This Phase I ESA confirmed that historic activities have occurred on the subject property could have potentially caused a release of hazardous substances or petroleum products. Therefore, recommends a Phase II ESA, including the collection and laboratory analysis of soil and groundwater samples, to address the above listed concerns

The Transfer Act, Conn. General Statutes §22a-134 et seq., applies to the transfer of an "establishment". "Establishment" is defined in the statute as any real property at which or any business operation from which:

(A) on or after November 19, 1980, there was generated, except as the result of remediation of polluted soil, groundwater or sediment, more than one hundred kilograms of hazardous waste in any one month,

(B) hazardous waste generated at a different location was recycled, reclaimed, reused, stored, handled, treated, transported or disposed of on site,

(C) the process of dry cleaning was conducted on or after May 1, 1967,

(D) furniture stripping was conducted on or after May 1, 1967, or

GEl reviewed aerial photographs from 1934, 1972, 1986 and 1997. The 1934 aerial photograph shows the subject parcel. The parcel appears to be vacant land. adjacent properties appear to be residential and industrial. The 1972 aerial photograph is poor quality, but it appears that the current building has been constructed on the subject parcel. This corresponds with the 1950 construction date for the building on site as indicated on the Town Assessor's property card. The 1986 and 1997 aerials show the building as it appears today. Copies of the historical aerial photographs are included as Appendix C

GEl reviewed USGS Topographic maps from 1892, 1948, 1970 and 1984. On the 1892 topographic map the property appears to be vacant land and the adjacent properties appear to have some buildings but are mostly vacant. The 1948 topographic map shows buildings on the abutting properties and other areas. The current building on the subject property, as well as additional buildings and roads in the area, are included on the 1970 and 1984 maps.

GEl reviewed the Willimantic City Directories for the subject property and the surrounding area. The subject property is listed in 1962, 1970, 1980 and 1989 as a dry cleaning center. A copy of the Historical City Directories is included as Appendix E. Historically residences

No surface water bodies or wetlands are located on the subject property. The Shetucket River is located approximately one quarter mile south of the subject property. This surface water is classified by the as B, indicating a habitat for fish and other aquatic life and wildlife, recreational use, agricultural supply, industrial supply, and navigation (CTDEP, 2002).

The subject site and vicinity are supplied potable water by Windham Water Works.

No public water supply wells or water supply surface water (i.e., reservoirs) sources are located within 1.0 mile of the site.

According to the Bedrock Geology Quadrangle, Connecticut (Snyder, 1964), bedrock geology underlying the subject property is listed as the Gneiss. This bedrock/formation generally consists of medium black hornblende gneiss, mafic amphibolite, and biotite schist, and felsic biotite gneiss.

The flow direction of groundwater is controlled mainly by topography. However, flow is also influenced by aquifer type, depth to bedrock, watercourses near the site, groundwater use, and subsurface structures. Generally, groundwater flows from topographic high points to low points. Based on the topographic maps of the area, groundwater flows toward the south.

The Willimantic Area Work Center located at 1270 Main Street approximately one-eighth southeast of the site and Hartford Cleaners located at 65 Mansfield A venue

approximately one-quarter mile northeast of the site, are included on the RCRA-SQG List. These properties are not expected to impact the site.

A review of the EPA Facility Numbering Data System (FINDS) and the Site Discovery and Assessment Database (SDADB) list indicate that the site is included in the FINDS databases. All sites reported to Permitting, Enforcement, and Remediation Division where it is suspected that hazardous wastes may have been disposed or sites that are eligible for listing on the State Inventory of Hazardous Waste Disposal Sites are listed in this database. The site is listed the FINDS database for its listing as a RCRA-CESQG. more information please see subsection 5 .1.1.

The SDADB list indicates that there are three sites located within one-half mile of the subject property and are not expected to impact the property. The sites are listed below:

The CTDEP Leachate and Wastewater Discharge Sources are an inventory of surface groundwater discharge sources and other potential environmental areas of concern (e.g., spills, landfills, septage lagoons, etc.).

