of the community with an emphasis on availability of services for the uninsured. The School Nurse Coordinator is also a key member of the local health district team that supports this community and neighboring communities in an ongoing basis.

Preparing MPCS’ student health services

All staff will participate in COVID-19 specific training prior to the start of the school year. Resources such as SafeSchools, the CDC, George Mason University, and VASN will be utilized to provide up-to-date information and training for all staff. Training will include

• Hand hygiene and respiratory etiquette;

• Use of cloth face coverings;

• Staying home when sick; and

• Encouraging physical distancing. Signage that promote these healthy practices will be visible throughout all school buildings. See sample signage here.

Assure provision of medical grade PPE for health services staff

MPCS has procured the necessary medical grade PPE for school nurse staff to safely manage situations in which a student or staff show symptoms of COVID-19. Coordinated efforts and procurement between the Facilities Office and the Office of Special Programs provides for appropriate inventory of supplies for our health services staff, special education staff, food services staff, and custodial and maintenance department prior to the opening of school. PPE inventory includes gloves, face shields, goggles, gowns, and N95 and surgical masks. This inventory will be closely monitored, and procedures are in place to ensure efficient and timely ordering can occur when needed.

Assure and maintain typical (non-COVID-19) health services

Each school clinic will maintain the ability to serve well and unwell students in a safe manner consistent with physical distancing requirements. Additionally, each school will identify isolation rooms that will serve students and staff with COVID-19 symptoms to minimize the opportunity for contact with the remainder of the school community. School nurses will continue to provide routine clinic services such as medication administration, support of health treatment plans, and attending to routine medical needs by students and staff.

Provision of mental health services School-based counselors and Special Programs staff are prepared to handle student mental health issues which may arise when schools re-open. Through the implementation of classroom lessons, small group counseling, and individual counseling student needs will be met in a variety of ways. Community partnerships will be leveraged with local government agencies to provide services outside of the schools’ purview with referrals made to outside community partners as needed. To best equip all staff members for the possible mental health issues which may arise with our students, we will require the following training modules are completed: • Interactive mental health training; • Continued bullying prevention training designed to help staff members identify and address peer-to peer bullying concerns; • Understanding adverse childhood experiences (ACES) and the impact of trauma on student learning; and • Youth Mental Health First Aid.

Physical Distancing All students and staff must maintain six feet of physical distancing in classrooms,

hallways, common areas, and buses when possible. Classrooms

• Desks and tables will be set up with a minimum of 6 feet apart.

Hallways and common areas

• Bell/class schedules may be staggered to minimize students in hallways;

• Hallways may be designated as “one way” to provide optimum distancing between students during class changes;

• Allow alternate locations with smaller groups for student activities such as lunch, PE, Chorus; and

• Limit seating in common areas to comply with social distancing requirements.

School buses and vans

• Students will be seated on every seat with siblings/students from the same home permitted to sit together

• Van riders will be reduced per run to maintain 6-foot physical distancing

Face coverings Face coverings will be required for all staff and students, grades 3-12, when 6 feet of physical distance is not possible. These occasions may include

• Buses or vans;

• Common areas; and

• Small group activities and hallways. MPCS encourages the use of face coverings for all students PreK-2 when 6 feet of physical distancing cannot be maintained in classrooms, buildings and on buses.

Face coverings (cont’d.) Staff and students with medical conditions that limit or prevent the use of face

coverings will not be required to use a face covering.

Staff and students are asked to supply their own face covering daily. The school may provide a face covering to any staff or students, if needed.

Medical grade PPE is necessary for specific staff in all the schools. MPCS will provide

• All school nurses and the nurse coordinator with medical grade PPE that will be required for the school year. These medical grade PPE is for the sole use of our nursing staff and their designees. All medical grade PPE will be provided by Manassas Park City Schools and close monitoring of this inventory will be maintained.

• Other specific staff that are designated as requiring medical PPE due to the nature of their job duties will be provided such equipment by MPCS.

Health Screenings Parents/students will be asked to complete a daily health assessment questionnaire including a temperature check prior to reporting to school and are encouraged to stay home when they are sick.

Staff will be asked to complete a daily health self-assessment questionnaire including a temperature check prior to reporting to work.

