ACCU facilitated the two-day Strategic Planning of the National Confederation of Cooperatives (NATCCO) from June 24 to 25, 2016. Using
Balanced Scorecard as framework, the Strategic Planning (SP) of NATCCO takes a big leap towards an integrated cooperative network
characterized by, among others, standardized operation, shared resources, network disciplines, and strategies for governance.
As integration would promote the safety and soundness of cooperatives, members are ensured of need based and quality services from
their credit unions. The individual members’ lives will be improved as the result, because of the advancement of the services they receive
from their cooperatives.
Participated by the board of directors, committees, staff, CDA and selected member coops, the management will refine the SP for the final
approval of the Board during the upcoming December meeting of NATCCO

On June 7-11, the Credit Union Central of Indonesia (CUCO)
in Jakarta welcomed 29 leaders and staff from 11 Philippine
cooperatives in affiliation with the National Confederation
of Cooperative (NATCCO) – one of ACCU regular members in
Philippines during the exposure program in Indonesia.
Philippine participants were able to compare the practices
of Indonesian credit unions on the governance, accounting,
welfare benefits for the staff, regulatory environment, and capital
mobilization of Indonesian credit unions.
On the other hand, the Philippine delegates shared their
experiences on NATCCO transformation journey, gender
mainstreaming, remittances, mutual benefit fund, disaster
readiness, and the party-list system.
The visit also cultivates understanding of the rich Indonesian
cultural heritage in supplemental to learning about operation of
primary credit unions such as from Credit Union Sehati (CUS) and
Kopersi Kredit Usaha Sejahtera (KKUS).
On the third day, participants visited SMESCO building where co-
op products were displayed such as, but not limited to, traditional
batik clothing woven by credit union members themselves.
CUCO Enriches NATCCO Exposure Program in Indonesia
Nepal Is Ready to Revolutionize SACCOS IT ServicesACCU and its IT partners – Temenos and Software Group, were
invited to attend a 2-day ACCU Payment Platform workshop
held in Nepal by the Nepal Federation of Savings and Credit
Cooperative Unions (NEFSCUN) and National Cooperative Bank
(NCBL) on June 28 – 29, 2016.
The workshop had provided executive committees and senior
IT staff of the federation and large SACCOS representing over
150,000 individual members the right insights as to how Nepal
could enable market access and fulfill the needs of SACCOS and
cooperatives to advance their services to members.
NEFSCUN and NCBL intend to provide money transfer and bills
payment services to members - a sustainable system owned by
the network. Their vision is to offer convenience to members,
protect the identity of cooperatives and bring economic benefits
to members and cooperatives.

SACUDIL team attended a meeting with Provincial Rural Development and Poverty Eradication (PRDPE) in 3 provinces – Luangnamtha on
June 20, Oudomxay on June 22, and Luangprabang on June 24 – to share inputs on the level of government involvement and SACUDIL
working guideline and policy. The drafted plan also incorporates element of standardization among ACCU-SACUDIL supported VDFs and
SCUs. The plan aims to improve SCUs efficiency in terms of organizational management, interest rates of savings and loans, internal policy,
services, and current accounting procedure.
SACUDIL Shares with PRDPE Working Guideline and Standardization
Working along with SCU committee, the SACUDIL project
introduced door-to-door membership promotion strategy on May
16 – 17, 2016 to raise the awareness on the purpose of SCUs in
improving the lives of people in the community.
Several brochures were handed out to villagers. SACUDIL team also
had the opportunity to engage in brief conversation with residents
to explain the values of transforming Village Development Funds
(VDFs) to a full pledged Savings and Credit Unions. The VDFs
are community organization formed to channel government
lending program. Villagers are members of the VDFs. “It is certainly
a challenge to change the financial behavior of the members
towards credit. We are making them understand that savings can
change the course of their lives in the long-term,” said SACUDIL
Manager Chou Va Xiong.

3rd Round SCCs Participate in Audit Competency Training
Thirty-nine (39) Supervisory Committee Members, Board of Directors, Managers and
Thana Staff participated in advance course in Audit Competency in separate trainings
for Ayeyarwaddy and Bago SCCs held last June 3 and 4 and June 6 and 7, respectively.
Eight SCCs were represented during the two-day seminar-workshop which aims to
develop the needed skillsets of a functional Supervisory Committee.
Their take-away from the training is a clear understanding of their duties, roles and
responsibilities, the appreciation of proper, accurate and updated cooperative records
and documentation including the maintenance of minutes of all cooperative bodies.
Project Staff Continue Skill Upgrading
ACCU Myanmar Project Staff continue to upgrade their core competencies by regulary undergoing refresher training in Pathein Project Office.
Among the subjects tackled were SCCs performance management, Myanmar cooperative regulatory framework, good governance in SCCs, value-based leadership, personal development and voice practice and effective presentation and communication skills.
The Field and Training Officer and Assistants conducts field visits to each SCCs at least once a month.
ACCU Myanmar Shares Perspective of Cooperatives
in Financial InclusionACCU Myanmar shared its perspective on cooperative formation for sustainable financial inclusion in Myanmar by delivering a presentation on its two-and-a-half year experience working in Ayeyarwaddy and Bago during the conference organized by Planet Finance in Naypyitaw on June 2 and 3, 2016.
Cooperative Department Director-General U Aung Phyu graced the opening of the conference which was attended by representatives from Regional Cooperative Department of all regions.
The main points presented were: 1) with the right approach, savings-based cooperatives can be replicated anywhere in Myanmar; and, 2) grow the cooperative to at least 2,000 members with Kyats 100 Million to be sustainable.

4th Round SCCs Organizing In Bago Region
To provide opportunities for financial inclusion for more people in Myanmar, ACCU-CCS Project is going on a 4th round of SCCs organizing in Bago Region.
The sites identified are the townships of Pyay, Shwe Daung, Pauk Khaung, Taunggo, Oak Twin and Htan Tabin where at least 8 SCCs will be organized.
These areas are either referred to by existing SCCs, in which case they organize the initial meeting with potential leaders; or, by Township Cooperative Officers whom the Project Staff paid a courtesy call.
Each new SCCs in the 4th round is projected to have at least 500 members by December 2016.
SCCs Hold General Meeting
Well within the 90-day reglementary period after the end of fiscal year
on 31 March of every year, Myanmar savings and credit cooperatives
conducted their respective annual General Meetings as provided for
in their by-laws.
As cooperative development partner, ACCU participates in the
opening programs of General Meeting as resource on vision-building,
motivation of members to continue saving and encourage the
members to invite more friends and relatives to join the cooperative.
Good governance was also given emphasis - transparency, adherence
to laws and regularions and cooperative performance standards,
succession planning, personal integrity, among others.
All the General Meetings were witnessed by representative from
Township Cooperative Department who facilitated the election of
cooperative leaders and presented the audited financial reports.
5th Project Steering Committee Meeting
The 5th Project Steering Committee Meeting was in Yangon,
Myanmar last June 2, 2016.
The Committee which is tasked to oversee the implementation
of ACCU-CCS Project in Myanmar, is chaired by ACCU CEO Ms
Elenita V. San Roque and composed of representatives from ACCU,
UNCDF, CCS, AYANI, UMCL, Regional Cooperative Department
and Regional Cooperative Federation of Ayeyarwaddy and Bago
Regions.
The Project Manager presented the achievements of the Project as
of April 2016, SCCs promotion activities and training programs for
the period November 2015 to May 2016, the technical assistance
to UMCL as part of exit strategy, and the extension of project in
2017 related to strategic management and staffing.