Four documented leachate or wastewater discharge sources were found concerning sites located within one mile of the subject parcel. The sites are listed below. Based on the distance and location of the sites listed below, the potential for these properties to impact subject property is considered low.

The Town of Willimantic Salt Storage located approximately one-eighth mile southwest of the site. Harry Mahev Furniture Stripping, listed as an industrial/Manufacturing wastewater discharge, is reported to be located one-eighth to one-quarter east-southeast of the subject property. The discharge is listed as a caustic rinse waters to a dry well. Conn. Cycle is listed as having an active industrial wastewater discharge. The property is located one-half to one mile east-southeast of the subject property.

Manifest list contains an inventory of Facility and Manifest Data. The Manifest is a document that lists and tracks hazardous waste from the generator through transporters to a TSD facility.

The subject property is included on the manifest list. The manifests were generated as a result of the proper disposal of chemicals used during the dry cleaning process from the site.

Site-specific file information (including, but not limited to, industrial surveys, notice of violations/orders, environmental reports, site analytical data, permits, application forms, and other correspondence) was requested regarding the current/former owners and businesses listed in subsection 5.2.

There was no information on file with this bureau for the subject properties. No record of transfer of the subject site was found pursuant to the provisions of the Transfer Act (Connecticut General Statute 22a-134).

The building department had two permits on file regarding the subject property. One permit is dated November 6, 1995 and is for the removal of the two 550 gallon heating USTs that were formerly located on the site. The 2nd permit is dated June 13, 1995 and is for installation of 330 gallon heating oil above Ground storage tank (AST). Copies of permits are included Appendix F

The approximately 3,700 square foot, single-story industrial/commercial building was constructed circa 1950. The building is made up ofbrick and concrete block walls and wood joists.

The dry cleaning machine is located in the southeastern end of the building. The dry cleaning machine and most of the associated piping is located within a secondary containment pan. The concrete floor around the machine appeared to be in relatively good condition (minimal staining) at the time of the inspection.

The building is heated with an oil fired boiler. The boiler is located in a mechanical room in southwest comer of the building. The heating oil AST is located on the outside wall of

the mechanical room and is protected from the elements in a small enclosure. Due to the snow cover at time of the site walk-through, access to the AST was not possible.

The subject property is 0.51-acres in size. Street abuts the southern apartments/commercial buildings are located to the east and west of the subject site vacant land followed by Valley Street is located to the north. Paved parking is south side of the building, between the building and Main Street, between the building and the west property boundary, and east of building. portion of the site is vacant and wooded. At the time of the site walk-through the ground was snow covered so a complete inspection was not possible.

Existing site features are depicted in Figure 2.

No pits, ponds, or lagoons were observed during the site walk-through. No stressed vegetation was observed at the time of the inspection. However, portions of the property were snow covered during the time of the site inspection

No stained soil or pavement was observed. However, portions of the pavement and grounds were snow covered during the time of the site inspection.

Miscellaneous solid waste was observed on site at the time of the site walk-through. Several empty buckets and boxes were observed on the interior of the building. A refrigerator, a baby carriage and several cardboard boxes were observed out side the back door of

Two 550-gallon steel heating oil USTs were removed from the site on November 21, 1995. The tanks were removed by Thistlesprings Farm, Inc. of Mansfield, Connecticut. None of the USTs were replaced. At the time of the issuance of this report, GEl was unable to obtain documentation regarding the destination of the former USTs, certificates of destruction, or confirmation soil sampling from the UST graves.

330 gallon AST which contains heating oil is located on the outside wall of the mechanical room at the northwest comer of the building on site. The AST is located in a small enclosure which was inaccessible at the time of the site walk-through. The tank was installed on August of 1995.

No transformers were observed during the site walk-through.
