The Malta Residence and Visa Programme has been developed to attract reputable non-EU nationals and their dependants to reside and settle in Malta, also affording them the right to ‘Visa – free’ travel within the Schengen area.
Upon acceptance by the Authority, an applicant is issued a Certificate of Residence and a corresponding Maltese residence permit which shall be valid for 5 years, which, insofar as the ongoing obligations are continually satisfied, will be renewable indefinitely.
Eligibility Criteria – Main Applicant must:
Dependants
The Malta Residence and Visa Programme
Be a Non-EU national;
Be at least 18 years of age;
Have a clean police conduct;
Satisfy all due diligence checks as a fit and proper person;
Receive an annual income of at least €100,000, or possess capital of at Least €500,000;
Spouse - (monogamous relationship),
Children not older than 26 years of age - (unmarried and economically dependent),
Parents/grandparents - (economically dependent).
Contribution: €30,000 paid to Identity Malta, €5,500 of which is payable upon application;
Qualifying Investment: €250,000 investment in a form to be determined by Identity Malta to be held personally for 5 years;
Qualifying Property: purchase/own property (in Malta) worth no less than €320,000 or lease for no less than €12,000 per year or €270,000 and €10,000 respectively for property situated in Gozo or in the South of Malta, to be held personally for 5 years.

Due Diligence and the Certificate of Residence
An Audit must be prepared by the Agent on an annual basis, confirming the beneficiary’s satisfaction of his/ her on-going obligations. This must be submitted to Identity Malta on an annual basis for the first five (5) years and every five (5) years thereafter.
A series of due diligence tests are carried out by the Approved Agent and also by the governing Authority - Identity Malta. Upon confirmation of eligibility, the applicant will be issued a Certificate of Residence.

An applicant must submit his/her application through an ‘Approved Agent’ (authorised by Identity Malta), who will be responsible for the initial preparation and processing of the application, and the continued assessment of the client’s status throughout his/her enjoyment of the program.