If a student or staff member answers yes to any question on the daily health assessment questionnaire, or if the temperature is at or above 100.4, the student or staff member should not report to school or work. Results of the self-assessment questionnaire and the self-temperature check will not be reported to or monitored by school staff. You can find the Health Screening Questionnaire here.

Create an education/training plan for staff, students, and families; Consider COVID-19 prevention education (hand washing, staying home if ill, etc.); Education should be part of staff and student orientations and to be sent to all parties before reopening schools and include: • Hand hygiene and respiratory etiquette; • Use of cloth face coverings; • Staying home when sick; and • Encouraging physical distancing.

The Office of Human Resources has created a “Return to Work Guide for Supervisors” that will provide guidance to building administrators and all department supervisors on best practices for returning employees to work during the COVID-19 Pandemic. This document provides guidance on considerations before employees return to work onsite, communicating expectations to employees about returning onsite, guidelines for employees while at work, reporting and communication requirements when a supervisor receives a COVID-19 notification from an employee, new regulations, and new telework requirements and expectations. Employees will receive communications regarding expectations for return to work onsite inclusive of notification requirements and a Frequently Asked Questions (FAQs). In addition, all employees will complete required training and understand their responsibilities for daily health checks and self-reporting of symptoms consistent with the COVID-19 virus. Prior to engaging in athletic activities on school sites, all coaching staff and volunteers will participate in training sessions on COVID-19 mitigation strategies aligned with CDC guidance. Staff will train all student-athletes prior to beginning athletic activities. The following topics will be included in the training:

• Signs and Symptoms of COVID-19 and how it spreads;

• Cough and sneeze etiquette;

• Hand hygiene practices;

• Physical distancing requirements, including while participating in athletic events;

• Use of cloth face coverings;

• Daily health screenings procedures; and

• Procedures to follow if staff, students, or volunteers are feeling ill.

Maintain adequate supplies to promote healthy hygiene practices

MPCS maintains an inventory of supplies to promote a safe and clean learning and working environment. These supplies are made available to schools through coordinated efforts by the Office of Facilities and Central Office. The disinfectants that MPCS uses are on the EPA-approved list for use against the COVID-19 virus and are listed on the Centers for Disease Control and Prevention (CDC) “Reopening Guidance for Cleaning and Disinfecting Public Spaces, Workplaces, Businesses, Schools, and Homes.” We use this CDC resource www.cdc.gov/coronavirus/2019-ncov/community/reopen-guidance.html as a guide for not only our supplies but also for additional guidance on our cleaning protocols with MPCS staff and contracted providers. While the situation with COVID-19 is fluid, MPCS and ABM will monitor resources such as this to ensure the most up-to-date products are being used to maintain healthy hygiene for all students, staff, and occupants. In addition to the proper disinfectants, MPCS will ensure that proper PPE for staff is available. Items such as masks, gloves, hand sanitizer, paper towels, cloths, and anti-bacterial soap are all constantly being monitored to make sure adequate supplies are on hand. As additional products are requested and/or needed the items will be added to the inventory maintained by the Office of Facilities. Transmission of the COVID-19 virus is most likely to occur before the onset of symptoms; therefore, it is critical to take preventative and effective measures when possible. MPCS will create and support a culture of good hygiene by posting age-appropriate signs throughout our schools and offices, specifically in hallways and restrooms, promoting good hygiene and physical distancing. For example, handwashing sign reminders will encourage students and staff to do their part to slow the spread of the virus. Physical distancing signage will be posted in hallways and entrances to our facilities. It is possible to protect yourself with everyday preventive action.

Signs provide reminders of these actions; the most important and simple of which is to thoroughly wash your hands. Proper signage will help to make sure that students and staff in the schools are all doing as much as they can to remain safe. Develop plans to promote social distancing that include

• Modification of classroom layouts, communal areas, and buses

All schools and Central Office will modify all classrooms and common areas to ensure furniture placement is compliant with 6 feet of physical distancing and implementing the goal of six to 10 feet of physical distancing space in classes such as Physical Education, Chorus, and Band to the best of the Division’s ability. MPCS staff will plan, prepare, and make every effort to meet the CDC guidelines and maintain six feet of physical distance between all students and adults however, at 50% building capacity there will be many situations where this may not be possible. School Transportation will be placing students one to a seat to maintain as much physical distance as possible during transportation to and from school. Students/siblings from the same household may sit together in one seat. All students, grades 3-12, and all drivers will be expected to use face coverings to assist in mitigating the transmission of COVID-19. Staff and students with medical conditions that limit or prevent the use of face coverings will not be required to use a face covering.

