• Launched by Gordon Brown in June 2007, in response to the Leitch Review.

• Voluntary, public commitment to support the development of employees to at least Level 2

• Encourage staff to improve their literacy and numeracy skills

• Ensure that staff are skilled, competent and able to make a full contribution to organisational success.
