Make-Whole-PaymentsThe Basics
• Why do we have MWP?
To ensure eligible Resources cover their operational costs for a Commitment Period
• Who is eligible to receive a MWP?
Any Resource that receives an SPP “Market” Commitment –either for economic or reliability purposes
• Who is responsible to pay for MWP(s)?
Any AO with Market activity at a SL which contributes to the need for MWP(s)

Common Terms
Commitment Period• The contiguous period of time between a Resource’s Commit
Time and De-Commit Time • By Market – DA Commitment vs RUC Commitment
• Single Commitment can span Operating Days• Multiple Commitments can exist in a single Operating Day
Make-Whole Payment Eligibility Period• Splits a multi-day Commitment Period on day boundaries• Is synonymous to Commitment Period for single day