Develop strategies for food/dining services; these should be consistent with plans to optimize physical distancing

MPCS Food Services will work in conjunction with guidance provided by the United States Department of Agriculture (USDA), Virginia Department of Health (VDH), Prince William Health District (PWHD), and Virginia Department of Education (VDOE). To implement best practices to promote the safe and healthy preparing and serving of meals to students and staff, the Food Services Department will make the following changes:

• All menus will be a modified, fixed menu, including two hot entrees (one vegetarian option) and two cold entrees. Distribution will be based on standing orders or orders placed the night before/the morning of the same day;

• Per CDC guidelines, all components of the meal will be served to the guest, no buffet style self-service;

• No pin pads will be used. To reduce common touch points, guests will be identified utilizing barcodes which will be self-scanned at the point of sale terminal. Rosters may be used as a backup resource;

• All school cafeteria sites will be supervised by a ServSafe certified food manager;

• Per the VDH food employee reporting agreement, all staff will conduct a personal health screening survey each day prior to coming to work. If an employee is not feeling well or symptomatic, they will not report to work or will be sent home by their supervisor. All appropriate notifications to School Division supervisory staff will occur;

• All staff will be provided and will use all appropriate PPE as recommended by CDC guidelines;

• Students and staff will maintain six-foot physical distancing requirements when receiving meals when possible; and

• With 50% of students present in a building, at least three feet of physical distancing will be monitored and enforced when possible. Use of floor tape or cones will be used to ensure proper physical distancing with students and staff.

Food Deployment

Pre-K

• Food will be delivered to the classroom for Pre-K, Head Start, VPI, and ECSE classes.

Elementary and Secondary

• Students walk to cafeteria (while maintaining six feet physical distancing, when possible) and are served “grab and go” style meals to enjoy in the cafeteria. Six- foot physical distance measures will be maintained for all students dining in the cafeteria and in classrooms.

MPCS will continue to provide School Nutrition Program meals for students regardless of the model, i.e. hybrid, virtual, in-person in accordance with USDA and VDOE regulations.

Limit size of gatherings consistent with Executive Orders and impose strict physical distancing during gatherings

Gatherings must adhere to the limits of the current Executive Order for the current phase of operations. During Phase III, only virtual field trips will be allowed due to health restrictions and additional demands on transportation given the social distancing requirements. Manassas Park City Schools has always encouraged parents and community members to become involved in our educational programs. MPCS takes pride in allowing people from our community to visit and participate in our school programs. We realize how important community involvement is within our schools but now must balance this involvement with knowing that limiting access to our students and buildings may mitigate the spread of COVID-19. The school division will limit any nonessential visitors, volunteers, and activities involving external groups or organizations as possible – especially with individuals who are not from the local geographic area (e.g., community, town, city, county). All visitors will be screened prior to entering the building.

Phase II – gatherings in communal spaces will not exceed 50 persons and will utilize six feet of physical distancing when possible. Phase III – gatherings in indoor communal spaces in schools will not exceed 250 persons. Any gathering will utilize six feet of physical distancing between students and/or adults when possible. At this time and until further notice building rental/use to outside groups and agencies is not permitted. The Deputy Superintendent in coordination with Executive Orders will determine when building use and rentals will be allowed and approved.

Outdoor practices/activities are allowable if at least 10 feet of physical distance can be maintained by all persons (including participants, coaches, etc.) at all times. The total number of attendees (including participants, coaches, etc.) cannot exceed the lesser of 50 percent of the occupancy load of the venue or 50 persons. Workouts should be conducted in groups of five-10 students/coaches with the same five-10 students/coaches working out together weekly to limit overall exposure. Any changes in these procedures will be re-evaluated when updated information is provided by the state and VHSL.

Plan for daily health screening questions of staff and students

The Student Health Services Leadership Team will use the COVID-19 screening flowchart provided by the CDC. All staff and students, supported by their parents/guardians, will be asked to complete the daily self-assessment health questionnaire document. Click here to access the document.

