MAJOR PROJECTS AND NEWS ITEMS

INDUSTRY NEWS (Houston, TX) - Magellan Midstream Partners LP and TransCanada Corp, Canada's second-largest pipeline company, said recently they will develop a pipeline to connect TransCanada's Houston tank terminal to Magel-lan's East Houston terminal.

The project will give shippers on TransCanada's Keystone and MarketLink lines access to Magellan's Houston and Texas City crude oil distribution system, the companies said on Tuesday.

The move will provide more transportation and infrastruc-ture options within Houston's refinery row, market partici-pants say.

The project includes construction of a nine-mile, 24-inch diameter pipeline, in which Magellan and TransCanada would have a 50/50 ownership interest. The project is esti-mated to cost about $50 million, and the pipeline is expected to be in operation by late 2016, pending certain agreements and approvals.

Construction of TransCanada's Houston tank terminal is ex-pected to be completed in 2015.

INDUSTRY NEWS (Calgary, Alberta) – TransCanada Corp. is seeking approval for another cross-border pipeline even as its contentious Keystone XL project languishes in the U.S. political system.

The Calgary-based company recently submitted an applica-tion to the U.S. State Department for its $600-million Up-land pipeline, a proposal that would bring U.S. crude north

at a time Canadian oil production is testing the limits of ex-isting export capacity.

The project is designed, in part, to connect fast-rising crude supplies from North Dakota’s Bakken oil play with the com-pany’s planned Energy East pipeline, which faces mounting opposition in Canada.

Initial capacity would be 220,000 barrels per day starting in 2020, rising to 300,000 barrels over time, spokesman Mark Cooper said.

The Upland pipeline requires a presidential permit because it crosses the U.S.-Canada border – a process that has delayed the company’s much larger, $8-billion (U.S.) Keystone XL pipeline for years.

“Upland is about ensuring maximum North American bene-fits for the energy we produce and making sure it gets to market in the safest, most efficient and environmentally sound way possible,” Mr. Cooper said in an email.

The pipeline would start near Williston, N.D., funneling 70,000 barrels of crude a day of contracted volumes into Energy East at an interconnection in Saskatchewan. The pro-ject would also connect with other pipelines within and out-side the state.

The Grand Mesa Pipeline system project will include over 550 miles of new crude oil transportation pipeline, multiple truck injection bays, over one million barrels of operational storage, and at least two collection points located near Lu-cerne and Kersey (Riverside Station) in Weld County, Colo-rado.

The system is in active development and is currently tracking both on schedule and on budget with right-of-way, survey, engineering, procurement and permitting. Rimrock Mid-stream, LLC will construct and operate the pipeline system.

INDUSTRY NEWS (Tulsa, OK) – Williams Partners L.P. and its wholly owned subsidiary Transcontinental Gas Pipe Line Company, LLC recently announced a fully con-tracted expansion project designed to deliver 180,000 dekath-erms a day of additional natural gas capacity for local distri-bution along the Eastern Seaboard.

The Garden State Expansion Project consists of additional compression to provide 180,000 dekatherms of firm natural gas transportation service and increased reliability to a local gas distribution company along the New Jersey coast that was affected by Hurricane Sandy.

The $150 million project would provide firm transportation from Transco’s Zone 6 Station 210 Pooling Point in Somerset County, N.J. to a new interconnection on Transco's Trenton Woodbury Lateral in Burlington County, N.J. Williams Part-ners plans to place the project into service in phases with the first phase in 2016 and the second in 2017, assuming timely receipt of necessary regulatory approvals.

The project is in addition to the $4.3 billion in capital expen-ditures planned through 2017 on Transco growth projects that Williams Partners has previously announced. Transco is the nation’s largest and fastest-growing interstate natural gas transmission pipeline system.

It delivers natural gas to customers through its 10,200-mile pipeline network whose mainline extends nearly 1,800 miles between South Texas and New York City.

The system is a major provider of cost-effective natural gas services that reach U.S. markets in 12 Southeast and Atlantic Seaboard states, including major metropolitan areas in New York, New Jersey and Pennsylvania.