Hygiene Practices • Create cleaning and disinfection protocols that include frequently touched surfaces, transport vehicles, schedules for increased cleaning, routine cleaning, and disinfection; ensuring adequate cleaning supplies and correct use/storage

MPCS and its’ contracted custodial provider, ABM, follow the guidelines issued by the CDC and uses the Environmental Protection Agency (EPA) approved disinfectants. Special attention has been given to ensure that updated guidelines are followed, and the CDC website is closely monitored for changing information. ABM will provide a Three-Step Approach to create healthier spaces. A brief explanation of the steps is listed below; a more in-depth explanation can be found in the Return-To-Work Manual for staff.

Step One: ABM will perform site assessments that identifies high traffic/touchpoints for frequent disinfecting in addition to increasing hand sanitizing stations.

Step Two: Cleaning and disinfecting frequency schedule that specifies ongoing disinfecting of high touch surfaces like door handles, elevator buttons, photocopiers and rooms, seating areas and meeting rooms. One Disinfectant Technician will be hired and trained per building with a complete focus on high frequency areas each day while students and staff are in buildings.

Step Three: Broader disinfection of all facilities and buses via electrostatic spraying when buildings are unoccupied to assist in high touch point cleaning measures.

Hygiene Practices • Create cleaning and disinfection protocols that include frequently touched surfaces; transport vehicles; schedules for increased cleaning, routine cleaning, and disinfection; ensuring adequate cleaning supplies and correct use/storage (cont’d.)

High frequency areas such as main offices, cafeterias, restrooms, and locker rooms will receive daily electrostatic spraying. ABM will complete nightly checklist of cleaning protocols to monitor performance and evaluate effectiveness.

ABM will provide training to school staff, as determined by the principal, on how to properly use spray disinfectants daily in spaces occupied by students to ensure the frequent cleaning of student spaces. Building administration will consult with ABM staff as needed.

Managing the use of shared materials presents significant challenges. Sharing of objects between students and staff members should be avoided when possible. If objects must be shared, objects should be cleaned or disinfected between uses. Disinfectant wipes will be supplied in each classroom.

Provide additional hand sanitizer/handwashing stations

In accordance with CDC guidance, MPCS will be placing a combination of hand sanitizer stations/pump bottles containing a minimum of 60 percent ethyl alcohol throughout the schools and administrative centers. Hand sanitizer will be strategically placed in high traffic/public areas as determined by the school principal and school custodial staff. All products will be ordered through the collaborated efforts between the Office of Facilities and Special Programs.

Ensure adequate supplies to minimize sharing to the extent possible (e.g., dedicated student supplies, lab equipment, etc.)

Ensure ventilation systems operate properly and increase circulation of outdoor air as much as possible

Maintenance personnel will check all airflow systems and air handlers before and during facility occupation. Ultra-violet UVR Glo Series machines have been installed in all building main offices and nurses’ clinics. Additional air purifiers will be provided in all school well and isolation clinics.

Ensure that water systems and features are safe to use after a prolonged facility shut down

All water systems will be checked and flushed prior to staff and students entering the buildings. Water fountains will be turned off during daily operations. Shared hydration stations will not be utilized. Students will be encouraged to bring individual water bottles for individual consumption. Water bottles may not be shared.

Identify and communicate plans for field trips, social gatherings, and volunteers consistent with Executive Orders in place

Gatherings must adhere to the limits of the current Executive Order for the current phase of operations. During Phase III, only virtual field trips will be allowed due to health restrictions and additional demands on transportation given the social distancing requirements. Manassas Park City Schools has always encouraged parents and community members to become involved in our educational programs. MPCS takes pride in allowing people from our community to visit and participate in our school programs. We realize how important community involvement is within our schools but now must balance this involvement with knowing that limiting access to our students and buildings may mitigate the spread of COVID-19. The school division will limit any nonessential visitors, volunteers, and activities involving external groups or organizations as possible – especially with individuals who are not from the local geographic area (e.g., community, town, city, county). All visitors will be screened prior to entering the building.

Train back-up staff to ensure continuity of operations (consider both instructional and support positions)

Instructional and support staff will complete the COVID-19 mitigation training through Safe Schools during pre-service training. Substitute staff will be contacted to determine availability for the 2020-2021 school year. COVID-19 mitigation training must be completed by each substitute prior to working in our facilities. Coverage of classrooms during planning time may need to occur by instructional and support staff should there be a shortage of substitutes.

MPCS will consider and provide reasonable accommodations for employees as necessary and required. Employees that feel they are at high risk for severe illness from COVID-19 will be directed to the office of the Human Resources Generalist to determine any needed accommodations, alternative work arrangements, or leave options. Employees must submit a written request and release from their Health Care Provider prior to consideration.

Describe flexible sick leave policies and practices that enable faculty, staff, and students to stay home or self-isolate when they are sick or have been exposed

MPCS implemented a Family First Coronavirus Response Act regulation (GCBE-R) regarding emergency paid sick leave and expanded family and medical leave. Specific details are outlined in the regulation (pending School Board approval). Please visit the Human Resources webpage for more information.

Develop and describe return to class/work policies after COVID-19 illness

An employee that has been diagnosed as presumptive or confirmed with the COVID-19 virus must contact the office of the Human Resources Generalist to discuss leave options available through regulation GCBE-R.

Return to work requirements after a COVID-19 illness require that an individual will provide a written release from their Health Care Provider prior to returning to work. The written release shall be submitted to the office of the Human Resources Generalist. In addition, employees must contact the office of the Human Resources Generalist in the event they have been exposed to an individual suspected to have COVID-19 virus or if they have recently traveled to an area with widespread community transmission of COVID-19.

MPCS has developed plans to address the following:

• Separate and isolate symptomatic students and staff;

Each school has designated a location in the building which may serve as an isolation room as needed. School principals will receive guidance about preparing to set up and staff this room. Supplies for the isolation room will be provided by the Office of Special Programs in consultation with the School Nurse Coordinator. Together with building administration, the School Nurse Coordinator will • Designate an isolation room; • Ensure that standard supplies are available for this room; and • Train designated staff and deploy them as needed.

• Facilitation of symptomatic students to home or healthcare facility;

The school nurse, in consultation with the school administration, will contact a parent/guardian or appropriate emergency contact for pick-up of sick students or call 911 for emergency situations.

• Protocol for cleaning and disinfecting areas/items contacted by symptomatic individuals; and

The Office of Facilities has established a protocol outlining enhanced cleaning and disinfection guidelines for areas when a known or suspected COVID-19 exposure has been introduced by a student, employee, or visitor. This protocol will include direction to close off/demarcate areas with a known or suspected exposure, open outside doors and windows (as allowable) to increase air circulation in the area, and wait 24 hours, if possible, after a known or suspected exposure prior to cleaning and disinfection. CDC developed algorithms have been incorporated in division cleaning protocols.

• Develop communication plan with Prince William Health District.

The Nurse Coordinator, Anne Shaw, will serve as the main communicator with the PWHD. In collaboration with the PWHD leadership, MPCS and the PWHD will determine benchmarks to initiate contact tracing and any public health investigation.

The final recommendation of the Pandemic Team will be shared with the Superintendent of Schools who will make the final decision. The VDH and the PWHD would be consulted as well. Such conditions may include • Sporadic outbreaks within the community; • Clustered outbreak isolated to one school; • Significant increase of cases in the locality; and • ICU bed use.

• Complete school closure

The COVID-19 Pandemic Team will closely monitor surveillance and school attendance data and measure such against set benchmarks to determine when there must be a complete school closure. The final recommendation of the Pandemic Team will be shared with the Superintendent of Schools who will make the final decision in collaboration with the School Board. The VDH and the PWHD will be notified as needed. Such conditions may include: • Moderate outbreaks within the local school community; • Clustered outbreaks involving both staff and students in one school; • Significant increase of cases in the locality; and • Increase in hospitalizations and ICU bed use.

• Complete division closure The COVID-19 Pandemic Team will closely monitor surveillance and school attendance data and measure such against set benchmarks to determine when there must be a complete division closure. The final recommendation of the Pandemic Team will be shared with the Superintendent of Schools who will make the final decision in collaboration with the School Board. The VDH and the PWHD will be notified as needed. Such conditions may include: • Widespread outbreaks within the community; and • Moderate outbreaks affecting multiple schools in different geographic areas of Manassas Park.
